CTU welcomed the participants & informed that minutes of the 9 th Connectivity & Long Term Access Meeting with Northern Region Constituents were issued vide letter ref. no. C/CTU-Plg/N/C&LTA/ dated 30/06/16. As no observations/comments were received, the minutes of 9 th Connectivity & Long Term Access Meeting with Northern Region Constituents were confirmed. B. (Solar) Dec 19 Rajasthan Near Fatehgarh It was observed that for most of the applications received for connectivity in ISTS has been made by the generation developers with no major investments except for micro siting assessment, preliminary survey etc., It appears that the generation projects are in very preliminary stage and there seems to be uncertainty towards materialisation of these generators in the time frame as mentioned in Connectivity applications. Also, - 1 -

7 once Connectivity is granted, space for associated bays gets reserved for the applicant, irrespective of the generation project progress. Due to limitations in space availability in existing substations, CTU is required to plan a new substation for grant of Connectivity to new applicants. Representative of CTU informed that there is no regulatory provision for cancellation / revoking of connectivity, which is leading to sub-optimal utilisation of space/resources. Member (PS), CEA and other constituents opined that there should be some provision in the Regulations to review, revoke & prioritise connectivity in ISTS by the CTU. Also, provision of application bank guarantee as part of connectivity application for ensuring developer s commitment on bay reservation/utilization may be explored. Till such time, the Connectivity applications are to be processed as per provisions of the existing CERC Regulations. Details of the applications and deliberations made therein are as given below: 1.0 Connectivity at Bhinmal substation (PG) CTU informed that applications at Sl.No.1&2 (Table-1) are seeking connectivity at Bhinmal 400/220 kv substation (PG). During the meeting, it was enquired about the status of acquisition of land for the proposed generating plant on which the applicant informed that preliminary survey has been done and the land has been identified for both the generation projects. It was deliberated that the nearest ISTS point from the proposed generating plants for connectivity is Bhinmal (POWERGRID) 400/220 kv existing substation (about 80 km from KOD generation & 45 km from Gamesa Generation) which is also mentioned in the connectivity application. Keeping this in view, connectivity was agreed to be granted as per the details below (Table-1.1) subject to conditions (if applicable) enclosed at Annexure-I. Table-1.1 S. 8 During the meeting, it was informed that M/s Regen Wind Farm (RJ) Pvt. Ltd. applied for Connectivity as a Lead Generator for 384 MW (8x48) from various Wind Power Projects at Bhadla (Jodhpur), Rajasthan. Similarly M/s Distinguished Power Solutions Pvt. Ltd. has also applied for connectivity at Bhadla. It was deliberated that the nearest ISTS point from the proposed generating plants for connectivity is 765/400/220 kv Bhadla Pooling Station (POWERGRID) substation which is also mentioned in the connectivity applications. 765/400/220 kv Bhadla PS has been envisaged for evacuation of various proposed renewable power generation projects in this area. It was also deliberated that Bhadla Pooling Station (PG) is under implementation and expected to be commissioned progressively from Jun 18 (400 kv portion) on best effort basis, whereas M/s Regen is seeking connectivity from Feb So, M/s Regen may schedule their generation project commissioning matching with the commissioning of Bhadla Pooling Station (PG). Regarding Suzlon application (300 MW), it was decided that the application may be discussed in a separate meeting among CEA, CTU & applicant and for providing connectivity. Subsequently, to discuss the connectivity a meeting was held in the office of Chief Engineer (PSP&A-I), CEA on , based on which the grant of Connectivity for Suzlon generation was agreed. CTU also informed that in view of good renewable potential in/near Bhadla, it is envisaged that more renewable projects would come up in future in this area and more number of connectivity applications at 220kV level of Bhadla may