5 Basic Information EdPlan is a case management application that contains various modules. The Dallas ISD version houses an SST module; Section 504 module; and an IEP or Special Education module, also known as EasyIEP. Many actions throughout EdPlan can be completed with a click of the mouse: All actions in EdPlan are single clicks of the mouse. Radio buttons only one selection within a group Example: Calendar Icon to add a date, you may click on the calendar and scroll through the screens to find the appropriate date. When using the Spell Check button, if a pop up box displays and then disappears, this means the text area is free of spelling errors. If any errors exist, the pop up box will display a list of the misspelled words with correctly spelled word options to choose from. 6 Log-in Screen EdPlan is compatible with Internet Explorer, Mozilla Firefox, and Google Chrome; and is accessible within and outside of the Dallas ISD network. To access EdPlan : Open an internet browser (i.e. Internet Explorer). Type the following URL in the browser bar: Click on the arrow at the right of the browser window (OR click Enter on the keyboard). Enter your EAD domain credentials (username and password used to log into your computer). Click (OR click Enter on the keyboard). EdPlan Manual for EasyIEP Access Page 6 of 116 Revised: July 2018

7 Main Menu Screen The Main Header Contains the application name, user name of person logged in, My Caseload (shortcut to user s caseload), My Calendar (refer to My Meetings), and Message Board (refer to Message Center Alerts, Action Items and Help Desk). There is also a search feature that accepts a student s last name or partial last name. The Navigation Bar Using the menu bar at the top of the page, you can access different sections of EdPlan and perform certain tasks, such as accessing the ARD/IEP Process, accessing students, writing progress reports, and creating reports. Notice the Log Off option, which allows a user to log out of the program. The EdPlan Announcements Section Displays messages from the district, such as upcoming system maintenance. It also contains the DISD Spedreporter link. The EdPlan My School s Compliance Section In this section you can view the compliance status of the entire district. Hovering the mouse over the pie chart displays the overall percentage. Hover over the green area to view the compliance percentage; hover over the red area to view the non-compliance percentage. FYI: For a person with district wide access, this section will be titled District Compliance. The EdPlan My Caseload Section In this section you can view the compliance status of each campus to which you have access. Hover over the green area to view the compliance percentage; hover over the red area to view the non-compliance percentage. A user s caseload may also display in this section. FYI: For a person with district wide access, this section will be titled School Compliance. The EdPlan My Meetings Section Here, the upcoming meetings are displayed. The My Calendar link can be selected to display your meetings in a monthly, weekly or daily calendar format. The calendar can be downloaded. 8 Main Menu Screen, cont d The EdPlan Students with Past Due Dates Section This section displays total number of students within the district that have a past due date for specific events. A list of the students can be generated by clicking on the colored bar (if number is higher than 2000, user will be directed to the Advanced Student Search feature). The EdPlan Students Status Section This section displays total number of students with the district for each status category. A list of the students can be generated by clicking on the colored bar (if number is higher than 2000, user will be directed to the Advanced Student Search feature). The EdPlan Students by Disability Section This section displays total number of students within the district for each disability. A list of the students can be generated by clicking on the colored bar (if number is higher than 2000, user will be directed to the Advanced Student Search feature). The EdPlan My Reports Section The reports that you have created will be displayed in this section. The EdPlan Message Center Alerts, Action Items and Help Desk Section In this section you can view notifications/alerts for pending items that are due or past due. 9 Main Menu Screen, cont d The EdPlan Resource Information Section Displays General Files as stipulated by the district. It will contain pdf versions of frequently used documents, i.e. Interagency Release Form and Procedural Safeguards in English and Spanish. Content is subject to change. Click on the expand symbol ( ) to display contents. Select the appropriate document. Click on the collapse symbol ( ) to hide contents. 10 Students Tab Click on the Students link in the navigation bar to access your personalized caseload and the student search screen. To search for a student, enter your search criteria such as Student Last Name, Student First Name, and/or Student ID (student identification number). Click View Students. This will direct you to available student(s) who met the search criteria. Click Advanced Student Search to broaden search capability. 