1 PURCHASING DEPARTMENT DIVISION OF BUDGET & FINANCE PUR-1286 ADDENDUM NO. 2 INVITATION TO BID HAGERSTOWN REGIONAL AIRPORT VIRTUAL PERIMETER MONITORING SYSTEM (VPMS) UPGRADES DATE: Friday, May 1, 2015 BIDS DUE: Wednesday, May 6, :00 P.M. To Bidders: This Addendum is hereby made a part of the Contract Documents on which all bids will be based and is issued to correct and clarify the original documents. Please acknowledge receipt of this Addendum at the appropriate space on the Proposal Form. This Addendum consists of five (5) pages and two (2) Attachments. NOTE: All bidders must enter the County Administration Building through the front door, 100 West Washington Street entrance, and must use the elevator to access the Purchasing Department to submit their bid. Alternate routes are now controlled by a door access system. ITEM NO. 1: Inquiry: Will there be a published list of all attendee s at the pre-bid meeting? Response: Pre-Bid Conference sign-in sheet is attached (Attachment No. 1). ITEM NO. 2: Inquiry: Is Hagerstown Airport open to changing the camera software platform? Response: No. ITEM NO. 3: Inquiry: What is the size of the current System? Please provide how many buildings and make and model of current cameras. Response: There are no formal records of the current system. Consult with George DeVaux, VideoNEXT at gdevaux@videonext.com for the existing rack mounted equipment information. ITEM NO. 4: Inquiry: What is the current connectivity to each camera (CAT5/6, Fiber, Wireless, etc.)? Response: The indoor cameras are connected using coax cable and the exterior cameras are connected using coax cable. (NOTE: The wording of all Inquiries submitted are displayed exactly as received.)

2 ADDENDUM NO. 2 Virtual Perimeter Monitoring System (VPMS) Upgrades PUR-1286 Page 2 ITEM NO. 5: Inquiry: Does Hagerstown Airport currently have VideoNext software maintenance and upgrade contract/license? Response: The Airport does not have a maintenance/upgrade contract. ITEM NO. 6: Inquiry: Does Hagerstown Airport currently have a maintenance contract with an integrator? Response: No. ITEM NO. 7: Inquiry: Do you have a network diagram for the security system and so, will you provide it to us? Response: The security system is a separate and independent system and not part of this project. ITEM NO. 8: Inquiry: When was the current system originally installed? Response: Original system was installed in ITEM NO. 9: Inquiry: Is Hagerstown Airport currently using video analytics, intrusion detection, perimeter protection, etc. in addition to video recording and monitoring? Response: Yes. ITEM NO. 10: Inquiry: How will the new cameras connect to the current system? Response: The CCTV Riser Diagram Detail 2 on Sheet E-009, along with the VPMS CCTV Cabinet Elevation Detail 2 on Sheet E-007 and the General Notes on Sheet E- 007 provides the details with respect to the camera connection to rack mounted equipment. ITEM NO. 11: Inquiry: Will special hardware be needed for this integration? Response: See the contract drawings and specifications. The server, switch, cables, conduit, cameras, power supplies and so on are standard equipment and special hardware is not expected to be required for this project. ITEM NO. 12: Inquiry: Can we receive the Video Surveillance System specifications and sections for the Hagerstown Regional Airport? Response: Section VIDEO SURVEILLANCE was issued as part of Addendum No. 1. (NOTE: The wording of all Inquiries submitted are displayed exactly as received.)