come. Therefore, considering limited nos. of bays availability at Bhadla, it was agreed to convert balance 220kV AIS bays into GIS bays, so that more renewable projects may be accommodated at Bhadla pooling station. It was informed that evacuation of power beyond Bhadla from proposed wind generation would be studied on receipt of LTA application with requisite details and necessary strengthening shall be identified as per the requirement. Keeping this in view, connectivity was agreed to be granted as per the details below (Table-1.2) subject to conditions (if applicable) enclosed at Annexure-I. S. No. 6, 7, 8 & 9(Table-1) are seeking connectivity at Fatehgarh pooling Station. It was informed that as part of transmission scheme for Fatehgarh Ultra Mega Solar Power Park (1000MW), 400 kv Fatehgarh pooling station along with 765kV Fatehgarh PS - Bhadla pooling station (to be operated at 400 kv level) is to be implemented through TBCB. The project is under RFQ stage. Regarding two applications from M/s Green Infra Wind Energy Limited ((one wind and one solar application each of 450MW), the nearest ISTS point from the proposed generating plants for connectivity is Fatehgarh 400 kv Pooling Station which is also mentioned in the connectivity application. As part of transmission scheme for Fatehgarh Ultra Mega Solar Power Park (1000MW), 400 kv Fatehgarh pooling station along with 765kV Fatehgarh PS - Bhadla pooling station (initially to be operated at 400 kv level) is to be implemented through TBCB. The project is under RFQ stage. Regarding Suzlon applications it was decided that these applications may be discussed in a separate meeting among CEA, CTU & applicant for providing connectivity. Subsequently, to discuss the connectivity a meeting was held in the office of Chief Engineer (PSP&A-I), CEA on , based on which the grant of Connectivity at Fatehgarh for Suzlon generation was agreed. During this meeting, CEA enquired about the breakup of the capacity for Suzlon Parewar WGS/Solar generation (900 MW), indicated in the application. Applicant informed that out of 900 MW, 600 MW shall be from wind and balance 300 MW shall be from Solar. It was also mentioned that this is a hybrid type of generation project wherein wind & solar generation is proposed within the same premises. Subsequently, various options for connectivity at 220 kv and 400 kv level were discussed. It was also deliberated that the project under consideration is a combination of Solar & wind generation and shall not be peaking simultaneously leading to maximum power injection to only about MW. Accordingly, connectivity at 220 kv level was agreed. For all above applications, at present, 220 kv voltage level is not available at Fatehgarh, therefore, it was agreed to provide 1x500 MVA 400/220 kv ICT at Fatehgarh as part of Connectivity. For taking up the implementation of the Common ISTS system i.e. 1x500 MVA, 400/220 kv Transformer, it was decided that Construction Phase Bank Guarantee (Rs 5 lakh/mw) shall have to be submitted by the Connectivity applicants along with signing of TSA after grant of Connectivity in accordance with CERC Regulations

Modifications in LTA/Connectivity applications for hydro projects in Uttrakhand Following Connectivity and Long Term Access (LTA) applications were discussed in the earlier meetings, however, to address certain issues, these applications (for generation projects in Uttrakhand) were discussed again: Table-2.0 Sl. 12 ii. iii. iv. i. It was informed that the Composite Transmission system viz. Uttrakhand Integrated Transmission Project (UITP) was evolved by PTCUL in association with CEA for evacuation of power from various hydro projects in Uttrakhand as intrastate transmission system. The UITP scheme, originally to be implemented as intra-state scheme by PTCUL, was approved by CEA vide their letter dated 09/01/07. This Transmission system in Uttrakhand was declared as deemed ISTS system vide CERC order dated 31/1/2013 in Petition no. 133/MP/2012 and is being implemented by PTCUL. For some of the projects, LTA/LTOA was earlier granted by CTU beyond Kashipur and Connectivity was granted by PTCUL from their system. After this changed status from intra state to deemed ISTS, PTCUL had informed the generators that connectivity/lta may be applied