2 User Manual for Citizen for viewing the Observations of Quality Monitors under Pradhan Mantra Gram Sadak Yojana (PMGSY) Quality Management in PMGSY: Pradhan Mantri Gram Sadak Yojana (PMGSY) lays special emphasis on the quality and timely completion of road works; therefore, in order to ensure that works taken up under the programme meet the requisite standards, a three tier quality management mechanism has been put in place under the programme. The first tier of this mechanism is in-house quality control through ensuring mandatory testing of quality of material and workmanship under the supervision of officers of Programme Implementation Unit (PIU). The contractor is required to establish field laboratory for this testing. Under the second tier of quality mechanism, independent quality monitoring is to be carried out through deployment of State Quality Monitors (SQMs), independent of executing machinery. In this tier, the State is required to ensure that each work is inspected at three stages, i.e., initial stage, base course stage and at completion/finishing stage. Though the States are responsible for these two tires, however, the National Rural Roads Development Agency (NRRDA) monitors the performance of the States with respect to functioning of these two tires. In view of uniformity in reporting and better monitoring of the performance of second tier of quality monitoring, detailed guidelines and reporting formats have also been prescribed by NRRDA. In the third tier of this mechanism, quality monitoring is carried out through deployment of independent National Quality Monitors (NQMs) by the NRRDA for inspection of works at random. The basic objective of this tier is to monitor the quality of works at Central level and to provide on-site guidance to the field functionaries. The inspection reports are handed over by the NQMs to the field officers immediately after inspection so that the appropriate action is started by the field officers upon inspection without any loss of time. The Action Taken Reports (ATRs) are required to be sent by the field formations to NRRDA through State Quality Coordinator (SQC) and these ATRs are monitored at NRRDA level. If duly verified Action Taken Reports is submitted to NRRDA, the improvement in quality grades is also carried out. Grading the Quality of work by the Monitors: Every independent monitor is required to grade the quality of every item and sub-item of road work and based on grading of various items and sub-items of work, overall quality Grading would be generated as per guidelines. The work generally conforming to specifications would be graded Satisfactory (S) and work which generally doesn t conform to specifications would be graded Unsatisfactory, however, if a work needs some improvement to conform to specifications it would be graded as Satisfactory Requiring Improvement (SRI). 3 Observations of Independent Monitors on Web-site: With a view to enhance transparency and also to ensure better programme management in the matters related to quality of every work, it has been decided to place critical observations of independent monitors, i.e. e., SQMs and NQMs including photographs of works on the PMGSY website. It has also been decided that facility for recording citizen feedback should also be provided for each observation of the independent monitors and this feedback should reach the State and the NRRDA. This user manual has been developed to facilitate easy viewing of the observations of independent monitors and the visuals of the road work and recording of feedback about the road work. Page 3
4 How to View Reports on Quality of Road Works as reported by Independent Monitors Any citizen can view the observations by independent monitors about quality of road works on the website Step 1: Access our website using the URL the following screen (Home Page) would appear. 5 Step 3: Click on Quality Monitoring since November 2010 / January 2011 to view reports on NQM and SQM inspection for period since November Following screen would appear on selecting this option. Figure Step 4: You can view the various reports in the following manner (a) See list of National Quality Monitors working under PMGSY Under the Third Tier Quality Monitoring, you can view the list of empanelled National Quality Monitors by clicking the first option Empanelled National Quality Monitors. You may select all empanelled NQMs and click Go, you will get list of all NQMs or you may also know the list of NQMs based on their place of residence by clicking option of the State and then clicking Go. 6 (b) Know which NQM is visiting which area? Under the Third Tier Quality Monitoring, you can view the Inspection Schedule of the monitors by clicking on the Inspection Schedule for NQMs. (i) Generally NQMs are given inspection duty for two months. If you want to know which NQMs are inspecting which district of a State in the current month or next month, choose State Wise option and select the State, Month and Year and click GO. The following screen would appear. Figure (ii) If you want to know which NQM has been given duty to inspect PMGSY in current or next month, select the Monitor wise option, select the name of NQM from the drop down menu of Monitor option, select the Month and Year and then click on GO. 7 (iii) If you want to know the inspection schedule of all NQMs for current or next month, select All Monitor from the Monitor option, select Month and Year, and click on GO. The following screen would appear. (i) To view the State Wise Inspection Schedule for Quality Monitors, select State Wise, Select the State from the State drop down. Districts of the selected State will be filled in the District drop down. To view the schedule of all districts, select All from the district drop down or select respective district to view schedule for a respective district. Select the Month and Year and click on GO. 11 Figure (ii) To view the Monitor Wise Inspection Schedule for Quality Monitors, select Monitor Wise. The screen will change with a provision to select the Monitor. To view the schedule of all monitors, select All Monitor from the monitor drop down or select respective monitor to view schedule for a respective monitor. Select the Month and Year and click on GO. The details are displayed as shown below Figure (f) See Inspection Reports of SQM If you want to view the quality reports in abstract and detailed form, click SQM Reports under the Second Tier Quality Monitoring and the following screen would appear. 