3 Preface This Bidding Document for Procurement of Plant Design, Supply and Install, has been prepared by Ceylon Electricity Board of Sri Lanka and is based on the Standard Bidding Document for Procurement of Plant Design, Supply and Install (SBD Plant) issued by the Asian Development Bank dated December 2015 ADB s SBD Plant has the structure and the provisions of the Master Procurement Document entitled Procurement of Plant Design, Supply and Install, prepared by multilateral development banks and other public international financial institutions except where ADB-specific considerations have required a change.

Control, Metering, Monitoring and Protection equipment. 7. Batteries, Battery Chargers, DC equipment, LVAC and Inverter equipment etc. 8. SCADA & Communication equipment 9. 9 Section 6 - Employer s Requirements Rev 3 6A AUGMENTATION OF MANNAR GRID SUBSTATION Augmentation of Mannar 220kV Grid Substation shall consist of following main features kv Air Insulated Switchgear with double busbar arrangement comprising of 2 Nos. 245kV Line bays. 1Nos. 245kV Bus Coupler bay. 2. Control cables including terminations. 3. Substation grounding system and shield earth wire system. 4. Electrical, Civil and Mechanical works required for substation and control building. 5. Spare parts TERMINAL POINTS A. Nadukuda Grid Substation The following shall be the contract terminal points: - (a) 245kV Overhead Line/ Switchgear interfaces. 245kV Overhead Transmission lines terminate at the line bay gantry. This contract includes the connections and connectors from the 245kV switchgear to the 245kV overhead line down droppers, which terminate at the line bay gantries. (b) 36kV underground cables to GIS feeder bays. Supply of 36kV cable terminal shall be covered under this contract. (c) Fiber optical cables. Fiber optical cables for communication system up to Patch Panel shall be covered under this contract. Supply of patch panel and installation of patch panel at substation shall be covered under Transmission Line Contract. B. Mannar Grid Substation The following shall be the contract terminal points: - (a) 245kV Overhead Line/ Switchgear interfaces. 245kV Overhead Transmission lines terminate at the line bay gantry. This contract includes the connections and connectors from the 245kV switchgear to the 245kV overhead line down droppers, which terminate at the line bay gantries. Control cable connection shall be done up to the existing IEDs.

Prevailing tariff and service connection procedure shall be applicable ADHERANCE TO THE ENVIRONMENTAL MITIGATION MEASURES Bidders are requested to comply with the requirements stated in the Chapter 1, Clause 1.7of Section 6 Part B -Technical Specifications and also to the environmental safeguard measures described in the following documents attached in the section 6 Employers requirement Part D- Supplementary Information. The 220V DC system shall supply the following loads: - (i) (ii) (iii) (iv) (iv) 245kV and 36kVswitchgear standing loads of control, protection and alarms as dictated by the equipment offered on other Chapters. UPS for computer supply. Emergency building lighting of 1 kw loading for 8hours. SCADA and DC/DC converters for Communication system. After supply of the above coincident loads for a period of 8hours, the battery shall be capable of two closing and two tripping operations of each circuit breaker within the substation.

Actual capacity shall be calculate at detail design stage) in each. 2 Sets - Charging equipment with automatic switch-over function. 1 No. - Selector switch for Chargers 1 and 2. 1 Set - DC distribution board. 1 Set - miscellaneous items Other circuits as may be required for the equipment Inverter System for Substation Automation System 2 Sets - Inverters with automatic load transfer facility by means of automatic transfer system, instrument and alarms described in Technical Specification Positive Grounded 48V DC Supply for Communication System Comprising 2 Nos. - DC - DC converters (220 V DC to 48 VDC, 20A each) 1 Set - 48V DC distribution board 2 Nos. - Spare DC-DC converters (Only converter) (220 V DC to 48 VDC, 20A each) PROTECTION, METERING, MONITORING AND CONTROL Substation Automation System:- Substation Automation system as per Clause: 5.20 of Technical Specification - Grid Substation. All facilities and requirements including necessary hardware and software shall be provided as specified in all relevant clauses in Chapter 5 of Technical Specification - Grid Substation Digital Disturbance Recorder with Analysis computers 1 No. - Digital Disturbance Recorder (DDR) with a minimum of 92 analog and 184 digital channels shall be provide as specified in clause 5.17.
