1 Notice of Request for Bids (RFB) RFB , Mobile Data Computer (MDC) System Addendum #1 Released: 10/28/2009

2 The purpose of this addendum is to: 1. Respond to questions 1 through 16 posted on BidSync.com through 1:00 PM (Pacific Time), Wednesday, October 28, Provide correction information regarding Attachment 1 and Attachment Provide corrected Attachment 1 and Attachment 2 documents. PART 1. ANSWERS TO QUESTIONS Q1: In this RFB section Size: 13.3" TFT, Minimum, and GB (Minimum) are listed as requirements. Will Tablet PC based solutions with a 10.4" display and 2GB max. memory be considered equal and considered or disqualified? A1: A Tablet PC based solution with a 10.4" display and 2GB max memory will not be considered for an approved equal. Q2: The RFB specifies two different manufacturer models that are acceptable to the City. May a bidder submit pricing for both products or an approved equal? If so, do they need to be in separate submissions or can one be provided as an option in a single submission? A2: A seperate bid for each product "mix", including approved equals, is required. All equipment items must be bid to be considered responsive. Q3: If we can meet/exceed ALL specifications. Will you accept an equiv. proposal? What is the process of being on the approved hardware list of manufacturers? A3: Read the entire RFB package carefully. Instructions for approved equals is in Section 7.5 of the RFB. All equipment items must be bid to be considered responsive. Q4: Section states that the bidder must be a person, firm, or corporation that has the capability to perform all of the requirements herein and who is a manufacturer, or who is representing manufacturers that have an operating manufacturing plant. If the person bidding is a supplier, purchasing from a distributor who gets equipment from the manufacturer, will he be disqualified from bidding? A4: No. Q5: Can the City make the attachment and submission forms available in a standard electronic format (Word) to allow easier submission? Q6: Yes. MS Word versions of the Attachments will be posted on BidSync.com at the same time this Addendum is posted. Q6: In Attachment 1, Section 1.5 regarding the manufacturers roadmap, it requests information on the "business class desktop". Should this read "LAPTO" as requested in the RFB?

3 A6: Yes. A corrected PDF copy of the corrected Attachment is included in this Addendum, and a corrected MS Word version will be posted on Bidsync.com at the same time as this Addendum is posted. Q7: On Attachment 2, item #2 it appears that the LEDCO part numbers have been transposed between the Dell and the General Dynamics docking stations. Is it correct that the Dell docking station model number is DS.XFR and the General Dynamics docking station model number is DS.GD8. Is this correct? A7: The Docking Station Part Numbers were incorrect. They have been corrected. A PDF copy of the corrected Attachment is included in this Addendum, and a corrected MS Word version will be posted on Bidsync.com at the same time as this Addendum is posted. Q8: Is the Dept aware of the NIST FIPS SSL for CJIS NCIC lookups that is required by next year? A9: Yes. Q9: Can a bid be submitted just for the router? A9: No. See Section of the RFB. Q10: Would the Dept. want a router that gives them NCIC FIPS wireless policy compliance? A10: The City currently achieves this through software. If it is built into a device, that is OK, but it is not necessary. Q11/12: A11/12: Will Gamber Johnson mounting hardware be acceptable as an alternative to Havis-Shields? Section 7.5 of the RFB provides specific information regarding submission of products for consideration as an approved equal. Please follow the process as stated. Q13: For the antenna system will the GD KIT, ANTENNA THROUGH HOLE FOR WLAN/GPRS/CDMA (GD6000) KIT, ANTENNA THROUGH HOLE FOR WLAN/GPRS/CDMA (GD6000) be acceptable? A13: Section 7.5 of the RFB provides specific information regarding submission of products for consideration as an approved equal. Please follow the process as stated. Q14: I can find no reference to the mobile router CiRA Part/Model Number C103SG. Is there another approved router? A14: The manufacturer is Feeney Wireless. Q15: Will a inch 1200 nits display with 8 gig ram Tablet be considered? A15: No.

4 Q16: Would a tablet mounted like the current Data 911 system be considered? A16: No. PART 2. 6 ATTACHMENT 10 LAPTOP PRODUCT ROADMAP (Revised) All bidders are required to submit a roadmap of their proposed Laptop model showing expected timing of new product introduction and old product discontinuance over the next 12 to 18 months. It is expected that there may be overlap between the proposed model s discontinuation date and the replacement model s introduction date. 7 INSTRUCTIONS ATTACHMENT 2 BID PRICING FORM (Revised) 1. Award will be made to the low bidder for the equipment and for the installation services separately. 2. Bidders must bid on all equipment items to be considered for award by the city. 3. Bidders may bid on installation services only and be considered for award by the city. 4. Separate purchase orders will be issued for the equipment and for the installation for each phase of the project. 5. Only prices that appear on the bid pricing form will be considered. No other pages with prices, no attached price lists (except those requested) and no catalogue prices will be considered. 6. Equipment prices shall remain firm-fixed until all products have been delivered. 7. Service prices shall remain firm-fixed until all services have been rendered. 8. All pricing to be in US dollars. 9. If you are bidding an approved equal product, include the description, product line/model # and the manufacturer on the line identified as approved equal 10. Do not include California retail sales tax in your bid price. All such taxes will be calculated and included on the purchase order. 11. Consideration for local and small business preference will be applied by the city as applicable to determine the low bidder. 12. Consideration for a prompt payment discount will be applied by the city as applicable to determine the low bidder. 13.
