5 Agenda for 21 st Meeting of WR Constituents regarding Connectivity & Long- Term Access applications in Western Region 1.0 Request of TRN Energy Limited for change in Beneficiary TRN Energy Limited (TRN) was granted LTOA in 2010 with target beneficiaries; WR 243 MW & NR 150 MW. TRN vide their letter dated 29 th July 2013, enclosing the copy of PPA for 390MW with UPPCL through PTC, informed that they have signed the PPA for 390MW with distribution companies of Uttar Pradesh which is scheduled to commence from October 30, In view of the above, TRN requested for change of beneficiary as 390MW to NR and 3 MW to WR from October 30, 2016 onwards.the matter was discussed in the 18 th LTA and connectivity meeting of WR constituents and based on decisions taken in the meeting, letter incorporating desired modification in the LTA quantum (NR-390 MW, WR-3 MW) was issued on The matter was again discussed in the 19 th LTA and connectivity meeting of WR constituentswherein it was agreed to operationalize 150MW LTA to NR as per earlier BPTA signed by TRN (with Champa - Kurukshetra HVDC link (1 st 3000 MW module) and other transmission system) subject to fulfilling of other requirements by TRN / UP in line with CERC regulation. Subsequently, in the 20 th LTA and connectivity meeting of WR constituents, CTU informed that the matter of fresh application for change in region had earlier been referred to CERC for clarification. CERC in its order dated against petition no. 92/MP/2014 has categorically mentioned the need for fresh applications in all such cases where there is a change of region. However, M/s TRN submitted that following the MoM of 18 th OA meeting they have already made commitments to their beneficiaries for transfer of power. It was agreed that 150MW LTA to NR may be operationalized with Champa - Kurukshetra HVDC link (1st 3000 MW module) and other transmission system subject to fulfilling of other requirements by TRN / UP in line with CERC regulation as per the BPTA signed by TRN. Further, it was desired that TRN may submit all relevant details regarding their Page 1 of 25

6 commitment for operationalization of their entire quantum of PPA for further deliberation. In the meantime, a meeting was held under the chairmanship of Special Secretary, Ministry of Power on wherein the issue of LTA to TRN was discussed and it was decided that 150 MW to NR shall be operationalized with Champa Kurukshetra HVDC and for the balance 240 MW to UP (NR), LTA shall be examined in the context of commissioning of new transmission corridor and shall be subject to relinquishment of 240 MW by TRN in WR as per CERC regulations. Accordingly, the CTU letter dated indicating modification in the LTA quantum (NR-390 MW, WR-3 MW) is no more valid. However, the original LTA for NR-150 and WR-243 MW for which BPTA has been signed shall be effective. Till date, fresh application for change of region has not been made by TRN, therefore, this agenda shall be taken up after submission of fresh LTA application for 240 MW. Members may kindly note. 2.0 LTA and Connectivity Application of Ideal Energy Projects Ltd. Nagpur, Maharashtra (1x270MW) M/s Ideal Energy Projects Ltd. (IEPL) had applied for grant of connectivity (270MW)to ISTS grid and LTA (240MW to SR) on In the 19 th meeting of WR constituents regarding Connectivity and LTA, CTU had informed that IEPL is already connected with MSETCL Grid.As per clause 1.4 of detailed procedure the applicant (Generator / bulk consumer) already connected to grid (regional or state grid) or for which connectivity is already granted under present arrangement, shall not be allowed to apply for additional connectivity for the same capacity. Accordingly, IEPL was requested to provide an NOC from MSETCL for withdrawal of connectivity from state network. Page 2 of 25

