1 Agenda for Connectivity/Long term Access to Generation projects in Northern Region A. Numbering of Connectivity and LTA Meetings of Northern Region The LTOA / LTA and Connectivity meetings of Northern Region are being held along with the Standing Committee on Power System Planning of Northern Region before However, there was no numbering of these meetings and only date of the meeting was being referred. Therefore, in order to have better reference of LTA/Connectivity meetings held after issuance of Connectivity, Medium term & Long term regulations, 2009, it is proposed to adopt numbering of these meetings in chronological order as given below: Sl. 3 1.0 Connectivity & LTA to GHAVP Nuclear power plant (2X700MW) of M/s NPCIL in Haryana. POWERGRID has received an application in November 2014 for connectivity as well as Long Term Access for 1400 MW from upcoming Nuclear power generator (2X700MW) of M/s NPCIL for Gorakhpur Haryana Anu Vidyut Pariyojna (GHAVP) located at Fatehabad, Haryana. Connectivity has been sought w.e.f. Sep Target Beneficiaries as mentioned in the application is Northern region. As indicated in the application, switchyard for evacuation will be at 400kV whereas the 220kV switchyard will be utilized to draw start-up power from the grid by 220/66kV transformation. No interconnection is proposed between the two switchyards. Proposal: GHAVP Nuclear plant (2X700MW) of M/s NPCIL is in proximity of Fatehbad 400/220 kv substation of POWERGRID. Hence, connectivity can be granted at Fatehbad. Presently, Fatehbad 400/220 kv S/s is connected with LILO of one circuit of Moga-Hissar 400 kv D/c line. LILO of Moga-Bhiwadi 400 kv D/c line at Hissar is under implementation and therefore another 400 kv D/c line would be available between Moga & Hissar. System studies have been carried out for 2020 time frame with the proposal as given below: Sl. Therefore, following transmission system is proposed for connectivity as well as for evacuation of power from NPCIL generation: Proposal for Connectivity: Fatehbad - NPCIL generation 400 kv D/c line Proposal for Long Term Access: LILO of second circuit of Moga-Hisar 400 kv D/c line at Fatehbad LILO of both circuits of Moga-Hisar 400 kv D/c line at NPCIL generation switchyard Hence, Connectivity & Long Term Access is proposed to be granted to NPCIL Haryana as with the above mentioned Transmission system. 4 2.0 Long Term Access to NSL Tidong Power Generation Pvt. Ltd. for 88 MW of Tidong HEP in Himachal Pradesh. M/s NSL Tidong Power Generation Pvt. Ltd. has applied for LTA for 88 MW from Tidong HEP located in Himachal Pradesh for transfer of power to Southern region as target beneficiary vide LTA application dated 08/05/2015. LTA is sought from 01/06/2016 for 25 years. It is to mention that the generation is amongst the identified hydro projects of CEA in H.P and shall be connected to STU system for connectivity. For this, the applicant has also obtained the required No Objection Certificate from H.P Power Transmission Corporation Ltd. with the validity form 01/01/2016 to 31/12/2040. According to NoC, the point(s) of Connection is provided as 220/400 kv pooling station under Construction at Wangtoo (Distt. Kinnaur) by LILO of both circuits of 220 kv Kashang-Bhaba and Karcham Wangtoo Abdullapur 400 kv D/c line. It is to mention that during 30 th Standing Committee Meeting of Power system planning in Northern region held on 19/12/2011, transmission system for Satluj basin & Spiti valley hydro projects was planned by the Task Force having representatives from Govt. of HP, HPPCL, HPPTCL, CEA and POWERGRID. The transmission system proposed and agreed in comprehensive master plan made for evacuation of generation from identified hydro projects located in Sutluj Basin & Spiti Valley is as follows: 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3rd ICT) LILO of one ckt. of Shongtong Wangtoo 400 kv Line at Jangi Pooling Station Tidong Jangi Pooling Station 220 kv D/c line During the meeting HPPTCL also stated that Jangi Pooling station may not come up matching with the commissioning of Tidong-I generation, therefore Tidong-I power shall be temporarily evacuated by LILO of one circuit of 220 kv D/C Kashang- Bhaba line at Tidong-I HEP if required. These works shall be carried out by HPPTCL. Later on when Jangi P.S. would be commissioned, Tidong-I - Jangi 220 kv D/c line shall be constructed. These works are proposed to be carried out by HPPTCL. HPPTCL may update the status of implementation of Wangtoo 400/220 kv substation. Therefore, in view of the above, for Northern region following transmission system is required for grant of Long Term Access to M/s NSL Tidong Power generation Pvt. Ltd. for Tidong-I HEP: Interim Arrangement: LILO of one circuit of 220 kv D/C Kashang- Bhaba line at Tidong-I HEP Final Arrangement: Page 4 of 21

