8 Agenda for 1 st Connectivity and LTA Meeting of Eastern Region for the year 2015 A. NEW APPLICATIONS 1. LTA Application for North Karanpura and Nabinagar-II TPS Projects Following Transmission Systems for North Karanpura and Nabinagar-II TPS have been finalised in meetings of Standing Committee & ERPC. Immediate Evacuation System for North Karanpura North Karanpura Ranchi (New) 400 kv D/c with quad moose conductor North Karanpura Gaya 400 kv D/c with quad moose conductor Nabinagar-II Transmission System Nabinagar-II Gaya 400kV D/c line with quad moose conductor Nabinagar-II Patna 400kV D/c line with quad moose conductor Now, as per regulatory requirements, NPGCPL (JV of NTPC & Bihar) and NTPC have submitted applications for grant of Connectivity & LTA for Nabinagar-II TPS and Connectivity for North Karanpura respectively. LTA application for North Karanpura is awaited. The allocation of power for Nabinagar-II TPS as indicated by NTPC in the application is as below : LTA Quantum : MW North Bihar Discom : MW; South Bihar Discom : MW; WBSEDCL : MW; DVC : MW; GRIDCO : MW JUVNL :56.55 MW; Sikkim : MW; Unallocated : MW The application also states that : This allocation is tentative and final allocation shall be decided by Ministry of Power, Gol. PPA with all above beneficiaries have been signed and all beneficiaries except Bihar have authorized NPGCPL in the PPA for applying LTA on their behalf. A letter has been received from DVC regarding not availing of power from Nabinagar. Both the generation projects require connectivity in

9 In view of the above, DVC/ NPGCPL may please clarify the final tentative allocation from Nabinagar project for grant of LTA from the project. ER constituents/ NPGCPL may please sign Long Term Access Agreement based on tentative allocation at the earliest. Further, it is proposed that Intimation for Connectivity may be issued to NTPC for North Karanpura project. However for taking up implementation of the associated transmission system, NTPC need to apply for Long Term Access at the earliest and NTPC/ Beneficiaries may also sign the LTA agreement at the earliest to enable POWERGRID to proceed further for implementation of transmission system for North Karanpura project. Further, the transmission system of North Karanpura generation project has been reviewed in view of the transmission system being constructed by POWERGRID as part Transmission System associated with Phase-I Generation Projects (Essar Power-1200MW, Corporate Power-540MW) in Jharkhand. The transmission system includes Chandwa (Jharkhand) Pooling Station and Chandwa - Ranchi & Chandwa - Gaya 400 kv D/c (quad) lines. For overall optimisation of transmission system for evacuation of 1740MW power (from Essar & Corporate) incident at Chandwa pooling station and 1980MW power of NKSTPP, three high capacity 400kV D/c lines (with quad conductor), two towards Gaya and one towards Ranchi have been proposed. In that case NKSTPP would be connected to Chandwa pool with 400kV D/c line(quad). Accordingly, Immediate evacuation System for North Karanpura is proposed to be revised as below : North Karanpura Gaya 400 kv D/c with quad moose conductor North Karanpura Chandwa (Jharkhand) Pooling Station 400 kv D/c with quad moose conductor Agenda dated 20 th Apr 2015 for grant of MW LTA to Nabinagar-II was circulated to all the ER-constituents. Comments were received from POSOCO, and the same has already been replied. Accordingly, Connectivity & LTA is being granted to Nabinagar-II generation project., Members may note / discuss.

Talcher Stage-III (2x660MW): Application for Connectivity of 1320MW and Long Term Access (LTA) of MW In line with the CERC (Grant of Connectivity, Long Term Access and Medium Term Open Access in Inter-State Transmission and related matters) Regulations, 2009, CTU has received application from M/s NTPC Limited for grant of, Connectivity of 1320MW and LTA of MW from Talcher Stage-III (2x660MW) generation project in Odisha to Inter State Transmission System (ISTS) network. The said connectivity and LTA has been requested with effect from June 2018 and 01 st Sept 2019 respectively.the allocation of power as indicated by NTPC in the application is as below : LTA Quantum : MW North Bihar Discom : MW; South Bihar Discom : MW; WBSEDCL : 196 MW; JUVNL : 82.70MW; Sikkim : MW; Unallocated : MW The application also states that : This allocation is tentative and final allocation shall be decided by Ministry of Power, Gol. PPA with all above beneficiaries have been signed and all beneficiaries have authorized NTPC in the PPA for applying LTA on their behalf. Beneficiaries have agreed to sign the necessary agreement for development of transmission system. GRIDCO shall develop evacuation system for MW of power through STU. Following transmission scheme is proposed for Talcher stage-iii generation project: Dedicated transmission system: a. Talcher Stage-III Angul 400kV D/c (Quad) line Further, for power evacuation from Angul onwards, Transmission System associated with Phase-2 IPPs in Odisha (details at item no. 13) would be