7 In the 20 th LTA and connectivity meeting of WR constituents, CTU informed that Connectivity application shall be processed subsequent to receipt of NOC from MSETCL. CTU also stated that in order to process the LTA application for power transfer to SR along with other applications, NOC from MSETCL may be submitted at the earliest. Subsequently, M/s IEPL vide letter dated has requested POWERGRID to give consent for disconnection of IEPL Bela Plant from Mauda (PG) Wardha 400kV line of POWERGRID so that IEPL may connect to STU network on Koradi Wardha line of MSETCL. Hence, it is understood that since IEPL is getting connected with STU network, connectivity with ISTS system is not required. Accordingly, it is proposed that IEPL s application seeking grant of connectivity with ISTS may be closed. Itis clear that IEPL is connected to STU network as per its original plan, hence it is embedded generation in STU Network. In such cases NOC of the STU is required for grant of LTA. The said NOC was earlier not attached with the LTA application made in Dec, 2013, presumably on the contention that it shall be connected to ISTS grid based on the NOC which was to be issued by MSETCL. The applicant & MSETCL are required to clarify its position with respect to NOC. Members may kindly discuss. 3.0 LTA Application of Shirpur Power Pvt. Ltd., Dhule, Maharashtra (2x150MW) M/s Shirpur Power Pvt. Ltd. (SPPL) had applied for LTA quantum of 230MW (WR: 110MW, NR: 50MW & SR: 70MW) on 30 th August, Further, M/s SPPL vide letter dated requested to reduce its LTA quantum to 155MW (WR: 60MW, NR: 35MW, SR: 60MW). In the 19 th meeting of WR constituents regarding Connectivity and LTA, CTU had informed that M/s SPPL is proposed to be connected with 220kV level of Maharashtra state grid. Hence, an NOC may be issued by MSETCL after Page 3 of 25

8 checking the adequacy of its network for power transfer of 155MW from 220kV Amalner substation to 400kV Dhule (MSETCL) substation. In the 20 th meeting of WR constituents regarding Connectivity and LTA, M/s SPPL stated that they have been making all efforts to get the NOC from MSETCL. MSETCL had assured the constituents that they would look into the matter. However no progress has been made on this account.the applicant & MSETCL are required to clarify its position with respect to NOC Members may kindly discuss. 4.0 KSK Mahanadi Power Company Ltd. (KMPCL) Dist. Janjgir - Champa, Chhattisgarh (6x600MW) KMPCL was granted LTA for 2340MW with Western Region as target region for entire quantum. Further, Chhattisgarh State Power Trading Co. Ltd. (CSPTrdCL) has also taken LTA for 1153MW from the same generation project with WR & NR as target region. The power plant shall be connected to Champa Pooling station through 400kV 2xD/c (quad) line. Bulk Power Transmission Agreement was signed by KMPCL earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-V) which inter-alia includes Champa - Kurukshetra +800kV, 3000MW HVDC bi-pole. Additionally, earlier KMPCL upon signing a PPA with TANGEDCO for 500MW, applied for change of target beneficiary from the same project for a quantum of 500MW (with TANGEDCO as firm beneficiary). Intimation for part LTA for 179 MW out of 500 MW was issued, however, same has been set aside as per CERC order dated Further, KMPCL has sought revision of LTA target beneficiary to firm beneficiary pursuant to signing of 1000 MW PPA with UP discom (NR). In this regard KMPCL has filed fresh application in line with the CERC regulation. In the 20 th meeting of WR constituents regarding Connectivity and LTA, it was pointed out that the total PPA that KMPCL has signed with UP, Gujarat and Page 4 of 25

