1 Specification - Microsoft Office Online Learning 1. Scope We are seeking the purchase of an interactive online learning provision (online training courses / training videos / tutorials / toolkits or resources) focused on Microsoft Office 2003, 2007, 2010 and 2013 e-content and online resources, to include: Excel Word Outlook PowerPoint ECDL BCS (where possible) The key driver for the delivery of this online learning is to improve Office skills for all customers of LGSS. The online learning will be used as both just-in-case and just-in-need online learning. Ideally accessible across a range of devices including PCs/desktop computers, tablets, smart phones and other similar devices. 2. Content Please see appendix A for a break down of typical content in relation to Office e- learning content must ideally cover all content identified in appendix A which follows the Microsoft Core training. The same scope of content would also be required for Office 2003, Office 2010 and Office If, due to your content coming as part of a package, you can provide additional content other than Office online learning (such as SharePoint, Captivate, Oracle ERP, Web design, ipad etc), please provide full details of such content and if any additional costs. 3. Term and costs A 12 month minimum subscription, up to five years maximum, or where applicable to purchase content outright for unlimited usage. The contract will commence May 2014 and expire in April 2015, specific dates to be agreed with supplier. 4. Number of Users 1,000 individuals, up to 9,000 max.

Product functionality The product must: work with normal bandwidth/access for average home use. require the minimum of development, to be available for Northamptonshire County Council and LGSS use. be Disability Discrimination Act compliant, equivalent to AA standard. complement and/or be blended into conventional courses and programmes within Northamptonshire County Council and LGSS provide a means of testing/assessing learning that has been undertaken and provide automated certification for individuals. have a customised LGSS branded interface, compliant with LGSS standards. 6. Hosting A) By the supplier If the content is to be hosted by the supplier, the supplier must: the supplier must maintain the e-learning content, with 24/7 availability and 99% Uptime Guaranteed provide technical support to an agreed SLA, minimum availability being office hours, with maximum Response rate of 4 hours and Resolution rate 1 day, High priority calls i.e. organisational wide access issues, data loss etc. provide training and support to LGSS systems administrators if applicable ideally we would want to develop a single-sign process with our existing Online Learning Centre - providing a seamless link/access to the product for our customers. statistics and activity can be effectively tracked and reported. any updates to the product occur seamlessly B) On our LGSS Online Learning Centre, The Online Learning Centre is our learning management system provided by the Learning Pool - lgss.learningpool.com If the content is to be hosted on our Online Learning Centre, we expect the supplier to work collaboratively with the Learning Pool to ensure: technical issues are proactively resolved. statistics and activity can be effectively tracked and reported. support must be provided to update the content onto the Online Learning Centre To host on our Online Learning Centre the online learning must comply with the following: Be SCORM compliant, compatible with version 1.2, 1.3 or Have a Master score and Pass score built into the Course settings (to enable an assessment to be included in the course).

3 Have a manifest so it will play within the Online Learning Centre. Be under 150MB limit in size to upload to the Online Learning Centre. C) Locally Installed. If the content is to be locally installed e.g. installed onto appropriate internal servers in Northamptonshire County Council, Cambridgeshire County Council and LGSS (inc. Huntingdonshire District Council, Northampton Borough Council and Norwich City Council), we expect you to work collaboratively with LGSS IT Services to ensure: there is a seamless link/access to the product for our customers. technical issues are proactively resolved. statistics and activity can be effectively tracked and reported. any updates to the product occur seamlessly. Please be aware this option is less favourable due to the breadth and location of our customers. 7. Updates Regardless of where the content is to be hosted we would require updating to ensure learning content and resources are always up to date. Where applicable, support must be provided to update the content seamlessly onto the Learning Pool DLE or internal council servers. 8. Support The supplier will support to resolve any issues arising from uploading course content to the council s Dynamic Learning Environment (DLE). The supplier will support to resolve any issues arising from users not being able to access and use course content. We expect you to work collaboratively with ourselves (the Organisational and Workforce Development - OWD - Service) and the Learning Pool to overcome any issues arising. 9. Quality and performance standards, and problem solving LGSS OWD will evaluate: delegate satisfaction with the online learning courses down time and fix times response to problem resolution updating of course materials Management information relating to usage, hit rates. In the event that the level of performance of the online learning product is unacceptable, the service provider will be given the opportunity to take remedial action to improve. If this fails to have a positive impact, the council may terminate the contract.

4 10. Review of Procedures/Change In the event that change(s) to the specification are required, the service provider will be given four weeks notice within which to implement the change(s). Changes will be notified to the Service Provider and authorised by the allocated Learning and Development Adviser. Costs incurred in making changes will be borne by the service provider. 11. Reporting The council will allocate a Learning and Development Adviser to work with the service provider for the purposes of ensuring successful delivery of this contract. The contract will be monitored using the following methods: Evaluation delegates and their managers Observation by a council Learning and Development Adviser The contract will be reviewed with the service provider at the end of the contract. 12. References Please provide the names of two referees who could provide feedback about performance on similar work. 13. Price Please provide the costs for 1,000 users and additional charges up to 9,000 including discount in steps off 1,000 users. Please provide any reductions in price for purchasing licences over multiple years. Prices quoted will be inclusive of all costs. 14. General items Service Providers will be paid by invoice. We expect that all Learning and Development activity will meet equality and diversity standards.
