3 SILICON VALLEY RAPID TRANSIT PROGRAM WORKING COMMITTEE Monday, January 11, 2016 CALL TO ORDER MINUTES The Regular Meeting of the Silicon Valley Rapid Transit (SVRT) Program Working Committee was called to order at 10:04 a.m. by Chairperson Pro Tem Cindy Chavez in Conference Room B-104, Valley Transportation Authority (VTA), 3331 North First Street, San Jose, California. 1. He noted the importance of considering goods movement in the discussion as it affects traffic. 3. VTA s BART Silicon Valley Berryessa Extension (SVBX) Project and Silicon Valley Rapid Transit (SVRT) Program Updates/Key Activities a. Schedule & Budget Update Chairperson Liccardo took his seat at 10:20 a.m. Dennis Ratcliffe, Deputy Director, Engineering Transportation & Infrastructure Development, provided a presentation on the following: the SVRT Program Cost Summary, SVBX Project Integrated Summary Schedule, and the SVBX Project Cost Summary. He added that the project is a little over 80% complete on a performance basis. SVRT Program Working Committee Minutes Page 2 of 5 January 11, 2016
5 b. Construction Progress (Activities/Safety/Interfaces) John Engstrom, SVRT Project Manager, provided a status update on the project property acquisitions. He showed photos of the construction progress along the project areas in the City of Fremont, Milpitas, and San Jose. c. Status of Construction Contracts Mr. Engstrom provided status of the different contracts within the SVBX project and noted that the C700 contract is 79% complete. He also reviewed the recent significant change orders of the C700 contract. Staff and Members of the Committee engaged in a discussion relating to: 1) local economic opportunities; 2) 13 percent disadvantaged business participation; 3) unforeseen and/or changed conditions; 4) contract scope changes; 5) project contingencies; and 6) risk assessments and monitoring. Members of the Committee requested staff include the following in future reports: 1) percentage of change conditions and change orders relative to the size of the project overall; 2) benchmark VTA's relative success; 3) lessons learned and accomplishments in terms of budget and schedule; and 4) economic opportunities the project provided to local economy and small and/or disadvantaged businesses. d. Community Outreach Activities Mr. Engstrom reviewed the significant outreach support activities including the videos and presentations to different groups. Discussion ensued regarding the following: 1) lessons learned from the bus rapid transit (BRT) project; 2) importance of accurate project scoping, identification of possible impacts and risks, community outreach, and research prior to project bidding; and 3) possibility of a Board that can oversee underground utilities. Public Comments Mr. Lebrun expressed support for the way the tracks were built on the SVBX project and commented the same should have been done for light rail. David Vierra, Interested Citizen, requested that neighborhood associations be included in any Alum Rock BRT meetings between VTA and the business association. He expressed concern regarding homeless encampments on the BART right-of-way. On order of Chairperson Liccardo and there being no objection, the Committee received the VTA BART Silicon Valley Berryessa Extension (SVBX) Project and Silicon Valley Rapid Transit (SVRT) Program Updates/Key Activities. 6 8. VTA s BART Silicon Valley Phase 2 Activities Leyla Hedayat, Project Manager, Transportation Planning, provided an update on the BART Silicon Valley Phase 2 Activities. She noted that the New Starts Project Development Application Letter was submitted to the Federal Transit Administration on December 21, Public Comment Mr. Vierra expressed opposition to using Alum Rock as the station name for the BART station in San Jose, noting there is already an Alum Rock light rail station. On order of Chairperson Liccardo and there being no objection, the Committee received an update on VTA s BART Silicon Valley Phase 2 Activities. 9. Update on BART Coordination Activities BART Title VI Report Development Status Kevin Kurimoto, Senior Management Analyst, Engineering and Transportation Infrastructure Development, provided an overview of the staff report. Mr. Kurimoto introduced Sharon Moore, BART Title VI Program Manager. BART Implementation Letter Status Krishna Davey, SVRT Project Controls Manager, Engineering and Transportation Infrastructure Development, provided a status on the BART Implementation Letters/Side Agreements. He reported that staff has secured 19 BART implementation letters. Members of the Committee suggested discussing the BART agreement in the regular SVRT Program Working Committee meetings before deciding if a full Board workshop is needed to review the VTA/BART Comprehensive agreement. Public Comment Mr. Lebrun commented on the logistics of the new maintenance facilities. On order of Chairperson Liccardo and there being no objection, the Committee received an update on BART coordination activities. OTHER ITEMS 10.