9 Tamil Nadu totals to 2510MW. Further, the LTA taken by CSPTrdCL from KMPCL is for 1153MW. Hence, the total quantum of PPA and LTA equals 3663MW which is 63MW more than its Installed Capacity. Hence, KMPCL was asked to clarify regarding the firming up of its beneficiaries.it was decided that upon receipt of clarification from KMPCL, the LTA for 1000 MW power transfer to NR (UP) can be granted with commissioning of new proposed Indore Chittorgarh 765 kv D/c corridor subject to fulfilling of other requirements by KMPCL / UP in line with CERC regulation andrelinquishment of equivalent quantum from the LTA already granted for WR alongwith applicable relinquishment charges in line with CERC Regulations / directions. In this regard KMPCL vide letter dated clarified as below with regard to LTA quantum & firm PPA signed with beneficiaries LTA Granted 2340 MW (target region WR) Firm PPA 1650 MW UP 1000 MW Tamil Nadu 500 MW Chhattisgarh 150 MW * * This 150 MW is part of LTA separately taken by It is to mention that in the 20 th Meeting of WR Constituents, GUVNL had informed that they have also signed PPA for 1010 MW with KMPCL. The representative of GUVNL & KMPCL may clarify their position on the same. Subject to above clarification it is proposed that LTA for 1000 MW power transfer to UP may be granted with commissioning of proposed Indore Chittorgarh 765kV D/c corridor along with existing/planned system in WR & NR. Members may kindly approve. 5.0 DB Power (Chhattisgarh) Ltd.,Raigarh, Chhattisgarh (2x600MW) M/s DB Power (Chhattisgarh) Ltd. (DBPCL) was granted LTA for a quantum of 705MW with target beneficiaries in WR (530MW) and NR (175MW). The power plant shall be connected to Raigarh (Kotra) Pooling station through Page 5 of 25

10 400kV D/c line. Bulk Power Transmission Agreement was signed by DBPCL earlier with POWERGRID. As per BPTA, the IPP was granted LTA subject to commissioning of High Capacity Power Transmission Corridor (HCPTC-V) which inter-alia includes Champa - Kurukshetra +800kV, 3000MW HVDC bipole. Subsequently M/s DBPCL signed PPA with TANGEDCO for 208MW and target beneficiaries were proposed to modified as WR-322MW (Target), NR- 175MW(Target) and SR-208MW(Firm). M/s DBPCL sought further modification of the target beneficiaries pursuant to signing of long term PPA with Rajasthan discom (NR) for quantum of 410MW. In this regard, they filed fresh application for 410 MW with Rajasthan as firm beneficiary. In the 20 th meeting of WR constituents regarding Connectivity and LTA,M/s D B Power clarified that 175MW out of 410MW PPA signed with Rajasthan Discoms should be considered a part of their first application for 705MW. Hence, the target beneficiaries may be modified as WR-322MW (Target), NR- 175MW (Firm) and SR-208MW (Firm).Further, the balance 235MW firm allocation to NR may be considered as the LTA quantum for the 2 nd application. It was decided that the above 175MW LTA to NR would be operationalizedas per earlier BPTA signed, with the commissioning of the requisite transmission system (with Champa - Kurukshetra HVDC link (1 st 3000 MW module) and other transmission system) and subject tofulfilling of other requirements by DBPCL / Rajasthan Discom in line with CERC regulation. Further, M/s DB power was asked to submit a letter regarding the above modification (stating earlier granted 175MW quantum to NR is a part of 410MW PPA signed with Rajasthan Discoms)in target beneficiaries within one week. It was decided that upon receipt of the above letter from DBPCL, the LTA for balance 235MW power transfer to NR (Rajasthan) can be granted along with commissioning of new proposed Indore - Chittorgarh 765 kv D/c corridor subject to fulfilling of other requirements by DBPCL / Rajasthan in line with Page 6 of 25

11 CERC regulationsubject to relinquishment of equivalent quantum from the LTA already granted for WR along with applicable relinquishment charges in line with CERC Regulations / directions. M/s DBPCL vide letter dated confirmed that the earlier granted 175 MW quantum to NR is a part of 410 MW PPA signed with Rajasthan Discoms. Accordingly, LTA for balance 235MW power transfer to NR (Rajasthan) may be granted along with commissioning of new proposed Indore - Chittorgarh 765 kv D/c corridor subject to fulfilling of other requirements by DBPCL / Rajasthan in line with CERC regulationsubject to relinquishment of equivalent quantum from the LTA already granted for WR along with applicable relinquishment charges in line with CERC Regulations / directions. Members may kindly note. 6.0 Revision in the LTA quantum of Chhattisgarh State Power Trading Company Ltd. (CSPTrdCL). CSPTrdCL vide its letter has informed that the Govt. of Chhattisgarh has reviewed the policy of purchase of power by the state under first right of purchase from IPPs setting up power plants in Chhattisgarh. It has been decided by the Chhattisgarh State Govt. that in place of 35% power, the state shall be purchasing only 5% power from IPPs which are not allocated Captive coal blocks and 7.5% from those IPPs allotted Captive coal blocks. Thus in accordance with the directives from State Govt. composite power purchase agreements have been terminated with their consent and new agreements are executed. Consequent upon the change in Govt. policy the quantum of LTA requires downward revision and the same is as given at Figure-1. Further, CSPTrdCL vide above letter indicated that the reduction of LTA quantum of CSPTrdCL shall be increased by same quantum of respective IPP. Page 7 of 25

