4 Introduction HealthLink Service and Support The HealthLink Help Desk or ehealth Business Managers in your state are always just a phone call away, whenever you need help with any issues or questions you may encounter. Please refer to the contact number printed on the back of this guide when contacting ehealth Business Managers or HealthLink Help Desk. Icons used in this guide You will see helpful icons used in this guide to draw attention to a subject, action or information. The i for information icon indicates an area that assists in a decision Before you begin Duty of Care Checking for non-acknowledged correspondence: The sending site is responsible for ensuring that the duty of care has passed on to the next provider. With electronic correspondence this is much simpler. HL7 specifications include the ability to return acknowledgements from the recipient back to the sender. It s the senders Duty of Care to follow up sites that are not acknowledging or negatively acknowledging sent letters or reports. Genie Systems offer a status view of the sent correspondence. Most EMR Systems do include a log of the electronic correspondence status. This enables the sender to follow up on any recipients who have not acknowledged the correspondence sent to them. If the sender within 48hrs receives no acknowledgement it is important to contact the recipient and ensure the correspondence was received for the first time (some EMR Systems will not send back an acknowledgement). If the recipient did not receive the correspondence, it is important to send a manual copy immediately and then contact HealthLink Helpdesk on the contact number printed on the back of this guide for further assistance. Rejected Letters If HealthLink does reject an outbound CDA message this will be moved to C:\HLINK\HL7_out\LAB2\rejected (on the computer HealthLink is installed). It is important to open the rejected folder regularly, if any files are present in the rejected folder then open in notepad and find the patient name within the file. 5 System Requirements for HealthLink You require Healthlink Six Client version or Later. Healthlink is an eligible supplier of Secure Messaging Capability as listed on the NEHTA website. ( Your practice meets the requirements set out in the ehealth PIP Incentive Guidelines ( Your HealthLink representative or the HealthLink Help Desk will assist you in ensuring that your system can send CDA, e-referrals and receive PIT and HL7 files including Specialist reports, Discharge Summaries, Status Updates, Pathology and Radiology results. How does messaging work? Your practice will be allocated an EDI Account, within HealthLink's Messaging Exchange. This account holds all your outgoing and incoming messages that are collected on a regular basis. It is likely that you already have an EDI Account if you receive lab results electronically through HealthLink. If you do not have a HealthLink EDI then you can apply for a HealthLink account online at: Your EDI Account will be given to organisations that you wish to receive messages from e.g. specialists, or you will use other organisations EDI account to send information to. All the messaging transfer happens through HealthLink s secure network over an internet connection at your surgery. 6 Preparing Genie to Send Specialist Letters To set Genie to send out Specialist Letters follow the following steps. 1- Open the Patient Demographic Details 2- Click on to Add the Referring Doctor in the Referrals section on the right of the screen. 3- Click on Save to save the changes Setting up Genie with HPI-O/HPI-I details To setup Genie users with (Health Provider Identifier- Organisation) HPI-O/ (Health Provider Identifier- Individual) HPI-I details use the following steps. 1- For current user select File>User Preference 2- In the Preferences screen update the HPI-I details for the user and click on save. 3- For the practice select File>Practice Preferences 4- In the practice details tab update HPI-O details for the practice and click on save. 7 Setting up Genie for CDA Messages Setting Genie to Send SMD CDA messages SMD Certificates Genie Systems require certificates before it can start sending SMD messages. For more information and help with certificates please contact Genie System support desk on Important CDA requirements for Genie Genie EMR requires HPI-O/HPI-I details for both Sending and Recipient Providers populated in required fields. Genie also requires IHI details for the patient as well before it ll be able to create the CDA message. Setting up Genie Address Book for SMD CDA Recipient 1- Select Open>Address book menu. 2- Search for provider using the search options in the Search Address Book screen. 3- Double Click on the provider from the search results to open provider details. 4- Click on Correspondence Tab and update HPI-I and HPI-O details of the recipient provider. 8 5- Place a tick in Can Receive CDA Format check box to the bottom of the screen and click on save. Check Patient Details for IHI Number 1- Select Open>Patient 2- Search for the patient using the Search Patient option in Search Patient screen. 3- Double click on Patient from the list of patients. 4- From the patients screen click on the Edit Record icon 5- In the patient record make sure patient IHI Number is present. If it is not present, updated patient details with IHI number using Get IHI button and click on save. Genie CDA Mesasging Guide v1.2.doc Page 8 of 14
9 Sending SMD CDA referrals To create SMD referrals follow these steps. 6- Select Open>Patient 7- Search for the patient using the Search Patient option in Search Patient screen. 8- Double click on Patient from the list of patients. 9- From the patients screen click on the Quill icon to start creating the referral message. 10 10- If prompt Search for the provider to who will be receiving the referral message and click on OK. 11- Select the provider from the list of providers and click on OK. 12- Click on either Specialist Letter or Referral options on the left of screen. Refer to Appendix section of this document to find out how to set Genie to send Special letters. 13- Once the letter is ready place a tick in Reviewed, Ready to Send and Send via 3 rd party boxes. When you click on Send via 3 rd party box you ll get a pop up screen to add further information regarding the referral message. Select the appropriate boxes and click on Ok. 14- Genie has the ability to check the SMD CDA conditions before sending the message. To check the message before sending the SMD CDA message click on CDA Dx button. If any of the conditions is not meet, the entry will be highlighted in red. All of the conditions have to be meeting before the SMD CDA message can be sent. Genie CDA Mesasging Guide v1.2.doc Page 10 of 14
11 15- Once all of the conditions are meet, Click on Send as CDA to send the SMD CDA message out. If all of the SMD CDA conditions are not met the Referral message can be sent as a HL7 message to a HealthLink recipient only and only if setup in the Genie address book for both CDA and standard HL7 messaging. 12 Checking Outgoing Letters Queue To view the messages logged by Genie open Outgoing Letters from open menu (Open>Outgoing Letters). In the Outgoing letters screen set the filter to 3 rd Party Unsent and HealthLink as shown below. This will display all the messages logged to be sent by Genie to HealthLink outgoing folders. How do I know that my message has been received? It is important if you are sending referrals or any other types of messages to check that the recipient is actually receiving them. Once you have sent a message, the recipient s system should inform you, by way of an acknowledgment to let you that the message was received successfully. To check whether messages have been successful or not, click on Open / Correspondence Log. In the Correspondence log screen CDA message type will be shown as MDM. A tick in the ACK box indicates the receiving system has received the CDA messages and has sent an acknowledgment back. The acknowledgment sent back can be either a positive or a negative acknowledgment. To determine if the receiving system has sent a negative acknowledgment click in the Error Log tab. This will list the negatively acknowledged messages or any error Genie had while importing any type of incoming messages. Genie CDA Mesasging Guide v1.2.doc Page 12 of 14
13 The Error LETTER NOT ACCEPTED indicates a message was negatively acknowledged. Double click on this entry to find out errors and which patient details to fix and resend the message.
