Regulation D Transactions Overview The Federal Reserve Board s Regulation D governs the deposit requirements for transaction account and time account. Examples of accounts that are considered transaction accounts include checking accounts and demand deposit accounts. All savings accounts are time deposits, but not all time accounts are savings accounts. Examples of savings accounts are regular savings accounts, Money Market accounts and share accounts. Regulation D also governs the amount of reserves a financial institution must maintain in connection with these accounts. All financial institutions are subject to this regulation. Pursuant to Regulation D, non-transaction accounts may have up to six (6) preauthorized or automatic withdrawals or transfers to another account at the same credit union or to a third party during a calendar month. You may have no more than three (3) of these six (6) transfers made by check, debit card or similar order and payable to third parties. 92 SR2.5.4 Release Enhancement - - CQ# New Option to Block Account Access to Service Center Prior to the release of SR2.5.4, any member with a Share account on the system automatically gained access to the Service Center. Certain credit unions have experienced fraud where the member (with the intent to commit fraud), goes to the Service Center and deposits what appears to be a good check. Because it appears to be a good check, there is no hold placed. The member then re-visits the credit union and withdraws the cash leaving the credit union out the amount. To help prevent this situation, credit unions will now have the ability to authorize or deny access on an individual account basis. In a future release, this option will be added to the Share Product Class and default when opening new accounts. A new field Allow Access to Service Center was added to the New Share Account Properties screen. The options are: 0-No 1-Yes Page 92 of 279

The value for the field will default from the initial account setup but can be maintained on the General Share Information/Page 1 screen. When the field set to Yes, the member will be able to perform transactions at the Service Center as usual. If set to No a sample message such as the one displayed below will be presented when attempting to retrieve the account profile. If the error is returned, the member will likely contact the credit union requesting information on his/her account. Page 93 of 279

Changes made will be captured on the Share File Maintenance History screen. The VCILST (RMGLST10) report will also indicate whether or not the account has access to the Service Center. Below is a sample of the report with Service Center Access turned off. Page 94 of 279

MR2.6.0 Release Enhancement - - CQ# Address Enhancement For consistency purposes, Address fields throughout the system have been expanded to allow for a maximum of 129 characters (including the At A correction was also provided where the i-power Maintain Home Banking screen allowed for 30 characters while the Maintain Owner - Home and Employment screens allowed for 50. In cases where the member s home banking was the same as home or work and was greater than 30 characters, the system was unable to store the complete home banking address in i-power. As a result, users will now be able to define home banking addresses in a different manner described later in this document. In addition to the expansion, simple validations such as the ones below will be performed to ensure the entered is in a correct format: Ensure at least/only one At exists and such as ipower@epl.net Ensure consecutive Periods. do not exist such as ipower..@epl.net Ensure no empty spaces exist such as ipower ipower@epl.net The period. when entered before the At cannot be next to such as ipower.@epl.net. Please note that s such as ipower.ipower@epl.net will be permitted. If an address is entered that does not meet the criteria mentioned a warning message will be presented to inform the user to re-enter the address: The following i-power screens have been affected by these changes: 1. Maintain Owner Home 2. Maintain Owner Employment 3. Member Profile 4. Maintain Home Banking 5. Maintain Applicant Address 6. Maintain Applicant Employment 7. Maintain Employment Income 8. Manage Third Party Dealer Information 9. Manage Branch Details 10. Manage Credit Union ACH Options Page 239 of 279

For accounts with more than 50 characters, simply hover with the mouse over the Address field on the Member Profile screen to view the member s complete address as illustrated below: Page 240 of 279

Changes to member s Maintain Home Banking screen: Users will experience a change with maintaining the member s home banking address. Prior to this release, only one field was presented as illustrated below. Before: Page 241 of 279

Now, the user will have 3 options to set the member s home banking address: 1. None 2. Home 3. Work If the member has home and/or work address defined in their profile (under Maintain Owners), the system will now present each address on the Maintain Home Banking screen. If the member wants his/her home banking set to home, simply select Home. If the member wants his/her set to work, simply set to Work. If the member does not have an e- mail address or does not want their used for home banking, set the address to None. Users will also have the ability to modify the member s home and work from the Maintain Home Banking screen. Changes made here will take effect on the Maintain Owners screen eliminating the need to navigate to more than one screen to change the same field. After: Page 242 of 279