11 Advanced Student Search allows search capability using a multiplicity of parameters such as grade level (one grade or more), non-eligibility determination status, school (one grade or more), student last name, student first name, student middle name, student ID, date of birth, status, compliance status, case manager, disability category, placement, Special Education service FYI: Search for one grade level / school and/or Search for multiple grade levels / schools offerings, related services, Extended School Year, and Medicaid status. You can also sort list by student s last name, student s middle name, student s first name, school, grade, and case manager name. Non-eligibility determination feature adds the ability for users to search only for students with a non-eligibility determination event that may affect the student s status. Click on View My Caseload to access your personalized caseload of students. FYI: View My Caseload icon will only appear if you are or can be a Case Manager for students and have added students to your caseload. Refer to Managing Your Caseload. 12 Managing Your Caseload Adding Students to Caseload Select Wizards. Scroll through list and select Caseload Setup Wizard. Click Go to Users Caseload. Click Add More Students to Caseload. Enter your search criteria such as Student Last Name, Student First Name, and/or Student ID (student identification number). Click View Students (or Enter). 14 Removing Students from Caseload Select Wizards. Scroll through list and select Caseload Setup Wizard. Click Go to Users Caseload. Locate name of student to be removed. Select the corresponding check box under Case Manager column (the box should now be unchecked). Click Update the Database. To remove student from caseload, select Yes, Remove Student(s) from Caseload. To keep student on caseload, select No, Do Not Remove Student(s). 15 Changing Service Provider EdPlan provides the capability to change the service provider for a student s service(s). This function is done within the Caseload Setup Wizard. Select Wizards. Scroll through list and select Caseload Setup Wizard. Click Go to Users Caseload. Select the dropdown next to the service for which the provider needs to be changed. Select appropriate option. 16 Managing Caseload Click on the Students tab in the green navigation bar. Click on the button labeled View My Caseload and you will see the students on your caseload. You can sort your caseload by clicking on the column header at the top of the table. Click on a student s name, and you will be directed to the student s record where you can access the ARD/IEP Process. Each student s Compliance symbol will display here. Click on IEP to view the compliance symbol page. You can click on any of the hyperlinks at the top of the list to filter the list of student(s) that displays. Click on the student name under the Name column to view that student s profile. 18 Compliance Symbol Text Color This feature will enable fields on the administrative Eligibility page to display the text corresponding to the date fields that are in a Warning or Overdue compliance status in the color of the compliance symbol. For example, if a student s last IEP date is approaching, the corresponding date field will be highlighted in yellow. If the date is passed, the corresponding date field will be highlighted in red. 20 Selecting a student, cont d The Select a Student page will generate. Click on the student s name you wish to work with. You are now on the Student History dashboard (see illustration below). Notice the blue sub navigation bar that is below the green bar. The blue sub navigation bar will direct you to various areas of the student profile and event management. Did you know The Student History screen can be printed? Scroll to bottom of Student History and click on! See below for example of printed document. 21 Viewing Student Demographic Information There are three means to view student demographic information: 1. Student Information 2. Student Profile 3. Student Snapshot 1. Click on the Student Information link within the student navigation bar. a. Clicking this link displays the student demographic information and parent or other team member information. Note: Student demographic information pulls from the district student information system (SIS). b. The student s demographic information such as the student ID number, student s full name, gender, date of birth, grade, street address, and ethnicity will be displayed in addition to parent/other team member information. 22 Viewing Student Demographic Information, cont d 2. Click on the Student Profile link within the student navigation bar. The Student Profile displays specific information about a student based on items pulled from a finalized 504 or Special Education event in addition to demographical details. Personal Information tab contains demographical information from the district student information system (SIS) Performance Data Houses any RtI data (Dallas ISD is not using this feature). 23 Viewing Student Demographic Information, cont d 3. Click on the Student Snapshot link within the student navigation bar. Clicking this link displays detailed demographics pertinent to programs such as Section 504 and Special Education along with LPAC, attendance, academics, and assessments. 