1 CVR Release Notes Page 1 of 20 CVR Software Release Notes VAEVR Version 9.6 Introduction CVR is pleased to announce Virginia Electronic Vehicle Registration (VA EVR) Software Release 9.6. This release includes new features to the VA EVR product as described in this document. Please note that a shortlist of significant features is available under the Release scope overview section. Required Installation Date The table below describes the main release and (if applicable) consecutive minor releases available as part of Virginia Electronic Vehicle Registration (VA EVR) Software Release 9.6, along with their deployment requirements, date of availability and required installation dates. The specifics for each release are detailed starting at the next section. Release scope overview The primary features and functions available in this release are: Increasing the field length of rental license from 7 to 15 Allow owner type Rental for title & registration transactions for dealers HB 0099 Leased Addresses Teslin Equivalent Paper HB0541 / SB Day Temp Tag Fee Increase For Hire Operating Authority selection changes Standard Renewal transaction for Dealer, Motorcycle and Recreational Vehicle company type New Transactions Original Title, Replacement Title and Substitute Title added for Title company type (Currently this functionality is made visible in the application, but is disabled for processing pending DMV development. The users will be notified when the processing becomes available). R&R PERM Certificate (RCI) Added 6 new plate types for Out of Stock issue BRP, BRPH, JRP, JRPH, IGWT, IGWTH B. System Requirements VAEVR 9.6A requires a computer with the following minimum hardware configuration: 1024x768 or higher resolution video card and monitor A high-speed internet connection (DSL, Cable, T1, etc.) Keyboard and mouse Any Laser Printer available. A CD ROM drive for installations and updates. One of the following operating systems with the recommended hardware configuration for the OS: Windows XP Professional 800 MHz or faster processor 512 MB system memory 1.5GB available hard disk space Windows 7 Professional (32-bit) 1 GHz or faster processor 1 GB system memory 16 GB available hard disk space Windows 7 Professional (64-bit) 1 GHz or faster processor 2 GB of system memory 20 GB available hard disk space Note: 250 MB of free hard disk space should be available for the EVR application and database files for a typical installation. C. Installation Instructions New Installation This application can be used for a New Install or for an upgrade to the new version. During the installation process, click Next to accept the default setup values displayed for each of the prompts.

3 CVR Release Notes Page 3 of 20 Upgrade Installation Clients must be on version 9.5B or higher to upgrade to version 9.6A D. State Mandates 1. Increase rental license field size from 7 to 15 As per the state mandated changes the field size of the rental license field is modified to allow up to 15 characters entry. The following screens are affected Define Defaults Owner tab Company maintenance setup Title and Registration transaction Owner tab Title Only transaction Owner tab The actual switch to 15 character rental license number will occur on 07/01/ Allow owner type as rental for title & registration transactions for dealers Online dealers are unable to process a rental transaction, which causes them to make a trip to their local CSC. This feature gives dealers the ability to process the rental transactions that do not pertain to the dealers rental fleet. Owner type Rental has been added for dealer company type. When the owner type is selected as Rental, by default the vehicle use field will be selected as Rental (The selection will only be available when the number of owners is 1 ) and the rental license field will be required in owner screen. This requirement is applicable for Title & Registration and Title only deal types.

4 CVR Release Notes Page 4 of 20 The inventory functionality will not change. The dealers will not have a rental plates or stickers in their inventory and will not order rental plates or stickers from the state. The process will be the same as when customers currently need a plate type not in a dealer inventory. The dealer will use Out of Stock Registration type option to get a rental plate for the vehicle. The system will issue Multi-Use tag out of inventory.

5 CVR Release Notes Page 5 of HB 0099 Leased Addresses The VA DMV requires capturing the customer number, name and address of an individual lessee or business lessee in the title process. The following field changes are made to the lessee tab on the title and registration transaction. The items in red have been added to support the required functionality. In addition Title Only transaction will now show the Lessee tab as required when a user selects the owner type as Lease. A user will have to enter Customer ID for the lessee. In case of lessee type Business, a user will have an option of clicking a button next to the field to look up the saved information from the owner maintenance table. The system will issue an error if invalid Customer ID was entered. In case of a new customer who does not have an id on file with VA DMV, a user can select Add Name as a name change option. When Add Name option is selected, a user will be required to select Residence Jurisdiction. In case of adding a new customer of type individual, a user will also be required to enter DOB of the customer. A user will enter a mailing address of the customer. A user will need to specify that Proof of Address is verified. A user can also optionally specify the dwelling address information. If the address information entered does not match the DMV information on file the system will prompt the following message

