ADDENDUM NUMBER ONE THIS ADDENDUM MUST BE ACKNOWLEDGED. THIS ADDENDUM SHALL BECOME A PART OF THIS SOLICITATION. Amend BD1835 Request for Proposal, DIGITAL VIDEO RECORDER (DVR), CAMERAS & ACCESSORY EQUIP dated February 2, 2018, as follows: The purpose of this Amendment is to answer questions provided during the question period. Proposal due date and time: Monday, March 5, 2018, 3:00 PM This addendum must be acknowledged, whether or not you amend your proposal. This Addendum may be ed to Rose Brady, rose_brady@dpsk12.org. Below is the list of questions received with responses. Page 15 District Equipment - Each bus is equipped with 2/47 Camera system, we have 3 different models of DVR s Page 15 District Equipment = All cameras have IR capability, built in microphone, and utilize a 6-pin Molex connector for power, video, and audio. Q1. Does Denver Public Schools anticipate continued use of these cameras? Or are Proponents to quote on new cameras? A1. Denver Public Schools is seeking to utilize existing camera with the option of adding 3-4. We seek compatibility with any new DVR s. Encourage information on cameras. Page 17 Under Mobile Digital Video Recorders (DVRs), Cameras, & Accessory Equipment Overview #6) Vendor should offer Computer Servers for downloaded video storage that can be integrated with the Denver Public Schools network as well as the 802.1x PEAP 5GHz wireless network. Q2. Please clarify if 802.1x should read x? and 5GHz wireless network should be 5GHz WIFI network? A2. The Computer Servers should have capability with the DPS ac 5GHz wireless network. 2 Page 17 Under Mobile Digital Video Recorder (DVR) #1B) Capability of utilizing a Solid State Drive, a SD Card, or a combination of SSD/SD Card for recording video. Q3. Would Denver Public Schools consider an optional Spinning Hard Drive as a cost savings? A3. At this time No. Our experience with failure rates of spinning hard drives due to excessive past failures and lack of reliability does not support our need for this option. Page 18 - Recorded Video & Data #4) Recorded GPS Data should be overlaid with the recorded video to show vehicle location during video playback Q4. What Route planning software is Denver Public Schools currently using? A4. DPS is currently using Versa Trans and Trip Tracker Routing Software. Page 19 Under Assumptions Assumes run rate for DVR install is 3-4 per day per tech. Q5. Does Denver Public Schools anticipate a run rate install of 3-4 vehicles per day per installation team? A5. Yes. Assumes installs are completed on-site at two locations Q6. Could Denver Public Schools please provide the address for the 2 install locations? A6. Hilltop Bus Terminal located at 2909 W 7th Ave, Denver CO Northeast Bus Terminal located at 4937 Dallas St, Denver CO Q7. Under Special Terms and Conditions, on page 12 the RFP states: "WARRANTY SHALL BE FOR FIVE YEARS." Under Section II Scope of Work, on page 17 the RFP states: "Vendor should offer a minimum warranty period of three years." Will Denver Public Schools please clarify if they are requesting a 3 year or a 5 year warranty? A7. Minimum of a 3 year warranty with optional extended warranty coverage. Q8. Under Section II Scope of Work; Mobile Digital Video Recorder (DVR); line item 1. A. on page 17 the RFP states: "Connectivity for up to 8 Cameras with audio for 5 Interior Cameras, Windshield Camera, and 2 Stop Arm Cameras." Is Denver Public Schools requesting a stop arm camera solution in which traffic citations are generated, or will exterior cameras exceeding the resolution requirements herein that capture a clear view of license plates be acceptable? A8. At this time we are pursuing the camera solution but not opposed to exploring this option. Minimum specifications for the exterior cameras are detailed under Section II Scope of Work, Cameras line items 6 & 7. Q9. Has Denver Public Schools piloted or purchased external cameras prior to this RFP? If yes, has there been any success using this video footage, captured by the external cameras, complying to Colorado rules of evidence to establish a chain of custody with law enforcement for creating a traffic citation? A9. No, DPS has not piloted or purchased external cameras. State of Colorado currently does not have any legislation pertaining to Stop Arm or Exterior cameras. Q10.Under Section I Overview; Purpose; on page 15 the RFP states: "It is also assumed that the proposed Bus Camera system solution will be compatible with the existing cameras on the bus." Is it a mandatory requirement to utilize the existing cameras on the bus? If so, will Denver Public Schools please clarify how many existing interior and exterior cameras will be re-used per each bus? Please also send images of camera connections. Will Denver Public Schools send proposers a spare camera to verify connectivity? BD1835 Add #1 Page 2 of 7