24 Viewing Migrated Documents This section explains how to access, view, and/or print documents migrated into EdPlan from the previous application and/or events created and finalized within EdPlan. Click on the Documents link within the sub navigation bar. Clicking this link displays the student s migrated events and finalized events. The Doc ID column is specific to the EdPlan application and has no implication on the event itself. The Date Generated column will display the date the event was created in EdPlan, whether through data migration or by event finalization. The Generated By column displays the user, if applicable. The Document column contains the pdf for the accompanying event. FYI: The date within the event title is the actual date of the event. 25 Beginning the ARD/IEP Process Creating an IEP using the ARD/IEP Process Search for a student. Select a student from the Select a Student screen by clicking on the student s name. From the sub navigation bar, click on the Special Education tree. Click on ARD/IEP Process. Begin with the first Navigation Icon titled ARD Team (detailed instructions begin on page 26). Helpful Information: During the process of creating an IEP, the Navigation Icons will appear at the bottom of each section. The icons allow you to maneuver from section to section in the IEP process without having to return to the main ARD/IEP Process page. Symbols appear within the Navigation Icons, indicating the compliance status of each section. EdPlan Manual for EasyIEP Access Page 25 of 116 Revised: July 2018

26 Compliance Symbols Not started: No check mark indicates nothing has been entered in that section. Incomplete: A red X appears if a section is incomplete or contains an error. Complete: A green checkmark will appear once a section has been completed. Example of the Navigation Icons and compliance symbols: After you have entered data in a section, you have five choices: A. Display Section Errors Displays all error messages for the section and saves data that has been entered on the screen B. Show Section Displays print version of document in pdf format and saves data that has been entered on the screen After clicking on Show Section, the current page will generate in a PDF format exactly how it will appear in the ARD/IEP. To return to the previous page: click on the Special Education drop-down list select ARD/IEP Process select the Navigation Icon on which you were working C. Back Returns to the previous screen visited within the ARD/IEP process D. Save Saves data that has been entered on the screen (does NOT check for errors) E. Save & Continue Saves data that has been entered on the screen and checks for errors; if there are no errors, system will advance to the next section of the ARD/IEP process EdPlan Manual for EasyIEP Access Page 26 of 116 Revised: July 2018

27 Translation Feature The Translation Feature is designed to provide a seamless, comprehensive translation for applicable languages throughout the ARD/IEP process. Note: In order for the translation feature to activate, the student s document language must match the student s home language survey. Clicking on Show Section will display a pdf document in English. Clicking on Show Section in [Document Language] will display a pdf document in the student s primary language. Example: Show Section in Spanish or Show Section in Vietnamese The translated document is a complete interpretation of all text and content from the interface. The Show Section in [Document Language] button will appear on every screen of the ARD/IEP process interface with the exception of the Notice of ARD/IEP Committee Meeting and Deliberations. Refer to the respective sections for detailed instructions. FYI: Translated documents, along with English versions, will be stored on the Student History screen. and in student Documents. Notice the document will have the same Document ID number. Important Information: The translated version of the ARD/IEP document is not considered the official document of record. For all regulatory, audit and legal purposes, the English document is the only official document. Should any dispute arise over the contents, the only document considered legally binding will be the English version. 28 ARD Team The Current ARD/IEP Team section is used to add staff as team member(s) on the ARD/IEP Committee. Doing so prompts notification of upcoming event on the respective team member s calendar. NOTE: Names added from the ARD Team section do NOT populate on the signature page. Click on ARD Team icon from the ARD/IEP Process screen. Select name of the case manager from the Case Manager dropdown. In Team Members area, the parent/guardian will populate from the district student information system (SIS). Related Service Provider: Selecting names from the Select ARD/IEP Team icon allows a staff member to be assigned as a service provider on the Related Services section. a. Click Select ARD/IEP Team button. Hint: Use Ctrl-F to search for a first or last name. Look in upper left-hand corner of the monitor for the Find box. b. Click the checkbox in front of the name of the person. c. If the team member should only view the IEP, click in the checkbox under View Only column. Hint: User with View Only access will not be able to edit the student s IEP. d. Click Save & Continue. EdPlan Manual for EasyIEP Access Page 28 of 116 Revised: July 2018

