Relevant Project Experience PennDOT SR 0070, Section K10 ITS Design, Westmoreland County, Pennsylvania: Designer responsible for assisting PennDOT in the development of ITS PS&E documents for the SR 0070 Section K10. The project includes developing comprehensive communication schematics to support ITS devices being installed and/or relocated. The communications methods include fiber optic cable, Ethernet, and wireless radios/repeaters. ITS Devices include Closed Circuit Television (CCTV) cameras, Dynamic Message Signs (DMS), and Wireless Repeaters. In addition, this project involves the development of a Design-Build Special provision to maintain all existing ITS uptime during roadway construction WO#2 Warrendale Toll Plaza Vissim Analysis MP T31.00 Allegheny County, PA: Designer responsible for analyzing the Warrendale Toll Plaza, at milepost T31.00, to determine the recommended toll plaza lane configuration during the closure of the E- ZPass Express lanes for equipment upgrades. Design responsibilities included traffic data collection, the development and calibration of PTV Vissim Traffic models representing the existing condition and various lane configuration alternatives during the E-ZPass Express lane closure, and summarizing the results and recommendation in a technical memorandum. PennDOT SR 2006, MacDade Blvd ITS Design, Delaware County, Pennsylvania: Designer responsible for assisting PennDOT in the development of ITS PS&E documents for the SR 2006 MacDade Blvd Ramp Reconstruction project. The project includes developing comprehensive ITS communications schematics to support the ITS devices being deployed or relocated. The communication methods include SONET, and Ethernet. ITS devices include Closed Circuit Television (CCTV) cameras, Arterial Dynamic Message Signs (ADMS), and Ramp Meters. In addition, this project also includes providing testing, comprehensive construction consultation services, and reviews on behalf of the client WO#2 Transportation Management Plan for MP T20.4 Superstructure Replacement, Allegheny, Beaver, Butler, Lawrence, and Mercer Counties, PA: Designer responsible for developing transportation management plan associated with the superstructure replacement along I-76 at milepost T20.4. Design responsibilities included traffic data collection via ATRs and Miovision cameras, generation of PTV

2 Vissim models depicting various scenarios along I-76 and the surrounding roadway networks, the development of a transportation management plan and an incident management plan. The traffic analysis included completing a Vissim sensitivity analysis in order to determine the signed detour route based on what roadways could handle the additional capacity. Additional responsibilities included coordination with the local Metropolitan Planning Organization (MPO), SPC, along with PennDOT Districts 1-0, 10-0, and 11-0 based on PA Turnpike traffic being detoured onto PennDOT roadways. Pennsylvania Department of Transportation District 8-0, US Route 222, Section 059, Reconstruction, E03250 Work Order 1 Study Phase, Lancaster County, PA: Designer responsible for traffic engineering services associated with the reconstruction of US Route 222 from US Route 30 to PA Route 772. Design responsibilities included traffic data collection data processing, traffic analyses, and alternative analyses. Data collection was completed through the installation of 15 Automatic Traffic Recorders (ATRs) to collect vehicular volume and classification data. Traffic analysis included Highway Capacity analyses to determine the Level of Service (LOS) and density for specific freeway segments, freeway merge, freeway diverge, and weaving areas within the project area. Highway Capacity Analysis was developed for AM and PM Peaks during the existing year, opening year, and design year. Coordination with key stakeholders within the project area was completed in order to complete traffic modelling for five proposed alternatives. Wexford Science and Technology, University City High School & 3675 Market Street Site Development Traffic Impact Study, Philadelphia, PA: Designer responsible for the traffic engineering design services associated with the development of the 14-acre University City High School and 1-acre 3675 Market Street sites in Philadelphia. The overall development from the two projects provided improved street connections, and increased safety measures within the study area. Development land uses consisted of residential, retail, laboratory/office, and academic buildings. Design responsibilities included development of traffic impact study, traffic data collection, trip generation development, traffic capacity analysis for existing and build scenarios, traffic signal warrant analysis, turning lane warrant analysis, traffic signal plan design, highway occupancy permit submittals, and ADA ramp design WO#3 NE Extension ITS Design: Designer responsible for developing the overall design of a comprehensive intelligent transportation systems (ITS) network. Responsibilities included development of ITS field device locations, communication and power cables infrastructure routing, ITS plans, specifications, and estimate, maintenance and protection of traffic plans and specifications, erosion and sedimentation plans, utility coordination, guiderail length of need calculations, guiderail design, and line of sight calculations. This project involved deploying 19 ITS devices: 12 full matrix color dynamic message signs (DMS), 1 full matric Portable Variable Message Sign (PVMS), and 6 closed circuit television cameras (CCTV) along I-476 between mileposts A19.96 and A