to CTU, as the scheme is deemed ISTS in nature now. As discussed earlier, during previous SCM/LTA/Connectivity meetings of NR, after change in injection point, the revised LTA intimations are to be issued and LTA agreements needs to be signed/modified. CTU representative informed that 5 Nos. of Connectivity applications have been received by CTU for hydro generation projects for Alaknanda basin namely (i) Phata Byung, (ii) Singoli Bhatwari, (iii)tapovan Vishnugarh, (iv)vishnugarh Pipalkoti (v) Devsari HEP. In addition to Alaknanda Basin, one connectivity application was received for Natwar Mori HEP in Yamuna Basin also. Based on the discussions held in various meetings, Connectivity was granted to Tapovan Vishnugarh HEP (520 MW) of NTPC, Pipalkoti HEP (444 MW) of THDC & Singoli Bhatwari HEP (99 MW) of L&T. In response to the intimations issued by CTU, PTCUL vide letter dated 28/09/2016 has expressed that 400/220kV Srinagar S/s & 400kV Srinagar(PTCUL)-Srinagar HEP D/c line should also be included for the transmission system required for Connectivity to Tapovan Vishnugarh & Pipalkoti HEP as it was part of UITP scheme which was approved by CEA. CTU vide letter dated 11/11/2016 informed that the connectivity to these three applications had been granted considering that 400/220kV substation at Srinagar & 400 kv Srinagar HEP -Srinagar D/c line have already been completed hence, the same was not included in the connectivity intimation. CEA enquired PTCUL about the basis & indemnification agreements for taking up construction of Srinagar HEP Srinagar (PTCUL) 400 kv line and Srinagar substation and about its present utilization. PTCUL stated as per the earlier scenario, some of the HEPs to whom connectivity was provided by PTCUL were to come up by and looking into the available time for construction, PTCUL had taken up the construction. It was also informed by PTCUL that Srinagar substation is also connected to 132 kv level through 132 kv lines. CEA opined that there is no utilization of Srinagar (PTCUL) Srinagar 400kV D/c line and 400/220/132kV Srinagar substation at present under ISTS. After detailed deliberations, following was agreed in regard to Srinagar 400/220/132 kv substation and Srinagar (HEP) Srinagar (PTCUL) 400 kv D/c line: /220kV substation at Srinagar would be required for effecting the connectivity to the first generation project out of 5 generation projects of Alaknanda Basin i.e. with the commissioning of first generation project it would be considered under ISTS, although Srinagar substation is required for all five generation projects in Alaknanda Basin

13 2. Srinagar (HEP) Srinagar (PTCUL) 400kV D/c is neither required for effecting the connectivity of any project in Alaknanda basin nor for evacuation of power, hence should not be included under UITP. 3. CTU may not revise the Connectivity intimations on account of Srinagar 400/220/132 kv substation, as existing system is not given in intimations. Further, Srinagar substation would not be included while issuing the balance connectivity intimations. v. As per the CERC order, the transmission system beyond the main transmission line/pooling point of Uttarakhand would be considered as a combination of intra-state transmission system & inter-state transmission system and shall be charged accordingly. The Yearly transmission charges of the various elements of such system would be divided into intra-state portion and inter-state portion, based on installed capacity of the generating stations using the common system. Charges for the ISTS would be shared by beneficiaries of ISTS. CEA enquired about the status of intra state generation projects. PTCUL representative confirmed as of now, there is no intrastate generation project that would be utilizing the UITP scheme. vi. vii. CTU representative enquired about the status of signing of implementation agreement with these generators as per the CERC guidelines. PTCUL informed that the implementation agreement has been signed with M/s L&T for Singoli Bhatwari HEP, M/s Lanco for Phatabyung HEP & NTPC for Tapovan HEP. Implementation agreement is yet to be signed by THDC for Vishnugarh Pipalkoti HEP. Regarding LTA, it was mentioned that LTOA /LTA was granted to Tapovan Vishnugadh HEP and Phata Byung beyond Kashipur subject to