If the member s address is set to either home or work, the corresponding text field will be a required entry. If one is not specified, a warning message will display to indicate an address. Page 243 of 279

On the Maintain Owner screen, if user attempts to modify the address (either home or work) that is designated as the home banking , a warning will display to warn the user that the they are attempting to change is the one defined for Home Banking and E-Statements. Clicking <OK> will result in the update. Please note that if the address is changed on the Maintain Home Banking screen, no message will display. The system will simply accept the change and update accordingly. Page 244 of 279

The Share History screen will present changes made to the field accordingly. ~end~ Page 245 of 279

MR Release Enhancement - - CQ# Statement Draft Cycling With the MR release the credit union can cycle statements from the first day of the month though the last day of the month. Prior to MR 2.6.0, the credit union could only cycle statements though the 27 th of each month. Benefits Statement cycling is only allowed when the member s account has an open draft. Once the criteria are met, the entire combined statement can be produced on a date other than the default end of the month (EOM) date. When a member has an account without an open draft, it will drop at the end of the month or quarter; dependant upon EFT activity. Credit unions might want less volume produced at one time with statement creation. Cycling enables a credit union to pick any number of days to produce a statement for a member s draft. When the draft is opened it is assigned the next closest number and over time the credit union draft account statements will be produced at intervals set by the credit union. NOTE: Mail code will determine if the member has a combined statement or separate statements. If an account is set to cycle and also is set to have separate draft statements then both statements will be produced on the cycle date. Decisions First your credit union will need to answer two questions: 1) Does the credit union want to cycle accounts with drafts? If the credit union chooses to cycle statements then answer yes to question 1. Please consider the following when choosing to cycle accounts with drafts: If the credit union chooses to cycle, only members with an End of Month (EOM) cycle date will receive end of year statements that include the current year tax information on the statement. NOTE: VCI194 will run to produce your 5498s (Fair Market Value of IRAs). Your credit union will be responsible for ensuring the forms are sent to members that did not receive the End of the Year Statements. With daily cycling, year-end statements are not produced. Therefore, the credit union will rely on the 1099INT for interest earned greater than 10 dollars and the 1098 Mortgage Interest greater than 600 dollars for the member s tax reporting. Again, the credit union is responsible for ensuring these forms are sent to the members. 2) Does the credit union want separate statements for Loan Drafts? If the credit union chooses to drop Loan Draft statements on a specific day of the month (different from the Share default EOM and/or other non-loan draft statements), then answer yes to question 2. NOTE: You may select several days for cycling Loan Draft statements. Page 246 of 279

Statement Options Setup IPB If the answer to either question is yes, contact ODI Deposit Support They will assist with the implementation of statement draft cycling for the credit union. They will set the IPB options to turn on cycling for drafts and/or loan drafts. Statement Option IP-STMNT-OPTION (1) 0 = Drafts (VCI171) / Loandrafts (VCI176) on a cycle, remaining sub accounts (VCI740) at EOM/EOQ. 1 = Drafts (VCI740) / Loandrafts (VCI176) on a non-eom cycle, remaining sub accounts (VCI740) at EOM/EOQ. (Cycle Day can only be 1-27) 2 = All sub accounts (suffixes) (VCI740) at EOM/EOQ, Loandrafts (VCI176) on a cycle. (IP-PRINT-HE-LOANS determines if loandrafts are in VCI740 or VCI176) VCI171 not allowed. 3 = Drafts (VCI171) & Loandrafts (VCI176) on a cycle, (Do not allow certificate sub accounts (suffixes) ) (OLVFSA, OL2020, OLFM20, OLSH01, VCI357, VCUSTM, TELLER and many others) (2 at EPL Data Center Conversion Statement Drop Code IP-STMT-DROP-CODE (1) 1 = Cycling on; statements drop on CU defined date(s) setup on the Statement Options screen for Draft Cycle Date and/on Loan Draft Cycle Dates. 2 = All statements drop at EOM Print Home Equity Loans Drafts IP-PRINT-HE-LOANS (1) Determines whether loandrafts are included in the combined statement or separated to the "Billing Statement". 0 = Use VCI176 for loandrafts. 248 Role Permission Once the IPB options are turned on, the credit union needs set up the statement options. First the role permission must be selected to grant permission to maintain the Statement Options of the user(s) that will maintain these options. This procedure assumes you are starting from i-power s Main Navigation screen. 1) To maintain a role, click on Manager on the menu bar and select Institution/User Access Management/Roles from the drop-down list. 2) Click on the Edit icon of the role you wish to maintain. 3) Click on the Edit icon of the Institution role category. 4) Click on the Modify button. Check the box for Statement Options found under the Miscellaneous section to allow user security rights and de-select it to turn it off. 5) Once all modifications are made, click on the Save button. 6) Click on the Done button to return to the Main Navigation screen. NOTE: Once a role is updated, all users tied to this role will need to log of and back on in order for the permission to take effect. Page 248 of 279

