2 ADDENDUM No. 2 November 15, 2017 SAGINAW, MI C-1640 PST #1 REHABILIATION The following changes, additions, and/or clarifications to the Contract Documents shall be incorporated in said documents and shall be allowed for in the unit price bid by the Contractor such that the unit prices indicated in the Bid Form shall represent the conditions as set forth in the Contract Documents and this addendum. The bidder shall acknowledge the receipt of addendum (Form B02) by signing and dating Form B02 and returning with Bid. Both Addendum #1 and Addendum #2 (Form B02) must be included with Bid. Refer to for contract book, addendum(s), and bid tab. This Addendum contains 10 pages; including reissued Bid Form (1 page), Plan Holders List (5 pages) and Addendum No. 2 (3 page), Revised Progress Clause(1 page), excluding Form B02. CONTRACTOR QUESTIONS/CLARIFICATIONS 1. Q: Sheet D001 calls that no heavy equipment can be used on the existing slab. Can hydro demolition equipment (~5,000#) and a mini-excavator (~3,500#) be used on the slabs? A: Contractor is allowed to use rubber tracked equipment inside the tank with a track pressure of up to 3.5 psi. Heavier or steel tracked equipment can be utilized if placed on timber boards to distribute the weight to a footprint that would be equal or less than 3.5 psi. Contractor shall provide a list of equipment with track sizes and weights at the pre-construction meeting for approval. 2. Q: Hydro demolition will need approximately 90 pgm. They typically use a 2 hose. Is there a water supply available onsite meeting these needs? A: Yes, a water supply for a 2 hose at 90 gpm is available inside the operations building. There is also a fire hydrant available for use. 3. Q: Please verify that the excess water from hydro-demolition can be pumped into the plant structure. A: Yes, excess water from hyro-demolition can be pumped into the plant. 4. Q: In Section Cast in Place Concrete, 2.8 Concrete mixture does not include Xypex admixture. Can you provide a mix design noting the addition of Xypex and the ratio or weight required? A: Xypex (or equal) shall be added to the concrete mix where indicated on the drawings. Admixture amounts shall be per the manufacturer. 5. Q: Can a plan holders list be provided? A: A plan holders list is attached for Contractor s convenience. No guarantee as to current accuracy of the list can be assumed as additional parties may have downloaded documents. 3 ADDITIONS AND CHANGES TO THE CONTRACT BOOK AND DRAWINGS 1. Page 19 of 216. BID FORM. Remove and replace BID FORM with reissued BID FORM as part of Addendum #2. 2. Page 30 of 216. PROGRESS CLAUSE (ADDENDUM #1). Revise substantial completion date from June 30, 2018 to August 31, Final completion date shall remain the same. A reissued PROGRESS CLAUSE is included as part of this Addendum #2. 3. Page 46. Specification Section UNIT PRICES. Bid Item #9, Change Pay Unit from Lump Sum to Cubic Feet. Delete first sentence and replace with the following: Payment for Product D Underslab Void Filler will be on the basis of the contract unit price per cubic feet. 4. Specification Section CAST-IN-PLACE CONCRETE. Article 2.8.A.4 (page 4 of 6), replace with Air Content: 5.0 percent, plus or minus 1.5 percent at point of delivery for 1 inch nominal maximum aggregate size. 5. Specification Section CONCRETE ACCESSORIES. Article 2.4.B.1, replace Sika Armatec 110 EpoCem with Sikadur 32, Hi-Mod. 6. Specification Section CIRCULAR CLARIFIER EQUIPMENT. Article 1.7.B. 4 c. The intent of this project is to replicate the existing drive mechanism removed from PST #1 and stored onsite. Changes that would modify the hydraulic characteristics of the equipment from the existing unit will not be accepted. 14. Specification Section CIRCULAR CLARIFIER EQUIPMENT. Article 2.1.D.1, Delete and replace with the following: 1. Provide an influent and support column similar to the existing unit. Column shall support access bridge and platform, drive unit, influent feed well and collector mechanism. 15. Specification Section CIRCULAR CLARIFIER EQUIPMENT. Article 2.1.D.3, Delete and replace with the following: 3. Provide ports at the upper end of the center column, similar to existing, to direct flow into the feedwell. Dimensions shall match existing units. 16. Specification Section CIRCULAR CLARIFIER EQUIPMENT. Article 2.1.I., Add the following items to this paragraph: 6. The handrails on the existing bridge shall be primed and recoated as part of the work. 7. Existing grating shall be removed prior to shipment of bridge for refinishing. Grating will not receive any new coating. 8. Owner will remove existing electrical panels and components prior to shipment of the access bridge for refinishing. 17. Specification Section CIRCULAR CLARIFIER EQUIPMENT. Article 2.1.M. Delete the entire Article and its subparagraphs. Overload Protection will be provided by owner as part of the existing drive unit. 18. Drawing D001 DEMOLITION PLAN. Under Construction Sequencing, Note 1, Add the following after the existing note: Hydrodemolition supply water will be available for Contractor s use at the site. The City shall designate the location from which the contractor shall obtain potable water. The contractor is responsible for supplying all material, equipment and tools necessary to tap into the water source. The contractor shall install a meter to measure the water consumption. Wastewater containment shall be the sole responsibility of the Contractor. All equipment needed, including piping, pumps, hoses, settling areas and ph adjustment equipment (if needed) required for the proper collection, clean up and disposal of wastewater from the work area shall be provided and maintained by the Contractor. The system shall be designed by the Contractor and approved by the Engineer. All wastewater generated by the contractor s operations including hydrodemolition and clean up water must be contained by the contractor and must pass through the Contractor s approved collection system, prior to disposal at the Saginaw WWTP. Water disposed at the Saginaw WWTP shall be free of concrete debris or any component that would be harmful to the treatment process or equipment. 6 CITY OF SAGINAW PROGRESS CLAUSE Addendum #2 AB/WWTP 1 of 1 SEPTEMBER 2017 Start work on or after January 16, 2018 or as directed by City Engineer. Work must be substantially completed (structural repairs completed, clarifier mechanism installed, and PST#1 and #4 influent sewers CIPP completed), on or before August 31, 2018, with the exception of Turf Establishment Performance, which shall be completed by October 1, In no case, shall any work commence prior to receipt of formal notice of award by the City. Work is prohibited on City of Saginaw holidays. Holiday dates that may occur within the contract period are as follows: March 30, 2018 (Good Friday), May 28, 2018 (Memorial Day), July 4, 2018 (Independence Day), September 3, 2018 (Labor Day). Unauthorized work performed during prohibited time shall not be paid for. Failure by the contractor to meet the above listed, contract completion dates will result in the assessment of liquidated damages in accordance with the Special Provision for Liquidated Damages. The approved low bidder for the work covered by this proposal will be required to participate in a preconstruction meeting with the City. The schedule for this meeting will be set within one week after the approved low bidder is determined. The City of Saginaw will arrange the time and place for the meeting. The Progress Schedule shall be submitted to the City of Saginaw five (5) days prior to the meeting. If the bidding proposal specifies other controlling dates, these shall also be included in the Progress Schedule. Failure on the part of the contractor to carry out the provisions of the Progress Schedule, as established, may be considered sufficient cause to prevent bidding future projects until a satisfactory rate of progress is again established.