15 (i) Road Wise: You can view list of roads inspected by NQM and SQM by selecting the Road Wise option from the figure You may select any specific state to view the total inspections and grading by State Quality Monitors as well as National Quality Monitors. You may view the report only for Completed or Ongoing works by selecting these in Status option. You may view the report only for SQM or NQM by selecting these in Monitor option. 22 7.2 Data Entry by the National Quality Monitors The objective of this third tier of quality mechanism is to monitor the quality of road works executed by the States with a view to ensure that the road works under the programme confirm to standards and to see whether the quality management mechanism in the State is effective. Each National Quality Monitor would be provided a unique log-in and password for data entry about inspection carried out by him. The NQM would be solely responsible for all data entry through use of the log-in and password provided. The NQM would ensure that he completes the all data entry within 3 days of performing the inspection, any data entry after this period would not be allowed and the inspection of the work would not be recognized. The following are the steps for data entry by National Quality Monitor Step 1: Type URL (Domain Name) in the Address bar and press the enter button. 24 Step 5: 3 rd Tier Quality Monitoring Menu Move the mouse over the Data Entry (Figure 7.2.5). Click on the menu 3 rd Tier Quality Monitoring. After placing Mouse pointer, 3 rd Tier Quality Monitoring Menu appears. Click on this menu heading Figure 7.2.5: Data Entry Login (NQM) Step 6: View Inspection Schedule Details: The assigned State and District for the respective NQM are viewed on selection of Month and Year, and clicking on Go button the following screen appears (Figure 7.2.6). 25 Step 7: Entry of Inspection Observation by the NQM: The item wise observation details of ongoing / completed road works and quality grading of various items of work is to be entered in this module. Select the road you have inspected. Step 8: Click on the link observation as shown in figure to open the screen for entering the grading of individual item and sub items of completed and ongoing roads against the selected road. 26 Step 9: On clicking ADD NEW button, the following screen appears. 27 After attending to all items / sub-items check carefully and click on button. Once you have submitted your report, you would not be allowed to review your observations. Step 10: Once you have submitted the report, the following screen would appear. Enter the description of the image to be uploaded in the File Description. Click on the Browse button as shown in figure to upload an image file. 32 7.3 Data Entry by State Quality Coordinator Function and responsibility of the State Quality Coordinators: The SQC would be responsible for smooth operation of the second tier of QM sub-module of OMMAS. The SQC would be required to perform the following basic tasks for this module, in addition to review and monitoring the entire Second tier of QM sub-module. 1. Empanelment of State Quality Monitors and generation of user-id and password for the State quality monitors. 2. Entry of inspection Schedule of State Quality Monitors. 3. Carrying out corrections in erroneous reporting by the SQMs, if applied by SQM in writing with reasons to the satisfaction of SQC. For carrying out the above functions, the SQC would be provided with a user-id and password to enter in the data entry section of the OMMAS and all the entries made through use of the log-in and password would be sole responsibility of the SQC. Step 1: How to login- Log on to our website the following screen (Home Page) would appear. Figure Page 32

Figure (data entry for SQC) Step 4: Adding State Quality Monitors and creating login-id and Password of SQMs By clicking 2 nd Tier Quality Monitoring, the following screen would appear Figure Add State Monitors This is the master information about all the state quality monitors (SQMs) in the state. All the details related to SQM like Name, Contact address, Designation, Contact Number, PAN no. etc are maintained in this section. Click on the quality monitors (figure.7.3.5) and the above list of all the entered SQM as shown in the figure appears. All details of new SQMs and photographs would be added to this list. Page 34

Enter remarks, if any, in the text box provided. Enter PAN No in the text box provided. Fields Marked * are compulsory. To upload the Image of the Monitor, click on Browse button. The screen (Figure 7.3.8) would appear. Step6: Upload SQM Photo Click on Browse button to select the image which is available in the system. Select the image and click on open button. 38 Step 7: Editing details of existing SQM To edit the already existing detail of SQM, click on link edit as shown in the figure This will open the screen for selected SQM as shown in the figure Figure : Edit Quality Monitor You can change / edit details and then click Submit button. Step 8: Creating Login of SQM After successful registration of monitor, Login has to be created. To create the login of the SQM, click on the link Create Login as shown in the figure This will open the screen (Figure ) to create login for the SQM selected from the dropdown list and click on create login. Step 9: Preparation of Inspection Schedule for SQMs Click on Inspection schedule link Figure Inspection Schedule menu After clicking on Inspection Schedule link the following screen will appear. 40 Step 10: Entering the Inspection Schedule of SQMs: The inspection schedules for SQM are entered in this section. The schedules can be entered as shown in figure Select the SQM from the Monitor drop down. The State name is displayed and all the districts of the State are available in the District To Be Visited on the left side list box. Click on the district name and click on Select button to mark the districts to be visited. The selected district will appear in right side list box. If you want to unselect any of the selected district, select the district name from the right side list and click on remove button. Next select Month of visit and Year of visit and click on button. Step21: View grading details submitted by SQM To view the overall grading of the item and sub items of the road work, observation entries made by individual SQM, click on Overall Grade link from the figure The following screen will appear. Step 6: Inspection Entry Enter the From and To inspected road length, select the status of the road inspected, Complete Work or Ongoing Work and enter the Inspection Date. Select the grades S for Satisfaction, SRI for Satisfaction Required Improvement, U for Unsatisfactory or NA for Not Applicable under the observations for Sub Items. Page 48
