2 BRAC & the APG Community "BRAC" is an acronym for base realignment and closure. It is the process DoD has used to reorganize its installation infrastructure to more efficiently and effectively support its forces, increase operational readiness, and facilitate new ways of doing business. DoD anticipates that BRAC 2005 will build upon processes used in previous BRAC efforts. Largest economic impact to this region since WWII

32 Aberdeen Train Station / Multi-Modal Aberdeen MARC Station TOD Meeting $50,000 funding exists for visioning process Four step plan (1) Compile stakeholder list (2) Vision workshop / Site walkthrough (3) Develop TOD strategy (4) Develop TOD plan Addition of Deadhead train service to APG Aberdeen Train Station Lease of Hinder lot for additional parking Pursuing Taft Street parking facility APG Road design is complete; discussing possible designated bus/shuttle spots in this area.

33 Aberdeen Train Station / Multi-Modal MDOT conducted transit needs and market analysis Scoping study (OEA and MDOT) completed-june 2009 (location, sizing and facility renderings) Memorandum of Understanding executed between City of Aberdeen and Harford County Government City of Aberdeen and State of Maryland taking the lead on the Multi-Modal project MDOT study indicated that the site was a Transit Oriented Development (TOD) Aberdeen BRAC Zone includes the train station site Need funding for design, environmental analysis and construction of Multi-Modal facility

36 MARC Train Services MARC schedule change allows for full work day Additional trains need to be added to accommodate APG s varied work hours MARC riders qualify for $230 monthly transit subsidy

38 Harford County Transit ARRA funds to provide 12 buses for BRAC expansion; county match, but no state match for operations, so buses were returned Efforts now focused on obtaining buses as replacement rather than expansion. Working with MTA, FTA and congressional delegation for funding.

39 Commuter Connections CSSC is currently supporting Harford Commuter Assistance Program Carpool Vanpool Commuter Connections Guaranteed Ride Home Program Public Outreach

40 Transportation Management Association (TMA) Transforming TMA role to encompass broader transportation vision Increased outreach to business community Will maintain quarterly meetings with follow-on action items (i.e., workplace surveys) Next meeting date is September, 2011.