11 utilised. Thus, LTA of the said generation project would operationalise only after commissioning of all elements of Transmission System for Odisha Phase-2 generation projects. In view of the above, it proposed that Intimation for Connectivity &LTA may be issued to NTPCandbeneficiaries / NTPC may sign the Long Term Access Agreement at the earliest. Members may discuss. 3. GRIDCO (Odisha): Application for Long Term Access (LTA) of 748MW In line with the CERC (Grant of Connectivity, Long Term Access and Medium Term Open Access in Inter-State Transmission and related matters) Regulations, 2009, CTU has received application for grant of Long Term Access (LTA) from M/s GRIDCO (Odisha) for 748MW from Darlipalli generation project of NTPC in the state of Odisha. The requisite connectivity already exists through various interconnections between STU (Odisha) and ISTS network. The LTA has been requested from 01 st Dec 2017 for unit-1 and 01 st Apr 2018 for unit-2 of Darlipalli generation project. The immediate evacuation system for both units of Darlipalli generation project (2x800 MW) viz. Darlipalli Jharsuguda 765kV D/c line has already been firmed up however, implementation of the transmission system could not be taken up as NTPC/ beneficiaries have not yet signed the Long term Access Agreement for LTA quantum of MW. Further, Darlipalli generation project is part of Odisha Phase-II generation projects for which a common transmission system has already been approved. Major portion of this common transmission system is being implemented through Tariff Based Competitive Bidding (TBCB) route. Odisha may draw its share of power (LTA for 748 MW sought by GRIDCO) through the same transmission system.

12 In view of the above, it proposed that Intimation for grant of LTA for 748 MW from Darlipalli to Odisha may be issued to GRIDCO and GRIDCO may sign the Long Term Access Agreement at the earliest. Members may discuss. 4. Bangalore Electricity Supply Company Ltd. (BESCOM): Application for Long Term Access (LTA)of 450MW In line with the CERC (Grant of Connectivity, Long Term Access and Medium Term Open Access in Inter-State Transmission and related matters) Regulations, 2009, CTU has received application for grant of Long Term Access (LTA) from M/s Bangalore Electricity Supply Company Ltd. (BESCOM) for 450MW from M/s Damodar Valley Corporation (DVC) generation projects (200MW from Mejia Unit 7 & 8 of 500MW each and 250MW from Koderma Unit 1 & 2 of 500MW each). BESCOM is a Distribution Licensee in the state of Karnataka and has signed Power Purchase Agreement (PPA) with DVC for the subject quantum of 450MW. The requisite connectivity already exists through various interconnections between Karnataka Power Transmission Corporation Ltd. (KPTCL) and ISTS network. The LTA has been requested from most feasible latest date. The application is under process and shall be finalised after discussion in meeting of Southern Region. Members may note. 5. Kerala State Electricity BoardLtd. (KSEB): Application for Long Term Access (LTA)of MW In line with the CERC (Grant of Connectivity, Long Term Access and Medium Term Open Access in Inter-State Transmission and related matters) Regulations, 2009, CTU has received application for grant of Long Term Access (LTA) from M/s Kerala State Electricity Board Ltd. (KSEB) for MW from M/s Damodar Valley Corporation (DVC) generation projects [93.5MW from Mejia(Unit 7 & 8 of 500MW each) and MW from Raghunathpur(Unit 1 & 2 of 600MW each)].