3 ADDENDUM NO. 2 Virtual Perimeter Monitoring System (VPMS) Upgrades PUR-1286 Page 3 ITEM NO. 13: Inquiry: Conflicting liquidated damages; PUR-1286 Page 16 line item 12 states that per consecutive calendar, but in parenthesis it shows ($500.00), please clarify. Response: Liquidated damages shall be $ per calendar day beyond the contract duration. ITEM NO. 14: Inquiry: I would also like to request a copy of the bidders list. Response: Copy of the bidder s list is attached (Attachment No. 2). ITEM NO. 15: Inquiry: As a follow-up to the prebid meeting held at the project site last Friday 4/24/15, please provide a copy of the Prebid Sign-In Sheet for our information. Response: See response to Item No. 1 of this Addendum. ITEM NO. 16: Inquiry: Add # , 1.1, B: The installation of the video surveillance system shall be according to the Washington County, Maryland IT Standards and where differences occur between this specification and the Washington County IT Standards, the Washington County IT Standards shall apply. Please provide all Washington County IT standards that apply to the project. Response: Disregard the reference to the Washington County IT Standards. ITEM NO. 17: Inquiry: Add # , 1.2, B: Video surveillance system shall be integrated with the existing VPMS monitoring and control system. Please provide specific information re the existing VPMS monitoring and control system IE all software and hardware manufactures, specific part numbers with quantities and complete sequence of operation. Response: Bidders interested in visiting the airport to inspect and obtain the details regarding the existing system were accommodated. In addition, a site visit was conducted after the Pre-Bid Conference meeting. ITEM NO. 18: Inquiry: Add # , 2.6, A&B: A. Manufacturers: Subject to compliance with requirements, provide products by one of the following: 1. Dell 2. Bosch Security Systems 3. Samsung Opto-Electronics Will an NVR from an alternate Manufacture considered as long as proper documentation is submitted (Engineering and cost savings specifications) Response: Yes. Manufacturers: Subject to compliance with requirements, provide products by one of the following: 1. Aventura Technologies, Inc. 2. Omnitron 3. PELCO Will Fiber Optic Encoded Bi-Directional units from an alternate Manufacture be considered as long as proper documentation is submitted (Engineering and cost savings specifications) Response: Yes. ITEM NO. 20: Inquiry: , A: Manufacturers: Subject to compliance with requirements, provide products by one of the following: Brady Corporation 2. Kroy, LLC. 3. Panduit Corp. Will cable / conductors from an alternate manufacturer be considered as long as proper documentation is submitted (Engineering and cost savings specifications) Response: Yes. ITEM NO. 21: Inquiry: Will alternate / or value engineered proposals be considerd provided the functionality of the system is not impacted (IE, alternate Radio / wirless communication protocols, manufactures, possiblity of Fiber to each camera rather than radio etc). The intent is lower the overal project cost without impacting the desired operation of the system Response: Value engineering proposals may be submitted to the engineer after the bid process is complete. ITEM NO. 22: Inquiry: I am writing to request a copy of the bidder s list for the Hagerstown Regional Airport Virtual Perimeter Monitoring System (VPMS) Upgrades Bid No Response: See response to Item No. 14 of this Addendum. 5 ADDENDUM NO. 2 Virtual Perimeter Monitoring System (VPMS) Upgrades PUR-1286 Page 5 ITEM NO. 23: Inquiry: Addendum 1 to PUR-1286 for the Hagerstown airport specifies Axis P3367VE (or equal) for the indoor cameras. The E in the designation means that it is outdoor ready. There is a P3367V that is otherwise identical at a price that is about $150 lower. Can I quote Axis P3367V as an alternate? Response: Yes, specification has been revised as part of this Addendum. ITEM NO. 24: Inquiry: The Server on page item B 2 calls for two (2) 4-core Intel Xeon ES-2603CPUs. Elsewhere (page Item 2.8 B 9), the document indicates that all of the cameras will have analytics. Generally, if all cameras have analytics, the CPU core count should be increased to two (2) 8-core CPU s. If more than 8 (considering the total system of legacy and new cameras) of the cameras have analytics, the CPU core count should be increased to two (2) 6-core CPU s. Can I quote options for CPU core count versus the number of cameras with analytic software. REVISIONS SPECIFICATONS Response: Provide a quote for the (2) 4-core Intel Xenon ES-2603CPU s as stated in B Item B Specification Section , 1.1, B: Delete the reference to the Washington County IT standards. 2.
