4 Minutes for Connectivity/ Long Term Access Meeting with Northern Region Constituents held on 02/01/2013 at POWERGRID, Gurgaon CTU welcomed all the participants to the Connectivity/Long Term Access (LTA) meeting of Northern region and informed that following new Connectivity/ LTA applications need to be discussed for resolution. In addition to new applications, certain modifications/extensions of already granted LTA also need to be deliberated. The Connectivity/LTA applications discussed in the meeting were: 1. LTA to Tanda-II TPP (2x660 MW) of M/s NTPC Ltd. in U.P. 2. Connectivity & LTA to 500 MW Unchahar TPP of M/s. NTPC Ltd. in U.P. 3. LTA to 120 MW Miyar HEP of M/s Miyar Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in H.P. 4. 5 List of participants is enclosed at Annexure-II Details of the discussions held are as below. 1. Long Term Access to Tanda-II (2*660MW) Power Project of M/s NTPC Limited in Uttar Pradesh. POWERGRID informed that NTPC Ltd. had applied for LTA for MW from their 1320 MW Tanda STPP in U.P. The commissioning schedule of the units as indicated by the applicant is: Unit (COD) - Quantum MW Unit (COD) - Quantum MW As per the LTA application, the beneficiaries along with quantum allocated are: PSEB (53.96MW), UPPCL (824.59MW), UPCL (27.88MW), Delhi Discoms (86.46MW), Haryana Discoms (36.96 MW), Rajasthan Discoms (74.56 MW), HPSEB (22.75 MW), PDD (46.72 MW), EDC (Union Territory of Chandigarh) (4.08MW) and LTA for the project is required up to It was also mentioned in the LTA application that UP will separately ensure about the development of the evacuation system for its own share. Member (PS) enquired about the status of the projects. NTPC intimated that the land acquisition is in progress and main plant award is expected by this year i.e It was informed that transmission system shall be taken up after main plant award. Connectivity: Connectivity was discussed in the Long term Access Meeting held on 19/12/2011 at Delhi along with 30 th Standing Committee Meeting of Northern Region wherein connectivity to the generation was granted. As agreed during the meeting, the connectivity for Tanda -II project was granted through 2x 315 MVA, 400/220 kv ICT at Tanda to connect the Tanda-II 400 kv generation with existing 220 kv bus. The work of providing ICT at Tanda is to be carried out within the applicant generation switchyard and is to be carried out by NTPC. Connectivity of the station with the grid would be through 220kV switchyard of existing Tanda generation. As existing Tanda is directly connected to the STU grid, the connection agreement shall be signed with UPPTCL, for which applicant may coordinate with UPPTCL Long Term Access: UPPTCL had informed during the 26 th Standing Committee Meeting of Northern Region held on 13/10/08 for evacuation of its share of power from Tanda through LILO of Azamgarh-Sultanpur 400kV S/c line at Tanda and Tanda-Gonda-Shahjahanpur (POWERGRID) 400kV D/c. POWERGRID informed that the present proposal is for evacuation of MW of power to other beneficiaries through ISTS. POWERGRID stated that the nearest POWERGRID Substation to Tanda is Sohawal which is an intermediate substation to be connected to Balia and Lucknow by 400kV D/c. Major transmission system for evacuation of power would be available beyond Lucknow. Accordingly, for evacuation of power from Tanda (2x660MW), following system was agreed: Page 5 of 29
6 Tanda-Sohawal 400kV D/c Sohawal- Lucknow (POWERGRID) 400kV D/c line. NTPC informed that provision of two nos. of 400 kv D/c lines, one each for U.P and ISTS connection i.e. 400 kv Tanda-Gonda (Quad) D/c and 400 kv Tanda-Sohawal D/c respectively should be sufficient for evacuation of identified share of power. In view of constraints in transmission corridor near the plant premises & right of way issues, NTPC requested UPPTCL representative to review the requirement of LILO of Azamgarh- Sultanpur 400 kv S/c line at Tanda considering the project capacity and adequacy of Tanda-Gonda quad 400 kv D/c line for evacuation of UP share. After discussion, the above system i.e Tanda-Sohawal 400kV D/c and Sohawal Lucknow was agreed as an ISTS scheme. Regarding LILO of Azamgarh- Sultanpur 400 kv S/c line at Tanda, it was decided that it is an intra state system and matter may be discussed between UPPTCL and NTPC. NTPC indicated that state wise quantum of power has been indicated vide its application. Further, DISCOM wise breakup was also provided to POWERGRID vide NTPC letter dated 27/8/2012. As per the PPA signed with beneficiaries by NTPC, sale of electricity was at busbar. NTPC had applied for LTA on behalf of beneficiaries and therefore beneficiaries shall sign PPA. CTU informed that in the letter referred to by NTPC, various discoms have been named. However, the quantum of power and the appropriate authority have not been named. As for the Tanda-II LTA, there is a need for strengthening under ISTS. Hence exact beneficiaries are required who can sign the required agreements. Hence till the Long term customers along with quantum are finalized, applicant needs to sign after which can be transferred to the beneficiaries once quantum and beneficiary are finalized. CTU further stated that NTPC is making LTA applications on behalf of beneficiaries and with tentative allocations. NTPC