However, in the 20 th Meeting of WR constituents regarding LTA and connectivity, CEA pointed out that the list of revised LTA quantum for CSPTrdCL from various generation projects is not complete as certain generation projects like TRN Energy, GMR etc. do not appear in the list and asked CSPTrdCL to furnish the complete list at the earliest. Accordingly, CSPTrdCL vide its letter ref. No/MD/Trading/TechCell/69 dated provided the details of Power Purchase Agreements executed by CSPTrdCL with IPPs of Chhattisgarh, the same is as given at Figure 2. Page 8 of 25

15 Confirmation from respective IPPs for the proposed addition in their LTA Quantum as indicated above. Members may kindly discuss. 7.0 Review of application for connectivity of M/s Jinbhuvish Power Generations Pvt. Ltd.(600MW) M/s Jinbhuvish Power Gen Pvt Ltd. (JPGPL) had applied for connectivity for its power plant of 600MW (2x300MW) in Maharashtra and the same was deliberated in the 16 th Meeting of Western Region constituents regarding Connectivity/LTA held on In this meeting, it was decided to provide connectivity to ISTS through LILO of one circuit of Wardha - Parli 400kV D/c (quad) line at JPGPL TPS. The generation project could not make any significant progress however new developments took place in the transmission system. With the commissioning of various intra-state generation projects located in Wardha area, congestion at Wardha flow gate has been observed. Further power from IPPs of Chhattisgarh will also be available at Wardha through Raipur-Wardha 765kV D/c lines. A new 765/400kV pooling station at Warora under Associated Transmission System (ATS) of Gadarwara TPS (2x800MW) isbeing established through Tariff Based Competitive Bidding route and the Warora Pooling Station is scheduled to be commissioned by January The above mentioned Wardha - Parli 400kV D/c (quad) line is also being LILOed at Warora Pooling Station. Looking at the congestion at Wardha flow gate and availability of new 765/400kV pooling station at Warora, the matter was discussed again in the 20 th LTA & Connectivity Meeting wherein in the above mentioned connectivity was revised with the following new arrangement: JPGPL TPS Switchyard Warora Pool 400kV D/c line Considering above proposed connectivity arrangement, provision of following at generation switchyard, implementation of which shall be under the scope of M/s JPGPL.is proposed: Page 11 of 25

16 Generation step up at 400kV 400kV line bays : 2 nos. 420kV bus reactor : 1x125MVAR It was also mentioned that above line may be implemented by the generation developer, otherwise, the transmission line shall be implemented through Tariff Based Competitive Bidding (TBCB) route subject to fulfilment of desired conditions viz. signing of necessary agreements, submission of Bank Guarantee etc. Further, M/s JPGPL was requested to apply for LTA at the earliest as mere connectivity does not ensure the evacuation of power and may result in congestion. M/s JPGPL may update the progress of their generation project. Members may kindly discuss. 8.0 Request of DB Power M.P. Ltd. for change in implementation agency for Connectivity transmission system. M/s DB Power M.P. Ltd. (DBPMPL) is implementing a 2x660MW thermal generation project near Vindhyachal in Madhya Pradesh. DBPMPL had applied for Connectivity and LTA to CTU in October, In the 14th Open Access meeting held on , Connectivity and LTA was granted to M/s DBPMPL for 810MW vide letter dated The transmission system for Connectivity is given as below: DBPMPL TPS - Vindhyachal Pooling station 400kV D/c (Quad) line The Connectivity transmission line was agreed to be implemented by the generation developer. Subsequently, M/s DBPMPL, requested for change in point of connectivity from Vindhyachal Pooling station to Dhanwahi Pooling station. The proposal was discussed in the 19th Open access meeting held on in Page 12 of 25

