DC 295 runs between the Baltimore-Washington Parkway to the north and I-295 to the south. The posted speed limit is 5 MPH. 2 DC Miles South of Pennsylvania Avenue SE Field Assessment Summary DC 295 is assumed to run in the northeast-southwest direction, and is classified as a freeway. DC 295 has three travel lanes southwest-bound and four travel lanes northeast-bound. This site has the following characteristics: The Anacostia Park is located to the north of the site and has bike trails that generate pedestrian activity off of the freeway. There is a median with concrete barriers dividing the northeast-bound and southwest-bound traffic. The pavement is in good condition and the concrete barriers have inlets for drainage. There is a 15-feet deceleration lane leading to the 11 th Street Bridge on this segment. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212 there were a total of 21 crashes at this location. A breakdown of number of crashes by collision type can be found in the chart on the next page. The most common types of crashes at this location were Rear End (12 crashes). Anacostia Park is close to the site and has bike trails that generate pedestrian activity off of the freeway. b. 5 DC Miles South of Pennsylvania Avenue SE Large volumes of traffic execute weaving and merging operations in this segment of freeway to access the 11 th Street Bridge. However, this operation occurs on a short deceleration lane, 15 feet, between the Pennsylvania Avenue Interchange and the 11 th Street Bridge Interchange. It is desired to have slower speeds in this section of the freeway so vehicles can execute safer weaves and merges and thus minimize potential freeway vehicle-to-vehicle conflicts. For this reason, along with the elevated 85 th percentile speeds and the number of injury-related crashes at this location, there is a nexus between traffic safety and the speed camera at this location.