replied that to speed up the process of transmission planning, NTPC is making application on behalf of beneficiaries, however as per the PPA it is the responsibility of the beneficiaries to make the required arrangement for evacuation of electricity from such delivery points of the station. CTU enquired from NTPC that under such scenario to whom LTA intimation is to be issued. NTPC stated that as the LTA application is on behalf of the beneficiaries, the LTA intimation may be issued to them. CTU informed that as per the application, NTPC has given the names of Delhi, Haryana & Rajasthan Discoms the contact personal and quantum has to be given. After detailed deliberations, it was decided that NTPC would give the details of the beneficiaries with name of contact person, designation, name of the beneficiary, complete address alongwith the quantum of power. After receipt of complete information, CTU would issue a letter to the beneficiaries seeking their confirmation for issuance of LTA intimation and for signing of requisite transmission agreements. NTPC would follow up with the beneficiaries for getting their concurrence. After getting concurrence from all the beneficiaries of a project, CTU would issue LTA intimation directly to the beneficiaries and the necessary agreements would be signed by the beneficiaries. Incase of nonsigning of agreement by any beneficiary, NTPC would coordinate for resolving the issue. The implementation of transmission scheme would be taken up after issuance of LTA intimation. 7 After resolving of above mentioned issues grant of Long term Access for transfer of MW power from Tanda (1320 MW) generation of M/s NTPC Ltd. to the beneficiaries (to be informed by NTPC) can be taken up subject to.: Signing the requisite agreement for sharing of Regional Transmission system charges from for 25 years. The scheme would be taken up for implementation under ISTS. The implementation would be as per decision of appropriate authority and would be taken up after main plant award Conditions as listed in Annexure-A would be as applicable. 2. Connectivity and Long Term Access of 500 MW Unchahar Power Project of M/s. NTPC Limited in Uttar Pradesh POWERGRID stated that NTPC Ltd. had applied for Connectivity & Long Term Access for 500MW and MW respectively from their 1X500 MW Feroze Gandhi Unchahar TPP (FGUTPP-IV) in District Raebareli, Uttar Pradesh. The application was discussed during last meeting and Connectivity and Long Term Access was granted through Unchahar-Fatehpur 400kV D/c line. No connection of Unchahar new generation to existing generation was proposed as the connection of new generation to existing generation may lead to additional injection of power into 220kV system and may overload the system under certain conditions. Subsequently, NTPC indicated that connectivity of 400kV & 220kV would facilitate operational flexibility in evacuation of power between the stages under various contingencies and also enable timely drawl of startup /commissioning power for the upcoming Stage-IV. The subject 400/220kV ICT feeder can be opened in case of any issue of existing 220kV system overloading under some network configurations. Member (PS), CEA enquired about the present status of the power project. NTPC informed that MOEF clearance is awaited. Award for the main plant is expected by March 13. COD is expected 39 months after award, i.e. by June 16. It was agreed that a 400/220kV, 500 MVA transformer would be provided for anchoring to the generating units. Further, connection of 400kV and 220kV would provide operational flexibility. Further, it was also noted that based on system conditions, the transformer may have to be kept open. Constituents agreed to the same. Accordingly, as agreed in last meeting connectivity to ISTS would be through Unchahar - Fatehpur 400kV D/c and Long term Access would be through the same. LTA application for Unchahar was also on behalf of the beneficiaries. Similar methodology, as agreed for Tanda project shall be adopted for issuance of LTA intimation. 3. Long term Access grant to 120 MW Miyar HEP of M/s Miyar Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh Page 7 of 29
8 POWERGRID informed that M/s Miyar HEP Ltd. had applied for LTA of 120 MW from their hydro project. LTA had been requested from June 16 for a period of 25 years. As per the application, the targeted beneficiaries are Northern Region constituents. As informed in the LTA meeting by representative of M/s Miyar Hydro Electric Power Company Ltd., DPR for the project was submitted to CEA & TEC was recommended in CEA meeting held in Nov 12. Environment clearance was granted on 30/07/12. Forest clearance was granted on 27/07/12. The award letter for acquisition of private land is being sent to GoHP in Jan. 13. The applicant informed that the commissioning schedule of the plant is: 1 st Unit June, nd Unit July, rd Unit August, 2017 Long term Access grant to Generation: The Connectivity to the generation was discussed in the Connectivity/Long term Access Meeting held on 19/12/2011 along with 30 th Standing Committee Meeting of Northern Region. During the meeting, the Master Plan developed for evacuation of power located in Chanderbagha basin of Himachal Pradesh which envisages a common transmission corridor for the various