17 Mumbai. In the meeting, it was informed to M/s DB Power Ltd. that proposal of Dhanwahi Pooling station has been dropped. DBMPL vide letter dated requested that the connectivity line which was to be implemented by the generation developer (DBPMPL) may be taken up for implementation under the coordinated transmission planning. In the 20 th meeting of WR constituents regarding LTA and connectivity, it was pointed out by CTU that LTA had been granted long back and DBPMPL is yet to sign the LTA Agreement. If the immediate evacuation system is to be implemented through TBCB, the applicant will have to sign necessary agreements in line with CERC regulations. Therefore, DBPMPL shall have to sign Transmission Agreement for the connectivity line strictly following time line as per regulation / detailed procedure, failing which connectivity application shall be closed. The representative from M/s DBPMPL stated that they will revert back to CTU shortly. (MBPMPL) POWERGRID vide its letter ref C/CTU/W06/INT/1111/04 dated granted Long-term Access of 420MW to MPPMCL from 2x600 MW ATPP of MBPMPL. The said LTA was granted subject to availability of following transmission system: 1. Transmission System Strengthening(s) (i) Transmission system strengthening in WR Jabalpur Pooling Station Bina 765kV S/c (3 rd circuit) (ii) Common Transmission Corridor Jabalpur Pooling Station - Bhopal 765kV S/c Establishment of 765/400kV, 2x1500MVA Jabalpur Pooling Station Bhopal Indore 765kV S/c As Unit-1 (600MW) of MBPMPL was nearing commissioning, MPPMCL requested for operationalization of LTA for drawl of MW from the 1 st units of ATPP. Accordingly, LTA was granted for transfer of MW power from ATPP of MBPMPL to MPPMCL Operationalization of Long-term Access for drawl of MPPMCL share from Jaypee Nigrie Super Thermal Power Project of M/s Jaiprakash Power Ventures Ltd. POWERGRID vide its letter dated granted Long-term Open Access of MW to Jaypee Nigrie Super Thermal Power Project (JNSTPP) (2x660MW) of Jaiprakash Power Ventures Ltd. (JPVL) with target beneficiaries as WR MW and NR-387.3MW. Further, POWERGRID vide its letter ref C/CTU/W06/INT/0213/04 dated granted Longterm Access of 495MW to MPPMCL from JNSTPP with the reduction in LTA Page 15 of 25