3 A10. That is correct. Current full size buses have 4 interior cameras and current minibuses have 2 interior cameras. Current cameras utilize a 6-pin Molex connector (2x3) for DC voltage, Video, and Audio. Q11. Will removal of the existing systems be required? If so, how many? A11. Yes, existing system removal will be required. DPS will remove any existing systems prior to the installation of any new systems. Under Section II Scope of Work; Mobile Digital Video Recorders, Cameras, & Accessory Equipment Overview; line item 6 on page 17 the RFP states: "Vendor should offer Computer Servers for download video storage that can be integrated with the Denver Public Schools network as well as the 802.1x PEAP 5GHz wireless network." Will Denver Public Schools please provide the information requested below: Quantity Information (Storage/Server) Q12. Total number of units & total number of units daily expecting uploads (ex: 296 busses, xx% run daily) A12.DPS currently runs up to 300 buses per day requiring 2 uploads per day. Q13.Expected daily run-time (ex: each unit records events/min per day) A13.Current bus routes are between 2 ½ hours to 6 ½-7 hours per day with the DVR s recording the entire route. Incident and marked video will need to be uploaded Q14.Detail drawing of parking facility or lot A14. Schematics of our parking lots will be made available Q15.Any current wireless frequencies in use today A15. DPS currently has a ac 5GHz Wi-Fi network. There is not currently a Wi-Fi network in place that covers the bus parking lots at either terminal. Wireless quotes were researched and provided to Transportation on 8/2016. It was not pursued at that time. Quality & Content (Storage/ Server) Q16.Video format and/or resolution (ex: 4CIF 704 x 480, 720p, 1080p) Q17.Frame Rate (ex: 15-30fps) Q18.Quality Selection (ex: High, Med & Low) A16. A17. & A18. Minimum required resolutions and frame rates for Interior and Exterior cameras are detailed under Section II Scope of Work Cameras. Quality Selection for both Interior and Exterior cameras should be High. Physical Server (Server) Q19.Type (ex: rack or tower) A19. A rack mounted server would be preferred. Q20. Retention Policy (ex. 30 days, 90 days, 6 months) A20. Video retention would be a minimum of 6 months. Q21. Under Section II Scope of Work; Mobile Digital Video Recorders (DVR); line item 1. F. on page 17 the RFP states: "Wi-Fi capabilities for integration with DPS Department of Information Technology's 802.1x PEAP 5GHz wireless network." Will the physical address of the location of the wireless network please be provided? Will this be the only location that will require installation of a wireless infrastructure for video downloads? Please provide all locations where wireless offloading is expected. BD1835 Add #1 Page 3 of 7

4 A21. Wi-Fi uploads will occur at both bus terminal locations currently have a GHz wireless network in place. Q22.Under Section II Scope of Work; Mobile Digital Video Recorders (DVR); line item 2 on page 17 the RFP states: "Wi-Fi Antenna should be a low profile antenna and able to be roof mounted for ac applications." Does Denver Public Schools have existing access points in place that we are to utilize for wireless networking? If so, will the specifications of the existing network please be provided? Or is the vendor responsible for providing the complete wireless infrastructure? A22. No, there are no wireless access points covering the bus parking areas of the Hilltop or NEBus Terminal locations. A quote for a full wireless mesh network was secured and provided to Transportation on 8/2016 but was not pursued. DoTS would provide this network via our current RFP awarded vendor for wireless equipment if the bus video solution moves forward. Q23. Under General Terms and Conditions; Section III Preparation and Submission of Offer; line item A. 3. on page 5 the RFP states: "Unit prices shall be provided by the Vendor on the Solicitation's Specification and Pricing Form when required in conjunction with the prescribed method of award and shall be for the unit of measure requested." Due to the format of the Solicitation's Specification and Pricing Form, currently there is no spot to provide cost of a server, access points, installation of wireless infrastructure, etc.. Would it be acceptable to also include a separate detailed quote that includes these necessary items? A23. Yes, a detailed quote that includes all of the necessary items would be preferred. Q24.Under Section II Scope of Work; Recorded Video & Data; line item 3 on page 18 the RFP states: "Recorded Video should be accessible across multiple platforms to include Mac and Windows based operating systems." Our recorded video is accessible with Windows based operating systems only. Will Denver Public Schools accept this exception? A24.DPS will accept this exception. Q25. What kind of WLAN devices are in place? AP/Wireless Lan Controllers? Cloud based controllers? A25.Cisco 2702i, 2802i and 2802e wireless access point models connecting back to on site Cisco Wism-2 controllers x authentications using PEAP/MSChap v2 are passed via Cisco ISE. Wireless system is monitored/managed using Aruba Airwave Management Protocol. Our wireless networks operate in the 5gz range only. Q26. Do you have enough bandwidth to support the video traffic from the buses to the server without affecting the performance on your network? A26.Yes Q27. Can or will we need to isolate this traffic using a different VLAN? A27.Depending on design. If busses connect back using DPS wireless network, no, there are already vlans in place. If using a separate wireless system, yes. Q28. Do you have a device in your network that could be blocking the traffic from the vehicles to the server? In that case we have to set up port forwarding/firewall Policies. BD1835 Add #1 Page 4 of 7