hydro projects was discussed and agreed to. As the hydro project is located in Chanderbagha basin, in line with the agreed scheme, following scheme was discussed and agreed to for providing connectivity to 120 MW Miyar HEP Step up of Miyar generation at 400 kv level 400 kv D/c Line (Twin HTLS-Adequate for about 2000 MW) from Miyar to the site of 400 kv Pooling Station near Sissu /Gramphu (Pooling Station shall not be constructed during this time frame) - Proposed Implementation as ISTS From site proposed near Sissu/Gramphu Pooling Station Hamirpur 400 kv D/c (Triple HTLS adequate for 2500 MW capacity) For this line section, Rohtang Pass is to be crossed. There is about 8-10 feet of snow at Rohtang Pass during winters and working season is very less. For implementation of overhead line, SASE and some international expert would have to be involved - Proposed Implementation as ISTS Provision of 50 MVAR Bus Reactor at Miyar (incase of transportation limitations, single phase units may be provided). It was agreed that the above proposed scheme would also help in evacuation of power upto Hamirpur. Beyond Hamirpur, depending on the beneficiaries and system condition, access would be granted. After discussion, following was agreed: Long Term Access to Miyar HEP may be granted. The details of the system would be as given above. Signing the requisite TSA / TSA for Northern Regional Transmission system charges from June 2017 for 25 years. The scheme would be taken up with CERC for implementation under ISTS. The Page 8 of 29
9 implementation would be as per decision of appropriate authority. The equipment to be provided at the generating switchyard shall be equivalent to the transmission line capacity being provided. Scheme may undergo modifications as system would also be connected to J&K projects. Conditions as listed in Annexure-A, as applicable. 4. Long Term Access to 400 MW Seli HEP of M/s Seli Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh POWERGRID informed that earlier M/s Seli Hydro Electric Power Company Ltd. had applied for connectivity of their generation plant. During the last meeting, the application was discussed and agreed. M/s POWERGRID stated that a Master Plan has been developed for evacuation of power located in Chanderbagha basin of Himachal Pradesh. The master plan envisages a common transmission corridor for the various hydro projects. Details of Master Plan were discussed in 30 th Standing Committee Meeting of Power System Planning of Northern Region and are given in the Minutes of 30 th Standing Committee Meeting. POWERGRID informed that Seli HEP is in close proximity to Miyar and for providing connectivity following was proposed: Seli HEP (400 MW): Step up of Seli generation at 400 kv level LILO of one circuit of Miyar Hamirpur (via Rohtang) 400 kv D/c line (Twin HTLS) at Seli - Proposed Implementation as ISTS Provision of 80 MVAR Bus Reactor at Seli (incase of transportation limitations, single phase units may be provided). M/s Seli HEP Ltd. had applied for LTA of 400 MW from their hydro project. LTA has been requested from Oct for a period of 25 years. As per the application, the targeted beneficiaries are Northern Region constituents. For Seli HEP, Moser Baer informed that DPR was submitted to CEA on 12/12/11, and is under examination in CEA, CWC and GSI. The Environment Clearance has been recommended by EAC of MoEF in its 58 th meeting held on 2/6/12 & Forest Clearance is expected by May Further, Section-4 notification for acquisition of private land is expected by May The commissioning schedule of the plant as provided by representative of M/s Seli Hydro Electric Power Company Ltd is: 1 st Unit October, nd Unit November, rd Unit December, th Unit January, 2018 Page 9 of 29

In case of delay of Miyar HEP, portion of the scheme proposed under Miyar would have to be pre-poned. After discussion, following was agreed: Long Term Access to Seli HEP may be granted. Details of the system would be as given above. Signing the requisite TSA / TSA for Northern Regional Transmission system charges from October 2018 for 25 years The scheme would be taken up with CERC for implementation under ISTS. The implementation would be as per decision of appropriate authority. The equipment to be provided at the generating switchyard shall be equivalent to the transmission line capacity i.e MW. Scheme may undergo modifications as system would also be connected to J&K projects. All Conditions as applicable listed in Annexure A would be applicable. 5. Connectivity of 267MW Sach Khas HEP of M/s L&T Himachal Hydro Power Ltd. In accordance with CERC regulations, M/s L&T Himachal Hydro Power Ltd. has applied to POWERGRID for Connectivity to their 267 MW( 3* MW) Sach Khas HEP project at Tindi, Lahaul & Spiti Distt. in Himachal Pradesh. The commissioning schedules of the units are as below: Page 10 of 29