5 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) (with space provision for 3rd ICT) Tidong Jangi Pooling Station 220 kv D/c line According to LTA application, power transfer requirement is from Northern region to Southern region. It is to mention that the processing of pending LTA applications since Nov 2013 for power transfer to Southern region were held on litigation and now they are gradually being processed as per the priority and availability of ATC. Therefore, the above proposal for grant of LTA shall be discussed in Connectivity/LTA meeting of Southern region constituents for their concurrence also. Members may discuss 3.0 LTA Applications for 10 MW to Jaiprakash Associates Ltd. for transfer of power from Captive Thermal plant to Jaypee Cement Grinding Unit in Panipat & Uttrakhand respectively. M/s Jaiprakash Associates Ltd. has applied for LTA for 10 MW from from Jaypee Churk Industrial Complex (JCIC), Churk, 3x60 MW Captive Thermal Power Plant (A unit Jaiprakash Associates limited) in Uttar Pradesh to the Cement Grinding unit in Panipat, Haryana & Uttrakhand. (A unit of Jaiprakash Associates limited). LTA is sought from 01/04/2017 for 12 years. As per the LTA applications the injection point is connected with STU system in U.P. at 220KV bus of CHAPKA Substation, however the drawl of power is mentioned in Haryana & Uttrakhand. As per the Detailed Procedures of Central Transmission Utility under Regulation of the CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state Transmission and related matters) Regulations, 2009: In case an intra-state entity is applying for LTA, concurrence of concerned State Transmission Utilities of states having injection and drawl points shall be obtained in advance in the prescribed format [FORMAT-LTA-3] and attached with the application. POWERGRID vide letter dated Feb 24, 2014 has informed the applicant that as the applicant is embedded in State Transmission Utility (STU) network at both injection & drawl ends, therefore, it is requested that No Objection Certificate from STU, for injection (UPPTCL) and drawl ends (HVPNL & PTCUL) in standard format (Format-LTA-3), may be submitted to POWERGRID at the earliest, so that both LTA applications can be processed further. However, the same has not been received till date. As all the LTA/Connectivity/MTOA applications received by CTU are to be processed in line with CERC regulations in time bound manner, therefore, it is quite difficult to hold any LTA/Connectivity application for very long period of time. 6 Hence, the above LTA applications are need to be closed. However, with the issuance of NOC from STU, the applicant can apply afresh. Members may discuss. 4.0 Connectivity & LTA to NHPC Ltd. for Kishenganga HEP for transfer of 330 MW of power. Transmission system for Kishenganga HEP has been approved in 18th Meeting of the Standing Committee on Transmission System Planning in Northern Region held on 06/06/2005 & was further modified in 33rd SCM of Northern Region held on 23/12/2013 with the following Transmission system: o Kishenganga Amargarh 220 kv D/c o Kishenganga Wagoora 220 kv D/c As per the application, the beneficiaries are Punjab, Haryana, Delhi, Rajasthan, J&K, Uttranchal & Chandigarh. Beneficiaries are requested to sign the applicable agreements. The transmission system for Kishenganga HEP is under implementation, however, to fulfill the regulatory requirement, NHPC Ltd. has now applied for Connectivity as well LTA as per CERC regulations, 2009 on 07/05/2015. Therefore in order to regularize the grant of Connectivity & LTA, it is to inform that Connectivity & LTA is being granted for the same. 5.0 Connectivity & LTA to THDC India Ltd. for Tehri PSP for transfer of 1000 MW of power. Transmission system for Tehri PSP has been approved in 18 th Meeting of the Standing Committee on Transmission System Planning in Northern Region held on 06/06/2005 with the following transmission system: o Tehri Generation Koteshwar Pooling Stn. 400 kv S/c (Quad Conductor) o Establishment of 765/400 kv, 4x800 MVA ICTs and GIS substation at Koteshwar Pooling station o Augmentation of 765/400 transformation capacity by 1x1500 MVA at Meerut o Charging of Tehri Pooling Meerut line at 765 kv level o Modification of Series Capacitors for operation at 765 kv level The transmission system for Tehri PSP is under implementation, however, to fulfill the regulatory requirement, THDC India Ltd. has now applied for Connectivity as well LTA as per CERC regulations, 2009 on 12/06/2015. As per the application, the beneficiaries are Delhi, Uttrakhand, Haryana & Rajasthan. Beneficiaries are requested to sign the applicable agreements. Page 6 of 21