5 A28. If the vendor will be providing the wireless network infrastructure, yes the traffic will be layer-2 tunneled to an interface on DPS current Cisco ASA firewall. DPS will be migrating to a Palo Alto firewall summer 2018 that this network will be migrated to. If the vendor s solution will use DPS existing Wireless LAN infrastructure, there will not be firewall between the bus terminals and the server in DPS primary data center. Q29. Will Denver Public Schools consider commencing a stop arm camera enforcement program as part of this acquisition? Our systems are designed and built with many advanced student and bus safety features which exceed your current scope and therefore generally cost more. If Denver Public Schools would consider starting at stop arm camera enforcement program, then these costs could be offset by revenue generated from motorists who illegally pass school buses. A29. DPS will review the enforcement program. The State of Colorado currently does not have any legislation for stop arm camera enforcement. DPS adheres to State of Colorado laws regarding stop arm camera enforcement. Q30.The RFP assumes that the proposed solution will be compatible with the existing camera system. Is this a requirement? A30.Denver Public Schools is seeking to utilize existing camera with the option of adding 3-4. We seek compatibility with any new DVR s. Encourage information on cameras. Q31.Is there an opportunity for an onsite visit to evaluate the bus fleet? A31.An onsite visit and evaluation can be schedule through the Executive Director of Transportations office at the Vendors expense. Q32.Under the Special Terms and Conditions the RFP calls for a minimum warranty period of 5 years, however the in the Scope of Work it calls for a minimum 3 year warranty, and an option for a 5 year extended warranty. Please clarify what DPS would like as the warranty period included in the base bid. A32. A minimum of a 3 year warranty is required with the option of a 5 year warranty. Q33.Cloud based virtual servers are much cheaper than local physical servers both to implement and maintain. Would DPS be willing to entertain the option of using a cloud based system as opposed to physical servers located onsite? A33. Physical servers would be preferred. Q34.Can DPS provide information on the speed of the internet service going into and out of the bus lots? A34. DPS will has (2) 10gb links (20gb aggregate). Q35.Where are the DPS buses housed? Are they all in one central location or multiple? If multiple, how many? A35.Hilltop Bus Terminal located at 2909 W 7th Ave, Denver CO Northeast Bus Terminal located at 4937 Dallas St, Denver CO Q36. Is DPS aware of any current legislation or local ordinance allowing for electronic photo enforcement of Colorado traffic laws governing the overtaking of stopped school buses? State of Colorado currently does not have any legislation outside of the normal traffic laws governing passing a stopped school bus with the stop arm deployed and activation of the red 8-way lights. Q37.Has DPS discussed the use of cameras on its school buses with local law enforcement? A37.Yes DPS has discussed the use of cameras with law enforcement. Q38. How many DVR s are required? A current school buses. Q39. How many existing cameras would you like to keep and be reused? A39. 4 per bus. Q40. How many new cameras will be needed? A40. 1 Interior camera, 1 Windshield, and 2 Stop Arm cameras (1 front facing, 1 rear facing). Q41. Do you expect a price for a wireless management solution to be included in the final price? A41. Is the wireless management software solution going to be included in the price of the Computer Servers? Q42. With the Price Quote on Tab C, can we include a detailed description of our pricing breakdown? A42. Yes a detailed description of pricing breakdown can be included. BD1835 Add #1 Page 6 of 7

7 Proposal due date and time: Monday, March 5, 2018, 3:00 PM If your proposal has been submitted and you wish to amend it, please modify your proposal on company letterhead. The amended proposal must be received prior to the time and date set for the proposal opening. Each modification submitted to the District's Strategic Sourcing Office located at 780 Grant Street, must have Vendor s name and return address and the applicable RFP number and title of the RFP clearly marked on the face of the envelope. If more than one modification is submitted, the modification bearing the latest date of receipt by the District's Strategic Sourcing Office will be considered the valid modification.
