12 Purpose Review the history of the DPD Bicycle Patrol Program Discuss goals advantages and disadvantages equipment and costs current staffing future considerations 2

13 Historical Background Began in 1991 as part of the Crime Prevention Unit Bicycles were donated by a North Dallas Community Group Trained by Seattle Police Department First used in East Dallas 3

14 Goals Increase Police Visibility Downtown Dallas including Convention Center and Art s District Entertainment Districts High Crime Areas Parks, Running and Bike trails Special Events (i.e. parades and protests) Assist in Quality of Life Issues The Bridge Farmers Market Area 4

15 Advantages Increase community contacts Criminals are unaware of bicycle officers and caught in the act Rapid deployment for special events (parades, protests, etc..) Higher visibility in Central Business District (CBD) during peak times Cost effective versus traditional squad cars 5

16 Challenges Unable to transport prisoners Inclement weather greatly reduces usage Limited use in traffic control situations and felony traffic stops Does not provide officers with cover or concealment 6

17 Equipment and Cost Four manufactures meet the minimum acceptable standards for supplying police bikes Cannondale Specialized KHS Fuji Fully equipped bikes include Cycle computer Front and rear LED strobe lights Rear storage bag Kick stand and water bottles Cost for fully equipped bikes are $1,000 Service life per bike is approximately eight years 7

25 Goals Provide timely intelligence to investigative personnel by: Continuing to pursue new and innovative biometric technology Expanding databases that contain valuable latent evidence 3

27 AFIS Is a biometric solution that automates the processing of arrest and applicant fingerprint cards Enables criminal justice agencies to search latent prints developed at crime scenes against the database 5

28 AFIS Technology DPD has been a leader in AFIS since 1989 First system in Texas Migrated to the Texas Department of Public Safety AFIS in 1999 Interfaced with the FBI IAFIS in 2003 Dallas AFIS Team is comprised of sworn and civilian fingerprint experts 6

29 Texas DPS AFIS Agencies in Texas submit fingerprint and palm cards as required by current statutes Database contains 9 million tenprint and 1 million palm print records and provides timely identification of individuals 7

30 AFIS and Palm Prints Texas DPS added palm print search capability in late 2009 Estimated that 25% of our unsolved crimes have valuable palm print evidence AFIS Team achieved the 1 st palm print identification in the Texas DPS AFIS 8

31 Integrated AFIS Hosted by the Federal Bureau of Investigation. Largest biometric database with over 70 million records Palm search capability possible by late 2013 IAFIS is a stand-alone system requiring separate processing 9

32 Enhanced Capabilities Future enhancements could include: Access to additional databases IAFIS palm evidence Department Homeland Security Interoperability with other agency AFIS systems. Mobile ID (FBI Next Generation Identification) 10