7 Therefore in order to regularize the grant of Connectivity & LTA, it is to inform that Connectivity & LTA is being granted for the same. 6.0 LTA to M/s Gama Infraprop (P) Ltd., for transfer of 50 MW of power from their Gas Based CCPP in Uttarakhand. Connectivity and LTA application of M/s Gama Infraprop (P) Ltd. was discussed in the Connectivity & LTA meeting held on 29/12/2010, 19/12/2011 & 23/12/2013. In the previous meetings, PTCUL had agreed that connectivity to M/s Gama Infraprop (P) Ltd. shall be provided by them with LILO of Kashipur Pant Nagar 220 kv S/c line. The applicant had to submit the NOC from STU, i.e. PTCUL, in standard format to POWERGRID, after which LTA Intimation was to be issued. It is to be informed that NOC has not been received till date for the LTA. As all the LTA/Connectivity/MTOA applications received by CTU are to be processed in line with CERC regulations in time bound manner, therefore, it is quite difficult to hold any LTA/Connectivity application for very long period of time. Hence, the above LTA application needs to be closed. However, with the issuance of NOC from STU, the applicant can apply afresh. Members may discuss. 7.0 Connectivity & LTA grant to Gidderbaha (4x660MW) Power Project of M/s NTPC Ltd. NTPC Limited had applied for connectivity for 2640 MW and Long Term Access for MW from their 2640 MW Gidderbaha STPP project (4x660MW), in District Muktsar, Punjab. The application was discussed during the Connectivity & LTA meeting held on 19/12/2011 & 02/01/2013. NTPC informed in the above referred meetings that due to land & fuel issues, the project has been deferred and they would revert when there is a progress and the application may be kept in hold. As all the LTA/Connectivity/MTOA applications received by CTU are to be processed in line with CERC regulations in time bound manner, therefore, it is quite difficult to hold any LTA/Connectivity application for very long period of time. Hence, it is proposed to close/withdraw the above the Connectivity & LTA application. Members may discuss. 8.0 Connectivity & LTA to Singrauli Small Hydro (2X4MW) Plant of M/s NTPC Limited in Uttar Pradesh. Page 7 of 21

8 M/s NTPC Ltd. had applied for connectivity and LTA for 8 MW Singrauli hydro Generation project located at existing Singrauli generation project of NTPC which was discussed during the Connectivity and Long term Access meeting held on 31/08/2013 & 23/12/2013. As it was discussed that NTPC has applied connectivity and LTA application for 15 MW Solar Plant at Singrauli generation project. While processing the applications, it was noted that Hydro and Solar are connected at different locations (as seen from the drawing attached with the applications) within existing Singrauli project. Therefore, the issue has been put up to CERC to decide whether the connectivity can be granted for the above renewables, when they are being pooled at two different points within the existing generation and direction was sought from CERC by CTU regarding this matter. Subsequently, NTPC has also approached to CERC with this issue. Therefore, the desired Connectivity/LTA for 8 MW from Singrauli Hydro shall be granted after directions from CERC. Till the time, the Connectivity/LTA application shall be put on hold. Members may note. 9.0 LTA to Sawra Kuddu HEP & Sainj HEP of M/s HPPCL in Himachal Pradesh. Connectivity and Long Term Access to Sawra Kuddu HEP (111MW) and Sainj HEP (100MW) in Himachal Pradesh was discussed and agreed during the Connectivity/Long Term Access meeting held with 31 st & 33 rd Standing Committee Meeting of Power System Planning of Northern Region. Intimation for the grant of Connectivity and LTA was issued on 04/05/2011 with the following transmission system: For Sawra Kuddu HEP: LILO of Nathpa Jhakri-Abdullapur/Panchkula 400kV D/c line at 2x315 MVA pooling to be established by HPPTCL. Injection of power at this substation shall be at 220kV D/c. For Sainj HEP: LILO of one circuit of Parbati-II Parbati-III line, at new 400/132kV Sainj substation of HPPTCL, wherein Sainj would be injected at 132kV It was decided during the above mentioned meetings that HPPCL shall sign all required agreements within 6 months of issue of minutes and in case required agreements are not signed then the application would be closed as per CERC regulations. HPPCL also confirmed for signing of LTA agreement within next 4 months. The LTA agreement has not been signed till date. It is to be noted here that as per the CERC regulations, 2009, the LTA Agreement has to be signed within 30 days from grant of intimation of Long Term Access. As, Page 8 of 21