11 Commissioning Schedule: Unit-1(86.67MW)- June, 2021 Unit-2(86.67MW)- October, 2021 Unit-3(86.67MW)- December, 2021 Unit-4(7MW)- December, 2021 As per the application, the connectivity of the project is required by June, Applicant confirmed about the status of the project as provided along with the application. Connectivity of Generation: POWERGRID explained that the generation is located in Chandrabagha basin and Master Plan developed for evacuation of power from various generations to be located in the Chandrabhaga basin was discussed and agreed to in the 30 th Standing Committee Meeting of NR. Power from generation projects in the downstream of Seli HEP i.e. Reoli Dugli (420 MW), Sach Khas (267 MW), Purthi (300 MW) and Duggar (236 MW) was to be evacuated through Jammu region. For connectivity of Sach Khas following scheme is proposed: Generation step up at 400 kv level Portion of Reoli Dugli Kishtwar 400 kv D/c- from Sach Khas to Kishtwar (Twin HTLS-Adequate for 1500 MW) - Proposed Implementation as ISTS Establishment of 400 kv switching station at Kishtwar Proposed Implementation as ISTS LILO of Dulhasti / Ratle Kishenpur 400 D/c (Quad) line at Kishtwar-Proposed Implementation as ISTS Accordingly, grant of Connectivity to the project through above mentioned scheme, was agreed subject to the following: Submission of required Bank Guarantee The scheme would be taken up with CERC for implementation under ISTS. The generation switchyard would have capacity matching with the rating of the lines. Scheme may undergo modifications as system would also be connected to J&K projects. Conditions as listed in Annexure-A would be as applicable. 6. Connectivity and Long term Access of 690 MW Ratle HEP of M/s GVK Ratle Hydro Electric Project Pvt. Ltd. in Jammu & Kashmir. POWERGRID informed that M/s GVK Ratle Hydro Electric Project Pvt. Ltd., had earlier applied for Connectivity & Long term Access of their 690MW Ratle HEP (6*115MW) in Kishtwar, J&K. As per the application, the commissioning schedule of the units is from Sept to Feb The connectivity & LTA for the project is required by & the beneficiaries for the power are PDD, J&K (429MW), Delhi(100MW), Haryana(70MW), Punjab(50MW) & Rajasthan(41 MW). The Connectivity and Long Term Page 11 of 29
12 Access was also discussed in the Long term Open Access Meeting held on 19/12/2011 at Delhi along with 30 th SCM of Northern Region. Subsequently, the applicant informed that the plant capacity has been increased to 850 MW (4x205 MW+30MW). Due to the change in capacity of Ratle Project by more than 100 MW, the applicant applied again for connectivity. Member (PS), CEA enquired about the status of the generation plant. Representative of M/s GVK Ratle Hydro Electric Project Pvt. Ltd. informed that Land has been acquired for the project and Civil Works has also been started. Environmental & Forest Clearance has also been obtained for the generation project. The project is expected to be commissioned by Oct 18 Following transmission system was discussed and agreed for providing connectivity and LTA of 850MW 55and 690MW respectively to Ratle HEP: For Connectivity: For LTA LILO of one circuit of Dulhasti- Kishenpur 400 kv D/c (Quad) line (single circuit strung) at Ratle HEP 1X125 MVAR Reactor at Ratle HEP. Space provision of two nos. of 400kV line bays at generating station for evacuation of power from future upstream projects in addition to 3 nos. of line bays for LILO and line to Kishenpur. Switchyard capacity of the generation switchyard should be equivalent to the capacity of Quad Conductor line. The equipment shall be designed for short circuit level of 50kA. Conditions as listed in Annexure-A, as applicable Kishenpur- Ratle 400kV S/c (Quad) (second circuit of Dulhasti- Kishenpur 400 kv to be strung from Kishenpur end upto Ratle HEP) Conditions as listed in Annexure-A, as applicable 7. Connectivity and Long term Access grant to 215 MW Kotli Bhel HEP, Stage-IA of M/s NHPC Ltd. in Uttarakhand. POWERGRID informed that NHPC Ltd has applied for Connectivity & Long Term Access of their 215 MW Kotli Bhel HE Project, Stage-IA in Uttrakhand. As per the application, the nearest substations are Koteshwar, Srinagar & Rishikesh and NHPC has signed PPA with Punjab, Haryana, Himachal Pradesh, Delhi Discoms, Uttar Pradesh, Rajasthan, Chandigarh and Uttarakhand for this project. Status of the project was enquired from NHPC. NHPC indicted that the commissioning schedule of the project would be around Power from the project could be pooled at either at Srinagar 400/220 kv substation of PTCUL which is about 35 kms or at Dehradun Substation which is around 90kms away. Under both the options power can be transferred beyond injection point. Page 12 of 29
13 PTCUL informed that as the project is less than 250MW immediate connectivity transmission line shall be implemented by NHPC. NHPC informed that they will construct the dedicated line. It was discussed and agreed that power would be pooled at Srinagar and beyond Srinagar power would be evacuated via Srinagar-Kashipur 400kV D/c line of PTCUL. From Kashipur onwards, power would be transferred over Inter State Transmission System Accordingly it was agreed to Grant Long term Access to Kotli Behl HEP, Stage-IA of M/s NHPC for transfer of 215MW power beyond Srinagar through ISTS subject to following: NHPC shall coordinate with PTCUL for connectivity and evacuation upto Kashipur. Signing the requisite agreement for sharing of Regional Transmission system charges from Conditions as listed in Annexure-A, as applicable. 