3 Facility Advisory Process Involvement Involvement The preliminary plans for the Ashburton Elementary School addition project were developed based on the educational specifications prepared by the Montgomery County Public Schools (MCPS). Through a series of public meetings, several design alternatives were developed and evaluated. The proposed plans presented herein were reviewed and subsequently modified in accordance with recommendations and suggestions received during the schematic design sessions. 5 Project Information Background/History Location: 6314 Lone Oak Drive, Bethesda, Maryland Cluster: Walter Johnson History and Square Footage of Existing Building: 1957 Original School Building 15,443 square feet 1959 Building Addition 18,192 square feet 1962 Building Addition 8,860 square feet 1993 Building Addition 16,740 square feet 2002 Building Addition 6,128 square feet 2008 Building Addition 16,075 square feet Total: 81,438 square feet Site Size: 8.32 acres Program Capacity: 651 Number of Relocatable Classrooms: 8 Ashburton Elementary School was built in 1957 and modernized in The Walter Johnson Cluster has experienced large student enrollment increases in the past decade, primarily driven by turnover of neighborhood homes to younger families. New residential development is expected to contribute to area school enrollment growth. Construction funds for the addition project were appropriated in Fiscal Year The project is scheduled to be completed by August Page 3

6 Project Information (continued) Educational Program Objectives The addition for Ashburton Elementary School will increase the school s capacity to 770 students by adding four standard classrooms, a dual purpose room, instructional support rooms, and expand the existing multipurpose room. To address the projected space deficit at the school for the short-term, a modular classroom addition will be installed. 10 Project Information (continued) Educational Program Objectives The main objective of the Ashburton Elementary School addition project is to provide a building addition that meets the programmed space requirements described in the Montgomery County Public Schools educational specifications. To achieve this objective, a twostory addition will be built on the east wing of the existing school building where the existing relocatable classrooms are located. Installation of an eight-classroom modular building will be installed on the south side of the existing facility in preparation for the 2018/2019 school year. In addition, the multipurpose room will be expanded to increase seating capacity. After the completion of the addition, the program capacity for the school will allow for 770 seats. The eight classroom modular building will stay on site to accommodate the additional enrollment until a solution is developed for the cluster. The following are some of the key elements of the project design: The two-story addition requires the least amount of impact to the existing building. The design creates a close connection to the east parking/student drop-off area. The design provides the visibility of the play areas by staff. The placement of the addition allows for phasing of the construction and minimizes the impact to school operations. Page 3E

12 Project Information (continued) Site Design Ashburton Elementary School is situated on an 8.32 acre parcel at 6314 Lone Oak Drive in Bethesda, Maryland. The site is bounded on all sides by residential homes, with access from Lone Oak Drive to the north and Pomona Drive to the east. Site design goals include minimizing building impact on current site amenities and preserving as many trees on the site as possible. The student play areas will be relocated and expanded by providing additional hard and soft surface play areas. Page 3G

13 Project Information (continued) Building Design General Description: The two-story addition will extend the existing building to the east and will be constructed with a steel-framed structure with brick veneer on the exterior walls. The new addition will contain four new classrooms, a dual purpose room, support spaces, and staff development areas. The exterior elevation of the addition will complement the existing building. A staff lounge room in the existing building will be converted into a small instructional support room and the staff lounge will be relocated into the new addition. The Preschool Education Program (PEP) classrooms in the existing building will be reconfigured to be used as kindergarten classrooms. Expansion of the multipurpose room will provide additional dining space. A modular building will be placed on the south side of the school with a covered walkway providing a connection to the building. The modular building will house eight classrooms, restrooms, and emergency exits at each end. Security fences between the existing building and the modular building will be provided for additional safety measures. Classroom Technology: The classrooms will be designed to support interactive educational technology that includes controlled wireless computer access and interactive whiteboard systems. Individual classrooms are designed to allow student seating arrangements that can be organized into small group project-oriented teaching or students can face the teacher in a traditional method. 14 Project Information (continued) Sustainability The proposed project will be designed and constructed with an emphasis on the environmental sustainability. The architecture and engineering systems will align with Montgomery County Public Schools facility management sustainability principles to ensure long-term operational effectiveness. The project will be in compliance with Leadership in Energy and Environmental Design (LEED) standards through the United States Green Building Council, but LEED certification will not be pursued. The addition will comply with the 2012 International Green Construction Code (IgCC). Key features related to the sustainability include the following: Encouraging alternative transportation to the new facility by providing bike racks Managing stormwater to reduce surface runoff quantity and improve quality Using highly reflective roof surfaces to reduce heat gain in the building Installing water conserving and low-flow plumbing fixtures Optimizing the energy performance of the building by providing a highly energy efficient building envelope, lighting system, and heating, ventilation, and air conditioning systems (HVAC) Optimizing equipment selection, installation, and operation of new HVAC equipment through commissioning of the energy systems Adhering to construction indoor air quality management plans and using low emitting building materials to safeguard occupant health Providing a high level of occupant control over individual lighting and thermal comfort to promote an enhanced indoor environment in the new building Using construction materials that are recycled and regionally manufactured Maximizing daylight in classrooms Minimizing background noise level from HVAC systems in classrooms and control reverberation time with sufficient sound absorption materials Page 3I

15 Project Information (continued) Sustainability One of the primary design factors is conservation of energy. The importance on energy conservation will be reflected in the selection of materials and the mechanical/electrical systems utilized. In addition, a direct digital automatic temperature control system will be provided to monitor and control all new HVAC equipment from a central building management system. The new facility will be designed to meet or exceed 2015 International Energy Conservation Code (IECC), as well as Montgomery County energy conservation codes. The design will incorporate the ANSI/ASHRAE/IES Standard , Energy Efficiency Standard for New Buildings. Page 3J