9 CTU is to abide with CERC Procedures/Regulations, therefore, the granted LTA may be cancelled. However, after obtaining all the required clearances, the applicant may apply again with a fresh application. Members may deliberate Connectivity and Long Term Access (LTA) to HPPCL for transfer of 195 MW power from Kashang HEP & 450 MW from Shongtong Karcham HEP. Connectivity & Long Term Access application of HPPCL for transfer of 195 MW of power from their Kashang HEP and 450 MW of power from Shongtong Karcham HEP was discussed & agreed during the 31 st Standing Committee Meeting of Power System Planning of Northern Region. Connectivity to Shongtong Karcham HEP for transfer of 450 MW of power and Kashang HEP for 195 MW of power was granted on 16/12/2013 & 27/12/2013 respectively with the following transmission system: For Shongtong HEP: Shongtong Karcham Wangtoo 400 kv D/c Line (Quad HTLS Conductor Equivalent to about 3000MW) 18 km Proposed implementation as ISTS. Generation Switchyard to be designed with 4000 Amps switchgear. The cable capacity from Pot head yard to GIS switchyard may be augmented with generation addition in the upstream projects by generator. Provision may be kept accordingly Establishment of 220/400kV GIS Pooling Station at Wangtoo along with LILO of both circuits of 400 kv Karcham Wangtoo-Abdullapur D/c line at Wangtoo S/s - Implementation by STU. 80 MVAR Bus Reactor at Generating station by the applicant For Kashang HEP: Interim arrangement: Through HPPTCL system by a 220 kv D/c line from Bogtu to Kashang. Final arrangement: Kashang-Jangi Pooling Station 220 kv D/c line (Single HTLS- Equivalent to 300MW capacity) - Implementation as STU network 2x315 MVA (7x105 MVA units) 220/400 kv GIS Pooling Station at Jangi (with 4000 Amps. switchgear) Proposed implementation as ISTS LILO of one Ckt. of Shongtong Wangtoo 400 kv Line at Jangi-Proposed implementation as ISTS HPPCL has informed vide letter dated 16/06/2015 that Shongtong HEP is expected to be commissioned by August However, HPPCL may update the latest status of Kashang HEP also, so that intimation for grant of Long Term Access can be issued and transmission system shall be taken up for implementation. 10 Otherwise, the applications may be closed and the applicant may apply afresh when there would be clarity about the commissioning schedule. Members may discuss Long Term Access grant to 120 MW Miyar HEP of M/s Miyar Hydro Electric Power Company Ltd. in Himachal Pradesh. Long Term application for transfer of 120 MW of power from Miyar HEP was discussed and agreed during 31 st Standing Committee Meeting of Northern Region. Connectivity has already been issued to Miyar HEP on 16/12/2013 at Hamirpur S/s. Following transmission system was agreed for evacuation of power: Step up of Miyar generation at 400 kv level 400 kv D/c Line (Twin HTLS) from Miyar to the site of 400 kv Pooling Station near Sissu /Gramphu (Pooling Station shall not be constructed during this time frame) From site proposed near Sissu/Gramphu Pooling Station Hamirpur 400 kv D/c (Triple HTLS) Provision of 50 MVAR Bus Reactor at Miyar The existing/planned transmission system will be adequate for transfer of power beyond Hamirpur substation. Connectivity to Miyar HEP has been already granted, however, the transmission agreement for connectivity is yet to be signed. Further, vide letter dated 15/01/2015, the revised commissioning schedule for Miyar HEP as June Extension for postponing the signing of various applicable agreements upto Dec 16 has also been requested via this letter. Considering the above, the applicant needs to inform about the revised status of the generation project so that LTA intimations can be issued. However, after the issuance of intimation of grant of connectivity, the applicant has to sign the LTA agreement within one month, failing to which, the grant of LTA stands cancelled. Members may discuss Long Term Access to 400 MW Seli HEP of M/s Seli Hydro Electric Power Company Ltd. (M/s Moser Baer Projects Pvt. Ltd. as Promoter) in Himachal Pradesh Long Term application for transfer of 400 MW of power from Miyar HEP was discussed and agreed during 31 st Standing Committee Meeting of Northern Region. Connectivity has already been issued to Miyar HEP on 16/12/2013 at Hamirpur S/s in case Seli comes earlier than Miyar generation. Following transmission system was agreed for evacuation of power: Step up of Seli generation at 400 kv level LILO of one circuit of Miyar Hamirpur (via Rohtang) 400 kv D/c line (Twin HTLS) Page 10 of 21