8. Connectivity & LTA of Gidderbaha (4x660MW) MW Power Project of M/s NTPC Limited in Punjab. NTPC informed that the Gidderbaha generation project is still on hold and they would revert back when there is a progress. Accordingly it was agreed that application of Gidderbaha generation project may be considered on hold and shall be reconsidered up after communication from NTPC. 9. Connectivity and Long term Access (LTA) to Himachal Pradesh Power Corporation Limited, for connectivity and transfer of 450 MW power from Shongtong Karcham HEP POWERGRID informed that HPPCL for Connectivity & Long Term Access of 450MW from their Shongtong HE Project. As per the application, the connectivity and LTA for the project is required by March, 2015 and beneficiaries are Northern Region. A comprehensive transmission system for evacuation of power from hydro projects in Himachal Pradesh was discussed and agreed during the 30 th Standing committee meeting. For transfer of power from this project following system was agreed: i. Shongtong Karcham Wangtoo 400 kv D/c Line (Quad HTLS Conductor Equivalent to about 3000MW) 18 km - Proposed Implementation as ISTS. ii. iii. Switchyard Capacity etc. must be able to handle about MW power planned in the upstream of the generation project. It is proposed that the GIS switchyard may be designed with 4000 Amps switchgear. However, the cable capacity from Pot head yard to GIS switchyard may be augmented with generation addition in the upstream projects. Establishment of 220/400kV GIS Pooling Station at Wangtoo alongwtih and LILO of both circuits of 400 kv Karcham Wangtoo-Abdullapur D/c line at Wangtoo S/s - Proposed Implementation through STU. Beyond Karcham Wangtoo adequate transmission system exists for evacuation of power from the project. Page 13 of 29
14 Member (PS) enquired about the status of the generating units and Wangtoo substation. Himachal informed that Forest clearance has been received and Civil award ahs been placed. The generation project was expected by April 17 and Wangtoo substation by September 15. It was discussed and agreed that Connectivity of 450MW & Long term Access of 450MW to Shongtong Karcham HEP of HPPCL may be granted through following transmission system : Connectivity: Shongtong Karcham Wangtoo 400 kv D/c Line (Quad HTLS Conductor Equivalent to about 3000MW) 18 km - Proposed Implementation as ISTS. Switchyard Capacity etc. must be able to handle about MW power planned in the upstream of the generation project. It is proposed that the GIS switchyard may be designed with 4000 Amps switchgear. However, the cable capacity from Pot head yard to GIS switchyard may be augmented with generation addition in the upstream projects. Establishment of 220/400kV GIS Pooling Station at Wangtoo along with LILO of both circuits of 400 kv Karcham Wangtoo-Abdullapur D/c line at Wangtoo S/s - Proposed Implementation through STU. It was agreed to provide 80 MVAR Bus Reactor at Generating station by the applicant keeping anticipating the high voltage profile during light load conditions. HPPCL shall sign the required agreement within 6 month of receipt of Intimation. Conditions as listed in Annexure-A, as applicable. Long Term Access : Applicant shall sign the requisite Long Term Access Agreement and TSA for Transmission system charges HPPCL shall sign the required agreement within 6 month of receipt of Intimation. Conditions as listed in Annexure-A, as applicable. 10. Connectivity and Long Term Access (LTA) to Himachal Pradesh Power Corporation Limited, for connectivity and transfer of 195 MW power from Kashang HEP. POWERGRID informed that HPPCL for Connectivity & Long Term Access of 195MW from their Kashang HE Project. As per the application, the connectivity and LTA for the project was required from Jan 13 and beneficiaries are Northern Region. A comprehensive transmission system for evacuation of power from hydro projects in Himachal Pradesh was discussed and agreed during the 30 th Standing committee meeting. For transfer of power from this project following system was agreed: Kashang-Jangi Pooling Station 220 kv D/c line (Single HTLS- Equivalent to 300 MW capacity) - Proposed Implementation as STU network Page 14 of 29
15 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3rd ICT) - Proposed Implementation as ISTS LILO of one ckt. of Shongtong Wangtoo 400 kv Line at Jangi Proposed Implementation as ISTS Tidong Jangi Pooling Station 220 kv D/c line Proposed Implementation as STU network. Beyond Wangtoo transmission system exists for evacuation of power from the project. Till the commissioning of above system Kashang HEP would be evacuated by HPPCL through its own system by constructing a 220 kv D/c line from Bogtu to Kashang. Member (PS) enquired about the status of the generating units HPPCL informed that the units are expected by Oct 13, June 14 and Dec 15. It was discussed and agreed that Connectivity of Kashang HEP of HPPCL may be granted through following transmission system: Connectivity Kashang-Jangi Pooling Station 220 kv D/c line (Single HTLS- Equivalent to 300 MW capacity) - Proposed Implementation as STU network 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3rd ICT) - Proposed Implementation as ISTS LILO of one ckt. of Shongtong Wangtoo 400 kv Line at Jangi Proposed Implementation as ISTS NOTE: Till the commissioning of above system Kashang HEP (I, II & III) would be evacuated by HPPCL through HPPTCL system by constructing a 220 kv D/c line from Bogtu to Kashang. Subsequently in the time frame of Tidong and Kashang-IV HEPs, Jangi Pooling station shall be established and connectivity shall be through Jangi Pooling station. With the commissioning of above system and commissioning of Wangtoo under Shongtong, adequate system would exists for evacuation of power from the project. HPPCL shall sign all required agreement within 6 month of receipt of Intimation. Transmission system strengthening beyond Wangtoo shall be identified later as per the system requirement. 