Van Zee, Deputy Director of Project Management, Dulles Corridor Metrorail Project, Metropolitan Washington Airports Authority PURPOSE: The applicant is requesting approval of a Final Development Plan (FDP) for the Ashburn Metro Station north entrance facilities, to include: the station north entrance pavilion, pedestrian bridge, bus facilities, kiss and go facilities, pedestrian facilities and other related miscellaneous improvements. The property is zoned PD-TRC under the Revised 1993 Loudoun County Zoning Ordinance. RECOMMENDATION: Staff recommends approval of the Final Development Plan for the following reasons: 1. Section (C)(1) of the Revised 1993 Zoning Ordinance (RZO) requires the submission of a Final Development Plan and Planning Commission approval prior to commencement of development. CONTEXT Location/Site Access The subject property is located along the northeast side of the Dulles Greenway between the interchange with Ashburn Village Boulevard and the interchange with Loudoun County Parkway. The property is U shaped and is accessible from the end of either Loudoun Station Drive or Metro Center Drive Existing Conditions The subject property is currently a relatively flat, vacant, grass field. The site lies entirely within the LDN mile Airport Impact Overlay District. Surrounding Properties The property located immediately to the southwest of the subject site is the privately owned Dulles Greenway, a limited access toll highway; the property to the southeast is zoned PD-OP and PD-IP and contains several large data centers; the property to the northeast is zoned PD-TRC and is part of the Loudoun Station/Gramercy District project (of which the subject site is also a part), a high density mixed use development. The land closest to the subject site within this project has not yet been developed and is currently a vacant field. The properties located to the northwest are zoned PD-OP and PD-CC-SC and contain a large big box retail store, a daycare center and a vacant parcel. Figure 1. Vicinity Map Directions - From Leesburg, take the Dulles Greenway, VA 267 E, for approximately 8.0 miles, take exit 6 toward VA-772/Ashburn/Broadlands, turn left onto Ashburn Village Boulevard., then right onto state route 643, then right onto Loudoun Station Drive. The site begins at the end of the road.
4 Page 4 Background - This FDP application involves a 4.24 acre portion of a 6.14 acre parcel owned by the Loudoun County Board of Supervisors. This parcel was dedicated to Loudoun County specifically for the uses proposed by this application, which are necessary requirements of the Ashburn METRO station currently under construction in the median of the adjacent Dulles Greenway. The site was dedicated to the County in accordance with proffer I.F.2.b of ZMAP , Loudoun Station, as amended by ZCPA , Loudoun Station Gramercy District. The proposed facilities include the north entrance pavilion for the Ashburn Station, the last station on phase two of the METRO Silver Line, the pedestrian bridge connecting the entrance pavilion to the station, a dedicated bus loop with bus bays and pedestrian waiting facilities, a dedicated kiss and ride loop and other related infrastructure. Parking for the metro station is being provided on a different site several blocks away that will be the subject of a separate FDP application at a later date. III. OUTSTANDING ISSUES There are no outstanding issues with this application. IV. ANALYSIS Final Development Plan requirements are unique to the following three zoning districts: PD-TRC (Planned Development Transit Related Center), PD-CV (Planned Development Countryside Village), and the PD-TREC (Planned Development Transit Related Employment Center). The intent of requiring a Final Development Plan is to bridge the gap between the less detailed Concept Development Plan and the fully engineered site plan. It was determined that this step was necessary to ensure conformance due to the complexity associated with the District requirements and to identify any inconsistencies prior to expenditures associated with final engineering. Approval of the Final Development Plan serves as meeting the non-engineered site plan requirements such as location of proposed building footprints and elevations, parking, traffic circulation, pedestrian and bicycle circulation, location of open space areas, landscaping plan and storm water management size and locations. The Zoning Ordinance states that the Planning Commission shall approve a Final Development Plan if it: Conforms to the approved Proffers; Conforms to the Concept Development Plan (CDP); and Meets the Final Development Plan submission requirements contained in Section of the Revised 1993 Loudoun County Zoning Ordinance (RZO). On December 15, 2003, the Board of Supervisors approved the rezoning for Loudoun Station, (ZMAP ) subject to the Proffer Statement dated November 3, 2003 (including zoning ordinance modifications and a Letter of Clarification dated December 9, 2003). The rezoning
5 Page 5 application approved the location of the Transit Station Site (Proffer I.F.2.b). ZCPA and ZCPA further defined the acreage of the site. On February 17, 2016, the County Administrator executed an Owner/Agent Authorization. This Authorization granted Metropolitan Washington Airports Authority the power and authority to prepare, on behalf of Loudoun County Virginia, a Final Development Plan to permit the Ashburn Station North entrance pavilion, pedestrian bridge, and associated transit facilities associated with ZCPA , ZCPA , and ZMAP The project lies on the northeast side of the Dulles Greenway between the Route 772 and Loudoun County Parkway exits and is one of three PD-TRC (Planned Development Transit Related Center) projects in the vicinity of the planned Route 772 Metro station. It is directly across the Dulles Greenway from the Moorefield Station development. The future Metro station will have a second entrance from the Moorefield Station area on the South side of the Dulles Greenway. An FDP for the similar facilities located on the south side of the Greenway was approved by the Planning Commission on May 24, An extensive review of the three relevant proffer statements (ZMAP , ZCPA and ZCPA ) was conducted as part of this review. The vast majority of proffers were found to not apply to this application as it proposes no commercial or residential development. In addition, this application proposes transit station related development in conformance with what was already envisioned for this site in the above referenced proffers. The proffers relevant to this application are as follows: -II.G.2 of ZMAP Requires bike racks and bike lockers throughout the development, including at least 15 bike lockers in the station area with the location to be determined at Final Development Plan. The applicant has agreed to provide 20 bike lockers and 13 bike racks (26 bike spaces) near the station entrance (see sheets 9 and 10). Staff concurs with the proposed location. -II.k of ZMAP Requires submission of a parking management plan with each FDP application. After consultation with the Department of Planning and Zoning and the Department of Transportation and Capital Infrastructure, it was determined that no parking management plan is necessary for this application due to the fact that it does not propose any commercial or residential development and does not propose any parking. -IV.C of ZMAP Requires submission of a solid waste disposal plan for waste generated on the site with each FDP application. Since this application proposes no residential or commercial development, the only solid waste generated by the site will be trash and recycling from the pedestrians entering or exiting the station or waiting for buses. The applicant has indicated that trash and recycling receptacles will be provided throughout the site. See FDP Notes number 13 on sheet two of the plan and sheets 5, 6, 8, 9 and 10 of the plan. See attachment 3 (page A-14) for a summary showing compliance with the FDP requirements of the Revised 1993 Loudoun County Zoning Ordinance.