13 KSEB is a Distribution Licensee in the state of Kerala and has signed Power Purchase Agreement (PPA) with DVC for the subject quantum of MW. The requisite connectivity already exists through various interconnections between STU (Kerala) and ISTS network. The LTA was requested from 01 st May The application is under process and shall be finalised after discussion in meeting of Southern Region. Members may note. 6. Revision in LTA granted to Adhunik Power & Natural Resources Ltd. BPTA corresponding to LTOA granted for 450 MW (NR-200MW, WR-50MW & ER- 200MW) to Adhunik Power & Natural Resources Ltd. (installed capacity of 2x270MW) has been signed between POWERGRID and the generation developer. Subsequently, LTA for transfer of 100 MW from Adhunik TPS to West Bengal was regularised after signing of PPA. Thereafter, Adhunik Power & Natural Resources Ltd. has submitted application for LTA of 100MW to Tamilnadu. The application is under process and shall be finalised after discussion in meeting of Southern Region. Members may note. 7. Sikkim Hydro Power Ventures Ltd. (Rangit-II 2x33MW): Application for Connectivity and Long Term Access (LTA) of 66MW In line with the CERC (Grant of Connectivity, Long Term Access and Medium Term Open Access in Inter-State Transmission and related matters) Regulations, 2009, CTU has received application for grant of Connectivity and Long Term Access (LTA) from M/s Sikkim Hydro Power Ventures Ltd. for 66MW from their Rangit-II (2x33MW) hydro generation project in the state of Sikkim.

14 As per the connectivity application, first unit of the plant is expected by 30 th Apr 2017 and have requested for connectivity from 01 st Jan Further, as per LTA application, the expected beneficiaries would be 40MW in Northern Region and 26MW in Western Region. LTA is required from 01 st Apr 2017 for 25 years.the generation project is to be stepped-up to 132kV. The transmission system proposed for Rangit-II is as follows: Under Comprehensive Scheme for Sikkim (being funded by Ministry of DONER), Legship Pool 220/132kV substation is being constructed by POWERGRID for Sikkim Govt. Tashiding (97MW) generation project under Sikkim Phase-II is to be connected to said Legship Pool substation. Further, it has been found that the subject Rangit-II generation project lies in the vicinity of the pooling station. Thus, it is proposed that connectivity to the subject generation project be provided through Rangit-II Legship Pool 132kV D/c line and the said line shall be constructed by the generation developer as a dedicated transmission line. Dedicated transmission system: Rangit-II Legship 132kV D/c line: under scope of generation developer Transmission system for LTA: Legship New Melli 220 kv D/c line with twin moose conductor / Single HTLS : under scope of Govt. of Sikkim Power beyond New Melli shall be evacuated through Transmission System associated with Phase-I & II generation projects in Sikkim. Members may discuss. B. OLD APPLICATIONS FOR RE-DISCUSSION 8. Long Term Access for 260 MW power transfer from GMR Kamalanga TPS (Odisha) to Bihar An application dated for grant of LTA was received from GMR Kamalanga Energy Ltd. for 260 MW power transfer from GMR Kamalanga TPS (Odisha) to Bihar as per the CERC Regulations In this regard, it is to mention that LTA was granted to GMR Kamalanga Energy Ltd. for target

15 beneficiaries in Northern Region (600MW) and Southern Region (200 MW) as part of Phase-I generation projects in Odisha. The associated transmission system viz. Transmission System for Phase-I Generation Projects in Odisha is under implementation by POWERGRID & private sector. As per the BPTA signed between GMR Kamalanga Energy Ltd. and POWERGRID, LTA is to commence after commissioning of the associated transmission system scheduled by December GMR Kamalanga Energy Ltd. vide above referred letter has requested for grant of LTA for 260 MW power transfer to Bihar. The application has been examined and is found to be in line with relevant CERC regulations. Studies have been carried out and it has been observed that 260 MW power injected at Angul through GMR TPS Angul 400 kv D/c line may be transferred to Bihar through existing 400 kv outlets from Angul viz. Angul Meramundali 400 kv 2xS/c, Talcher STPS-Angul 400 kvs/c and Angul Bolangir 400 kv S/c lines. As mentioned above, GMR Kamalanga Energy Ltd was earlier granted LTA for 800 MW from its generation project of 1050 MW with target beneficiaries as NR MW and SR 200 MW. GMR Kamalanga vide referred application have requested to reduce 260 MW from earlier target of Northern region and consider to grant 260 MW to Bihar in Eastern Region. As per CERC regulations, 2009, this change in target region shall tantamount to relinquishment of 260 MW quantum of LTA of NR and hence shall attract relinquishment charges as may be decided by the Hon ble Commission in the petition no. 92/MP/2015. In view of the above, it is proposed to grant LTA to GMR Kamalanga Energy Ltd. for transfer of 260 MW power from GMR TPS (Odisha) to the state of Bihar subject to payment of relinquishment charges, construction of dedicated line and other commercial arrangement in line with regulations. The matter regarding PPA between GMR Kamalanga Energy Ltd. and erstwhile Bihar State Electricity Board was discussed in the meeting in regard to Connectivity / MTOA / LTA with constituents of Eastern Region held on at NRPC Office, New Delhi wherein Bihar State Power Transmission Corporation Ltd. (BSPTCL) confirmed that they have signed the PPA and are ready to sign requisite commercial

