Contents 2010 System Assessment 2011 Biennial Transmission Expansion Plan Northwest Area Coordinator Study Team Activities Development of WECC Plan

2010 System Assessment Completed July 2010

2010 Transmission System Assessment Assessments are completed each year The 2010 System Assessment was Completed in July Summer and winter conditions 5 and 10 years into the future Problems identified can be addressed by the transmission owners or through ColumbiaGrid Study Teams Transmission owners are also using the assessment to help demonstrate compliance with NERC Reliability Standards

Updated Information on Major Regional Projects

System Assessment Draft System Assessment posted June 18 Reviewed at June 24 Planning Meeting Two week comment period after meeting Minimal comments received System Assessment posted on July 26 copies available 14 Issues were identified in System Assessment 6

Legend Joint Areas of Concern Joint Area One ColumbiaGrid Member

System Assessment Issues concerning multiple ColumbiaGrid members were clustered into Study Teams 8

Legend Existing Teams New Study Teams

System Assessment Proposed New Study Team Efforts 1. Olympic Peninsula 2. Eastern Washington/Northern Idaho 3. Okanogan Additions to existing Study Teams 1. Northern Mid-C 2. Puget Sound Area 10

System Assessment Study Efforts not needed at this time 1. Burke Area (MT-NW Path) 2. Cowlitz/Longview area load addition 11

Sensitivity Studies 1. Low Generation in the Puget Sound Area 2. Closure of the Centralia Coal Generation Project 3. Further study of voltage stability issues 4. Northern Mid-C Area 5. Five-Year Light-load Case Study 6. PSE Sammamish-Lakeside-Talbot 230 kv line project 12

2011 Biennial Transmission Plan Continue work on sensitivity studies Continue work on Study Teams Updating historical data Updating project information Plan to post draft Plan for comment by end of year 13

Northwest Area Coordinator A primary function of WECC is to create system models that are used for the planning and operation of the power grid 11 models per year WECC depends on Area Coordinators to develop portions of the overall WECC model. ColumbiaGrid officially began performing this function for the Northwest area on March 5, 2010 Previously performed by BPA BPA s residual role ended on August 6 with the approval and posting of the final case that they had started

Northwest Area Coordinator Activities to date Cases being developed by ColumbiaGrid Three final submittals to WECC (awaiting WECC compilation, testing, approval, and posting) One initial submittal to WECC (awaiting WECC posting of a case for review) Two additional cases under development CG has hosted two web conferences with sub area coordinator participation Discuss data submittal coordination issues Update others on WECC SRWG information Upcoming web conference to demonstrate how ColumbiaGrid handles data submittals

WECC Base Case Coordination System WECC released an RFP for this new computer based system on August 9 The purpose is to improve the management of WECC transmission planning data and base cases Unsure how this will affect the ColumbiaGrid Area Coordinator role but it should be helpful BCCS deployment is expected to take place in 2012

Regional Planning (Interconnection-wide)

WECC Regional Transmission Expansion Planning (RTEP) project Primary deliverable - Interconnection-wide Transmission Plans Identify transmission projects that would be required under a wide range of potential futures (considering a variety of issues such as operational implications, emissions, and cost) Analyses must be transparent, and produced through collaboration among industry experts and representatives from states, federal agencies, and relevant NGOs First interconnection-wide 10-year plan to be completed in year plan to be delivered in 2013 WECC will not endorse specific projects or be involved in siting or cost allocation ARRA-funded via a $14.5M DOE Grant to WECC Corresponding $12.0M Grant to the Western Governors Association

RTEP Benefits Increased coordination among entities in the Western Interconnection Increased awareness of how energy policy decisions impact reliability and cost Ability to answer key policy questions at State, Provincial and Federal levels Additional information for use by decision makers in siting and cost allocation proceedings

RTEP Activities Funded in part by the DOE Grant Topic A WECC/TEPPC Interconnection-wide Planning Request for Technical Assistance/Coordination Coordination LRS/LSE Resource/Load Planning SPG Transmission Planning VGS Integration NGO Participation Universities Training/Analysis Columbia Grid NTTG CAISO West Connect Other SPG CA/MX PCC Reliability National Labs SWAT CCPG Sierra Topic B WGA WIRAB/CREPC Public Policy WREZ Phases 3 & 4 State/Provincial Policy/Participation Legislators Energy Offices Regulators

Subregional Planning Group (SPG) Role Formed an ad-hoc group called the Subregional Planning Group Coordination Group (SCG) Prepared a list of committed projects for the next ten years that WECC can use as a foundation for the development of their 10-year plan. Will complete Reliability Analysis for the WECC Plan Initiated after WECC completes their 10-year plan Completed by SPGs as part of their normal reliability assessment cycles 27