the availability of Lucknow-Bareilly- Meerut 765 kv S/c and Bareilly-Kashipur-Roorkee-Saharanpur 400 kv (Quad) D/c lines. However, considering the revised load-generation scenario, it was observed that Lucknow-Bareilly-Meerut 765 kv S/c line is not required for grant of Long Term Access and power can be evacuated through existing Bareilly-Kashipur-Roorkee-Saharanpur 400 kv (Quad) D/c lines only. Further, earlier granted LTA was beyond Kashipur and system required for transfer of power up to Kashipur was not considered, however, as the system is deemed ISTS, therefore Srinagar Kashipur 400 kv D/c line is to be included as transmission system required for LTA. With the above background, the gist of discussions on applications of Uttarakhand is as given below: 1. Connectivity to Phata Byung Hydro project (76 MW) of M/s Lanco Mandakini Hydro Energy Pvt. Ltd. CTU representative informed that the grant of Connectivity was discussed and agreed during the 9 th Connectivity & Long Term meeting for Northern Region held on 30/05/2016 from Sep 2018 through following Transmission system: Phata Byung generation switchyard - Baramwari substation 220 kv D/c - To be implemented by the applicant Baramwari (PTCUL) Srinagar (PTCUL) 220 kv D/c line - To be implemented by PTCUL - 8 -

14 However, during the meeting held on 25/07/2016 among CEA, CTU, PTCUL and generation developers, PTCUL had informed that as Baramwari Substation may not come up in the time frame of Phata Byung and Singoli Bhatwari HEPs. Further, Rambara HEP in the vicinity has been dropped. Therefore, Phata Byung generation shall be connected to Srinagar through 220 kv D/c line and one circuit of the same shall be looped in looped out at Singoli Bhatwari hydro generation switchyard of M/s L&T. Further, M/s L&T & M/s Lanco Mandakini were requested to confirm if the cables and the bus bar in the generating switchyard are capable to carry power of both generation plants, so as to meet the contingency of outage of one 220 kv circuit. In this regard, both the generators (Singoli Bhatwari HEP and Phata Byung HEP) confirmed that cables & bus-bars at generation switchyard shall meet the power flow from both HEPs in case of outage of one 220 kv circuit. The proposal of PTCUL for establishment of Baramwari 220 kv switching station was agreed. It was also agreed that commissioning of Baramwari may be matched with the later (2 nd ) generator, out of two. PTCUL may implement the required transmission system upto Srinagar substation, taking into consideration the commissioning schedule of both the generators. Keeping above in view, it was decided that Connectivity shall be granted from 30 th Sep 18 or the availability of below mentioned transmission system whichever is later: Interim Connectivity: Transmission system for grant of Connectivity to Phata Byung HEP Phata Byung generation switchyard Proposed site of Baramwari 220 kv D/c - To be implemented by applicant (including 220 kv bays at generation end). Common transmission system required for Connectivity Proposed site of Baramwari (PTCUL) Srinagar (PTCUL) 220 kv D/c line - To be implemented by PTCUL Final Connectivity: Phata Byung generation switchyard Baramwari 220 kv D/c - To be implemented by applicant (including 220 kv bays at both ends). Note: Baramwari 220 kv substation and Baramwari Srinagar 220 kv D/c line to be implemented by PTCUL as part of Common Transmission system for connectivity of Phatabyung and Singoli Bhatwari LTOA and revised LTA, was granted to Phata Byung HEP in July 2009 & March As explained above at para vii, revised LTA Intimation shall be issued w.e.f 30 th Sep 2018 or availability of following transmission system whichever is later. Transmission system for revision of Long Term Access Srinagar- Kashipur 400kV D/c line along with associated 400 kv bays at both ends (to be implemented by PTCUL) 2. Connectivity to Singoli Bhatwari HEP (99MW) of M/s L&T Uttaranchal Hydropower Ltd. It was informed that Connectivity to Singoli Bhatwari HEP of M/s L&T Uttaranchal Hydropower Ltd. in Uttarakhand was granted with time frame of Nov 17 vide intimation - 9 -