16 agreements with POWERGRID for payment of transmission charges for the above mentioned quantum of power. BSPTCL is requested to confirm the willingness of relevant agency of Govt. of Bihar towards payment for applicable transmission charges for the subject transfer of power through Long Term Access. GMR Kamalanga Energy Ltd. vide its letter dated 23 rd Dec 2014 has informed that the dedicated transmission system viz. GMR TPS Angul 400 kv D/c line has been commissioned and the interim arrangement viz. LILO of one circuit of Talcher Meramundali 400 kv D/c line at GMR TPS has been disconnected. 9. Revision in LTA granted to Ind-Barath Energy (Utkal) Ltd. The generation project was granted LTA for 616MW from its 2x350MW plant in Odisha with target allocation as NR-266MW and WR-350MW in May However, in Dec 2013 the applicant applied afresh for LTA of 500MW to SR from the same plant. Further, they requested to modify the target region allocation as NR-116MW and SR-500MW. Installed Capacity LTOA Allocation As per BPTA 2x350MW 616MW NR-266MW and WR-350MW New Application 2x350MW 500MW SR-500MW Final Allocation requested 2x350MW 616MW SR-500MW & NR-116MW The application is under process and shall be finalised after discussion in meeting of Southern Region. Members may note. 10. Revision in LTA quantum of Lanco Babandh TPS in Odisha Lanco Babandh Power Ltd. (LBPL) was granted Long Term Access for 1600MW (installed capacity: 4x660MW) with target beneficiaries for 650MW in Northern Region and 950MW in Western region. Subsequently, CERC vide it s order dated 08 th June 2013, in view of petition no. 118/MP/2012 filed by LBPL, has allowed the petitioner to relinquishment LTA to the tune of 800MW (with new installed capacity of 2x660MW) from LTA granted for 1600MW (for original

17 installed capacity of 4x660MW), without payment of any relinquishment / exit charges. Thereafter, Lanco vide letter dated informed that they have signed PPA for 424MW with UPPCL, Uttar Pradesh (Northern Region) and 350MW with RVPNL, Rajasthan (Northern Region). Accordingly, revised beneficiaries for 800MW would be as follows: Uttar Pradesh-424MW, Rajasthan-350MW and Western Region-26MW. The matter was informed in the Standing Committees Meeting on Power System planning in Eastern Region held on wherein POWERGRID informed that the revised intimation for grant of LTA shall be issued after confirmation from Uttar Pradesh and Rajasthan. The confirmation is awaited. In this regard, it is to mention that the original target regions were NR (650 MW) and WR (950 MW). Accordingly, LTA for 650 MW to NR shall be effective with commissioning of the transmission system associated with Phase-I generation projects in Odisha. LBPL may indicate the desired break-up of 650 MW between Rajasthan & Uttar Pradesh. For balance 124 MW to NR, LBPL is required to submit a fresh application and grant of LTA for the same shall attract relinquishment charges for 124 MW (relinquishment from target region-wr). 11. Revision in LTA granted for Nabinagar-I TPS LTA for evacuation and transfer of power from Nabinagar TPS (4x250 MW) was granted with following associated transmission system : Immediate Evacuation System Nabinagar-Sasaram 400kV D/c (twin lapwing conductor) Common Strengthening System associated with Tilaiyya UMPP, Barh-II TPS and Nabinagar-I TPS Balia Lucknow 765kV S/c (2 nd ) Meerut Moga 765kV S/c