11 at Seli Provision of 80 MVAR Bus Reactor at Seli The existing/planned transmission system will be adequate for transfer of power beyond Hamirpur substation. Connectivity to Seli HEP has been already granted, however, the connection agreement is yet to be signed. Further, vide letter dated 15/01/2015, the revised commissioning schedule for Miyar HEP as June Extension for postponing the signing of various applicable agreements upto Dec 16 has also been requested via this letter. Considering the above, the applicant needs to inform about the revised status of the generation project so that LTA intimations can be issued. However, after the issuance of intimation of grant of connectivity, the applicant has to sign the LTA agreement within one month, failing to which, the grant of LTA stands cancelled. Members may discuss Connectivity to Indian Oil Corporation Limited for 100 MW as bulk Consumer for their Mathura refinery. Connectivity application dated 15/06/2015 has been received from Indian Oil Corporation Limited for 100 MW quantum to Mathura refinery located in Mathura, Uttar Pradesh. Connectivity has been sought from July The refinery is already commissioned and meeting its power demand (about 64 MW) for refinery operation through captive generation having an installed capacity of 97.5 MW. As per the application, expansion of the refinery is being planned in the future with projected increase in load to the tune of 47 MW. In view of the high cost of natural gas and future load growth, Mathura Refinery has proposed to go for bulk import of reliable power from Grid as a bulk consumer for refinery operation. Mathura refinery has intended to take power connectivity from ISTS as the critical 24x7 refinery operations require un-interrupted supply of power. As per the application, the nearest substation present in the vicinity is Agra 765/400/220 kv POWERGRID substation. Therefore, the connectivity can be granted at Agra 765/400/220 kv substation of POWERGRID and in case there is any space constraint at 220 kv side of Agra substation then the Connectivity may be granted through: 220 kv D/c line from Mathura Refinery to Prithala 400/220 kv S/s However, following issues have been observed while processing the Connectivity application which needs to be addressed: 1) Connectivity is being sought as a bulk consumer, however, IOCL plans to connect the generator as it is mentioned in the application that captive power plant is proposed to be kept floating with the grid in import mode for meeting bulk power requirement and emergency backup situation. 12 2) If the applicant is already connected to the grid then in order to avoid the loop flows, the existing connectivity may have to be opened. 3) Applicant to indicate by what time the load expansion is expected and connectivity line should be matched with that time frame. 4) As the applicant is applying as a bulk consumer, therefore, it may not be allowed to inject into the grid. 5) It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. Members may discuss 14.0 Connectivity to Bilhaur STPP (2X660MW) of M/s NTPC Limited in Uttar Pradesh Connectivity application for 1320 MW from coal based Bilhaur STPP (2X660MW) generation of M/s NTPC Limited located at Bilhaur, Uttar Pradesh was discussed during Connectivity/LTA meeting held with 34 th SCM of Northern region on 08/08/2014. Connectivity has been sought w.e.f. Dec for drawl of startup power and commissioning requirement. Therefore, Connectivity can be provided to Bilhaur STPP with the following system: Bilhaur- Kanpur(New) 400 kv (Quad) D/c line It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. Transmission beyond immediate evacuation system is to be evolved once the connectivity applicant applies for the LTA. Accordingly, for the sake of grant of connectivity, the transmission system capability has been checked for the transmission system proposed for the immediate evacuation system only. NTPC may update the latest status Connectivity to Solar Power Projects of M/s Saurya Urja Company of Rajasthan Ltd. in Jaisalmer in Rajasthan. M/s Saurya Urja Company of Rajasthan Ltd. has applied for connectivity vide application dated 24/02/2015 to Solar power projects in Rajsasthan of 1000 MW to POWERGRID. The connectivity is sought w.e.f December, As per the Connectivity application received, the applicant has applied as a generator and has informed that the generation voltage would be at 11/33 kv and Page 12 of 21

13 would be stepped up to 132/220/400 kv. However, the applicant vide letter dated 23/06/2015 has informed that Ministry of New & Renewable Energy (MNRE) has declared Saurya Urja Company of Rajasthan Ltd. (a joint venture of Govt. of Rajasthan and IL&FS Energy Development Company Ltd.) as a Solar Park Developer for Jaisalmer Phase-I Solar park of capacity 1000 MW. Therefore, as per the above mentioned reference and CERC notification dated 15 th May 2015 of Fifth Amendment to the CERC Principle Regulation 2009 to include Solar Power Park Developer under the said Regulation & the proviso namely; "Provided also that the application by the applicant defined under Regulation 2(1) (b) (i) (f) shall be considered by CTU only if the Solar Power Park Developer is authorized by the Central Government to undertake infrastructural activities including