29 e. To remove members from the ARD/IEP Committee/Team, de-select the checkbox next to a team member s name and click the Remove ARD/IEP Team Members button. Click Save & Continue to advance to the next section. Did you know? You will only be able to select ARD/IEP Committee Members that are associated with the student s school and have the user permission to be an ARD/IEP Committee/Team member and/or case manager. 30 Notice of ARD Committee Meeting In the Notice of ARD/IEP Committee Meeting section, you can create the Notice of ARD/IEP Committee Meeting. Enter the ARD/IEP Meeting Date, Meeting Start Time, Meeting Location, and Meeting Room for the ARD/IEP Committee Meeting. Select one option from Action Proposed by the School. The Primary Meeting Purpose selected on this screen will determine the type of IEP that will be created for the student. For example, if you select Annual ARD/IEP Meeting, certain sections of the ARD/IEP Process will display specific questions that must be addressed during an Annual ARD/IEP Meeting. These questions are different from ones that are addressed in an Initial ARD/IEP Meeting. Select at least one additional Action Proposed by the School (i.e. Accommodations, Extended School Year, etc.). You must select one of these options. Depending on your selection, certain areas of the student s ARD/IEP will display. Once the Final Notice of ARD/IEP Committee Meeting is created, the Action Proposed by the School cannot be changed for this student s IEP. 31 Complete the following information: Notice Date and Why School Proposes or Refuses to Take Action. Complete the following information: Describe Evaluation Procedure, Test, Record or Report Used as basis for the School s Proposed; Describe Any Other Factors Relevant to the Proposed; and Procedural Safeguards. 32 Complete the following information: Return Notice By Date, Contact Title, and Required Participants. These participant roles are required. Indicate Additional Participants. Address Additional Meeting Considerations. 1. Select radio button for the appropriate option 2. Address if the parent has given permission for agencies to attend a. 33 Next, enter information in Return this page to field, and School field. Select Create Draft Notice of ARD/IEP Committee Meeting or Create Final Notice of ARD/IEP Committee Meeting. a. Click Create Draft option to create a draft of the Notice. (This is optional.) b. It is required to select Create Final Notice of ARD/IEP Committee Meeting to finalize each Notice (First, Second, Third). c. Click Yes to confirm final notice. Once a Notice is created, a hyper-link with the Document name will appear on a document list in the Notice of ARD/IEP Committee Meeting Documents section of the page. You can click on the document link to view and print a PDF format of the document. The Notice draft will be replaced each time Create Draft Notice of ARD/IEP Committee Meeting is selected. 34 On the Notice Contact Information portion of the page, you can document how the notice was delivered, the date contact was attempted, and the result of the contact. 35 Translated Notice of ARD/IEP Committee Meeting Note: In order for the translation feature to activate, the student s primary language will have to be established as the Document Language. To generate a translated document of the Notice of ARD/IEP Committee Meeting in the student s primary language: Open the Notice of ARD section. Complete the section as described in previous pages. Select the checkbox Include a [Document Language] version of the document; for example Include a SPANISH version of the document. Select a. Create Draft Notice of ARD/IEP Committee Meeting or b. Create Final Notice of ARD/IEP Committee Meeting. Both the translated document and English document will appear in the Documents table within the Notice of ARD section. and on Student History. and in student Documents. 36 Sending Subsequent Notices Open the Notice of ARD section. Go to the Notice of ARD/IEP Committee Meeting header. Enter date in the Notice Date field. Enter date in the Return Notice By field. Click Create Final Notice of ARD Committee Meeting button. Click Yes to confirm final notice. (Click No to return to previous screen). 37 Changing the Meeting Date Enter revised date, time, and location as applicable. Click icon to restart due diligence; now First Notice will populate. FYI: The system does not support creation of a Final Notice and ability to Reset on same day. If a final notice is created then Reset is selected on same day, notice attempt will NOT change. Reset has to be performed the following calendar day (or later) than the most recent finalized Notice. Enter revised Notice Date (should not use same date as previous notices). Enter revised Return Notice By date. Click Create Final Notice of ARD Committee Meeting button. Click Yes to confirm final notice. (Click No to return to previous screen). 38 Revision ARD (PWN) Select Revision ARD/IEP Meeting for primary Action Proposed by the School. For Revision ARD area, select the section(s) that will be addressed. For secondary Action Proposed by the School, select action(s) that will be addressed. Complete the remainder of the Notice. Refer to section Notice of ARD Committee Meeting. FYI: Some areas of the ARD/IEP interface will contain pre-populated information from the most recent finalized ARD. EdPlan Manual for EasyIEP Access Page 38 of 116 Revised: July 2018