18 The above mentioned Common Strengthening System could not be taken up for implementation due to delay in implementation of Tilaiyya UMPP &Barh generation projects. Subsequently, Meerut Moga765 kv S/c line has been taken up for implementation as strengthening scheme in Northern region. Balia Lucknow 765kV 2 nd S/c line may be taken up with Tilaiyya UMPP. In view of the above, the transmission requirement for evacuation and transfer of power from Nabinagar TPS (4x250 MW) has been reviewed and it is proposed that LTA to Nabinagar-I TPS may be granted with Nabinagar-Sasaram 400kV D/c (twin lapwing conductor) line. Power beyond Sasaram shall be transferred through under implementation / planned transmission system without any additional strengthening requirement. 12. Revision of LTA quantum by BRPL / BYPL / TPDDL Long Term Access for transfer of 300 MW from Chandrapura unit-7&8 of DVC to Delhi Discoms (BRPL-131MW, TPDDL-87MW and BYPL-82MW) is under operation. Now Delhi Discoms have informed that their allocation ratio has been changed by DERC vide order dated and they have requested to modify their respective LTA quantum accordingly. Fig:FinalTransmission System for Dikchu HEP (96MW) Note : The above mentioned interim arrangementis in line with CERC order dated according permission for LILO of one circuit of Teesta-III Kishanganj 400kV D/c line at Dikchu HEP (96 MW) in Sikkim as an interim arrangement for connectivity of the generation project with the regional grid. The CERC vide its order dated has directed that: The proposed interim arrangement is the only possible arrangement to evacuate power from Dikchu HEP at present. Therefore, LILO of one circuit of 400 kv D/C Teesta III-Kishanganj transmission line at Dikchu is allowed as an interim arrangement. The issue of LTA/MTOA/STOA shall be taken up by CTU in Standing Committee/RPC meeting after system study. Work of LILO shall be implemented as an interim arrangement as a dedicated system which shall be removed once the originally planned scheme is operationalized.

25 Cost of LILO of one circuit of 400kV D/C Teesta III-Kishanganj transmission line at Dikchu and associated works shall be borne by the generation developer. The operation and maintenance shall also be carried out by the generation developer at its own cost. With regard to metering of power flows through LILO arrangement, metering shall be done by the generation developer in consultation with the concerned RLDC in accordance with Central Electricity Authority (Installation and Operation of Meters) Regulations, 2006 as amended from time to time. In view of the above, it is proposed to revise the Intimation of Grant of Connectivity & Long Term Access for evacuation and transfer of power from Dikchu HEP with following transmission system: 1. Interim Arrangement for Connectivity : under scope of gen. developer LILO of one circuit of 400 kv D/C Teesta III-Kishanganj transmission line at Dikchu: Construction, O&M, metering etc. 2. Final Arrangement for Connectivity and Long Term Access: Dikchu - Dikchu Pool 132kV D/c line with moose conductor / HTLS including associated line bays at both ends : under scope of gen. developer Dikchu Pool - Rangpo (Samardong) 220kV D/c line with twin moose conductor / HTLS (to be operated initially at 132kV) : under scope of Govt. of Sikkim Rangpo (Samardong) Rangpo (POWERGRID) 220kV D/c line (to be initially operated at 132kV): under scope of Govt. of Sikkim Here, it is also to mention that LTA shall be effective after commissioning of the above transmission system as well as the Transmission system associated with Phase-I Generation Projects in Sikkim which is under implementation by POWERGRID. Agenda note dated 20 th Apr 2015 with above mentioned modified proposal in this regard was circulated to all the ER-constituents. No comments were received.

