1 Overview of Proof-of-Concept Components EMS-TIF EMS bi-directional communication demo
2 Objective The objective of the EMS-TIF POC is to ensure that the COTS solution has the capability to connect and share information between disparate EMS and Ministry systems. epcr: The POC will demonstrate that information can be passed from the CACC CAD system to the epcr to pre-populate incident data. The project has worked with the AMEMSO representatives to the EMS-TIF EMS Advisory Committee to select Interdev as the epcr partner site. MDT: This component of the POC is aimed at demonstrating silent dispatch and communication between Ministry CACC Dispatch and EMS. The POC will demonstrate all contact from dispatch to return to site, including patient contact CTAS (PTCTAS) and on scene arrival information. The POC will be leveraged to confirm the technology and costs that are associated with delivering these solution. 2
3 POC Scope The project team has worked with the AMEMSO membership to the EMS Advisory Committee, through a series of meetings and workshops, to reach an agreement on the scope of the EMS bidirectional Proof of Concept. This POC will take advantage of both MDT and epcr technologies to demonstrate the ability of the EMS-TIF solution to exchange business relevant data between Ministry CACC CAD and EMS operator technologies via a test version of the EMS-TIF Centralized Platform. The POC will take advantage of scenarios that reflect typical EMS and CACC operations, and will use both epcr and MDT technologies as part of this bi-directional demonstration. It should be noted that the components of the POC will not represent a production ready service. Additionally, the EMS-TIF project scope does not include the adoption of these services by EMS operators. 3
4 Electronic Patient Care Records Electronic Patient Care Records (epcr) or electronic Ambulance Call Records (eacr) systems maintain an electronic record of ambulance response and patient care delivered by paramedics. The integration of these electronic systems replace the previous hand-written paperbased records maintained historically. epcr systems are typically maintained on in-vehicle Mobile Data Terminals (MDTs), that communicate wirelessly with Central Ambulance Communications Centres/Ambulance Communications Services (CACC/ACS) Computer Aided Dispatch (CAD) systems. These systems receive unidirectional streams of data that is captured in the respective CACC/ACS CAD system and that can be made available to auto-populate the in-vehicle epcr solutions. The POC will leverage Interdev s implementation of epcr to demonstrate information exchange between CACC CAD and EMS epcr. 4
5 epcr Data The POC will include the electronic transmission on the following data: Incident Identifiers CACC ID (Dispatching centre) Call Number (Master Incident Number) Confirmation Number Patient Pickup Address Patient Destination Address Problem/Chief Complaint Priority Dispatch Overall Return Status Times T1 Time Call Received T2(BP) Time Notified (Base Page) T2 Time Notified Unit T3 Time Enroute T4 Time Arrived Scene T5 Time Depart Scene T6 Time Arrive Destination T7 Time Clear Destination Status Times Other data Service Agency Crew/paramedic identifiers Defibrillator on scene CTAS information Paramedic certification level 5
6 Mobile Data Terminals Mobile Data Terminals (MDTs), are portable computers used in emergency vehicles. They are used to display mapping and information relevant to the tasks and actions performed by the vehicle and crew such as hazard warnings, location access information, patient condition/history etc. Mobile data terminals feature a screen on which to view information and a keyboard or keypad for entering information, and may be connected to various peripheral devices. Standard peripherals include two-way radios and taximeters, both of which predate computer assisted dispatching. Ontario currently has a limited number of MDT implementations within the province. The POC will leverage FATPOT s implementation of MDT to demonstrate the bi-directional functionality. 6
7 MDT The EMS-TIF project MDT Proof of Concept will: ALLOW individual vehicle logins RECEIVE direct incident assignment from the CACC/ACS to include Address Information (plotted on MDT map display) Incident Priority Information Patient Condition/History RESPOND with Status Update RESPOND with paramedic input comments RESPOND with key data elements for recording in CAD Patient Name Patient Contact Patient Transport Transport PAD on Scene before EMS Arrival DISPLAY a live/active/connected status for in-vehicle users to ensure that alternate protocols may be followed in the event of a loss of connectivity or other message delivery failures between the MDT and CACC/ACS. IDENTIFIED as equipped in the province s CAD system RESPOND with a live/active/handshake with the province s CAD system to ensure users are warned of a loss of connectivity or other message delivery failures between CACC/ACS and MDT. MAINTAIN connectivity with the system as a units is transferred control from one CACC/ACS to another without user interaction 7