15 dated 18/04/2016. As per the Implementation agreement signed between PTCUL & M/s L&T, the revised commissioning schedule for the project mentioned is now Oct 18. However, during the meeting held on 25/07/2016 among CEA, CTU, PTCUL and generation developers, PTCUL had informed that as Baramwari Substation may not come up in the time frame of Phata Byung and Singoli Bhatwari HEPs therefore, Phata Byung generation was proposed to be connected to Srinagar through 220 kv D/c line and one circuit of the same shall be looped in looped out at Singoli Bhatwari hydro generation switchyard of M/s L&T. PTCUL representative stated that the Singoli Bhatwari HEP developer has raised concerns over metering and losses in case of common immediate evacuation system. PTCUL proposed that in view of the future growth in this area and to mitigate the issues of scheduling and metering of both Phata Byung & Singoli Bhatwari generators, Baramwari 220 kv switching station is required. The proposal of PTCUL for establishment of Baramwari 220 kv switching station was agreed. It was also agreed that commissioning of Baramwari may be matched with the later (2 nd ) generator, out of two. PTCUL may implement the required transmission system upto Srinagar substation, taking into consideration the commissioning schedules of both the generators. As agreed above, now PTCUL shall be establishing Baramwari 220 kv switching substation and final connectivity for Phata Byung and Singoli Bhatwari shall be at Baramwari 220 kv switching station and LILO arrangement at Singoli Bhatwari shall be interim connectivity. Keeping above in view, the Transmission system to be considered for revision of Connectivity from Oct 18 is as follows: Interim Connectivity: Transmission system for grant of Connectivity to Singoli Bhatwari HEP LILO of one circuit of Baramwari (initially line shall be from Phata Byung as Phata Byung is coming before Singoli Bhatwari) Srinagar 220 kv D/c at generation switchyard: LILO portion to be implemented by the applicant (including 220 kv bays at generation end). Common transmission system required for Connectivity Proposed site of Baramwari (PTCUL) S/s Srinagar (PTCUL) substation 220 kv D/c line - To be implemented by PTCUL Final Connectivity: Singoli Bhatwari generation switchyard Baramwari S/s 220 kv D/c with the opening of LILO as mentioned above in Interim arrangement - To be implemented by applicant (including 220 kv bays at both ends). Note: Baramwari 220 kv switching station and Baramwari Srinagar 220 kv D/c line to be implemented by PTCUL as part of Common Transmission system for connectivity of Phatabyung and Singoli Bhatwari HEPs. 3. Connectivity to Tapovan Vishnugarh Hydro project (520 MW) of NTPC Ltd. It was informed that the Connectivity to NTPC for Tapovan Vishnugarh HEP was granted vide letter dated 06/08/

16 As discussed in Para C (iv-3), no revision is required in the earlier connectivity intimation issued dated 09/08/2016 for Tapovan Vishnugarh HEP and Connectivity system shall remain same. LTOA for 423 MW (520 MW- power allocated to Uttrakahand) was granted to Tapovan Vishnugadh HEP beyond Kashipur vide intimation dated 17/07/2009. Subsequently NTPC vide letter dated 03/08/16 requested to change the LTA quantum to MW based on GoI power allocation letter dated 25/03/13. Further as discussed above under para (vii) above, the revised intimation shall be issued. Also, PTCUL stated that there are implementation issues for Srinagar- Kashipur 400kV D/c and requested committee for approval of LILO of one circuit of Vishnuprayag- Muzzafarnagar 400 kv line at Pipalkoti Substation. UPPTCL representative stated that Vishnuprayag- - Muzzafarnagar 400 kv line (one circuit already LILOed at Srinagar HEP) does not have margins to evacuate additional power. It was further stated by UPPTCL that the issue of LILO was discussed earlier also and UPPTCL had requested PTCUL to submit the proposal with the studies, however no studies were submitted by PTCUL. As such the proposal of LILO was not agreed, however, it was agreed that PTCUL shall submit the agenda again along with the studies for discussions in Standing Committee meeting of NR. Pending above, it was agreed that revised LTA Intimation may be issued by CTU for MW w.e.f 1 st April 19 or availability of following transmission system whichever is later: Transmission system for revision in Long Term Access Srinagar- Kashipur 400kV D/c line along with associated 