7 Project Experience Studies and Analysis Statewide Safety Study Task Order - Ohio Department of Transportation In 2008, TEC was selected for a two-year, statewide safety studies task order contract to perform various safety-related studies and projects for ODOT. TEC s tasks under this contract included urban and rural safety studies, speed studies, video crash recording studies, signal optimization studies and timing plans, signal inventories and inspections, and signal modification plans. 8 Statewide Signal Timing Task Order Ohio Department of Transportation TEC s responsibilities under this contract included traffic data collection, traffic modeling, timing plan development and implementation, travel time studies (before and after timing plan implementation), and reporting. Signalized corridors that have been retimed under this contract have shown reductions in delay of 10% to 40%. Tasks assigned under this contract have also included traffic signal design related work. 9 Planning Dixie Highway Corridor Study - OKI Regional Council of Governments TEC was commissioned by OKI to complete a major access management and transportation optimization study of 8 miles of Dixie Highway in Northern Kentucky, a heavily commercial corridor consisting of many intersections, traffic signals, and driveways. The study analyzed safety, traffic flow, and access management and provided recommended solutions for improving the heavily congested traffic conditions along the corridor. As part of the study, TEC analyzed over 100 driveway locations along the corridor and developed recommendations to minimize access. Recommended improvements consisted of a combination of driveway consolidations, rear access, and frontage/rearage roads. TEC prepared schematic plans for the recommended improvements. Other improvements, such as signal timing, were implemented during the course of the study. The implemented improvements resulted in a 10% travel time reduction along the entire corridor. The Dixie Highway Corridor Study was used by OKI to further study access management as part of the Dixie Fix project (managed by OKI). State Route 450 Planning Study - Union Township, Ohio TEC Engineering was contracted by Union Township to complete a planning study to investigate the potential for a limited access ROW break along SR 450 between I-275 and US 50. TEC and the Township have worked with ODOT and local developers to review and identify impacts to the area roadway network based on future development along SR 450. This study examined multiple access scenarios and multiple development scenarios/intensities to determine the preferred alternative for further study. By-Pass Route 4 Corridor Plan - Fairfield Township, Ohio TEC Engineering was retained by Fairfield Township to conduct a transportation and traffic study surrounding the State Route 4 By-Pass. The purpose of this study was to evaluate the existing condition of Township roadways near the State Route 4 By-Pass, evaluate necessary improvements to maintain acceptable levels of service for future traffic volumes, and review current and future access restrictions. The study was based on creating a full-build scenario for Fairfield Township. TEC s report focused on the identification of improvements in the short, mid, and long-term that will be necessary with respect to access management, traffic flow and efficiency, roadway Level of Service (LOS), intersection and signalization improvements and geometric improvements. Delhi Pike Corridor Study & Preliminary Engineering - Hamilton County, Ohio TEC was hired by JMA Consultants to perform a corridor study and preliminary engineering documents for a 5-lane section of Delhi Pike. The study included access management review and recommendations, crash analysis, and capacity analysis for the corridor. In order to address safety and operational issues, TEC recommended modifications or closures at approximately 20 access points throughout the corridor. In addition, traffic signal, coordinated timing, and signage improvements were also proposed. TEC has successfully completed more than 1800 client projects 8

10 Civil Engineering and Roadway Kenwood Road Access Management - Sycamore Township, Ohio Sycamore Township contracted with TEC Engineering, Inc. to complete an access management study of the Kenwood Road Corridor from Montgomery Road (US 22) to Euclid Avenue. This study led to design project which included a slight widening of Kenwood Road to accommodate a landscaped median to prohibit left turn traffic. The improvement plans prepared by TEC included roadway design, storm sewer, water lines for landscaping, retaining wall, and traffic markings. The project further moved to include a utility relocation project (prepared by others) which moved overhead utilities underground. Both projects were bid in one package with TEC assisting Sycamore Township with bid preparation, opening and evaluating bids, and preconstruction assistance. State Route 60 Widening - City of Marietta, Ohio TEC assisted the City of Marietta in acquiring a grant from the Ohio Traffic Safety Office to perform a safety study of SR 60, a high-crash corridor in the City of Marietta. The study identified access management needs and other recommended safety improvements. TEC then assisted the client in acquiring an OPWC grant to design and construct the recommended improvements, which consisted of widening 1,220 of the roadway to provide a continuous center turn lane, exclusive turn lanes at the intersections and modified business drives for