3 Vertical Application Realignment Goals and Objectives Realign the application support function only Align Accountability and Responsibility Allow BTS to focus on core and enterprise services Allow the County Administrator to focus on vertical applications consistent with other BTS Board members 3

4 Vertical Application Realignment Guiding Principles Identification and transition of applications and staff will be accomplished through collaboration and mutual agreement. BTS and BCC will be partners in providing holistic support for applications and supporting infrastructure. No impact to the services provided to other BTS Board members. No reductions in staff. No initial increase in overall cost to County. No increase in cost experienced by each individual BTS funding source. 4

10 Potential Budget Impacts All expenses will stay in the BTS Fund (new program established within the fund) Largely a realignment of staff and personnel budget Enterprise License and Maintenance (ELM) will remain unchanged Minor redistribution of Operating Expense, Training and contractor/augmentation funds related to realigned applications Project funds related to realigned projects with the exception of BTS related expenses (e.g. infrastructure) 10

11 CIO Role BTS CIO will work as the BTS Board s agent representing the interests of both the Board and the BCC during the realignment. BTS still needs to continue to be the trusted technology advisor to all BTS Board members. BTS CIO requesting delegated authority to execute realignment on behalf of BTS Board within the scope discussed. BTS CIO will work with County Administrator and once new IT leadership is established, to facilitate transition and logistics. BTS CIO will work with County Administrator and new IT leadership to establish service level agreements. 11