Weekend/Holiday Statement Options 3) Click on the radio button of the respective weekend/holiday statement option. 1- Drop Statements closest to Weekend/Holiday date. If the date for the next statement is set to June 16 th, (Saturday Non-processing Day) the statement would be produced on June 15 th which is the closest business date to the original Date. If the date for the next statement is set to June 17 th, (Sunday Non-processing Day) the statement would be produced on June 18 th which is the closest business date to the original Date. NOTE: This option is beneficial for three-day weekends. Rather than have a statement produced three whole days either before or after the original date, your statements will be produced either the day before or after the original date. 2 - Drop Statements BEFORE Weekend/Holiday. If the date for the next statement is set to June 16 th, (Saturday Non-processing Day) the statement would be produced on June 15 th which is the closest business date before the original Date. If the date for the next statement is set to June 17 th, (Sunday Non-processing Day) the statement would be produced on June 15 th which again is the closest business date before the original Date. 3 - Drop Statements AFTER Weekend/Holiday. If the date for the next statement is set to June 16 th, (Saturday Non-processing Day) the statement would be produced on June 18 th which is the closest business date after the original Date. If the date for the next statement is set to June 17 th, (Sunday Non-processing Day) the statement would be produced on June 18 th which again is the closest business date after the original Date. Page 250 of 279

Basic rules about the cycle date falling on a non-processing day If EOM (end of month) falls over a non-processing day, the EOM (end of month) cycle (31 st ) will drop on the last processing day of the month. For example if your cycle date is set for EOM (end of month) in June but June 30 th falls on a Saturday, then your statement will be created on June 29 th. If FOM (first of month) falls over a non-processing day, the FOM (first of month) cycle (1 st ) will drop on the first processing day of the month. For example if your cycle date is set for 1 in June but June 1 st falls on a Saturday, then your statement will be created on June 3 rd. Once you have determined your Weekend / Holiday Options select the days you wish to cycle. The number selection corresponds with the day of the month. Your options are 1 30 and EOM (end of month). For example, if you select 5 and this number is assigned to a member then statements for that member will be produced on the 5 th of every month. The EOM (end of month) option will always be available for Draft Dates. You will not be able to delete this date. If the EOM (end of month) option is selected for a Member, the statement will drop on the last day of the month. Based on the current month and year that day might be the 28 th, 29 th, 30 th or 31 st. NOTE: You cannot delete the EOM (end of month) option because this is the default date for all share account statements as well as statements without a draft account. For Loan Drafts you can delete the EOM (end of month) option, but if you drop separate statements for Loan Drafts you will be required to have at least one day set up in this area. For both sets of draft days (share drafts and loan drafts), you may set up as many days as you like. NOTE: You may not see or be able to edit the days of the month based on your IPB settings for Cycling and separate Loan Draft Statements. You will only be able to select the Draft days if you are set to cycle drafts. You will only be able to select the Loan Draft days if you are set to drop separate statements for Loan Drafts. You will only be able to modify your Weekend / Holiday Options if you are either cycling or producing separate statements for your Loan Drafts. NOTE: The installation conversion utility will set up your cycle dates for you. It is important to contact ODI Deposit Support eplodideposits@epl.net before making changes to this screen. Page 251 of 279