access management. The project also includes new sidewalks on both sides of the roadway. TEC was successful in completing the project construction plans under an accelerated schedule to coordinate with ongoing development in the area. State Route 7 & Acme Road Intersection Improvements - City of Marietta, Ohio TEC assisted the City of Marietta in obtaining multiple funding sources to complete this project including CMAQ, STP and HSP. Subsequently, TEC completed construction plans for the widening of SR 7 and the realignment of Acme Street in the City of Marietta. Project includes pavement design; intersection design; new ADA curb ramps; drainage design; right-of-way plan preparation; and new traffic signal design. Additional work includes public involvement meetings recommendations to increase safety and traffic flow for an adjacent intersection located just south of the project area. Carothers Road Profile Improvements - City of Newport, Kentucky The project included the improvements to the vertical profile of Carothers Road for nearly 1000 linear feet. The current profile of the roadway causes sight distance, safety and drainage issues and will be resolved with the design. TEC has designed the intersection to raise the grade of the intersection by 6 feet. The design was completed to the Kentucky Transportation Cabinet Standards. The project included a full signal rebuild, access management improvements, and aesthetic amenities for the corridor. This project began construction in early fall and will aid in the economic development of the area. TEC is coordinating with adjacent developments and property owners to accommodate ongoing roadway and driveway improvements. 9

11 Muddy Creek Bike Path - City of Mason, Ohio TEC assisted the City of Mason in securing a Federal Transportation Enhancement grant to construct a new bike path. Phase 1 design consisted of a 3,300 FT bike path, including a pedestrian bridge, over Muddy Creek in the City of Mason. Phase 1 included coordination with ongoing utility projects in the area including a major sanitary sewer project being constructed through the project area. TEC worked with City Staff and the sanitary sewer consultant to ensure that the construction of the bike path and the sanitary sewer would occur seamlessly. This included designing the installation of the sanitary sewer manholes in such a way that they could be easily adjusted to the grades required for the bike path. Other utility coordination work included relocation of a gas line and several utility poles outside of the bridge abutment. Phase 1 also included coordination with an ongoing stream restoration project. Glendale Village Square Enhancement - Village of Glendale, Ohio TEC assisted the Village of Glendale in successfully acquiring a ARRA grant and American Recovery and Reinvestment Act funding through the OKI Regional Council of Governments for a renovation of the Village s historic Village Square - a business district consisting of a variety of commercial and retail uses. TEC was responsible for project conceptualization, construction plan development, and cost estimates for the project, which consisted of new landscaped medians, expanded clay paver sidewalks, decorative lighting, signage, street furniture and fixtures. TEC assisted the Village to evaluate value engineering proposals and to quickly solve field issues during construction. US 42 & Tylersville Road Intersection Improvement - City of Mason, Ohio This design project evolved from a safety study that TEC completed for this intersection. Upon completing the safety study, TEC helped Mason prepare an ODOT HSP application for the design of safety improvements at the intersection, which was approved for funding by ODOT. TEC was subsequently commissioned by the City of Mason to develop the design plans for this intersection improvement, which included the design of a right turn lane on westbound Tylersville Road at its intersection with US 42, the redesign of a driveway access along US 42 and traffic signal upgrades necessary to accommodate the improvements. This highly developed area required extensive utility coordination including waterline, sanitary sewer, telephone and a fiber optic line. This intersection contains an exempt railroad crossing and traffic signal railroad preemption. This required coordination with the railroad owner. All work was completed under ODOT s Project Development Process for Minor Projects. TEC s current ODOT rating is 88% - well above industry average 10

12 Intelligent Transportation Systems Advanced Regional Traffic Interactive Management and Information System (ARTIMIS) - Ohio Department of Transportation TEC s role in the development and operations of ARTIMIS included: Design Development of electrical PS&E for Dynamic Message Signs (DMS), Video Image Detection Systems, Wide Band Radar, 170E Controllers, and Fiber Optic Equipment; Selection, evaluation and placement of field devices, including cameras, detectors, DMS, and permanent counting stations; Specifications on mounting details for all field devices; Performing on-going integration of system components. Operations TEC staff provided 24 hour, 7 day a week operation of the ARTIMIS control center and also provided incident management support, operated DMS, and initiated emergency response through notification to local authorities when needed. Maintenance Under contract with Northrop Grumman, TEC staff performed routine/preventative maintenance on all ARTIMIS field devices, including cameras, microwave detectors, loop