1 Ref: NIUA/IT/AMC/ Subject: Sealed quotations are invited for Data Migration and Comprehensive on-site Annual Maintenance Contract ( ) Dear Sir/Madam, Sealed quotations are invited for Data Migration and Comprehensive on-site Annual Maintenance Contract for the period of one year ( ) with a Resident Engineer (RE) posted at NIUA. The detailed specifications with the quantity are placed as Annex I and Annex 2. Items listed in Annex 1 are for comprehensive Annual Maintenance Contract and items listed in Annex 2 are Systems under warranty. The sealed quotation should reach this office not later than 1600 hrs on after which the quotations will not be considered. The total value of quotation should not exceed Rs. 3,00,000/- (excluding taxes). The selected vendors will be required to do as follows. One Resident Engineer will be required to be in our office every day on working days and Saturday, Sunday and holidays if required. The call must be attended and the problem must be rectified within 24 working hours after the call is made. Failing which NIUA will take the help from outside on contractor s cost for that particular item. This cost will be recovered from the amount of Annual Maintenance Charges. If the services rendered are not found satisfactory the contract will be terminated with 15 days notice or 15 days payment in lieu thereof. The payment shall be made quarterly in advance against the bills and will be subject to tax deduction at source as per the Income Tax Rules. The quotes should be valid for a minimum period of 30 days from the last date of receipt of quotations. The period up to which the rates quoted are valid should be specified. Quotation should be complete in all respects and should be in the format attached. 2 SCOPE OF WORK AND TERMS & CONDITIONS FOR THIS RFQ 1. LAST DATE & TIMES OF : at 1600 Hrs. RECEIPT OF QUOTATION 2. PLACE OF SUBMITTING QUOTATION : Reception of NIUA, 3. HOW TO APPLY : Sealed envelope superscripted with Quotation for Comprehensive AMC and Data Migration with (RE) should reach at the following address:- National Institute of Urban Affairs 1 & 2 Floor, Core 4B, India Habitat Centre, Lodhi Road, New Delhi A Data Migration from old to new server including all users policies and folder rights with Intranet, Tally and other services running on the server B The Comprehensive Annual Maintenance services (list attached Annexure -1, will consist of: 1. On-site preventive and break-down maintenance of PCs and peripherals at NIUA where the above equipments are installed from time to time 2. The Maintenance will include necessary repairs to the installed 3. systems and replacement of defective/ damaged parts, components and other accessories. 4. The Maintenance also include removal of virus, software patch, updation, HDD crash recovery, regular date backups, system administration (antivirus update, office software installation and other system maintenance) network administration (maintenance of proxy/ dns/ dhcp servers) software support/troubleshooting to keep the system fully operational. The Contractor will be responsible for providing virus free computer environment in NIUA. 5. The Contractor will provide 1 resident engineers on all working Days. a. The service engineers deputed at NIUA must have atleast 3 years of work experience in the field of computer maintenance. b. The Service Engineer provided by the Contractor shall not be changed frequently. Only two changes will be permitted during the year if required. For any subsequent changes a penalty of Rs.1000/- would be payable, However if found incompetent by NIUA, the service engineer will be changed by the Contractor.

3 c. The Contractor and the resident personnel shall follow the system of monitoring the work and attendance of the service personnel as stipulated by NIUA d. In case the absence of any engineer/personnel, it shall be the responsibility of the Contractor to depute another competent and experienced engineer during the period of absence of the designated engineer/personnel. e. Additional engineer may be deputed at NIUA whenever there are more complaints or complaint which can t be attended by RE to rectify the equipment within the stipulated response time. f. Duties of Resident Engineer (RE): One Resident Engineer (RE) will be required within our office every day (9.00 a.m. to 5.30 p.m.) on working days. If requires the engineer may have to stay little longer and work on Saturday, Sunday and holidays when needed. If the resident engineer is not able to come or attend any given day then contractor is responsible for giving another capable engineer in his place. The Resident engineer will look after all the computers and peripherals installed in the office. RE will look after HW/SW installation, printer, internet, UTM maintenance, data security etc. RE will be responsible for network related issues like LAN, connection problem, printer out of network, system out of network, user rights, traffic chock etc. Computers under warranty: In case of breakdown RE will lodge a complaint to the respective company and regular monitor the case. Computers under AMC (comprehensive): The call must be attended within 4 hours and rectified even if any part of the computer required to be changed within 24 working hours. If RE is not able to resolve then its contractors responsibility to resolve the issue in 4 working hours time. Failing which NIUA will take the help from outside on contractor s cost for that particular item. The amount of penalty will be recovered from the amount of Annual Maintenance Charges. RE will also monitor UPS, in case of breakdown or any alert he will inform the concern officer in NIUA.

4 C Network Support: All network related support to the users. D Support on Computer under Warranty (list attached Annexure- 2): All the computers and peripherals which are under warranty also covered in the contract. In case of breakdown or malfunctioning the RE will contact the manufacturer or the company to be contacted in such cases and follow up the case till the problem is completely resolved. E The resident service engineer would also be required to maintain and administer any in-house solution deployed/ developed by IT Division of NIUA. He will also be responsible for maintenance of internet/ Anti Virus/ Active Directory/ CMIE Server/ Wi-Fi network/ firewall/ Router/ Network Storage/ data back-up using portable device and maintenance of UTM Box etc. 5. TERMS AND CONDITION: a. The price quoted should be exclusive of all taxes, VAT and service Tax etc, would, be paid as per Govt. of India Rules. b. The tender validity period is 30 days from the date of opening to tender. The rate quoted by the bidders will remain valid for a period of 30 days or till the date of finalization of tender, whichever is later. c. The Annual Maintenance Contract shall remain valid for one year from the date of award of Contract. However, the contract can be extended further with the mutual consent of both the parties. d. The Contractor shall indemnify of NIUA against liability in case of damage to property or life inside the office premises while carrying out the work of AMC. e. The Contractor shall hand over all the IT items of the office to the concerned Division under the guidance of appropriate office, after the expiry of contract. f. Payment will be released to the selected firm on quarterly basis. g. In case of confusion over any clause/sub clause of the tender documents. The interpretation of the NIUA would be final and binding to all the bidders. h. The NIUA reserves the right to terminate the Contract, at any point of time after 15 days notice, without assigning any reason.

5 i. The Committee reserves the right to reject any all offer(s) without assigning any reason thereof. Any enquiry after submission of the tender will not be entertained.
