2 Hurricane Sandy & NY Metro Area Deadliest & most destructive hurricane in 2012*. Category 2 storm off the coast of NY. 14-foot storm surge & inundation. Mandatory evacuation of zone A (375,000 people). 2 nd costliest hurricane in US history ($65 billion). 43 lives lost & tens of thousand injured. * Atlantic Hurricane Season Post-Sandy: Recovery DOT s executives needed actionable information to support decision making. Information to be gathered would be used to: Visually understand impact of the storm on DOT s assets. Create common operating picture (mapping & analytics from the same data source). Prioritize roadway repairs. Coordinate repairs. Support documentation for federal reimbursements. 2

3 Post Sandy: Damage Assessment 2,900 lane mileage to be surveyed in 2 weeks period. Damage assessment unit comprising of inspectors from various operational units at DOT. Rate roadway conditions within storm inundation area. Rating categories: Not Damaged Need Resurfacing Need Reconstruction Not Rateable Post Sandy: Damage Assessment Tool Tablet-based ArcGIS Online Tool Rapidly developed for DOT by ESRI. Challenges Tablets were not immediately available in quantity needed. Inspectors proficiency with tool/tablet Training needed. 3

5 Staten Island (Southeast) Hard-Hit Areas Identified Staten Island (Northeast) Rockaway Coney Island Documenting Storm Damages Commissioner Sadik-Khan challenged divisions to provide photo evidence of the damages. - First wave photo capture conducted using digital camera. - Widely available technology. - Lacks geo-tag metadata. - GPS camera? - Very expensive. - Just pictures. - ipad - GPS + Camera = Geo-tagged Pictures. - Field Wireless + Cloud = Real-time availability. - Repurpose-able 5

6 DOT Damage Catalog 44+ layers of dataset were processed. These include data such as: Storm Inundation Area Pre-Sandy Street Assessment Locations for Various Damages (roadway, sidewalk, signal, muni-meter, signs etc) Post-Sandy Street Assessment. And much more Post-Sandy: GIS Analysis 1. Establish a baseline for roadway conditions pre-sandy using yearly street assessment data. 2. Determine which roadways suffered storm damage based on field inspection data. 3. Classify storm damaged roadways as FEMA or FHWA based on the jurisdiction of the agency providing reimbursement. 4. Estimate the cost of post-sandy damages. 6

8 Sandy Portal in Action The web-app was used repeatedly by DOT executives in staff meeting with members of Congress, FEMA, FHWA, NYS, and NYC officials. It was also used extensively by DOT staff for planning collaborating response activities, as well as apply for storm-related reimbursement. System Feature The Sandy Map Portal was developed in-house by DOT staff, (staff augmentation) consultants, and interns in the aftermath of the storm. Features Geo-location Location search Address search Layer toggling Picture viewing Merits Platform and operating system independent - desktop & mobile devices. No client application/app download is needed. 8
