Introduction The Department of Electronics & Information Technology (DeitY) under Ministry of Communications & Information Technology, Government of India initiated the Design and Development of hardware based True random Number Generator tool for R&D purpose in project Development and adaptation of applications, system software and hardware technology for hybrid architecture based HPC system with C-DAC, Bangalore as the implementing agency. The project conceptualizes the indigenous development of True Random Number Generator based on Virtex-5 FPGA platform. Secure Hardware and VLSI Design Group (SHVD) of C-DAC, Bangalore has developed the True Random Number Generator tool and the technology is available for transfer to interested establishments. C-DAC, Bangalore would like to invite competent industrial partners for commercialization of the True Random Number Generator tool through transfer of technology. 2. About C-DAC Centre for Development of Advanced Computing (C-DAC) is the premier R&D organization of the Department of Electronics and Information Technology (DeitY), Ministry of Communications & Information Technology (MCIT) for carrying out R&D in IT, Electronics and associated areas. Different areas of C-DAC, had originated at different times, many of which came out as a result of identification of opportunities. More details about C-DAC can be found at 4

5 3. About of True Random Number Generator tool Description The TRNG tool, developed by CDAC-Bangalore, uses Field Programmable Gate Arrays (FPGA) based Ring Oscillator (RO) as a source of entropy. TRNG plays a very critical role in the field of cryptography. And it could be used in many applications such as one-time password generation, cryptographic key generation, and cryptographic salt generation etc. The Hardware based True Random Number Generator is based on C-DAC, Reconfigurable Computing System (RCS) Card and the associated software developed at C-DAC, Pune. The brochure for C-DAC RCS card is enclosed as Annexure III. C-DAC, RCS card, along with its associated software drivers, will be provided to the establishment obtaining ToT on chargeable basis for production and proliferation of the True Random Number Generator tool. C- DAC RCS card is not included in ToT. The Key features of True Random Number Generator tool are: Random bit stream generation rate 100 Mbps Post-processing with Von Neumann corrector to eliminate bias in the input bits Side Channel attack resilient Passes all fifteen statistical tests of NIST SP Integrated NIST SP statistical testing as software Option to choose number of bits required Option to choose number of tests to be covered under statistical testing Option to test external file against NIST SP statistical testing Multiple random bit stream file generation Multi-core implementation of statistical testing for better performance 100 million bits can be generated and tested typically within 2 minutes on a quad-core machine Display of random bit streams in Binary, Base-16 and Base-26 modes Display of each test s statistical property Supported on standard Linux variants: 5

6 Red Hat 6.5 Ubuntu Please refer Annexure II (TRNG brochure) for more details about the tool. 3.1 Minimum Software and Hardware requirements TRNG tool requires the host machine to have following minimum software configuration: GCC version Java version 1.7.0_55 OpenSSL 1.0.1e-fips The host machine has to be populated with CDAC Reconfigurable Computing Systems (RCS) FPGA card and the associated software. 3.2 CDAC Reconfigurable Computing Systems (RCS) FPGA CARD CDAC RCS FPGA cards are proprietary to CDAC-PUNE (refer weblink: ). CDAC reconfigurable computing CARD is equipped with Virtex-5 FPGA (XC5VLX155T); the card is an add-on to the host machine s motherboard that allows FPGAs to serve as computational intensive co-processor. RCS card provides standard interfaces such as PCI/PCI-X/PCI Express to communicate with host machine. CDAC-Bangalore will provide RCS cards and associated software drivers to the customers / ToT partners on chargeable basis. Application Areas + Benefits of the product The NIST SP compliant Hardware based True Random Number Generator may be used in the following application scenarios: One-time password generation Cryptographic key generation Cryptographic salt generation Random seed generation Completely randomized design Statistical sampling Computer simulation 6

7 Since the IP core will be provided in source-code form, it ll enable the end-user to modify/ enhance/ customize RTL IP core for future needs based on the various application scenarios and requirements. 5. Technology Transfer The technology will be transferred on non-exclusive basis. The technology fee will be finalized at a later stage. The ToT package contains the following: 1. User guide for GUI. 2. User reference guide for True Random Number Generator with block-level explanation of the IP core, and interfacing details. 3. RTL source-code and Design Document. 4. Application software source code and Design Document 5. Scripts for synthesis. 6. Scripts for simulation. 7. Test Cases and Results 8. Handholding support for a period of 6 months. 6. General terms and conditions i. An expert committee will scrutinize the applications for follow-up action. ii. The applicants may be called for a presentation regarding their strengths and business proposals. iii. All incidental expenditure incurred in preparation/ submission or presentation of the EoI shall be borne by the participating agency iv. Participation in this EoI does not guarantee any association with C-DAC unless notified by C-DAC in writing. 7

8 v. The design of the IP, shared by C-DAC to the establishment receiving the ToT, will be final. No further changes / enhancements by C-DAC will be considered after ToT. vi. C-DAC reserves the right of rejecting any offer without assigning reasons. vii. Last date for submission of EoI is 45 days from issue of the first advertisement. Any offer received after due date and time will not be accepted. viii. There is neither a business guarantee nor any commitment for funding support from C-DAC to the appointed/ empanelled agencies. ix. A Committee of experts constituted by C-DAC will assess capabilities and strengths of the industry before finalizing the technology partners. x. The industry willing to take technology for commercial exploitation will be required to enter into a ToT agreement with C-DAC as per the terms and conditions approved by the competent authority in the DeitY in the prescribed format. 8

9 7. Who can apply? Establishments offering hardware (FPGA based), hardware / software based products / solutions for encryption and decryption, E-security, security protocols, communication protocols with security primitives, products / solutions which need true random numbers as a part etc. Establishments with interest in Electronics or Information and Communications Technology (ICT) Agencies willing to take up the production and proliferation of Hardware based True Random Number Generator Tool as per the ToT guideline agreement of C-DAC. Establishments having years of industry expertise / experience in the areas related to: cryptography, secure system design, random key generation, crypto tool design and development, secure software applications, security protocols design, security layer for communication protocols etc. and having good experience in design and development of complex FPGA based digital design can apply.