6 CVR Release Notes Page 6 of 20 If a user selects the DMV current address, the DMV address will override the address previously entered by a user. Otherwise the system will use the entered address for the transaction. In case of a mailing address being different between DMV record for the customer and the current customer address, a user will select New Mailing Addr? as yes. If New Mailing Addr? option is set to Yes, a user will need to select Residence Jurisdiction and enter Move Date. The system will perform customer address update transaction on DMV Note: The lease deals, which were set as Pending prior to the version upgrade. In order to complete these deals, the user will need to enter customer ID and check Proof of Address verified.

7 CVR Release Notes Page 7 of Teslin Equivalent Paper The layouts of both Passenger and Motorcycle temp tag reports were changed to support the new printing media. To allow a user to utilize separate printer loaded with the new media, the Temp tag reports printer is changed to its own printer as shown below (The unused graphics printer was renamed as Temp Tag Printer ) and the temp tags are directed to this printer. The system also provides with the ability to configure the margins/adjustments for the temp tag report as left and top. On initial upgrade the system will default the temp tag printer to the same printer currently set up as Reports printer.

10 CVR Release Notes Page 10 of HB0541 / SB Day Temp Tag Fee Increase Increases the Dealers 30 day Temporary Tags from a $2.00 fee to a $3.00 fee, the vendors will still only keep $1.00 of each transaction.

11 CVR Release Notes Page 11 of For Hire Operating Authority selection changes The following changes were done for the For Hire Operating Authority popup. i. Removed the question and dropdown box for Is the vehicle used for Interstate Operations Only? ii. Removed the Contract Bus Carrier selection iii. Added Non Emergency Medical selection iv. Added a new prompt asking if the vehicle transports passengers or property

12 CVR Release Notes Page 12 of 20 E. Enhancements 1. Standard Renewals Currently standard renewal transactions are restricted to company types Fleet or Rental only. VA Commissioner would like for CVR to extend renewal transactions to the dealers, which includes company types Dealer, Motorcycle and Recreational vehicle. Enable the Standard Renewal transaction under company types Dealer, Motorcycle and Recreational vehicle in a New Transaction dialog box For standard renewals will need to enter the Plate number and VIN# to transmit the transaction

13 CVR Release Notes Page 13 of Replacement /Substitute Titles (Currently this functionality is made visible in the application, but is disabled for processing pending DMV development. The users will be notified when the processing becomes available). Online dealers now have the ability to process Original Title, Replacement Title, and Substitute Tile transactions under company type Title. Users can process Replacement Titles or print an unprinted Original Title (releasing only Cust HELD) for vehicles traded in to the processing dealership for resale when the title is not available at that time. Title work must include a completed signed VSA 66 Power of Attorney from the vehicle owner(s)/lien holder. Any other HELD must be carried to a CSC or faxed to Online Dealer Work Center for assistance. Users can process a Substitute Title transaction for vehicles traded in to the processing dealership for resale, allowing them to release only non-electronic liens from the vehicle record. Title work must include a completed signed VSA 66 Power of Attorney from owner(s). Electronic liens must still be carried to a CSC or mailed to Online Dealer for assistance Once the Original, Replacement, or Substitute Title transaction is complete a pull ticket will print. The actual title will be printed at the DMV and mailed to the specified processing dealer s address.

14 CVR Release Notes Page 14 of 20 Original Title: Original Tile transaction will need to enter the Title#, Vin#, and address pulled from Company Maintenance Replacement Title: Replacement Titles or Substitute Tiles both need the Title # and Vin#, address pulled from Company Maintenance, and check box below needs to be checked before being able to click on the Transmit button.

15 CVR Release Notes Page 15 of 20 Substitute Title: When selected the company type as Title, address is required to be entered. On an upgrade user will need to enter the information in order to complete the Original, Replacement, or Substitute Title transactions.

16 CVR Release Notes Page 16 of 20 For Title company type the new section for alternate address to the Company Maintenance screen is added. Alternate Mailing Address field has been added. When the check box is selected and address entered the new title transaction will be mailed to this address.