detectors, DMS, vehicle identification detectors and mile marker signs. ARTIMIS has been recognized through many national awards and has shown a return on investment of 12 to 1. TEC has developed several ITS technologies such as Remote Accident Capture and Alert System (ReACTS) and Mobile Equipment Platform (MEP) Traffic Response and Incident Management Assisting the River Cities (TRIMARC) - Kentucky Transportation Cabinet The Traffic Response and Incident Management Assisting the River Cities has expanded to cover over 60 miles of regional interstates. TEC s role in the development of the TRIMARC system includes: Design Selection, evaluation and placement of field devices, including cameras, detectors, and DMS; Specifications on mounting details for all field devices; Performing on-going integration of system components. Operations TEC staff currently provides operation of the TRIMARC control center and also provides incident management support, operates DMS, and initiates emergency response through notification to local authorities when needed. Maintenance TEC staff performs maintenance on all TRIMARC field devices including installation, diagnostics, preventive maintenance, repair/replace/restore actions, and end-to-end integration. Dayton-Springfield Freeway Management System - Ohio Department of Transportation TEC completed design of a regional Freeway Management System for the Dayton/Springfield region encompassing over 80 centerline miles on I-70, 75, 675, US 35, SR 4, and SR 49. The system will include 56 CCTV cameras, nine (9) Dynamic Message Signs (DMS) for disseminating traveler information, five (5) Highway Advisory Radio (HAR) systems, and a combination of leased line/wireless communications technology. The project was conducted in accordance with the ODOT PDP process. The project also included Concept of Operations and 23 CFR 940 documentation. 11

13 Traffic Signal Systems Design CTCS Fiber Optic Design - City of Cincinnati, Ohio TEC was responsible for the design of the first phase of the City of Cincinnati s fiber optic cable network design. This project, which received $2.7 million in stimulus funding, includes 18 miles of fiber optic cable connecting 85 traffic signals in four (4) Cincinnati neighborhoods back to the City s central traffic control center. TEC was responsible for development of the construction drawings and specifications, which designed the system with additional capacity to accommodate more signals, cameras, and communications tie-in in future phases. TEC successfully completed the design under budget in less than four months to meet stimulus funding (ARRA) requirements. Beavercreek Signal Upgrade Phase II - City of Beavercreek, Ohio TEC prepared design plans for the expansion of the City of Beavercreek s fiber optic traffic signal network. The project included the addition of approximately 9 miles of fiber optic cable. This project incorporated the existing North Fairfield Road closed loop system and the existing Colonel Glenn system into the new fiber network. A new signal system was also created as a part of the project. In addition to fiber optic network planning and design, TEC also prepared design plans for local intersection upgrades at the 31 intersections including the design of a new traffic signal at the intersection of Dayton- Xenia & Stedman. The local intersection upgrades included traffic signal controllers, traffic signal heads, pedestrian facilities, and detection upgrades. TEC worked with the City to obtain all required proprietary material use approvals from ODOT and TEC also coordinated with DP&L throughout the project to ensure all required pole clearances and make ready work was accounted for in the overall project cost estimate. Traffic SIgnal System Upgrade - City of Springdale, Ohio TEC helped the City of Springdale acquire a federal CMAQ grant through the OKI Regional Council of Governments for a traffic signal system upgrade project in the City of Springdale, Ohio. TEC was responsible for preparing the necessary studies (signal warrants, etc.), construction drawings and specifications for the replacement and upgrade of existing signal controllers at 29 intersections and four (4) system count stations, installation of fiber optic interconnect to signal controllers, installation of LED signal heads at thirteen (13) intersections, installation of a central based traffic control server at the City police department, and the upgrade of curb ramps and pedestrian pushbuttons for ADA compliance, where applicable. The project conforms to the ODOT Local Let Process. Project also includes development of 23 CFR 940 documentation. Central Based Traffic Signal Systems Design - City of Mason, Ohio TEC is responsible for the Mason Fiber project which includes the upgrade of 40 signals within the City of Mason. The project includes the design of a fiber optic interconnect network which connects all of the traffic signals, CCTV cameras and several City department buildings. A central based signal system will be installed to manage all signals. Individual intersection upgrades include new 2070 controllers, new LED lenses, pedestrian signal heads and pushbuttons, as well as the installation of curb ramps. At several locations, battery back up systems and/or CCTV cameras will be installed. New emergency vehicle preemption will be installed throughout the city as well. 12