400 kv bays at both ends (to be implemented by PTCUL) 4. Connectivity to Vishnugarh Pipalkoti Hydro project (444 MW) of THDC Ltd. It was informed that the Connectivity was granted to THDC w.ef 31/12/19 for Vishnugarh Pipalkoti HEP vide letter dated 09/08/16. It was intimated by THDC representative, during the meeting, that the revised commissioning schedule for Pipalkoti HEP is June 20. PTCUL to match the implementation of above transmission system, matching with commissioning of generation project. As discussed in Para C (iv-3) above, no revision is required in the earlier connectivity intimation issued dated 09/08/2016 for Pipalkoti HEP and Connectivity system shall remain same. It was also decided that THDC is required to sign Implementation Agreement between applicant & PTCUL in line with 4 th amendment to CERC (IEGC) Regulations. THDC assured to sign the same at the earliest. 5. Connectivity to Naitwar Mori HEP (2X30MW) of SJVN Ltd. in Uttarakhand. It was informed that the Connectivity application of SJVNL for Naitwar Mori HEP was discussed during the 9 th Connectivity/ Long Term Access meeting with NR Constituents held on 30/05/2016 and it was agreed to grant connectivity of 60 MW (plus 10% overload) with effect from Aug 20 though Naitwar Mori gen. switchyard Mori (PTCUL) Khodri (PTCUL) 220 kv D/c line

17 PTCUL during the meeting held on 25/07/2016 among CEA, CTU, PTCUL and generation developers informed that Mori 220/132kV (PTCUL) substation is being constructed by PTCUL as a Pooling Station and Khodri 220/132kV substation has been dropped. Accordingly, PTCUL requested for modification in the above said scheme viz. instead of Khodri 220/132 kv (PTCUL) substation, the 220kV D/c line from Mori 220/132 kv (PTCUL) substation may be connected to 400/220kV Dehradun (PG) substation. SJVNL informed that the revised commissioning schedule for Naitwar Mori HEP is 30 th Nov Accordingly, connectivity to SJVNL for Natwar Mori HEP (2x30 MW) was agreed to be granted for 60 MW (plus 10% overload) w.e.f 30 th Nov 21 through the following Transmission system: Naitwar Mori HEP - Location of Mori 220/132kV (PTCUL) substation 220 kv D/c (to be implemented by applicant along 220 kv bays at generating end) Location of Mori 220/132 kv(ptcul) Dehradun 220 kv D/c (to be implemented by PTCUL) Note: Mori 220/132 kv substation is not required for connectivity of Naitwar Mori HEP and shall be taken up with subsequent applications as per requirement. It was also informed that SJVNL is required to sign Implementation Agreement between applicant & PTCUL in line with 4 th amendment to CERC (IEGC) Regulations. 6. Transmission system for transfer of power beyond Srinagar. Under UITP, power from various generation projects in Uttarakhand is to be pooled at 400/220kV Srinagar (PTCUL) substation and further to Kashipur (PTCUL) substation through Srinagar -Kashipur 400kV (Quad) D/c line to be implemented by PTCUL. During the meeting held on 25/07/2016 among CEA, CTU, PTCUL and generation developers, it was informed by PTCUL that the schedule of Srinagar Kashipur 400kV D/c line is Dec CTU & CEA requested PTCUL to expedite the construction of Srinagar Kashipur 400kV D/c line to match with the power transfer requirement as discussed above. D. Modifications in earlier discussed/ granted LTA/Connectivity applications Following Connectivity and Long Term Access (LTA) applications were discussed in the earlier meetings, however to address certain issues, these applications were discussed again: Sl. However, M/s ESUCRL (750 MW) later informed that laying of 60 km long D/c line from Solar Park Pooling station upto 765/400/220 kv Bhadla Pooling station would impact the project cost and the project may become unviable. Subsequently, M/s ESUCRL vide letter dated 15/02/16 requested POWERGRID to take up the development of connectivity transmission system i.e. interconnecting 400 kv D/c line from ESUCRL upto Bhadla Pooling station and delete the same from ESUCRL scope. In view of this the intimations for connectivity and LTA could not be issued. CEA vide letter dated 26/04/16 to MOP mentioned that Bhadla substation is a common pooling station for three solar park developers (M/s Saurya Urja, M/s Adani and M/s Essel Saurya), M/s Essel would construct the transmission lines from solar park to Bhadla Pooling station in line with M/s Saurya Urja & M/s Adani Renewable Solar park developers who are constructing their own lines from the respective solar parks to the Bhadla Pooling station, as agreed in the standing committee meeting