20 quantum of JNSTPP by same amount i.e MW ( ) with modified target beneficiaries as WR 358.5MW and NR 387.3MW. MPPMCL had requested to reduce MPPMCL s share from JNSTPP by 29.7MW with this the revised LTA quantum for MPPMCL becomes 465.3MW ( ). The issue was discussed in 19 th meeting of WR constituents regarding Connectivity / Open Access held on wherein it was decided that 29.7MW from LTA quantum of the MPPMCL from JNSTPP of JPVL can be reduced only after the receipt of consent from JPVL for enhancement of the same LTA quantum in their account. JPVL vide its letter dated conveyed its consent to the revised quantum of LTA granted to JNSTPP of JPVL i.e MW ( ) with MW ( ) for WR and 387.3MW for NR. Accordingly, the LTA for JNSTPP of JPVL and MPPMCL requires to be revised as below: JNSTPP of JPVL 775.5MW [ WR-388.2MW and NR-387.3MW] MPPMCL share from JNSTPP of JPVL 465.3MW MPPMCL vide its letter ref. no /236 dated requested for operationalization of LTA of MW from 2 nd Unit of JNSTPP and requested for operationalization of MPPMCL share from JNSTPP. Here, it may be mentioned that the 1 st unit of JNSTPP was declared Commercial Operation Date (COD) w.e.f and LTA for 1 st Unit for MW was already operationalized w.e.f Agenda for operationalization of LTA for drawl of MPPMCL share of 465.3MW (additional MW) from JNSTPP of JPVL was circulated vide CTU letter dated No comments were received. 21 12.0 Connectivity and LTA Applications of Barethi STPP (4x660MW) of NTPC M/s NTPC Ltd had applied for connectivity of its 3960MW generation project proposed to be established at Barethi in Madhya Pradesh as per the CERC regulations, The matter was discussed in the 14th LTA and Connectivity meeting of WR constituents held on 13th May, 2011 wherein it was decided that in view of the project capacity and unit sizes the generation may be stepped up to 765kV level. Further, considering the project progress as well as the proximity of the generation project, following in principle connectivity was agreed: LILO of 765 kv Satna Gwalior S/c at Barethi STPP It was decided that connectivity shall be granted based on the progress of the generation project. In the 15thLTA and Connectivity meeting of WR constituents held on 21st Oct, 2011Long term Access was sought by M/s NTPC Ltd. for their 3960MW(6x660MW) project at Barethi. During the meeting M/s NTPC informed that due to some water availability issues at Barethi, above generation capacity at present is likely to be considered as 1320 MWinstead of earlier 3960 MW. In view of the above, M/s NTPC requested to hold theapplication till the finalisation of the ultimate capacity of the project. NTPC wasrequested to keep the status of generation project informed so that application may betaken up accordingly. Further, in the 17th LTA and Connectivity meeting of WR constituents held on 3rdJan, 2013, NTPC informed that firm commitment for 80MCM of water for4 660MW had been received from the government of MP. Thus, the proposedconfiguration for stage-i of the project is 4 660MW as per approved FR.M/s NTPC was informed that since the capacity of the project was being changed from3960mw to 2640MW, which is more than 100MW, a fresh application for LTAshall be required as per clause 8(1) and 12(1) of CERC regulations, Accordingly, it was decided that NTPC shall submit fresh Page 17 of 25

22 application for Barethi TPS with revised configuration and on receipt of fresh application, earlier applicationshall be closed. Now, Long term Access has been sought by M/s NTPC Ltd. (NTPC) for their proposed 4x660MW Barethi STPP project near Chhattarpur district in Madhya Pradesh vide application dated 29 th January, Salient features of the application are as under: Sl. Proposed Transmission System for Connectivity In view of the location and time frame of generation project as well as quantum of power injection, it is proposed to step up the generation project at 765kV level.further, considering the project progress as well as the proximity of the generation project, following connectivity is proposed: Barethi STPP Bina 765kV D/c line Page 18 of 25

23 Considering above proposed connectivity arrangement, provision of following at Barethi generation switchyard is proposed: 765kV line bays: 2 nos. 765kV bus reactor : 1x240 MVAR 765kV switchable line reactor : 2x240 MVAR Provision of additional 2 nos. 765kV line bays as well as 4 nos. switchable line reactor may be kept as future provision at generation switchyard. Proposed Transmission System for Long Term Access After comprehensive studies, the following transmission system is proposed for evacuation of power from Barethi STPP 1. Barethi STPP Bina 765kV D/c line 2. Establishment of New 765/400/220kV Substation at Etawah in U.P 3. Establishment of New 765/400kV Substation at Moradabad in U.P 4. Barethi STPP Etawah 765kV D/c line 5. Etawah Moradabad (New) 765kV D/c line 6. LILO of Bareilly Muzaffarnagar 765kV D/c line at Moradabad (New) 7. Moradabad (New) Moradabad(existing) 400kV D/c (Quad) line 8. Moradabad (New) Greater Noida 400kV D/c (Quad) line Note: 1. Power drawal at 220kV Etawah substation is proposed through LILO of Safai - Bharthana 220kV line and Sikandra (Agra) - Auraiya 220kV D/c line at Etawah 2. Bareilly - Muzaffarnagar 765kV D/c line is part of a new WR - NR inter regional corridor that is being taken up for approval of constituents in WR as well as NR in their respective Standing Committee Meetings 3. This line would also help in relieving loading on Dadri - Greater Noida 400kV S/c line that is very often reported in operational feedback reports of NLDC. Members may kindly discuss Connectivity and LTA Applications of Chitrangi Power Pvt. Ltd. Connectivity for M/s Chitrangi Power Pvt Ltd. (CPPL) (6x660MW) was discussed and agreed in 12 th meeting of WR constituents held on with following Transmission System. CPPL TPS Vindhyachal Pooling Station 765kV D/c Page 19 of 25