11. Connectivity to M/s Noida Power Company Limited, for drawl of 500 MW power from ISTS at Greater Noida, in Uttar Pradesh. POWERGRID stated that NPCL had applied for connectivity for drawl of 500MW power for distribution in Greater Noida area in Uttar Pradesh. The issue of providing connectivity was discussed during the LTA/connectivity meeting held on 19/12/11, however as UPPTCL was not present in that meeting it was decided that observations / concurrence of UPPTCL would be taken in this regard. UPPTCL had communicated their concurrence subject to identification of strengthening & supply to their Greater Noida is not affected. Page 15 of 29
16 The issue of connectivity to Noida Power Company Limited was discussed during the 31 st standing committee meeting. Details of the discussions are available in the Minutes of 31 st Standing Committee Meeting of Power System Planning of Northern Region. After detailed deliberations in SCM following was agreed: Ballabhgarh Greater Noida (New) 400 kv D/c line Establishment of 2x500 MVA, 400/220 kv GIS substation with a short circuit rating of 50 ka Considering the RoW constraints near Ballabhgarh it was agreed to provide 5 km of line on Multi-circuit towers from Ballabhgarh end. It was also agreed that this new 400/220 kv substation would be catering to both Uttar Pradesh and M/s NPCL and would be taken up as a ISTS strengthening scheme. Above proposal would be taken up under Tariff Based competitive bidding. 12. Long term Access to Dadri Solar (5 MW) Power Project of M/s NTPC Limited in Uttar Pradesh. NTPC informed that they had applied for LTA for transfer of 5 MW of Solar Power from Dadri to GRIDCO, Orissa. POWERGRID informed to NTPC that no such application is with CTU and requested for the photocopy of the application. NTPC has given the photo copy of the application dated 02/07/2012 on 29/12/2012. As per the application the date of LTA was 07/12/2012 for 25 years. NTPC has informed that they intend to commission their Solar Project in January During the meeting it was informed that this agenda is taken up on the photocopy of the application. NTPC during the meeting handed over LTA application along with the necessary application fee. NTPC explained that their 5MW Solar PV is pooled at 33kV level and is to be interconnected to existing 220kV Dadri gas generation switchyard. CTU informed that the application is only for LTA and not for grid connectivity and generation is not a grid connected entity. It was also stated that as per CERC regulations NTPC cannot apply for connectivity for this project as per present regulation and NTPC need to take up the issue with regulator. NRLDC stated that there would be several issues related to the metering and losses etc. It was discussed and agreed that there is no issue in providing Long Term Access for transfer of power Dadri switchyard to beneficiary, however as per the provisions of regulations for grant of Long Term Access, grant of connectivity is required. As such connectivity cannot be considered for 5 MW project. NTPC need approach CERC to get suitable direction for connectivity, metering, losses and other related matters. Subsequent to the meeting, amendment to the CERC regulation has been issued allowing any renewable energy generating station of 5 MW capacity and above but less than 50 MW capacity developed by a generating company in its existing generating station and seeking connectivity to the existing connection point with inter-state Transmission System Page 16 of 29
17 through the electrical system of the generating station. Accordingly connectivity and LTA has been granted in accordance with CERC regulations. 13. Long term Access to Singrauli Hydro (2x4 MW) Power Project of M/s NTPC Limited in Uttar Pradesh CTU informed that NTPC Limited has applied for LTA for 8 MW for their Singrauli hydro project, in Uttar Pradesh. LTA for the project is required from for 25 Years. The beneficiaries along with quantum allocated are: UPPCL (4.1MW), Delhi Discoms (2.1MW), Rajasthan DISCOMS (1.8MW). As per the application Connectivity with the grid is through NTPC Singrauli Switchyard. NTPC explained that their 2x4 MW Singrauli Hydro is stepped up at 33 kv and is further interconnected to11 kv side of 132/11 kv transformer. NTPC 132 kv Singrauli switchyard is interconnected to 400 kv ISTS system through 400/132 kv ICTs. CTU informed that the application is only for LTA and not for grid connectivity and generation is not a grid connected entity. It was discussed and agreed that there is no issue in providing Long Term Access for transfer of power Singrauli switchyard to beneficiary however, as per the provisions of regulations for grant of Long Term Access, grant of connectivity is required. As such connectivity cannot be considered for 8MW project. NTPC need approach CERC to get suitable direction for connectivity, metering, losses and other related matters. Subsequent to the meeting, amendment to the CERC regulation has been issued allowing any renewable energy generating station of 5 MW capacity and above but less than 50 MW capacity developed by a generating company in its existing generating station and seeking connectivity to the existing connection point with inter-state Transmission System through the electrical system of the generating station. Accordingly NTPC may apply for connectivity in line with the CERC regulations. After grant of connectivity the LTA application shall be processed further. 