19 Subsequently the matter was again discussed during the 9 th Meeting of Connectivity & Long Term Access held on 30/05/16 and could not be resolved as the representative of M/s Essel was not present in the meeting and it was decided to obtain confirmation from the applicant before grant of connectivity & LTA. Accordingly, the matter was taken up with M/s Essel vide letter dated 15/07/16, in response of which, M/s Essel vide letter dated informed that taking up implementation of 400 kv connectivity transmission line by them will have huge additional capital expenditure and shall make their project unviable. During the present meeting M/s Essel reiterated that 400kV connectivity line along with a 400kV Pooling shall make their project unviable. Considering that N-1 criteria may not be applied to the immediate connectivity of wind/solar farms with ISTS grid, committee opined that connectivity may be provided to M/s Essel at 220kV Bhadla through a 220kV D/c line (High capacity conductor suitable of carrying 750 MW under nominal voltage). Connectivity line along with 220 kv bays at both ends (including 2 nos. of GIS bays at Bhadla) shall be under the scope of respective developer. M/s Essel agreed for the same. M/s Essel also requested to revise their generation commissioning schedule as 31/12/18 and connectivity is required from the same date. CTU representative informed that 4 th 1x500 MVA, 400/220kV transformer at Bhadla need to be provided to facilitate transfer of power beyond connectivity point as part of LTA of M/s Essel. After deliberations, following connectivity Transmission system was agreed w.e.f 31/12/18 to M/s ESUCRL: M/s Essel Saurya generation switchyard Bhadla 220 kv D/c line (High capacity conductor suitable of carrying 750 MW under nominal voltage) (to be implemented by the applicant along with bays at both ends including 2 nos. terminating GIS line bays at Bhadla pooling station) It was agreed to grant LTA through following Transmission system w.e.f 31/12/18 to M/s ESUCRL or the availability of ISTS system whichever is later: Common ISTS Transmission system for LTA of M/s Adani, M/s Saurya & M/s ESUCRL 765kV Bhadla (PG) Bikaner(PG) D/c 400kV Bhadla (PG)- Bhadla (RVPN) D/c (Quad) Establishment of Pooling Station at Bhadla (PG) (765/400kV-3x1500MVA 400/220kV : 3x500MVA) 1x240 MVAr switchable line reactor at each end (each ckt) of 765kV Bhadla (PG)- Bikaner(PG) D/c line 1x240 MVAr (765kV ) & 1x125 MVAr (400kV) Bus reactors at Bhadla Pooling Station Additional Transmission system for LTA of ESUCRL 1x500 MVA, 400/220kV transformer (4 th ) at Bhadla PS (PG) Further, for taking up implementation of the above LTA Transmission system, applicant shall have to submit construction phase bank guarantee (Rs 5 lakh/mw) and shall sign TSA/LTAA

20 CTU further informed that 2 Nos. vacated 400 kv line bays at Bhadla pooling station due to connectivity revision to M/s ESUCRL (from earlier agreed scope in 37 th Standing Committee meeting of Northern region) shall be utilized for termination of 765kV Fatehgarh PS-Bhadla (PG) D/c line (initially to be operated at 400kV) at Bhadla end as part of Transmission scheme for Fatehgarh UMSPP. 2. Connectivity (6x660 MW) and LTA (4x660MW) Application of Barethi STPS of NTPC Ltd. It was informed that the Connectivity and LTA application of NTPC Ltd. for Barethi STPS (6x660 MW) was discussed during the 38 th SCM and 9 th LTA/Connectivity meeting of Northern Region Constituents held on 30/05/2016 wherein UPPTCL had certain reservations on the proposed system and it was agreed that the system may be reviewed jointly by CEA, UPPTCL, CTU & NTPC and thereafter may be finalized in the next Standing Committee meeting/nr LTA meeting. Accordingly a meeting was held on 23/11/2016 at UPPTCL office, Lucknow among CEA, POWERGRID & UPPTCL officials and the associated Transmission system was finalized. During the meeting, NTPC informed that their Barethi project is deferred indefinitely and accordingly it was decided to close the Connectivity & LTA application. 