2 Items of Note FY2013: Video Conferencing enables NW-LINKS sites to enhance their curriculum, meet minimum enrollment goals, bring college courses to their communities, take electronic field trips, save staff travel time and expense, and facilitate professional development and training. All NW-LINKS video sites were fully interoperable allowing for full access across NW-LINKS and the rest of the Learning Network of Minnesota as well as out-of-network access. The Tandberg MultiPoint Control Unit (MCU) allows off-net and out-of-state access for users by virtue of being programmable from the NW-LINKS/NETS video support office in Crookston. The MCU also accepts off-net IP calls that can then be connected to NW-LINKS member sites. NETS features available for NW-LINKS members include additional Multipoint Control Unit (MCU) capacity and web-casting and storing or archiving of video events and activities. Live web-casting and archivecasting capabilities support course review for students, online curriculum development content and delivery, desktop conferencing using Jabber and Skype to video conference equipment, and access for homebound or out of area learners. It s important for NW-LINKS members to know that any activity taking place in their video facility can be live web-cast or stored for later web-casting and viewing. A total of 39 geographic video sites, 56 codecs, and 1 content server are included in the data for video usage in FY2013. All NW-LINKS sites use an IP technology platform. Tandberg 880, 880-MXP, Edge95, and C20 codecs are the center piece of this video/audio technology. Some events of note this year are: The video network experienced 6325 site hours of use for FY2013. For FY2012 a total of 8017 hours were logged for interactive site activity. This represents a 21.1% decrease due mostly to Spanish classes not being available. The primary use of NW-LINKS is course delivery. 94.5% of all NW-LINKS site activity was course based. Similarly in FY % of activity was course based. 31% of NW-LINKS sites exceeded 100 hours of use compared to 42.9% last year. 8.6% of NW-LINKS sites exceeded 300 hours of use compared to 9.5% last year. 41 K-12 courses were scheduled compared to 46 last year. 8 College courses for were offered over NW-LINKS sites compared to 9 last year. Meetings represent 5.3% of total hourly usage compared to 7.1% last year. FY2012 saw 62 meetings compared to 94 meetings last year. 2

We have ordered and received 27 of these units. Also we will be replacing the MCU bridge with a new Lifesize HD bridge. This will allow us to make HD multi-point connections along with being able to handle the newer protocols the old bridge was not able to do. We have changed out the Cisco content server with a Lifesize content server as well. RUS Grant Codecs We will be updating the software of the RUS grant codecs (Edge 95 s). Along with this upgrade the maintenance contract on some of these units will be up in August. A decision needs to be made on what NWLINKS/LCSC needs to do to upgrade the maintenance contract. 14
15 The Northwest Educational Technology System (NETS) Provides the Following Services to NW-LINKS: Video Conference Scheduling: Submitting requests into the scheduling database Conflict check all requests Establish and facilitate the process of communication and support for ITV users: Facilitate the site acceptance process Confirm events, schedules, and technical information to sites and carriers Maintain and distribute an ITV site directory with pertinent information for users Web Streaming and stream file archiving of videoconferencing events Operations: Manage traffic across NW-LINKS and NETS Coordinate and manage the maintenance of the network infrastructure with vendor telephone companies Reporting: Generate statistical reports to meet NW-LINKS grant and planning requirements Provide information as needed by the coordinator Training and Technical Assistance: Operate a Network Operations Center help desk to assist NW-LINKS members who are having technical difficulties Coordinate video site and line maintenance Program automated dialing for member sites Assist as desired by the NW-LINKS coordinator in the planning, installation and maintenance of network infrastructure NW-LINKS Scheduling: John Normandin, jnorm@umn.edu FAX: , 150 Kiehle Building 2900 University Ave Crookston, MN NW-LINKS Information Web Page: 15