3 City of Philadelphia, Traffic Signal Retiming, Philadelphia, PA: Designer responsible for updating clearance intervals, minimum green times, and traffic signal splits associated with traffic signal retiming effort for segments of Germantown Avenue, Girard Avenue, and Frankford Avenue in Philadelphia (over 45 signals). Responsibilities included manual turning movement data collection, clearance interval calculations, development and calibration of Synchro and Sim Traffic models, optimization of signal offsets, and generating work orders for implementation of new traffic and pedestrian signal timings. Results related to this project included revised cycle lengths, clearance intervals, offsets, new pedestrian signals, along with improved safety and vehicle progression. Pennsylvania Department of Transportation Central Office, E02853 Work Order 1 Analysis of Social Media Use for Traveler Information, Statewide, Pennsylvania: Designer responsible for completing technical memorandum summarizing PennDOT s existing social media and crowdsourcing program, and national best practices for social media and crowdsourcing methods as they apply to collecting traveler information. Responsibilities included: conducting a survey of PennDOT and other DOT employees to research current social media and crowdsourcing techniques, researching private sector crowdsourcing methods, and the developing recommendations for PennDOT to improve their ability to collect real time information through social media and crowdsourcing. These recommendations included to collect traveler information data using crowdsourcing or partner with a third party company to have access to their data, partner with major organizations on Twitter in eight key regions to increase their social media audience, and increase awareness regarding their RCRS feature Work Order 7 Authorized Service Provider (ASP), Towing and Recovery Best Practices, Pennsylvania: Designer responsible for completing Technical Memorandum 2 comparing and contrasting PTC s current towing program with national best practices. Responsibilities included researching national best practices, reviewing PTC s existing towing program, and developing recommendations to improve the towing program and subsequently reduce incident duration. These recommendations included implementing performance measures, providing incentivized payments, requiring After Action Reviews and training, and a distance requirement. The memo also included potential towing response models, and services to handle heavy towing vs small and moderate towing , SB 611/Turnpike Willow Grove Interchange Improvements, Upper Moreland Township, PA: Designer responsible for traffic engineering design services associated with the widening of the southbound Route 611 on-ramp to the PA Turnpike at the Willow Grove Interchange in Upper Moreland Township, PA. Design responsibilities included the development of traffic models using VISSIM, and HCS traffic analysis to determine the impact along SB 611 and the toll both from adding a second lane to the SB 611 on-ramp.

4 Pennsylvania Department of Transportation District 6-0, SR 0095, Sections GR1, GR2, GR3, GR7 and CP2 Construction Design and Consultation Services, Philadelphia and Bucks County, Pennsylvania: Designer responsible for assisting PennDOT during the construction phases of SR 0095, Sections GR1, GR2, GR3, and CP2. These projects are deployment complex ITS networks along I-95 and various arterials along the I-95 corridor. The devices being deployed include CCTV, DMS, Bluetooth Readers, E-ZPass Tag Readers and an Incident Detection/Travel Time System. Contractor s Request for Information (RFI) and applicable design submissions are being reviewed to ensure compliance with all applicable criteria, standards, policies, guidelines, and accepted practices. In addition, Contractor s proposed design chances are being reviewed on behalf of PennDOT and recommendations regarding the submission approval feasibility. Coordinated device integration and ITS System Acceptance testing with PennDOT s ATMS provider, Q-Free. ATMS integration efforts included coordination with Q-Free System Engineers and Development team regarding current condition of device installation and communication status, providing on-site standalone test documentation to Q-Free for project records, scheduling and participation of ITS System Acceptance testing between PennDOT and Q-Free for CCTV, ADMS, Bluetooth Readers, Vehicle Detectors, Tag Readers, coordination with Q-Free development team to incorporate necessary information in the Travel Time Engine (TTE), review of Q-Free project specific submittals for additional modules and drivers Work Order 3 - ITS Construction & Consultation Services Between MP and , Cumberland, York, Dauphin, Lebanon, and Lancaster Counties, Pennsylvania: Designer responsible for delivering ITS Construction and Consultation Services for the installation of DMS and CCTV along with their accompanying fiber optic and communication equipment and the associated testing. Design submissions provided by the contractor (via Kahua) are being reviewed to ensure compliance with all applicable criteria, standards, policies, guidelines, and accepted practices. Shop drawings, for non-structural ITS equipment, such as wiring diagrams, installation drawings, surge protection equipment and control cabinet and service panel drawings are also being reviewed. Furthermore, training manual reviews, systems testing, consultation during construction, inspection and inspection documentation, and project close out services are being provided. Pennsylvania Turnpike Commission, Construction Services Open- End Work Order 3 Communications Conduit Design, Montgomery County, Pennsylvania: Designer responsible for creating the plan sheets for the ERO-Norristown PTC Facilities Communications Conduit Design. This project entails developing the design for the fiber optic communications conduit to be used for voice and data transport from the PTC s Eastern Regional Office (ERO) in Montgomery County, Pennsylvania to the site of the PTC s proposed new Plymouth Meeting Maintenance Facility situated at the Norristown Interchange Toll Plaza. Construction consultation services will be provided as part of a future work order.