14 Traffic Signal Systems Operations & Maintenance Traffic Signal System Operations and Maintenance - City of Mason, Ohio Since 2006, TEC has provided real-time operations and maintenance services for 40 signals and 5 closed loop traffic signal systems in the City of Mason, Ohio. TEC has the ability to monitor key intersections and corridors Mason through traffic cameras and implement special signal timing plans as needed to accommodate changes in traffic. TEC also provides 24-hour signal maintenance services and responds to service calls as requested. Since beginning the program, TEC has helped the City of Mason reduce its annual signal maintenance costs from $50,000 to $15,000. Traffic Signal System Operations and Maintenance - Butler County, Ohio TEC assists the Butler County Engineer s Office with operations services for 23 traffic signals in Butler County. TEC monitors key intersections and corridors through traffic cameras in real-time and can remotely implement different signal timing plans and phases, as needed, to accommodate traffic changes. Traffic Signal System Operations and Maintenance - City of Springdale, Ohio Since 1997, TEC has provided real-time operations services for over 30 traffic signals and 4 closed loop traffic signal systems in the City of Springdale, Ohio. A control center located within TEC allows Traffic Engineers to monitor traffic during peak hours and adjust signal timing plans remotely as needed to reduce traffic congestion and improve level of service. Lighting Design Eighth Street Viaduct Lighting Design - City of Cincinnati, Ohio TEC developed lighting plans for the reconstruction the Eighth Street Viaduct, approximately 3,400 in length. Work included photometric studies, luminaire and pole selection, electrical service design, circuits and voltage drops, coordination with the structural engineers for conduit and pole foundation needs, and cost estimate. TEC was also retained as a construction consultant to assist the City as work progressed. Design work was completed to ODOT standards. East/West Stroop & Shoyer Roads MOT - City of Kettering, Ohio TEC completed design plans for a new lighting system for West Stroop Road between Overland Trail and Far Hills Avenue in the City of Kettering. The project had two distinct parts: street lighting for West Stroop Road between Overland Trail and Southmoor Circle, and street and decorative pedestrian lighting between Southmoor Circle and Far Hills Avenue. Davit-arm style poles were used for street lighting and decorative poles were used for pedestrian lighting. The project included photometric analysis and coordination with the City and DP&L for a lighting power service location. Mehring Way Lighting Improvements - City of Cincinnati, Ohio As part of Cincinnati s central riverfront development, the City relocated Mehring Way further from the river to create space for a riverfront park. TEC designed the lighting for the relocated segment, and also designed the necessary modifications to traffic signals. Since the lighting type and spacing was already determined, no photometrics study was needed on this project. TEC also served as construction consultant. 13

15 Transportation Asset Management Licking County Asset Inventory - Licking County, Ohio TEC performed and coordinated field data collected for an asset inventory for 421 miles of county maintained roads within Licking County, Ohio. This included collecting various attributes for signs, hazards, curves, no passing zones and guardrails within the County. In addition, TEC developed a Microsoft Access database for the client to store the data with a link to the client s GIS mapping system. This inventory method was tailored to suit the needs of the county and will provide them with an important tool to track and plan for maintenance and replacement of assets in years to come. CEAO Countywide Inventory and Safety Study - Clermont County, Ohio TEC completed a countywide inventory, inspection and study program on approximately 384 miles of Clermont County roads. The studies that were performed as part of this program are below: Roadsie Hazard Inventory Guardrail Location Inventory Sign Inventory and Compliance Ball Bank (Curve Safe Speed) Study Pavement Marking Inventory Study No Passing Zone Study TEC helped Licking County go from 2nd to 12th in the state in runoff road crashes through data analysis in the Licking County Asset Inventory System. Metropolitan Sewer District Surveying Columbia Parkway Storm Sewer Easements TEC was responsible for preparing legal descriptions and easements plats for the 1852 Columbia Parkway Sewer Replacement and Stormwater Separation Project. Hillside Avenue Stormwater Management Project Site Survey TEC was responsible for a topographic and boundary survey for a stormwater management facility on Hillside Avenue in Cincinnati. Ridgeland Place Storm Sewer Replacement TEC was responsible for topographic survey for 300 LF on Cypress Way and 300 LF on Attica Avenue for the design of a new storm sewer. Also designed 350 LF of permanent and temporary easements along Attica Avenue. High Meadows Pump Station Elimination Survey TEC was responsible for topographic and boundary surveying, legal research, base map, and the preparation of easement plans for a new sanitary sewer. Foley Forest Pump Station Upgrade TEC was responsible for topographic survey, base map, and preparation of easement plans for a sanitary sewer design project. Bright Alley Sewer Replacement TEC was responsible for planimetric survey, tax map research, locating utilities, coordination with Ohio Utility Protection Service (OUPS), and base map drafting for a sewer replacement design project. 14