24 Accordingly, intimation for grant of connectivity was issued on Subsequently, M/s CPPL applied for LTA (3723MW) from its generation project (3960MW) in M.P. on with target beneficiaries as WR: 1241MW, NR: 1241, SR: 1241MW. POWERGRID evolved the transmission system strengthening for LTA and the same was included in the agenda of 14 th Meeting of WR constituents held on The representative of M/s CPPL did not attend the meeting and it was decided to take the application in the next WR constituent meeting. POWERGRID vide its letter dated conveyed the decision of meeting to CPPL and asked M/s CPPL whether to process their LTA application or not within 15 days. No response was received from CPPL at that time. Further, in response to POWERGRID notice regarding 3 rd JCC meeting on , M/s CPPL vide its letter informed that they are yet to receive the forest Clearance for one of the Coal Blocks which may impact overall implementation schedule and requested to take up the processing of their Gird Connectivity and LTA application accordingly. Thereafter, no further communication has been received from M/s CPPL in last 3 years. In view of the above, it is proposed to close the connectivity and LTA application of M/s CPPL Connectivity and LTA Applications of M/s Hindustan Electricity Generation Co. Pvt. Ltd. Chronology on M/s Hindustan Electricity Generation Co. Pvt. Ltd. An application BG having value Rs. 1.0 Crs. was submitted with the application In the 14 th Meeting of WR constituents held on 13th May 11, HEGCPL informed that the target beneficiaries are being reviewed by them and they requested to put on their LTA applications on hold for the time being Let from HEGCPL regarding revision of quantum of connectivity from 2100MW to 1110MW Let to HEGCPL to apply a fresh for revised connectivity quantum and earlier application for connectivity for 2100MW shall be considered disposed Connectivity application from HEGCPL for 1137MW from their generation project (3x379MW) HEGCPL requested the following: Consideration of LTA application dtd. 28th Feb 11 for 1000MW in the 15th Meeting of Western Region constituents to be held in LTA application of 1500MW dtd. 15th Dec 10 to be put on hold so as to be considered in the subsequent meeting of WR Constituents planned after the 15 th meeting to be held on LTA case was discussed in 15th Meeting of WR constituents held on It was agreed in the meeting that in view of the project progress LTA be granted to HEGCPL for only one unit i.e. 379MW (ER-265MW, SR-114MW) LTA intimation based on discussions held in the 15th Meeting of WR constituents held on 21st Oct 11 was issued to HEGCPL HEGCPL requested for a change in beneficiary and allocating entire 379MW to ER In the 17th Meeting of WR constituents held on 03rd Jan 13, the request of HEGCPL for change of beneficiary was deliberated and LTA was revised to ER- 379MW, from earlier granted SR-114MW, ER-265MW Revised LTA intimation issued to HEGCPL HEGCPL may update the status of generation project. Members may kindly discuss Connectivity Lanco Vidarbha Thermal Power Pvt. Ltd. (LVTPPL) CTU vide letter dated issued intimation for grant of connectivity to 1320 MW generation project of LVTPPL. located at Wardha in Maharashtra through LILO of Seoni - Wardha 765 kv S/c line. Subsequently, MSETCL informed that this generation project has been granted connectivity with the STU network. The matter was discussed in the 16 th meeting of WR Page 21 of 25

