Post Office Box 716 Newport, Oregon Economic Recovery Review Council Business Oregon 775 Summer St. NE Salem, OR October 13, 2015 In the 2011 Legislative session, Senate Bill 766 was passed to support advancement of job creation on industrial lands statewide by helping to preserve undeveloped industrial lands for industrial uses. A RSIA is an area planned and zoned for industrial use that: Contains vacant sites, including brownfields, that are suitable for the location of new industrial uses or the expansion of existing industrial uses and that collectively can provide significant additional employment in the region; Has site characteristics that give the area significant competitive advantages that are difficult or impossible to replicate in the region; Has superior access to transportation and freight infrastructure, including, but not limited to, rail, port, airport, multimodal freight or transshipment facilities, and other major transportation facilities or routes; and Is located in close proximity to major labor markets. Lincoln County has identified five properties in the county that fit these criteria. Participation in the RSIA program is consistent with Lincoln County s goals to retain, expand and recruit businesses and industries, thereby diversifying the local economy while promoting economic growth. The benefits of this program include statewide prioritization of our sites for industrial development, value as a planning and marketing tool for integrated industrial development, and the potential to create family wage jobs through development of industrial properties. Overall, the intent behind including a number of properties throughout the county in this application is to provide equitable access to the potential benefits of the RSIA program for various jurisdictions and workers in Lincoln County. 2 Narrative in Support of Lincoln County s Regionally Significant Industrial Area The following points address how the area nominated satisfies specific criteria for designation as a Regionally Significant Industrial Area, as determined in Senate Bill 766, Section 6 (2a-d). Criterion 1: Area planned and zoned for industrial use. All properties included in this application are zoned industrial, including light industrial, medium industrial, and heavy industrial designations. The Mclean Point Site at the Port of Newport is zoned a combination of heavy industrial and water dependent. Per the City of Newport zoning code, industrial uses including port facilities, seafood processing and packaging, and terminal facilities for loading and unloading ships and barges, among others, are permitted on this parcel within the water dependent zone. Criterion 2: Contains vacant sites, including brownfields, that are suitable for the location of new industrial uses or the expansion of existing industrial uses and that collectively can provide significant additional employment in the region. There are a total of 47 individual tax lots on five distinct sites within the proposed area, the majority of which are currently vacant. All are planned and zoned for industrial use and are suitable for the location of new industrial uses or the expansion of existing industrial uses. All of these sites are within Lincoln County s Enterprise Zone. Given the limited supply of industrial land in Lincoln County, the development of these sites has the potential to provide significant additional employment in the region. (b) Has site characteristics that give the area significant competitive advantages that are difficult or impossible to replicate in the region; All properties are located within Lincoln County s Enterprise Zone. Given that the included properties are located throughout the county and offer unique assets, individual advantages are detailed below: Eddyville Industrial Site (East Lincoln County) Property offers onsite rail and fiber and is in commuting distance to major regional labor markets in Corvallis, Toledo and Newport. Avery Street Industrial Park (Newport) Lincoln County s only certified shovel-ready site. Contains both heavy and light industrial zoning. McLean Point Site (Newport) Property has port access and is adjacent to the Port of Newport s International Terminal. Toledo Industrial Park Property offers port and rail access and is pre-developed with public and private infrastructure installed and ready for connection. Waldport Industrial Park The only large industrial property in South Lincoln County, development of which has potential to add significant jobs to this part of the county. (c) Has superior access to transportation and freight infrastructure, including, but not limited to, rail, port, airport, multimodal freight or transshipment facilities, and other major transportation facilities or routes; 2

Avery Street Industrial Park (Newport) Freight access via US 101 and US miles from Newport Airport. Close access to Port of Newport. McLean Point Site (Newport) Port access (adjacent). Freight access via US 101 and US miles from Newport Airport. Toledo Industrial Park Port of Toledo and rail access. Freight access via US 20. Waldport Industrial Park Freight access via US 101 and OR 34. Proximity to Newport Airport (about 12 miles). (d) Is located in close proximity to major labor markets. Lincoln County is a rural county, with the majority of its workers both living and working within the county. Newport is the county s largest city and its employment hub, with significant employment bases in Lincoln City and Toledo as well. In general, Lincoln County s workers commute throughout the county for employment. The spread of properties in this application (Newport, Toledo, Waldport, Eddyville) offers relatively equitable opportunities for populations in the north, south, and eastern portions of the county. In addition, the Eddyville industrial site offers the additional benefit of being within reasonable commuting distance of the Corvallis metro area. Improvements to US Highway 20 will insure a closer proximity to Corvallis labor, transportation, and customer markets for all sites, as of Name of area, if any (e.g., Smithfield Industrial Park ) Lincoln County Regionally Significant Industrial Area. Various sites throughout the county are included in this application. 