14. Long Term Open Access to Rosa Power Company POWERGRID informed that M/s Rosa Power Supply Power Company limited (RSPCL) had applied for LTOA for transfer of 300MW of power from Stage-II (2x300MW) of Rosa Power Project located at Shahjahanpur, U.P. As per the application the target beneficiaries of the project were Delhi (150MW) and Haryana (150MW). The LTOA application was discussed and agreed in the Long term Open Access meeting held on 30/05/2009 alongwith 27 th Standing Committee Meeting of Northern region. Power from the generation project is to be injected at Shahjahanpur 400/220 kv substation of POWERGRID. Accordingly, LTOA intimation was issued and BPTA was signed on 23/11/2009. RSPCL now has intimated that they have finalized the long term sale of power from Rosa TPP Phase-II to UPPCL and also signed PPA with them. In view of this M/s RSPCL has requested for the modifications as follows: o o o Name of beneficiary - Uttar Pradesh Location - Interface points between ISTS and UPPCL grid in Uttar Pradesh Region - Northern region Page 17 of 29
18 o Capacity MW POWERGRID proposed the beneficiary may be modified as Uttar Pradesh instead of Delhi and Haryana, as requested by RSPCL. The total quantum of LTOA shall remain the same. As Uttar Pradesh is direct beneficiary it was proposed that transmission charges may be billed directly to UP. Representative of Uttar Pradesh agreed for the same. Further it was explained that Long Term Open Access was granted subject to commissioning of Lucknow-Bareilly-Meerut 765kV one circuit and Bareilly-Kashipur- Roorkee-Saharanpur 400kV D/c (Quad conductor), as the power was to be transferred outside the state, to Delhi and Haryana. However as per the present scenario, power is to be delivered within Uttar Pradesh, it is therefore proposed that Long term Access would be subject to commissioning of Bareilly Roorkee 400kV D/c (Quad conductor) and commissioning of Shahjahanpur substation. Members discussed and concurred to the proposal. 15. LTOA to M/s GMR Bajoli Holi Hydro Power Pvt. Ltd. M/s GMR Bajoli Holi Hydro Power Pvt. Ltd had applied for Long term Access for injection of 180 MW power from Bajoli Holi HEP, Himachal Pradesh. The likely beneficiaries in Northern region have been indicated as Delhi, Punjab and Haryana. The expected date of commencement of long term access was indicated by the applicant is Dec LTA Application was discussed and agreed during the connectivity / LTA meeting held on 29/12/2012wherein it was decided that Power from the project shall be injected at Lahal pooling Station of Himachal at 220kV. Beyond Lahal power is to be transferred via 400kV D/c line to Chamera Pooling Point (PG). The system upto Chamera Pooling Point was to be implemented by HPPTCL and the applicant was to coordinate with HPPTCL. The Long Term Access was granted beyond Chamera Pooling Point. Accordingly LTOA intimation was issued for 180MW for 25 years from Dec, 2015 and BPTA is to be signed. Subsequently, M/s GMR Bajoli Holi Ovt Ltd had intimated that the LTA quantum may be revised to 155 MW for 25 years. Member (PS), CEA enquired about the status of the generation plant. Applicant confirmed June 2017 as the revised commissioning schedule of generation plant. It was discussed and agreed that the LTA beyond Chamera pooling for 155MW for 25 years would be granted subject to applicant has to sign BPTA within 6 month of receipt of revised intimation otherwise the application will be closed. 16. Signing of Long Term Access (LTA) by HPPCL for Sawra Kuddu and Sainj POWERGRID informed that HPPCL had been granted Connectivity and Long Term Access for their Sawra Kuddu HEP (111MW) and Sainj (100MW) in Himachal Pradesh. However, HPPCL is still to sign the required agreements. Member (PS), CEA enquired about the status of the generation project. HPPCL informed that Sawrakuddu was expected by 2014 and Sainj by July 15. Page 18 of 29
