4 Introduction Dear Colleagues, The Federal budget called for the Australian government to transform the way services are delivered and how government operates to create a smaller, smarter and more productive, sustainable public sector which is better positioned to respond to the challenges of a rapidly changing environment and the continued need for fiscal discipline.. Expanding upon the successful Public Sector Innovation Summit, PSN s Public Sector Show will bring together local, state and Federal government agencies and statutory bodies to discuss this critical challenge, across every domain of the public sector: corporate services, finance and procurement, HR and ICT and digital transformation. Bringing together over 500 conference attendees and more than 800 trade show visitors, the event will deliver Australia s first large scale whole of public sector improvement focused gathering. Core themes to be explored in the show are the transformation of government service delivery for the better through improving the management of people, enhancing processes, and employing new innovative tools and technologies. Join us in Canberra next March and take part in the biggest annual gathering of public sector leaders in Australia. Stay up to speed with the latest innovations in human resources management, processes, tools and technologies which stand to offer tangible and practical improvements to government service delivery and learn strategies that could improve the cost effectiveness, efficiency and quality of service delivery of your organisation. Charlie Hamer Co-founder & Director Public Sector Network
5 Key Themes People Processes Tools Technology Every large organisation is only as good as the people who manage it. Recruiting skilled performers, training them, promoting them and keeping them is essential to keeping the wheels of functional government turning. These segments of the Public Sector Show program will centre on critical human resources challenges facing government and best practice approaches to tackling them. Public sector administration is underpinned by processes and procedures that relate to the Machinery of Government, organisational functions and protocols and legislation and regulations. Systemic reworking and refinement of these processes is necessary on ongoing basis, and the Public Sector Show will highlight leading edge developments in government process reform. A broad and ever changing range of tools of public action equip governments to deliver services to their stakeholders. These can include grants, information resources, business incubators, economic market regulations, taxation, subsidies, marketplaces, and a wide array of other instruments. The Public Sector Show will explore the suite of tools that are available to governments and how these are changing alongside growing advances in technology. In an increasingly disruptive global economic market, the constantly advancing pace of technology development requires continuous adaptation, and the business of delivering government services is no exception to this rule. The Public Sector Show will take a strong focus on technology and how it can best support government today and into the future, through tools enabling data integration, policy development, program delivery, budgetary management, human resources and more. The Australian Government is transforming the way services are delivered and how government operates to create a smaller, smarter and more productive, sustainable public sector, better positioned to respond to the challenges of a rapidly changing environment and the continued need for fiscal discipline. - Senator the Hon Mathias Cormann, Minister for Finance, Budget

7 Topic focus areas HR and the Future of Work ICT and Digital Government Finance and Procurement Transformation and Innovation Given the critical importance of people to public sector performance, a strong feature of the Public Sector Show program will be HR and the future of work. Topics to feature in the mix of discussion will include core considerations around workforce development, recruiting, training and retaining the best possible workforce, changing ways of working supporting an increasingly disruptive economy requiring government to operate like agile and mobile enterprises, the role of data analytics in workforce planning, and the potential impacts of robotisation and machine learning on the future of public sector. Technology has a critical role in the positive transformation of government; from the upgrading of legacy IT systems, to transitioning of government policy making and service delivery towards digital models, transferring data and services to the cloud and front edge leading advances like automation and machine learning. Latest developments in ICT and digital government will be showcased throughout the Public Sector Show conference program, in our show floor expert insights theatres, postconference digital government masterclasses and the latest innovations featured in our colocated trade exhibition. A key agenda for discussion at the Public Sector Show will be reforming the business processes underlying government to improve value for money, cost efficiency - taking a more commercial approach to ensuring effective service delivery and administrative management. Changes in procurement models towards collaborative business and government partnerships, reworking corporate strategy to accommodate changing policy and service delivery paradigms and future facing approaches to commissioning and financial management will all be in focus as part of this conference stream. Underpinning all positive change to government administration, business process transformation will be at the fore of the Public Sector Show agenda. Topics to be explored will include achievements of shared services models of corporate management, reforms to performance management and reporting, progress towards more citizen driven policy making and service design, leadership fundamentals, agile and rapid approaches to new government service design, and progress towards empowering innovation in government workforces. 15 Agenda Wednesday 28 March 2018 Digital Government Masterclasses The Public Sector Show s Digital Government Masterclass series will offer delegates in depth and interactive format extended lessons on key digital government fundamentals. Tools, processes, technologies and the engagement and successful management of people will all be explored across these hands-on practical learning sessions. 8:30 Registration and morning refreshments Data analytics driven decision making in government Planning and completing the transition to the cloud Agile, lean and rapid government service prototyping, development and delivery Human centred service design for Government - taking a citizen centred focus on developing government services 9:00 Data collection and analytics infrastructure is expanding across government, but how can the public sector most practically use it? This in depth interactive session will explore the potential for data analytics tools to be used to drive evidence based policy making, service design and delivery. Tools and technologies enabling these capabilities, data sourcing and management fundamentals, cyber security and the ins and outs of using data in practical decision making will all be addressed in this hands on extended masterclass. Transitioning government data and ICT services to the cloud is a critical shift public sector organisations are making to increase the security, central accessibility and usability and robustness of their data and services, reducing redundancies in administration, cost and improving quality of service delivery. But how to make this change effectively? This long format masterclass will run through the essential planning considerations and processes involved in completing the shift towards cloud based data and services. Long a mainstay of the lean startup community s strategic toolkit, rapid prototyping is a design and development philosophy which allows high quality and complex products and services to be rolled out with great speed. These tools are now being applied across governments around the world to both accelerate the pace of service design and also back end infrastructure that supports it. This workshop style masterclass session will run through the fundamentals of these methods and their applications in government. Governments are increasingly being called upon to make more citizen driven and directed choices around policy making, policy implementation and service delivery. Human Centred Design offers a clear and consistent methodology that public sector organisations can use to engage citizens around the design of policies and services, placing key stakeholders in the driving seat of government. Through practical exercises and case examples, this masterclass will give participants a solid basic introduction to human centred design for government. 10:30 Morning tea break 10:45 Masterclass Part 2 Masterclass Part 2 Masterclass Part 2 Masterclass Part 2 12:30 End of day 3