arrangement f or connectivity on behalf of the solar power generators." It is to inform that as per the application the connectivity is proposed at any nearest 400/220 kv STU substation. As per the location specified in Connectivity application, the nearest substation is Jaisalmer (New) 400/220 kv of RVPNL which is about 25 Km from the location of the plant. Jaisalmer (New) substation of RVPNL is under construction and most likely would be commission in Therefore, as there is no ISTS substation in the vicinity, the connectivity can be granted at STU substation with the following proposal: Jaisalmer Solar power plant- Jaisalmer (New) (RVPNL) 400 kv Quad D/c line In future, Jaisalmer (New) (RVPNL) 400/220 kv substation shall be connected to RVPNL s 400/220 kv Jaisalmer(Existing) & Akal-II substations. It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. 14 2) Modalities for construction of connectivity line to be discussed as the time availabile for coordinated planning for construction of line may take about 39 months, (CERC time lines of 30 months + 9 months) 3) RVPN may inform that whether proposed 3000 MW solar capacity (Bhadla Solar Park Phase-III (1000MW); Jaisalmer Phase-I & II Solar Park (2000MW)) proposed by RVPN as part of Green Energy Corridors-II (Part-A) includes the capacity mentioned in connectivity application submitted by M/s Surya Urja Company of Rajasthan for Bhadla and Jaisalmer or not. Members may discuss Connectivity to Solar Power Projects of M/s Saurya Urja Company of Rajasthan Ltd. in Jodhpur in Rajasthan. Following composite transmission system was agreed for immediate evacuation of power from Kiru, Kawar & Pakaldul HEPs: LILO of one circuit of 400 kv D/c (Triple HTLS) line from Kiru HEP Kishtwar Pooling station at Pakaldul HEP. Establishment of 400 kv switching station at Kishtwar by LILO of Dulhasti/Ratle- Kishenpur 400 kv (Quad) D/c line Establishment of 400/220 kv, 2x315 MVA substation near Gurdaspur/Sirhand by LILO of both circuits of 765 kv (operated at 400 kv initially) Kishenpur Moga 2xS/c lines. It is proposed that the GIS switchyard equipment and XLPE cables provided may be designed for carrying 4000 Amps current. 400 kv, 80 MVAR Bus Reactor As, many projects in the upstream network of Kishtwar are getting delayed or have not applied for Connectivity/LTA and Pakaldul HEP is the first generation to come up, Accordingly, following part of the composite scheme may be taken up for providing Connectivity to Pakaldul HEP: 400 kv D/c (Triple HTLS) line from Pakaldul HEP Kishtwar Pooling station (Further, after progressive commissioning of other hydro projects in this vicinity this line would be extended upto Kawar & Kiru HEP) Establishment of 400 kv switching station at Kishtwar Pooling station by LILO of Dulhasti/Ratle-Kishenpur 400 kv (Quad) D/c line. Switchyard Capacity etc. must be able to handle about 2300MW power generated by the generation projects located in upstream network of Pakaldul HEP. It is therefore, necessary that M/s Chenab Valley Power Corporation Ltd. may apply for Long Term Access and submit the required Construction Bank Guarantee. Members may deliberate Connectivity to Dhaulasidh Hydro Electric Power Project (66MW) of M/s SJVN Limited in Himachal Pradesh. M/s SJVN Ltd. has applied for connectivity for 66 MW (Plus 10% inbuilt overload capability to meet grid requirement). The connectivity is sought w.e.f. January The expected commissioning schedule of the two 33 MW units is & respectively. Applicant has informed that the project will be serving Peaking load. The LTA application is yet to be received. 17 SJVNL informed during Connectivity/LTA meeting held with 34 th SCM in NR, that land is under acquisition. Project has been referred for PIB approval. It was also informed that as per the present status the project is likely to be commissioned by July SJVNL may update the status. As per the connectivity application, the nearest substation for connectivity are 220/132kV Mattansidh(HPSEB) Substation(20.30km), 132/33kV Dehra(HPSEB) substation(22.81km) & 400/220kV Hamirpur (PGCIL) substation (40km). As the generation step up voltage as informed by the applicant is 132kV and there is no ISTS substation in the vicinity, the connectivity need to be provided at STU substation. It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. Transmission beyond immediate evacuation system is to be evolved once the connectivity applicant applies for the LTA. As the representative from HPPTCL or HPSEBL was not present in the meeting, it was agreed that CTU shall co-ordinate with HP to finalise the connectivity. In this regard, letter dated 23/09/2014 has been sent to HPPTCL for which no reply has been received till yet. HPPTCL/HPSEBL may inform the suitable substation for connectivity. Members