39 ARD Meeting Information On the ARD/IEP Committee Meeting Information icon, you can document ARD/IEP Committee Meeting Attendance Information, Use of Interpreter Actions, and Additional Meeting Purposes. On the ARD/IEP Committee Meeting Attendance Information portion of the page, you can document if the parent/guardian/adult student was present in the meeting, and if not the justification, indicate if permission to proceed was granted, and the associated date. On the Use of Interpreter Actions portion of the page the home language survey is provided along with relevant interpreter actions if an interpreter is required. Indicate by checking if the ARD/IEP report was provided in a written format and/or via audiotape. Note: Use of Interpreter Actions will be visible only for students whose home language is not indicated as English. EdPlan Manual for EasyIEP Access Page 39 of 116 Revised: July 2018

40 On the Additional Meeting Purposes portion of the page, you can document if additional meeting purposes were requested and if both the district and the parents agreed to the meeting purpose. The Proposed action recommended is automatically populated. If the school proposes or refuses to take action, the reason will be checked. 41 Information Reviewed and Considered Click the checkbox for each applicable area. FYI: FIE and at least one other source is required. Dependent on student s age, Ageappropriate transition and/or 4-6 Year Plan categories are required. Enter date(s). If applicable, enter contents in accompanying textbox. Address Attendance information. Refer questions to your campus administrator. Click Save & Continue to advance to the next section (or click Save to remain on the same screen). 42 Eligibility Determination The Eligibility Determination section is where you will document the ARD/IEP Committee s special education eligibility determination decision for the student. There are four factors for determining eligibility: 1. The Student has appropriate instruction in reading. 2. The student has appropriate instruction in math. 3. The student has appropriate instruction as a second language learner. FYI: N/A can be selected if student is not identified as LEP. 4. Does the student have a documented disability condition that meets the disability condition criteria to receive special education services? AND Based on the evaluation reviewed, the ARD/IEP Committee determines that the student by reason of the disability/disabilities has an educational need for special education services. AND The student meets eligibility criteria for special education/related services. With the exception of second language learner as stated in FYI above, ALL items need to be answered Yes for the student to be deemed eligible for special education. 43 Disabilities can be selected from the dropdown; however, only disabilities that have been recommended in the most recent FIE are available. Up to ten disabilities can be listed. Under Evaluation Information header, enter the ARD meeting date for Eligibility Determination Date. The IEP Begin/End Dates will pre-populate and will carry through the entire ARD/IEP to ensure all services are added within the span of the IEP. If available, click Create Eligibility Event button. FYI: An Eligibility Determination Event will be created on the student s history page. This event will flag the student as eligible for special education services, which will allow users to complete the remaining sections of the ARD/IEP Process. At the bottom of the page, click on the PWN for DNQ to complete the signature page for noneligible students. Click Save & Continue (you are now back on the Eligibility Determination screen). Scroll to bottom of screen and select Create Draft DNQ Document. The document will load and appear in the Current DNQ Documents section. You can click on the name of the document to view it. Review the printed document prior to the next step. Select Create Final DNQ Document at the bottom of the screen. The system will create the final DNQ document, and place it in the Current DNQ Documents section for viewing and/or printing. Once you ve clicked on a Special Factors icon, the appropriate supplement will load. All the questions on the page need to be answered by checking the boxes and/or selecting Yes or No from the drop down boxes. 49 Present Levels of Academic Achievement and Functional Performance (PLAAFP) The Present Levels of Academic Achievement and Functional Performance (PLAAFP) page will drive a significant portion of the student s IEP. On this page you will set the student s current performance level and thus, will create the baseline for which their Annual Goals and Objectives are based. You will also select the accommodations used to assist the student to achieve his or her goals on this page. These accommodations will be the only accommodations displayed for selection later in both the Instructional Services and Assessments sections. Select the appropriate option for the Reviewed Previous Goals and Progress section. Click on the expand icon in front of the Present Level category to expand each of the areas. If available, click the checkbox if the student is currently in age/grade expectations. Otherwise, provide explanation in textbox. Note: There is a 25-character minimum. 86 Behavior Intervention Plan The Behavior Intervention Plan (BIP) is used to record interventions for the student. (The BIP becomes required by answering Yes to Is a Behavior Intervention Plan needed? in the PLAAFP section.) Enter the documentation of the Behavior Intervention information by addressing each category. Behavior Details 1 is required; however, Behavior 2 Details is optional. When selected, a screen displays that allows for detailed information to be entered. A Save icon is available within each section. 4. 