1 Speed Limit and Safety Nexus Studies for Automated Enforcement Locations in the District of Columbia 11 Block Bladensburg Road NE SW/B Study Area and Location District PSA Ward ANC Phase Description B Existing 11 Block Bladensburg Road Northeast Southwest-bound Site 59 KEY: Existing Camera Proposed Camera Bus Stop Metro Station Hiker/Biker Trail School Other Pedestrian Generator This existing speed camera is located in Ward 5 at the 11 block of Bladensburg Road Northeast in the southwest-bound direction. Bladensburg Road runs between Fort Lincoln Drive Northeast to the northeast and Benning Road Northeast to the southwest. The posted speed limit is 3 MPH. This speed camera was installed on August 212. W5-147 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
2 11 Block Bladensburg Road NE SW/B Field Assessment Summary Bladensburg Road is assumed to run in the northeast-southwest direction, and is classified as Minor Arterial. Bladensburg Road has three travel lanes in each direction. This site has the following characteristics: This is a commercial area with entrances and driveways. The road has grass medians and sidewalks on both sides. There are crosswalks at M Street and L Street, as well as three mid-block crossings. The pavement is in good condition and the drainage type is curb and gutter with drainage inlets. There is on-street parking on both sides of the street. There is a bus stop northeastbound just before M Street and two more southwest-bound just after M Street and just before L Street. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212, there were a total of 29 crashes at this location. A breakdown of collision type can be found in the chart on the next page. The most common types of collision at this location were Left Turns (6 crashes), Side Swiped (6 crashes), and Right Angle (5 crashes). The other collision types had less than four crashes or less. Furthermore, this location experienced a high frequency (14 crashes) of injury related crashes. W5-149 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

There was an increase in the number of crashes after the installation of the camera. W5-15 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
5 11 Block Bladensburg Road NE SW/B 13.5 # Crashes by Year Speed Camera Installed on 8/1/ /1/211-8/1/212 8/1/212-8/1/213 The Bladensburg Road Corridor is listed as one of the top ten high frequency crash corridors from 29 to 211, according to the report TRAFFIC SAFETY STATISTICS REPORT FOR THE DISTRICT OF COLUMBIA (29-211) 1. Safety Nexus This site presents the following safety considerations which may support the nexus between the speed camera and traffic safety: 1. Speed Data The 85 th percentile speed is the same as the posted speed limit at this location in the southwest-bound direction. 2. Crash Data This location experienced a high frequency (14 crashes) of injury-related crashes. The Bladensburg Road Corridor is listed as one of the top ten high frequency crash corridors from 29 to 211. There was an increase in the number of crashes after the installation of the camera, although only by 3 crashes. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. There is on-street parking in this area. b. There are multiple bus stops which generate pedestrian activity. Although the speed data analysis showed the 85 th percentile speed to be the same as the posted speed limit in the southwest-bound direction, due to the elevated number of injury-related crashes, the specific site 1 DDOT, TRAFFIC SAFETY STATISTICS REPORT FOR THE DISTRICT OF COLUMBIA (29-211), pg.8.
