1 Reply to Pre Bid Queries-RFP no SYSTEM INTEGRATOR FOR END TO END IMPLEMENTATION AND MAINTENANCE OF DIGITAL MEDIA SIGNAGE Sr The Successful SI/vendor should commit/ maintain uptime of 98.00% per quarter during the entire solution during the contract period. Penalty for not maintaining of Uptime of 98.00% will be 1,000/- for every 0.01% deviation. On lodgement of complaint, service should be provided and rectification of reported problem within next business day from the time of reporting the complaint. In case of failure of the selected bidder, Bank will levy a penalty of 500/- per day per unit each time for such failure. In case any part is found defective & needs to be taken to the SI s/vendor s premises/lab for repairs, the SI/vendor should either ensure the required parts is replaced or a standby equipment is provided in place of defective equipment within 24 hours. In case of failure of the selected bidder, Bank will levy a penalty of Rs 1000/- per day per unit each time for such failure. However penalty charged will be subjected to a maximum of 10% of the total contract value Payment Term: a) Seventy (70) % of the Contract Price of the Hardware/ Software/ Goods (as the case may be) along with 100% applicable GST, shall be paid on successful delivery and installation of Hardware/Software/Goods and upon submission of the following documents. b)thirty (30) % of the Contract Price of the Hardware/Software/Goods shall be paid 30 days after successful working and upon submission of the following documents. 98% uptime to be considered only for centralised solution, as individual uptime may vary due to network reasons. Kindly keep uptime penalty of Rs. 500 for every 1% of deviation. We propose to impose penalty for replacement/ repair or defective Rs. 100 per day if goes beyond 3 working days. Please keep penalty capping of 5% of the AMC value. Request bank to make 70% payment against delivery and the rest 30% against installation as per RFP based on downtime report The Bidder must have minimum 5 years of relevant experience as on 31/03/2018. The bidder should submit the Certificate of Incorporation in respect of this requirement The Bidder must have an average turnover of minimum Rs Crore during last 3 financial years ( , , ) The Bidder/ OEM should have implemented DMS solution at atleast 1000 locations in all in last 5 years We are manufacturers of self service kiosks in which we have experience of displaying content management in the kiosks. We want a clarity regarding this eligibility clause. OR We suggest bank to modify this clause to "The Bidder/OEM must have minimum 5 years of relevant experience as on 31/03/2018" We suggest bank to modify this as "The Bidder must have an average turnover of minimum Rs Crore during last 3 financial years ( , , ). We suggest the bank to modify this as "The Bidder/ OEM should have implemented DMS solution at atleast 1500 locations in all in last 5 years"

2 c The selected bidder withdraws his RFP before furnishing an unconditional and irrevocable Performance Bank Guarantee Software for solution should be delivered within 6 weeks. The selected vendor shall install & commission DMS Equipment, within 8 weeks for all locations from the date of delivery instructions issued by the Bank for the same including the Pre-Delivery Inspection. Wherever road permits are required one additional week will be provided to complete installation If there is a delay by the bidder in the delivery of any or all of the goods and solution, as will be mentioned in the purchase order, the bidder will be liable to pay a sum of 1% of the order value per site per week or part thereof (If the delay period is more than 3 days, it will be treated as one full week) to the maximum penalty of 10% of the contract price for delay beyond the scheduled delivery date by way of liquidated damages. We can't provide Unconditional and irrevocable performance guarantee. It should be a conditional guarantee Request bank to consider delivery time of 8 weeks from the date of Purchase Order or PDI whichever is later. For installation, additional one week isto be given If any site is found not ready for installation, 100% payment to be realeased against SNR certificate 1. We request bank to change Penalty as 0.5% for the undelivered part, to a maximum of 5%. Offers made without E.M.D. will be rejected. Bank will not pay any interest on the E.M.D. The bank may accept Bank Guarantee in lieu of EMD for an equivalent amount issued by any Scheduled Commercial Bank other than Bank of Maharashtra. To avoid memory wastage why not upload only the desired portion of media. We request the bank to accept screens with 1 no. USB 3.0 port 200 W or lower. Minimum 3 Star rating in power consumption Energy Star 3.0 rating is out dated and currently, screens are Energy star 6.0 or higher rated as demanded in Point 18 under "Certification". DIGITAL MEDIA PLAYER Are Digital Media Players in-built with the screen acceptable? One USB with 3.0 Minimum 6 Star Rating external media player is required