may discuss Connectivity to Luhri Hydro Electric Power Project (588MW) of M/s SJVN Limited in Himachal Pradesh POWERGRID has received an application from M/s SJVN Limited for connectivity to Luhri HEP (3*196MW) located on the river Satluj in Shimla, Mandi & Kullu district of HP, in the downstream of Rampur HEP. Connectivity has been sought w.e.f. March 2023 for 588 MW (Plus 10% inbuilt overload capability to meet grid requirement). The commissioning schedule of the three units as per the Connectivity application is , & respectively.sjvnl may update the status. During the 29 th Standing Committee Meeting of Northern Region held on 29/10/2010 & Connectivity/LTA meeting held with 34 th SCM of NR held on 08/08/2014, the transmission system agreed for evacuation of power from generation plant is given as below: i) LILO of Rampur Nalagarh 400 kv D/c line at Luhri ii) Luhri Mohali 400 kv D/c (Triple Conductor) iii) Mohali-Malerkotla 400 kv D/c iv) LILO of one circuit of Nallagarh - Patiala line at Mohali 400kV D/c v) Establishment of 2x315 MVA 400/220kV GIS substation at Mohali Page 17 of 21

18 Also, during the Connectivity/LTA meeting held with 34 th SCM of NR held on 08/08/2014, CEA had following comments on power evacuation and related switchyard aspects of revised DPR of Luhri HEP (3X196 MW): Modify the bays provisions to 10 nos. (3 nos. GT bays, 1 no. Bus reactor bay and 6 nos. feeder bays). A 400 kv bus reactor of 125 MVAR is required to be provided at generating switchyard. (In case of transportation limitation, single phase Bus reactor units of 42 MVAR can be provided). 400 kv AIS switchgear and XLPE cables provided in the switchyard, have the rated current capacity of 4000 Amps. M/s SJVNL may provide the confirmation on the above. It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. Transmission beyond immediate evacuation system is to be evolved once the connectivity applicant applies for the LTA. Accordingly, for the sake of grant of connectivity, the transmission system capability has been checked for the transmission system proposed for the immediate evacuation system only. However, Connectivity can be granted with the following transmission system: LILO of Rampur Nalagarh 400 kv D/c line at Luhri Members may discuss LTA/Connectivity to hydro projects in Uttarakhand Various hydro projects have been identified in Uttarakhand for development. Power from most of these projects is to be transferred out of Uttarakhand. Considering the severe ROW constraints, a comprehensive scheme was evolved by PTCUL in association with CEA. Earlier it was envisaged that the comprehensive scheme would be developed as intrastate system by PTCUL, however subsequently the nature of transmission was changed to deemed ISTS by CERC. After change in status from intra state to deemed ISTS, PTCUL had informed the generators that connectivity/ LTA may be applied to CTU, POWERGRID, as the scheme is deemed ISTS in nature. Based on the LTA/ connectivity granted, generation projects have been segregated into different categories and details are as given below: A) Projects for which LTA is granted beyond Kashipur: Tapovan Vishnugad HEP (520 MW), Alaknanda HEP (300 MW) & Phatabyung HEP (76 MW)- Page 18 of 21

19 Connectivity to these projects was agreed by PTCUL and LTA granted by CTU beyond Kashipur. Now as the system is being developed as deemed ISTS, these generators need to apply fresh for connectivity to CTU, which would be granted by CTU. Phatabyung HEP & Alaknanda HEP have signed LTAA, however based on revised connectivity applications, the injection point for LTA would also get changed to deemed ISTS network and the already signed agreement would also have to be revised. It may also be mentioned that date of start of LTA may also get changed as the new connectivity application may be with a revised date. After grant of connectivity and LTA, PTCUL would require to sign Implementation Agreement with the generators in line with CERC Regulations. M/s GMR (Badrinath) Hydro Power Generation Pvt. Ltd had been granted Long term Access, for transfer of 259 MW power from Alaknanda HEP (300MW) in Uttarakhand. The LTA Agreement was signed on 6/2/2012. Subsequently, the applicant vide letter dated 20/2/2012 and 27/11/2012 have requested postponement of effective date of LTA from Dec 14 to April 17. GMR informed during the Connectivity/LTA meeting held with 31 st Standing Committee Meeting of Northern region that most of the clearances including environment clearance have been obtained, land acquisition is in progress, however, Implementation Agreement is yet to be signed. The revised date of commissioning may be considered as October Members may discuss. B) Projects for which Connectivity and LTA applied to CTU (Kotli Bhel HEP :215 MW of NHPC) NHPC has applied