Date: April 24, KEY FACTS/ISSUES REQUIRING DISCUSSION As part of the 2008 Water Reclamation Facility Master Plan prepared by Quentin L. Hampton (QLH) preliminary cost estimates for the first phase of repairs and rehabilitation of the sewer collection system was $3,000,000. In this year s budget (FY2012) $250,000 was budgeted for an Infiltration and Inflow (I and I) Study to assess the sewer system and identify what is needed to be repaired and or rehabilitated. In order to be considered for Florida Department of Environmental Protection State Revolving fund financing bid documents need to be prepared and presented to them identifying all sewer line segments and manholes with the repair and rehab methods for their approval. The I and I Study will facilitate that happening. In order to evaluate the best and most cost effective methods to assess the sewer system we initiated a pilot study with Red Zone Robotics. On April 3, 2012 within one week they televised approximately 24,000 linear feet of 8 inch diameter sewer pipe. The results are on a hard drive that we access from software available by passwords on their servers based in Pittsburg Pennsylvania. The sewer defects are coded by type of defect and severity of defect. This allows us to quickly use the data to prepare bid documents. The software program also allows us to overlay that data on the City s AutoCADD Mapping system. At that time we thought they were the only company with the digital camera technology that could provide that data in a user friendly format in a short period of time. The City s televising system is manufactured and supplied by Cues Inc. with the home office in Orlando Florida. We also have their standard software edition Granite XP. Cues gave City Staff a presentation on their new digital camera system and available upgrades to their software. With their system we can get the same results with a similar software package that we also tie into our AutoCADD Mapping system. The City has approximately 50 miles of gravity sewer pipe ranging from 8 inch to 30 inch in diameter with the majority being 8 inch. We asked Red Zone Robotics

2 to give us a proposal to televise and code defects in 30 miles of various size sewer pipes and to have access to that data on their servers. Their proposal was for $277,306. Cues Inc. gave us one proposal to televise and code defects in 30 miles of the various size sewer pipes. In order to have the same functionality as the Red Zone Robotics software we would also need the software upgrades proposed by Cues. The televising and coding proposal was $110,880 and the software upgrades $23,670. They also gave us a quote to upgrade our camera to digital so any televising done by the City could now be viewed in the newest format. Along with that an optional scoring module for assisting in coding defects in the sewer system. Proposals are attached. That was $79, and $ respectively. The total of everything is $217,400. Our budget was for $250,000 less $12,000 expended for the Red Zone pilot project which leaves $238,000. The manufacturing factory, customer support center and stockroom is located in Orlando, Florida. Other manufactures may have components i.e. cameras, etc. that can be modified to operate on your existing CUES system, however this may require special one of a kind cables or modifications to the internal electronics of your camera, Power Control Unit, etc. Any modification to the system s electronics voids the manufactures warranty and the life-time loaner policy.