5 PennDOT District 6-0, E02891, Traffic Signal Timing Initiative: Designer responsible for assisting with traffic engineering design services associated with signal retiming effort for key corridors in PennDOT District 6-0. Design responsibilities included traffic data collection, permit compliance reports, traffic analysis, traffic models, optimization of traffic signal cycle lengths, splits, and offsets using Synchro and TruTaffic, and the updating the corresponding Traffic Signal Permit Plans. Pennsylvania Turnpike Commission, ITS Technical Construction Consultation & Design Services WO#2, Curve Warning System Study: Designer responsible for completing technical memorandum summarizing the existing conditions, best practices, crash data, prior studies related to crash clusters, and proposed crash mitigation along curves on the Pennsylvania Turnpike. Responsibilities included: crash data analysis, identification of eleven horizontal curves with high crash frequencies, and developing recommendations to reduce crash along these curves. These recommendations included implementing solutions such as crash warning systems, LED chevrons, new lane configurations, and Bridge Anti Icing Systems. City of Philadelphia, Traffic Signal Retiming, Philadelphia, PA: Designer responsible for completing Before and After studies as part of a signal retiming effort for eight key corridors, Ogontz Avenue, Cottman Avenue, Chelten Avenue, Broad Street, Belfield Avenue, Baltimore Avenue, Spring Garden Street, and Powelton Avenue (over 140 signals). As part of the retiming effort, initial volume and travel time data was collected that was used to build a Synchro model to optimize the coordinated signals. The initial field conditions are captured in a Before Study focusing on vehicular travel times, delay, and level of service. Once the field retimings have occurred, the After Study will present the results of the retiming on each corridor. DelDOT Traffic Impact Study and Analysis, Georgetown, DE: Designer responsible for the traffic analysis review of existing and future conditions for three existing and 4 proposed intersections around a planned construction site using HCS+ software. The Traffic Impact Study (TIS) prepared by the Developer was reviewed on DelDOT s behalf. Field views were conducted to document existing conditions and a detailed HCS+ analysis was completed to determine the accuracy of the Developer s TIS results. City of Philadelphia, Low Cost Safety Improvement Studies, Philadelphia, PA: Designer responsible for conducting comprehensive safety studies for various intersections in the Philadelphia area. The project includes the analysis of pavement and sidewalk conditions, pavement markings and signage placement, signal placement and timing, and pedestrian safety. In addition, the project includes assisting the City of Philadelphia with the development of work orders that can be used by City of Philadelphia crews to implement critical and low-cost improvements that will enhance intersection safety.