for connectivity and Long Term Access for their 215 MW (including 10% overload) Kotli Bhel HEP, Stage-IA in Uttarakhand. As per the application, NHPC has indicated the commissioning schedule of the project as around Connectivity to the project was granted as below: Kotlibhel-Srinagar 220 kv D/c line to be implemented by the applicant including both 220 kv bays at both ends for immediate connectivity. However, LTA is yet to be granted. Injection point for LTA would be Srinagar 400/220kV deemed ISTS substation of PTCUL. Beyond Srinagar power would be evacuated via Srinagar-Kashipur 400kV D/c deemed ISTS line of PTCUL. From Kashipur onwards, power would be transferred over Inter State Transmission System. It may also be noted that the dedicated line shall be considered as a part of the generation project. NHPC would also sign the implementation agreement with PTCUL in line with CERC regulations. NHPC may update the status of the generation project. Members may discuss. C) Connectivity Applications Received by CTU: Singoli Bhatwari HEP (99 MW) & Bhyunder Ganga HEP (24.5 MW) Page 19 of 21

20 1) Connectivity to Singoli Bhatwari HEP (99 MW) of M/s L&T Uttaranchal Hydropower Ltd. in Uttarakhand. Connectivity application has been received in May 2015 from L&T Uttarakhand Hydropower Ltd. for 99 MW quantum of Singoli Bhatwari HEP located in Uttarakhand. Connectivity has been sought from 15 th November The commissioning schedule of the first unit is December 17. As per the application, the nearest substation present in the vicinity is Baramwari 220/33kV GIS substation under UITP (deemed ISTS). As Singoli Bhatwari generation has been identified under UITP system, therefore, the proposal of connectivity is as below: LILO of one circuit of Srinagar-Baramwari 220 kv D/c line at Singoli Bhatwari Generation switchyard. However, as other hydro generations in the vicinity of Baramwari substation are delayed and due to which Baramwari 220/33 kv substation which is to be implemented by PTCUL may also get delayed, the interim Connectivity to Singoli Bhatwar HEP may be provided as below: 220 kv D/c line from Singoli Bhatwari HEP to Srinagar 400/220/33 kv substation. LILO portion may be implemented by the applicant i.e. M/s L&T Uttarakhand Hydropower Ltd. Other portion may implemented by PTCUL. This would allow Interim Connectivity arrangement for Singoli Bhatwari generation and after the commissioning of Baramwari substation, the final arrangement as mentioned above may be taken up. It is to mention that mere connectivity does not full fills the condition of adequacy of transmission system for transfer of power to target beneficiaries and the grant of connectivity shall not entitle to interchange any power with the grid unless it obtains Long-Term Access, Medium Term Open Access or Short Term Open Access. Members may discuss 2) Connectivity to M/s Super Hydro Electric Pvt. Ltd. for Bhyunder Ganga Small Hydro Power Project of capacity of 24.3 MW in Uttarakhand. Connectivity application has been received from Super Hydro Electric Pvt. Ltd. for 24.3 MW quantum of Bhyunder Ganga HEP located in Uttarakhand. Connectivity has been sought from October 16. 21 According to Central Electricity Regulatory Commission (Grant of Connectivity, Longterm Access and Medium-term Open Access in inter-state Transmission and related matters) Regulations, 2009, Connectivity applicant is referred to as following: a) A generating station with installed capacity of 250 MW and above, including a captive generating plant of exportable capacity of 250 MW and above or; b) A Hydro Generating station or generating station using renewable source of energy, of installed capacity between 50 MW and 250 MW. c) One of the Hydro Generating stations or generating stations using renewable sources of energy, individually having less than 50 MW installed capacity, but collectively having an aggregate installed capacity of 50 MW and above, and acting on behalf of all these generating stations, and seeking connection from CTU at a single connection point at the pooling sub-station under CTU, termed as the lead generator As the applicant applied with quantum less than 50 MW and does not fall under any of the categories described as above, the application is considered as not in conformity with CERC regulations, 2009 for Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-state Transmission and related matters. Hence, the above Connectivity application needs to be closed. Members may note. D) Other Projects: There are certain other projects who had applied connectivity to PTCUL, however they had not applied for LTA to CTU. In addition some of the generation developers have neither applied for connectivity nor LTA. PTCUL may impress upon those generators to apply for connectivity and LTA to CTU.