3. Connectivity to Dhaulasidh Hydro Electric Power Project (66MW) of SJVN Ltd. in Himachal Pradesh It was informed that the Connectivity application from SJVNL for Dhaulasidh HEP (66 MW) was discussed during the 8 th NR LTA/ Connectivity Meeting of NR Constituents & 38 th NR SCM held on 20/01/16 & 30/05/16 respectively. However, it was decided that a separate meeting shall be held among participants from CEA, CTU, SJVNL and HPPTCL/HPSEB for finalization of Connectivity to SJVNL. Subsequently, a meeting was held on 10/01/17 in CEA among CEA, POWERGRID & SJVNL officials and it was agreed to grant connectivity at 220 kv level. Chief Engineer (PSP&A-I), CEA enquired about the commissioning schedule of the generation project. SJVNL informed that project is anticipated to be commissioned in 30 th Sep After deliberations, it was decided to grant Connectivity to SJVNL for its Dhaulasidh HEP (66 MW plus 10% overload) from 30 th Sep 2022 with the following Transmission system: 220 kv D/c Dhaulasidh HEP- Hamirpur (PG) line (to be implemented by the applicant including line bays at both ends) 4. Connectivity to Luhri Hydro Electric Power Project (210 MW) of SJVN Ltd. in Himachal Pradesh It was informed that earlier, SJVNL had applied in Dec 13 for connectivity of their Luhri HEP (3*196MW) located in HP. As per the earlier application, connectivity was required from March 2023 for 588 MW. However, during the NR Long Term & Connectivity meeting held on 14/07/2015, SJVNL informed that there are some modifications in the generation capacity of the plant and it was decided to close the old Connectivity application

21 Subsequently SJVNL has submitted a new connectivity application for Luhri Stage-I for 210 MW capacity. To discuss the issues regarding transmission system required for evacuation of power from Luhri HEP, a meeting was held on 10/01/2017 at CEA among CEA, CTU, SJVNL and HPPTCL/HPSEB. During this meeting, SJVNL informed that Luhri project is on Satluj river and its upstream and downstream projects are Rampur and Koldam respectively. Initially, LHEP was contemplated as single stage project of 775 MW. Thereafter, project layout was reviewed and it was decided to develop LHEP in three stages with capacity of 210 MW (St-I), 207 MW (St-II) and 363 MW (St-III). All three stages of LHEP are to be implemented by SJVNL only. Now, during the 10 th Meeting of Northern Region constituents regarding Connectivity/LTA applications, representative from SJVN informed the commissioning schedule for three stages as Stage-I is expected by April 2023, Stage-II-by 2026 and Stage-III by It was proposed that Connectivity for 210 MW (Stage-I) of Luhri HEP may be granted from April 23 through the following transmission system: Luhri generation switchyard - Nalagarh substation (PG) 220 kv D/c line (to be implemented by the applicant including bays at both ends) However, after deliberations, it emerged that being the hilly terrain, there may be ROW constraints for implementation of the individual Connectivity system for all three stages. Therefore, CEA opined that transmission system for grant of Connectivity for Luhri HEP may be taken up under integrated planning and one Pooling Station should be proposed for the same. 5. Long Term Open Access to Bajoli Holi HEP (155 MW) of M/s GMR Energy Ltd. in Himachal Pradesh. It was informed that the Long Term access was granted to M/s GMR Bajoli Holi Hydropower Pvt. GMR vide its letter dated 12/01/2017 has informed that there may be possibility of delay in commissioning of project due to various geographical constraints in the area and the project is likely to be delayed by two years ie. Aug 20 and requested for deferment of the date of commencement of LTA till August 20. CTU informed that there is no specific provision in the CERC Regulations for deferment of LTA on account of delay in generation projects. Further, It has also been apprehended by GMR vide letter dated 27/01/17 that there would be possible delay in the implementation of transmission system to be implemented by HPPTCL for evacuation of power from the generation project due to difficult terrain that the two transmission lines pass through and severe ROW problem. In view of these difficulties, following temporary arrangement was also proposed by
