1 CUSEC GIS/IT Working Group Brief July 22, 2013 Meeting 1
2 INTRODUCTION In May June 2013, the CUSEC GIS/IT Working Group member states completed a written/verbal capabilities assessment The information gathered has been aggregated to provide a regional capabilities snapshot The capabilities/gaps identified will inform the Capstone 2014 CUSEC GIS/IT work plan Capabilities Assessment GIS/IT WG Work Plan Execute and Deliver
3 GIS/IT Working Group GOALS Goal 1: All eight states will identify, publish and share 25 Essential Elements of Information (EEIs) with the region in support of the regional catastrophic plan and CONOPS. Goal 2: Develop/adopt standards for information sharing to include but not limited to: Data publication guidance File/data naming conventions; metadata; minimum set of attributes; symbology; status variables; tags; etc. Best practices on how to publish data from Incident Management Systems Selection/adoption of information sharing tools (e.g. ArcGIS Online et al) Selection and adoption of sharing tools (e.g. ArcGIS Online et al) Goal 3: Eight states will create and publish Mission Ready Packages in the Mutual Aid Support System and learn to use the Mission Ready Package web application and EMAC Operations System. Goal 4: Each state will be able to discover, access, package and present situational awareness information to three audiences: executives, incident management teams and the public.
4 Current State EEIs identified at the IPC (need to be finalized) ArcGIS Online selected as information sharing tool. 1 state has a subscription and 7 states and CUSEC will receive NISC provisioned accounts. Capabilities assessments complete CUSEC GIS/IT Working Group members need guidance and next steps

7 What s Next Regional Work Plan Account setup and training (e.g. MASS, MRP tool, ArcGIS Online, Situation Room, et al) Agree on data publication guidance Publish MRPs in MASS Publish data (e.g. 25 EEIs) Discover and share publicly available EEIs Agencies will serve as information broker internal to their state and publish in ArcGIS Online Agencies will work to geo enable WebEOC, EMITS and other systems data and publish in ArcGIS Online Begin to package information and present three stories Test and evaluation
8 ArcGIS Online Deployment Guidelines Setting up the Organizations Every state will have an ArcGIS Online for Organizations Account CUSEC will have an ArcGIS Online for Organizations Account. CUSEC will establish a NMSZ Group and invite CUSEC member states to join. The NMSZ Group is where states are encouraged to share Capstone 2014 data. Additional notes: Capstone 2014 data should be shared according to the data publication guidance agreed upon by the group. Each state with a NISC provisioned account can form groups for internal/private/targeted sharing (e.g. ESF 1, 2)

10 ArcGIS Online Deployment Guidelines Conventions for adding content Titles should be simple and easily understandable Item names/tags should be aligned with the EEI s identified for CUSEC exercise Template: {Hazard.Dataname.Providername.Custodialowner} Example: Earthquake.RoadClosures.ESF1.KYDOT EEI content posted to ArcGIS Online may have one or more ESF roles, Event Types associated with it. Use tags to capture: ESF type (e.g., ESF_1, ESF_2, etc.) Event type (e.g., event_earthquake)