3. Property description, including Section, Range, Township and list of tax lot numbers for the entire area. See appendices for full property list, including tax lot numbers. 4. Map of area included in the nomination (prefer aerial with clearly defined boundary of the proposed area, north arrow, major streets identified, scale, title and legend where appropriate). Other information (site attributes, regional assets, shovel ready certification, enterprise zone, utility capacity, any known environmental constraints, etc ) that you believe will assist the council in making a decision on designation of the proposed area. See appendices for full property list, including existing development, other site information and environmental constraints. 8. Describe outreach efforts to local government, if any, and the nature of response. Lincoln County is the sponsoring entity for the RSIA designation. Lincoln County has conducted extensive outreach to partner jurisdictions as well as to individual property owners via staff at the Economic Development Alliance of Lincoln County. This outreach began with an information session led by Business Oregon staff wherein key regional partners were convened to learn about the RSIA program. Participants included city managers from Toledo, Newport, and Waldport as well as the Port of Newport s General Manager, Siletz Tribal planners, and a representative from the Siletz Tribal Business Corporation. This meeting ultimately led to consensus from this group on pursuing RSIA designation for multiple industrial sites throughout the county as a multijurisdictional partnership. The Economic Development Alliance, in partnership with Lincoln County, has had conversations with affected private landowners who have all agreed to include their properties in the RSIA application. Whenever it was possible for the owners to meet in Lincoln County, these meetings have been face to face. In addition, Waldport s City Manager has conducted outreach to affected property owners in the Waldport Industrial Park property. Letters of support have been included from each jurisdiction and property owner whose property will be included in this designation. There are 34 separate tax lots included in the Waldport Industrial Park, and only a small number of property owners in Waldport were unable to be reached. In addition, letters were sent to all eligible property owners in the north part of Lincoln County, with no resulting identifiable parcel for inclusion at this time (see sample letter in appendices). Many parcels in the north county either had frontage on Highway 101 that would lead to commercial uses over time, or were zoned for timber, or planned to include residential use, or were already dedicated to a use and not vacant. The designation offer for the Siletz Tribal Mill Site, did not fit with the tribe s long term planning for their former mill site at this time. The tribe decided to keep their options open and not dedicate the whole site to long term industrial use right now. 4

The Toledo sites proposed for inclusion in Lincoln County s RSIA meet these standards, and the County s application for this program is completely consistent with the City of Toledo s own goals to retain, expand and recruit businesses and industries, thus adding family-wage jobs in our area. Unfortunately, the Confederated Tribes of Siletz Indians is unable to commit support for the application to designate our Siletz Yaquina Riverfront Industrial Property to the proposed central coast s Oregon Regional Significant Industrial Areas. Although the potential marketing and leverage benefits of such designation are quite attractive, the constraints to our ability to change land use designations and/or development options nonetheless overrode the benefits. This was a difficult conclusion for us to reach, and one that required us to wrestle with and balance multiple scenarios. Senate Bill 766 was passed in 2011 to support advancement of job creation on industrial lands statewide by helping to preserve undeveloped industrial lands for industrial uses. An RSIA is an area planned and zoned for industrial use that, among other things: Contains vacant sites, including brownfields, that are suitable for the location of new industrial uses or the expansion of existing industrial uses and that collectively can provide significant additional employment in the region; and Has site characteristics that give the area significant competitive advantages that are difficult or impossible to replicate in the region; Your property meets these criteria, as well as having access to transportation and labor (the other two primary criteria). The potential benefits of the RSIA program include 1) prioritization in state grant and loan funding for infrastructure improvements, 2) prioritizing sites at the state level for industrial development, (3) value as a planning and marketing tool for integrated industrial development throughout the County, and 4) reassurance about long-term industrial zoning. Please note that this designation will require that your property remain zoned industrial for at least ten years, which is consistent with the County s long term plans. In the case that significant development and infrastructure upgrades are considered in the vicinity of your property, you will be notified and included in all discussions.