It will not only increase the cost of Media Players but aslo rule out any Solution of screen with built-in Digital Media Player. However, augmentation of screen memory on USB 3.0 with Pendrive is possible for built-in media players to even say 128 GB SSD. We request the bank to consider 8 GB SSD, which more than meets the Digital Signage requirements for local storage. The facility for remotely purging old content also ensures that there is not need for very large storage required at the Digital Media Player Annexure-, B, Point Annexure-, C, Point Annexure-, D, Point Annexure-, D, Point-2 The Software should run on Microsoft/Windows7 or above or Linux or Android Desirable Integration with Windows Server 2003 /2008/2010 based Active Directory System (if other pl specify). Integrated minimum 14-inch touch screen in a sealed format supporting 1024x768 resolution (wall mount or desk top), with dual core processor 1.5 GHZ or above, minimum 2 GB DDR3 RAM, minimum 500 GB HDD, 3 track MSR, minimum ports required 4 USB, RJ45 (10/100/1000) The system should have embedded Operating System compatible with Windows 7 and above, with 80 mm thermal printer integrated in token dispenser machine with minimum holding capacity to generate at least 500 tickets without a refill and auto cutter facility We request the bank to add webos 3.0 or above to the list. webos is a linux version developed specifically for signage applications and is one of the latest standards in Digital Signage OS This is only meaningful and possible if the DMP is windows based for other OS like linux, Android, webos, there should be an equivalent set-up created on the DMM or external to the DMM server that manages updates to firmware, OS and application from a central server. We suggest using Cellphone no as an identifier instead of using 3 track MSR since many regular customers like office boys and other people do not carry the bank's ATM/Debit/Credit cards. In addition to this QMS with MSR would require integration with bank's corebanking which may not bring much value to the bank unless the bank is looking at a full fledged QMS with Digital Challan and integration with Core banking etc. We suggest using SMS as the primary mode of issuing Queue Tokens and instead of only windows based system allow android tablet and other similar light and simple systems

4 20 27 Clause Eligibility Criteria Bank also reserves the right of selection of SI/vendor either by Opening of Commercial Bids of SIs (who are found eligible after evaluation of Technical Bids) or proceed with the selection of Vendor through On Line Reverse Auction. The bidder may quote the best competitive price in the commercial bid as Bank reserves the right to opt for Reverse Auction and in case Bank does not opt for Reverse Auction, the commercial bid submitted by the bidders will be opened to decide the L1 price. The contract will be awarded to L1 bidder. The Bidder must have minimum 5 years of relevant experience as on 31/03/2018. The led screen if damaged in transit should be allowed to be repaired at the branch. IF the front panel of the screen is broken it can be replaced with a new front panel. Bank should allow instant repair of the LED. Bank should ask for a letter from Led OEM, in case the LED is Damaged in Transit the OEM should supply those units to the bank free of cost. Bank should nominate one person in every branch to decide the location of screen installation.once installted the OEM charges for reinstalltion. If reinstalltion required bank to pay charges for the same. shall be intimated to selected vendor

6 33 15 b) Installation, Integration & Maintenan ce point no xxiv The SI may require to configure the DMS to display Dynamic Contents like Currency Rate, Forex Rate, Card Rate, Interest Rates, FEDAI WAR etc. using web-services, RSS feeds. News feeds, XML or any other industry standard method as per the requirement of the Bank without any additional cost to the Bank (applicable throughout the contract period). SI is required to do necessary changes in the system within 15 days' time after receiving instruction to do so without any additional cost to the Bank. Page 15 of 88 The option to define/configure the refresh rate (in seconds. minutes. hours, days, months etc.) of dynamic contents (content wise) should be provided in admin module. Bank needs to procure RSS feeds,news feeds or any other type of feeds. SI Sciope to be limited to integration only Point 15.6, 15.6 For example, Product A & Product B both offer DMS solution; a bidder should offer either Product A or Product B. And if the solution requires any another component provided by Product X & Product Y, the bidder may choose to offer only Product X or only Product Y. This means a bidder s offer may cover Product A or Product B (not both) for DMS solution and Product X or Product Y (not both). The solution of digital signage must be from a single SI though Led screen from multiple OEM's which meet the technical specifcation criteria should be allowed to quote. 35 B. Point 23 The software should have integrated Queue Management System Digital Signage display has the capability to show the QMS info in part of the screen. IP/Web service is available with our existing DQMS software and can be integrated with third party DQMS software. As we can provide Linux based solution we will convert office files to appropriate format to play on the DMS so that we are not bound to supply MS office/windows based solution.kindly confirm if this is acceptable to the bank point 51 Option to push Bluecasting Messages to the players at the locations. plz clarify the source of the messages will be taken care by the bank through their servers Fail clause point no 7 7. Fail Clause: 7.1. The Bidder undertakes that it has not supplied / is not supplying similar products/systems or subsystems/ services at a price lower than that offered in the present bid in respect of any other Ministry/department of the Government of India or PSU and if it is found at any stage that similar products/systems or sub systems was supplied by the Bidder to any other Ministry/Department of Government of India or a PSU at a lower price, then that very price, with due allowance for elapsed time, will be applicable to the present case and the difference in the cost would be refunded by the BIDDER to the BUYER, if the contract has already been concluded. For different organization the rates quoted are different. Also the final price is decided thorough reverse auction. Also at the submitting the response to this particular RFP we are not sure what will be the final price. We request bank to kindly delete this clause from the RFP. SI responsibility and should ensure open source usage is not voilated for commercial use.