19 It was discussed and agreed that HPPCL shall sign all required agreements within 6 month of issue of minutes. In case required agreements are not signed then the application would be closed as per CERC regulations. 17. LTOA M/s GMR (Badrinath) Hydro power Pvt ltd for Alaknanda HEP POWERGRID informed that M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long term Access, for transfer of 259 MW power from Alaknanda HEP (300MW) in Uttarakhand. The LTA Agreement was signed on 6/2/2012. Subsequently the applicant vide letter dated 20/2/2012 and 27/11/2012 have requested postponement of effective date of LTA from Dec 14 to April 17. CTU enquired about the status of the project. GMR informed that most of the clearances including environment clearance have been obtained, land acquisition is in progress, however Implementation Agreement is yet to be signed. The revised date of commissioning may be considered as October Member(PS), CEA requested about the project and reason for delay. Representative of M/s GMR (Badrinath) Hydro explained that project got delayed due to forest clearance. He enquired about the evacuation arrangement from the project. CTU explained that LTA was granted in ISTS beyond Kashipur. System upto Kashipur is to be made by PTCUL which includes Joshimath-Pipalkotli line of PTCUL. The applicant informed that Joshimath-Pipalkotli line would also not be ready by Dec 14. It was discussed that effective date of LTA cannot be extended after signing the LTA agreement. However, if desired the applicant may approach CERC. 18. LTOA to Lanco Hydro energies Private limited for Phatabhyung (76MW) POWERGRID explained that Ms Lanco Hydro Energies Pvt Ltd had applied for LTOA for transfer of 76MW (minus 12%) from Phata Bhyung HEP located in Uttarkhand HEP. Power from Phata Bhyung is to be evacuated by PTCUL upto Kashipur. Beyond Kashipur power is to be evacuated over ISTS network. The project was discussed and Long term Access granted in the meeting held on 30/5/20009 for grant of Long term Access. The LTA agreement was signed on 19/3/2010 for open access from November LTOA was permitted subject to Lucknow-Bareilly-Meerut 765kV Line and Bareilly-Kashipur- Roorkee-Saharanpur 400kV D/c. Member(PS), CEA enquired about the status of the project. The applicant informed that the project is expected by July 14.Members noted that the Long term Open Access would be from commissioning of above lines. 19. Closure of LTA (i) Chango Yang Thang POWERGRID stated that M/s Malana Power Company Limited had applied for Long term Open Access in ISTS for transfer of 140 MW of power from Chango Yangthang HEP (2x70 MW) to be set up in Spiti Valley in Himachal Pradesh. M/s Malana Power Company Limited has intimated March 2017 as commissioning schedule. The application was discussed in the connectivity and Long Term Access meeting held on 30/5/2009, Page 19 of 29
20 29/12/2010 and 19/12/2011. It was decided LTOA to Chango Yangthang was agreed in 19/12/2011. During the meeting it was discussed that Chang Yangthang is to be directly connected to ISTS they would apply for Connectivity. After receipt of connectivity application, connectivity would be granted. M/s Malana was requested to apply for connectivity. M/s Malana has intimated that the DPR for the project is not yet approved and in all likelihood there may be an increase in the rated capacity of project. Thus until the DPR is approved they are not in a position to apply for the connectivity. In view of above, it was agreed that the application is closed and they may apply again when generation implementation is finalized. (ii) LTA for 50MW from 358MW generation project of Beta Infratech Pvt limited. POWERGRID stated that application for LTA for 50 MW was discussed during the last Connectivity and Long Term Access meeting held on 29/12/2010 and Long term Access was agreed. However, the Bank Guarantee as per required format had not been received. In view of the above, we are closing the LTA application. Members noted the same. 20. Long Term Open Access to Karcham Wangtoo Generation(1000MW) POWERGRID informed that in July 2006, PTC India applied for the Long Term Open Access for evacuation & transfer of 704 MW power from Karcham Wangtoo HEP. The beneficiaries of the project are Punjab (196MW), Haryana (196 MW), Uttar Pradesh (196 MW) and Rajasthan (101.92MW). 12% -18% dedicated power to HP Govt and 176 MW balance power to JKHCL. The transmission system for Karcham Wangtoo HEP was discussed and LTA was granted. BPTA was signed by PTC on 20/7/2007 for 704MW and M/s JKHCL for 176 MW. JAYPEE Karcham Hydro Corporation Ltd has commissioned 1000MW Karcham Wangtoo generation project as an IPP. The Open Access has become effective from 1/04/2012. However there are certain issues between M/s PTC and M/s JKHCL regarding the PPA agreement. In this regard a meeting was held and during the meeting M/s PTC agreed to surrender LTA granted, provided no relinquishment charges are payable by them and JKHCL agreed to apply for LTA of 704 MW, to be surrendered by M/s PTC. Accordingly M/s Jaiprakash Power Ventures Limited has applied for LTA for 704 MW Injection point is Jaypee Karcham Wangtoo HEP and beneficiaries are NR-440MW, WR-176 MW and SR- 88MW. However as LTA of 88 MW to Southern Region would be feasible only from July 2014, as corridor to Southern Region is already booked. Subsequently, M/s Jaiprakash Power Ventures Limited informed that till June 2014 LTA may be granted for Northern Region and thereafter to Southern Region from July 2014 onwards. The LTA is of same quantum i.e. 704 MW and is being transferred from M/s PTC to M/s JKHCL. Members discussed and agreed that LTA to M/s Jaiprakash Power Ventures Limited may be granted for 25 years from 01/04/2012 as per the beneficiaries indicated below subject to signing of required agreements. Northern Region : 440 MW from 01/04/2012 to 31/03/2037 and additional 88 MW from 01/04/2012 to 30/06/2014. Western Region : 176 MW from 01/04/2012 to 31/03/2037 Page 20 of 29