6 PennDOT SR 0202, Section 500 ITS Design, Montgomery County, Pennsylvania: Designer responsible for assisting PennDOT in the development of ITS PS&E documents for the SR 202 Sections 510 and 520. The project includes developing comprehensive ITS communications schematics to support the Traffic Signal upgrades and ITS devices being deployed. The communication methods include SONET, Ethernet, and serial and will upgrade the signals to be adaptive capable. ITS devices include Closed Circuit Television (CCTV) cameras, Dynamic Message Signs (DMS), and Bluetooth Readers. In order to efficiently implement travel time messages on DMS along SR 202 Section 500, a comprehensive travel time memo was created. The travel time memo provided communication links along SR 202 along with new color arterial travel time messages. In addition, this project also includes providing testing, comprehensive construction consultation services, and reviews on behalf of the client. Pennsylvania Department of Transportation BOMO, E02301 WO#4, PennDOT Asset Management Development: Designer responsible for assisting PennDOT, as a sub consultant, with the development of comprehensive Asset Management Plan as it relates to ITS, traffic signals, highway lighting, and signs. Data related to ITS, traffic signals, highway lighting, and signs assets was analyzed to develop projections related to the maintenance and replacement of these assets. In addition, sections that covered PennDOT funding, research and corporate programs, and stakeholders were developed. City of Philadelphia, Stormwater Management Enhance Districts, Stadium District: Designer responsible for concrete sidewalk condition data collection and development of sidewalk condition survey report. This project included researching best practices for managing stormwater runoff during special events. This led to the recommendation of reducing a lane of impervious pavement and implementing a reversible lane configuration along Pattison Avenue. Project Specific Experience Previous Engagements Pennsylvania Department of Transportation District 5-0 S.R Bridge Replacement, Monroe County: Designer responsible for design services associated with Rehabilitation of the bridge located on S.R over Pocono Creek in Bartonsville, PA. Design responsibilities included the development of traffic control plans, and intersection sight distance calculations. Pennsylvania Department of Transportation District 10-0 S.R. 0830/S.R. 0950, Intersection Improvement, Jefferson County: Designer responsible for assisting during the development for the rehabilitation of the intersection of S.R and S.R in Falls Creek, PA. Design responsibilities included the development of traffic studies, traffic models, and traffic analysis. University of Pennsylvania, 34 TH Street and Locust Walk, Feasibility Study: Designer responsible for assisting with the traffic engineering design services associated to the feasibility to the rehabilitation of the

7 streetscape along 34 th street between Walnut Street and Spruce Street in Philadelphia, PA. Responsibilities included pedestrian studies, traffic studies, and recommendation of potential alternatives. Pennsylvania Department of Transportation District 6-0, S.R. 0095, Section BRI Reconstruction, Philadelphia County: Designer responsible for traffic engineering design services associated to the rehabilitation of I-95 at the Betsy Ross Interchange in Philadelphia, PA. Design responsibilities included the development of the transportation management plan, traffic models, traffic studies, traffic analysis, traffic signalization plans, detour alternative analysis, stopping sight distance calculations. Pennsylvania Department of Transportation District 4-0, S.R. 0006, Section 214, Lackawanna and Wyoming Counties: Designer responsible for traffic and highway engineering design services associated to the rehabilitation and reconstruction of PA Route 6 in Factoryville, PA. Design responsibilities included the development of signing and pavement marking plans, maintenance and protection of traffic, traffic control plans, sequence of construction, intersection sight distance calculations, horizontal and vertical alignments. Pennsylvania Department of Transportation District 6-0, S.R. 0095, Section CPR/GIR ITS Deployment, Philadelphia County, Pennsylvania: Engineering Intern responsible for assisting in the design of two comprehensive intelligent transportation systems (ITS) networks that included communication and power cables infrastructure routing, ITS plans preparation, and construction services. This project involved deploying ITS devices such as dynamic message signs (DMS), closed circuit television cameras (CCTV), remote traffic microwave sensor (RTMS), and electronic toll collection tag readers along SR 0095 and its parallel roadways. Several ITS devices were installed in City of Philadelphia roadways in accordance with City standards. A significant component of this project involved providing construction review and consultation services as well as device testing and acceptance. Pennsylvania Department of Transportation District 5-0, S.R. 0078, Section WIT Design-Build, Berks, Carbon, Luzerne, Monroe, and Schuylkill Counties: Engineering Intern responsible for assisting during the overall design of this Design-Build project. This project was an American Recovery and Reinvestment Act (ARRA) project which expanded the PennDOT District 5-0 ITS network and provided real time traffic, incident management, and traveler information capabilities along I- 78, 80, 81, and 380 and SR 61 in Berks, Schuylkill, Monroe, and Carbon Counties. This project included the design and deployment of 11 CCTV cameras, 7 DMSs, and 3 HAR stations including T-1, leased dial-up (POTS) / cellular telephone communications. Pennsylvania Department of Transportation District 6-0, S.R. 0095, Section ITB and ITF ITS Design-Build, Philadelphia and Bucks Counties, Pennsylvania: Engineering Intern responsible for assisting during the development of two comprehensive Design-Build PS&E packages for this American Recovery and Reinvestment Act (ARRA) project which expanded the PennDOT District 6-0 ITS network and provided real-time traffic, incident management, and traveler information capabilities along I-95, I-676, US 1, and SR 63 for approximately 43 miles

8 of interstate roads in the Philadelphia region including 59 CCTV cameras, 34 DMSs, 129 vehicle detectors, and 108 travel time tag readers over a fiber-based SONET network back to the RTMC. In addition, construction services which include detailed reviews of the Final Design and ITS device testing were provided.