87 Instructional Services The Instructional Services section addresses instruction and accommodations for eligible individuals. Select Length of School Day and confirm that the length of the school day is commensurate with students who do not have disabilities by selecting Yes or No. Select Yes or No for the Next School question. If Yes, identify the transition level. The only semesters that will display are those that were previously selected on the Eligibility Determination section. Click the arrow to the left of the semester, and you will be able to add services for that semester. FYI: Duration/Frequency and Setting will not populate for the Transportation service. Click Save & Continue. If applicable, enter the Begin Date and End Date. Click Details icon. To ensure proper routing of student, users should verify address via Google Maps. Enter the Google Maps address on the transportation form. This is how you access the stand alone transportation form: Open student record. Click on Special Education Click on Transportation Form. May have content from previous finalized transportation form. Review all information; revise as needed before finalizing new form. Transportation Reports: The following reports will aid in monitoring transportation requests for your caseload. PC-Transportation SPED DCS/DISD Sped Students: This report provides a list of all students who have a transportation event completed in EasyIEP. Specific detail information includes pickup and delivery address, destination school, date service is to begin and Transportation provider information. This allows Users to see at a glance whether there is a problem with transportation requests throughout the regular school year. PC-Transportation Unlocated Sped Address: This report is a concise and quick way to see the discrepancies of addresses between what is on the transportation event in EasyIEP, what is recorded in the Student Information System (SIS) and what the transportation system has on record; in addition, it provides a graphic geolocation through a Google address link. Note: A manifestation determination is also required within 10 days after a student is assigned to a disciplinary setting for a drug, weapon or serious bodily injury offense. If a manifestation determination is NOT required, select Save & Continue to advance to the next section. If a manifestation determination is required for a student, select Yes. Complete the information. Current and potential disabilities should be defined for the student and information considered when making the determination. 107 Placement Determination The Placement Determination section should address the location and PEIMS information by semester and the instructional setting. Semester, SPED %, and Location will pre-populate. Note: The semesters are those that were previously selected on the Eligibility Determination section. SPED % pulls from Instructional Services section. Location is editable. Next, select the Instructional Setting from the dropdown menu for each semester. Note: The options under the Instructional Setting dropdown menu will change based upon the selection from the Location dropdown menu. The Placement Code is calculated by the EasyIEP system and displays automatically based on the location and instruction setting options that are selected. Select an option for Please indicate the [Semester] Instructional Arrangement/Setting for this student per semester. 108 One More Thing. Regional Day School for the Deaf will populate based on the student s disability of Auditory Impairment. Select Yes, No, or N/A to the questions/statements on the page Enter deliberations (also known as minutes) in the Deliberations textbox provided. NOTE: Certain sections from the various ARD/IEP Document pages will pre-populate under the Deliberations on the print version of the ARD/IEP Document. Next, enter name of ARD/IEP Team Member, Method of Participation, and Agreement Status for each committee member. FYI: The committee members will pre-populate from the Notice of ARD section. If applicable, select Add Participant and complete information. To delete additional participant: Delete contents and click Create Draft IEP. 111 Initial Provisions of Special Education and Related Services will only display if the ARD Meeting purpose was identified as Initial ARD/IEP Meeting on the Notice of ARD section. Select Yes or No for the Initial Provisions of Special Education and Related Services. Click on the Display IEP Errors button to display all current errors on the student s IEP. These errors will need to be fixed before you may create a Proposed or Final IEP. Provide the Parent Response and Date. 112 Click on the Create Draft IEP button to create a draft IEP to review before finalizing. Once the IEP is reviewed and the Parent Response has been applied, click on Finalize IEP. A draft of both the translated document and English document will appear in the Documents table within the Deliberations section AND on the student Documents screen. 115 Translated IEPs: Final To create a translated Final ARD/IEP document in the student s primary language: Click Finalize IEP. The system will automatically create both a translated version and an English version. Note: The student s document language must match the student s home language survey. The translated FINAL ARD/IEP documents, along with English versions, will be stored on the Student History screen. and in student Documents. Notice the document will have the same Document ID number.