26 constituents regarding connectivity / open access held on wherein MSETCL agreed to give a letter regarding cancellation of the STU connectivity. The letter regarding cancellation of the STU connectivity by MSETCL is still awaited. MSETCL and the generation developer may update the status. Now, LVTPPL vide letter dated has informed that the generation project got delayed due to judicial proceedings / Environment Clearance which have recently been resolved. Work at site has re-commenced, 43% works have been completed and the revised commissioning schedule is (1 st unit) and (2 nd unit). Construction of LILO of Seoni Wardha 765 kv line for connectivity is a part of the awarded EPC contract and the project would require start-up power through the said LILO by August In this regard, it is to mention that the said LILO connectivity was granted way back in Significant developments have taken place in the transmission system in last 5 years and Seoni Wardha 765 kv line has now become part of the trunk transmission corridor in WR. Further the above interconnection increases the fault level of 765kV bus at Wardha, which has almost reached to its design level of 40kA. Accordingly, the LILO of Seoni Wardha 765 kv line at LVTPPL plant needs to be avoided. In the meantime, a new 765/400kV sub-station planned at Warora (a part of Gadarwara Transmission System) is being implemented by POWERGRID (through TBCB) and is scheduled to be commissioned by January In view of the above, the connectivity arrangement granted to LVTPPL is proposed to be revised as below: LVTPL TPS - Warora Pool 765 kv D/c line Considering above proposed connectivity arrangement, provision of following at generation switchyard, implementation of which shall be under the scope of M/s LVTPL is proposed: Page 22 of 25

27 Generation step up at 765kV 765kV line bays : 2 nos. 765kV bus reactor : 1x330MVAR It was also mentioned that above line may be implemented by the generation developer, otherwise, the transmission line shall be implemented through Tariff Based Competitive Bidding (TBCB) route subject to fulfilment of desired conditions viz. signing of necessary agreements, submission of Bank Guarantee etc. Members may discuss Old / Pending Connectivity Applications: 16.1 Nana Layja Power Co. Ltd. However, no updates have been received in this regard. Accordingly, it is proposed to close the connectivity application Reliable Thermal Power Ltd. (RTPL) (2x660 MW), Dist. Rewa, M.P: Application of RTPL (2x660 MW) for connectivity of 1235 MW was discussed in the 16 th LTA meeting dated The connectivity was proposed RTPL Vindhyachal Pool 765kV D/c line but the same could not be granted due to poor progress of the generation project. The applicant was requested to keep the CTU informed about the status of the generating project so that application may be processed accordingly. However, no updates have been received in this regard. Accordingly, it is proposed to close the connectivity application NTPC-SAIL Power Co Ltd. (NSPCL) (2X250MW), Dist. Durg, Chhattisgarh Application of NSPCL (2x250MW, Phase-III, Stage-II) for connectivity of 500MW was discussed in the 16 th LTA meeting dated The connectivity was proposed through bus extension of existing 400kV NSPCL switchyard but the same could not be granted due to poor progress of the generation project. The applicant was requested to keep the CTU informed about the status of the generating project so that the application may be processed accordingly. However, no updates have been received in this regard. Accordingly, it is proposed to close the connectivity application Dwarkesh Energy Ltd. (DEL) in Madhya Pradesh (2x660MW) Application of DEL for connectivity was discussed in the 20 th LTA meeting dated The connectivity was proposed through DEL TPP - Khandwa Pool 400kV D/c (Quad) line, however the same could not be granted due to poor progress of the generation project. Accordingly, it is proposed to close the connectivity application Suzlon Power Infrastructure Ltd. (SPIL), Dist. Kutch, Gujarat Application of SPIL for connectivity of 100 MW Wind Project was discussed in the 15th LTA meeting dated however the same could not be granted due to various issues raised in the meeting regarding injection of renewable power in the grid. Subsequently, no update was received from the applicant. Accordingly, it is proposed to close the connectivity application Tata Power Company Ltd., Mundra, Dist.
