COMMISSION ORDER Commission Order No First Quarter Term 2015 Tuesday,February,10,2015 Bid Notice IN THE MATTER OF SOLICITING REQUESTS FOR BIDS FOR THE MAINTENANCE OF THE INTRADO VIPER 911 SYSTEM WHEREAS, the current agreement for the maintenance of the Intrado Viper 911 System will shortly expire; and WHEREAS, in order to insure that there is available reliable maintenance services for said system, it is necessary to enter into a new agreement for such services; and WHEREAS, it is in the best interest of Franklin County to submit such maintenance agreement to competitive bidding; and WHEREAS, attached hereto are the specifications for such maintenance services. IT IS THEREFORE ORDERED by the Franklin County Commission that request for maintenance services on the County s INTRADO VIPER 911 SYSTEM by submitted to competitive bidding. IT IS FURTHER ORDERED that all bids must be submitted to the Franklin County Clerk, 400 East Locust, Street, Room 201, Union, Missouri prior to 10:00 AM on March 10, 2015 and that all bids must be must be submitted in a sealed envelope clearly marked VIPER MAINTENANCE CONTRACT. IT IS FURTHER ORDERED that notice of Franklin County s solicitation be published in the February 18 th, 25 th, and the March 4 th, 2015 editions of the Washington Missourian. IT IS FURTHER ORDERED that in addition to the requirements set forth in the attached REQUEST FOR BID the project is subject to Franklin County s local vendor policy. 3 Franklin County 400 East Locust Street Union, MO REQUEST FOR BID VIPER MAINTENANCE Franklin County is soliciting bids to maintain the Intrado VIPER 911 system located at four locations in Franklin County. This maintenance will not include maintenance of the Tiburon DispatchNow integrated Computer Aided Dispatch and Map System. The four locations are: SCOPE: Sheriff s Building, 1 Bruns Lane, Union, Missouri Washington Police, 301 Jefferson, Washington, Missouri Pacific Admin Building, 300 North Hoven, Pacific, Missouri Sullivan Police, 106 Progress, Sullivan, Missouri. 1. Vendor shall provide a quote for a maintenance agreement for 1 year coverage. 2. Equipment covered under the maintenance shall include all equipment related to the Intrado VIPER System. 3. All equipment shall be maintained to manufacturer s specifications. 4. Vendor must provide on-site service 24 hours a day, 7 days a week, 365 days a year. 5. Vendor must have a single point of contact via a toll free number to receive calls, to provide maintenance assistance and to follow up with customer. This single point of contact shall be utilized to report, evaluate, and solve problems for all equipment provided by Vendor. 6. The Bidder must provide in detail its service response protocol, including categories of response and time ceilings for each category. Response protocols must include at least: a. Normal Maintenance is defined as those problems that degrade the system or could lead to failure of the PSAP if not addressed. Minimum response requirement for qualifying bid responses is 24 hours on a 24 hour basis, to include weekends and holidays. Packet Pg. 77

4 b. Critical Maintenance is defined as any problem that jeopardizes or degrades the overall performance of the system. The minimum response requirement for qualifying bid responses is 12 hours, on a twenty-four (24) hour basis, to include weekends and holidays. 7. Vendor must provide a 24/7/365 maintenance, system health monitoring, and repair with a single point of contact. 8. Vendor must have a single point of contact via toll free number to receive calls, to provide maintenance, assistance and to follow up with customer. 9. Several peripheral servers are at end of life on this system, and Franklin County will be purchasing a Server Array to migrate the DispatchNow and VIPER databases to the new platform. This server array will be managed and operated by the Franklin County IT group. The maintenance contractor is being asked to support the migration of these databases to the new hardware infrastructure under this maintenance contract. EQUIPMENT CenturyLink installed the network in 2008, and has maintained the network since April Recently, CenturyLink provided the following inventory of VIPER assets which should come under contract. Note that Franklin County will not include maintenance fees for printers, monitors, UPS units or other ancillary hardware as part of this contract. 11 NOTICE TO BIDDERS On this date, February 10, 2015, Franklin County is accepting bids for VIPER Maintenance Contract as outlined in the specifications attached hereto. INSTRUCTIONS TO BIDDERS Bid should be mailed or delivered in a sealed envelope plainly marked: VIPER Maintenance Contract Address of all bids should be sent to: FRANKLIN COUNTY CLERK 400 EAST LOCUST, ROOM 201 UNION, MO Bids will be received until: March 10, 2015 at 10:00 a.m. Bids must include a written statement that the bid is firm and will not be withdrawn for a period of ninety (90) days. Each bidder may submit a suggested change in specifications. These proposed changes must be submitted separately in writing, must include the cost, and must include a listing of specifications for the proposed changes. The bid offer acknowledges the right of Franklin County to accept or reject any or all bids and to waive any informality in any bid received. It declares that the bid is in all respects fair and without collusion or fraud, and that no person employed or contracted by Franklin County is directly or indirectly interested in the bid, or in any portion of the profits that might result from the bid. Franklin County reserves the right to reject any bid if any investigation of the bidder fails to satisfy the Owner that such bidder is properly qualified to carry out the obligations of the contract.