Draft Cycle Dates and Loan Draft Cycle Dates 4) Click on the Cycle Dates drop-down list and select the day of the month the credit union wants draft and/or loan draft statements to drop. 5) Repeat this process to add all respective draft cycle dates. 6) Click on the Save button. NOTE: All your changes will be captured in File Maintenance History. To view file maintenance history, click on the History tab. Page 252 of 279

The Maintenance History screen displays: All new accounts with a draft suffix will be assigned cycle dates based on the dates just established. This is also true for loan drafts. NOTE: You will have to go though the installation process to update your existing accounts. Page 253 of 279

New Fields Share Account Cycling is applicable for the entire account; the new fields for cycling were added to the share account. These new fields are located on the General Share Information/Page 1 screen: Draft Cycle Date and Loan Draft Cycle Date. When creating a new share account the system will set up the share with a default EOM (end of month) option as the Draft Cycle Date. There is no default for Loan Draft Cycle Date. This field will display the value N/A. NOTE: The Share Draft Cycle Date field in enabled and can be file maintained once a share draft suffix is established. Otherwise this field is disabled and defaulted to EOM. The Loan Draft Cycle Date field is enabled once the account has an open loan draft and the credit union has opted to produce separate statements based on the credit union s IPB Statement Option. Page 254 of 279

Draft Account When an share account does not have a draft suffix, the default cycle date is always EOM (end of month), however, when a new draft account is opened, the Statement Cycle Date field is automatically defaulted with the first draft cycle date setup within the Manage/Institution/Statement Options menu. The Next Statement Date is automatically calculated based on the statement cycle date. Once the new share draft account is established, you may file maintain the Share Draft Cycle Date field located on the General Share Information/Page 1 screen to a different date per your credit union s policies & procedures and business practices. In this example, the draft cycle dates set in the Statement Options parameters are 03, 05, 15, 20, 28, 29 and EOM; therefore the default Statement Cycle Date field on the New Draft screen is 03. The Statement Options screen displays: Page 255 of 279

The New Draft screen displays: The General Share Information/Page 1 screen displays: Page 256 of 279

The General Draft Information/Page 1 screen displays: The Statement Cycle Date and the calculated Next Statement Date fields are displayed under the Data section. NOTE: Any subsequent suffixes added to the share account, including other draft accounts, will automatically populate with the cycle date set at the share level. Once the cycle date has been set for an account it will remain unchanged except though file maintenance or closing of the last draft on the account. If the last draft it closed, the system will auto adjust the account back to the EOM (end of month) date for the Draft Cycle Date field. Page 257 of 279

Loan Draft Account When your institution is set to drop separate loan draft statements, the next Loan Draft Date is set when opening up the first loan draft account via the new loan workflow. The Loan Draft Date will be assigned with the next calendar date greater than the open date. For example if your Credit Union selects to drop separate loan drafts and only sets up one date, the 15 th, then the date assigned upon the first Loan Draft Creation will be 15 with the next calculated drop date being the next 15 th after the open date. An account opened on July 16 th, 2007 would be set with 15 as the Loan Draft Cycle Date and August 15 th, 2007 as the Next Statement Date. As in drafts, the subsequent loan drafts opened will not update the loan draft date value on the account. This will only occur with the first opened loan draft for an account. NOTE: If you wish to modify this date, it is file maintained on the Share General Information/Page 1 screen. The Loan Draft Inquiry screen displays: Page 258 of 279

Deleted Fields Share Draft Product Class The three fields relating to statement cycling have been removed from the Share Draft Product Class Information/Share Draft screen: Statement Assignment Code Standard Statement Cycle Code Statement Assignment Digit No longer appears on screen Page 259 of 279