26 Accordingly, revised intimation for Connectivity & LTA is being issued to Dikchu generation project., Members may note / discuss. C. Connectivity Application of 300MW Panan HEP (Himagiri Hydro energy Ltd.) In the 1 st Standing Committee/LTA meeting held on , Panan HEP had informed that their land is under possession, Forest Clearance and Environment clearance have been obtained, financial closure has been achieved on , civil works have been awarded and the 1 st unit is expected to be commissioned in April POWERGRID had requested Panan HEP to apply for LTA at the earliest so that the transmission system may be finalised and implemented in time. The generation developer assured to submit the LTA application very soon. The same is still awaited. Tashiding, Dikchu and Panan HEPs may update the status of their generation projects. 16. 27 Common Transmission system(to be implemented under Tariff Based Competitive Bidding) Banka Gaya 765kV D/c (to be operated at 400kV) The generation developer has signed the Long Term Access Agreement (LTAA) with POWERGRID. They had promised to submit the Bank Guarantee by 31 st January, 2013 however the same has not been furnished yet. In the 1 st 2014 SCM/LTA meeting held on , it was decided that if the generation developer could not submit the Bank Guarantee by , the Connectivity & LTA shall be cancelled and the Application Bank Guarantee shall be encashed. The Bank Guarantee has not been received till date. As was discussed in the previous meetings, it is proposed to cancel the Connectivity & LTA and encash the Application Bank Guarantee. Members may discuss. Kanti Bijlee Utpadan Nigam Ltd.:(I.C.-2x195MW,Connectivity 126MW, LTA-121.6MW) CTU has granted LTA to Kanti Bijlee Utpadan Nigam Ltd. (without system strengthening) in Bihar. However, the applicant / beneficiaries are yet to sign Long Term Access Agreement even after repeated reminders. Kanti Bijlee may furnish detailed status of the generation project and sign the Long Term Access Agreement at the earliest. In case of non-signing of agreement by the applicant / beneficiaries, the Connectivity & Long Term Access granted to the generation project may be cancelled. Members may note. 17. Connectivity & LTA Application of Jindal Steel and Power Ltd (Jharkhand) (IC: 1320 MW; Connectivity : 1320 MW; LTA : 300 MW to NR) In the previous meeting, JSPL had informed that they will submit the fresh application by the end of May POWERGRID and CEA had requested the generation developer to furnish the plan for evacuation of balance power from

28 the generation project along with the fresh application, as quantum of LTA is only 300MW. The same is still awaited. JSPL may respond. Members may discuss. C. OTHER ITEMS 18. Signing of LTA Agreements for Darlipalli(2x800MW) generation plant of NTPC CTUhas granted LTA to NTPC for their Darlipalli Generation Plant (with system strengthening) in Odisha. It has been informed to NTPC that the implementation of transmission system associated with Darlipalli generation project can only be taken up after signing of LTA Agreement by beneficiaries. But, in spite of persistent follow up, the signing of the same is still pending. It must be appreciated that without the signing of LTA agreement, it would not be possible to ensure the implementation of transmission system matching with commissioning of generation project. Accordingly, applicants / beneficiaries of Darlipalli generation projects are requested to sign the agreement at the earliest. In case of non-signing of agreement by the applicant / beneficiaries, CTU may be constrained to cancel the Connectivity & Long Term Access granted to the generation project. Members may discuss. 19. Signing of Transmission Service Agreement (TSA) As per the provisions of the CERC (Sharing of Inter State Transmission Charges and Losses) Regulations, 2010 implemented w.e.f ,all the DICs are required to enter into a Transmission Service Agreement (TSA) with CTU. ER beneficiaries except West Bengal&DVC, viz. Bihar, Odisha, Jharkhand, and Sikkim have not yet signed the TSA. These States have gone to Court against the Regulation. The case is presently pending in Delhi High Court. Delhi High Court vide interim order dated , has ordered them to make full payment of Transmission Charges as per PoC mechanism pending decision in

29 this case. As, all the above DICs have started making full payment as per the extant regulations. They are requested to sign the TSA. Members may discuss. 20. Interim Arrangement for power evacuation from Jorethang HEP DANS Energy Pvt. Ltd. (generation developer of Jorethang HEP vide letter dated has informed that theirgeneration project would be ready for generation by May/Jun-2015, however, the immediate evacuation line viz. Jorethang New Melli 220 kv D/c line and 200 kv GIS bays at New Melli substation have been delayed due to contractual & other issue. Now, vide above referred letter the generation developer has requested for an interim arrangement by connecting a portion of their Jorethang New Melli 220 kv D/c line with New Melli Rangpo 220 kv D/c line of POWERGRID so as to enable evacuation of power for the interim period till their line along with 200 kv GIS bays at New Melli sub-station get commissioned. Members may discuss.
