2 1 Interpretatin 1.1 The Bitstream 4 Service described in this Service Descriptin will be available frm the date it is launched by the LFC. The LFC will ntify the Service Prvider f the launch date fr the Bitstream 4 Service. 1.2 References t clauses r sectins are references t clauses r sectins in this Service Descriptin unless expressly prvided therwise. The definitins set ut in the General Terms and the Operatins Manual apply t this Service Descriptin unless expressly prvided therwise. 1.3 References t the Operatins Manual are references t the Operatins Manual fr the Bitstream Services. 2 The Bitstream 4 Service 2.1 The Bitstream 4 Service is a high speed single-class Bitstream Service suitable fr cmplex business grade applicatins delivered ver pint-t-pint fibre access. Bitstream 4 is part f the UFB family f Bitstream Services: Bitstream 2 Bitstream 3 Bitstream 3a Bitstream 4 UFB Handver Cnnectin Multicast ATA Vice Based n the TCF Mass Market service. Based n the TCF Business service. Based n the TCF Business service with Lw Pririty ptins. Based n the TCF Business Premium service. Based n the TCF E-NNI specificatin. Based n the TCF Ethernet Multicast Access (EMA) service. An analgue telephne access service. 2.2 A diagram f the cnfiguratin fr the Bitstream 4 Service is set ut in Appendix A. The Bitstream 4 Service prvides an Ethernet E-APL Bitstream Service frm the NID at: inside the End User Premises (r End User Tenancy in the case f an MDU); r the Service Prvider s C-lcatin Ftprint at a Central Office (as described in clause 3.1.1), t a UFB Handver Cnnectin Service lcated at the POI r (using Tail Extensin) anther handver pint that enables a Service Prvider t access and intercnnect with the LFC Netwrk. 2.3 The Bitstream 4 Service is an input service which a Service Prvider can cmbine with ther LFC services (r with the Service Prvider s wn netwrk r whlesale services prvided by ther Service Prviders) t prvide fibre based telecmmunicatins services t End Users. 2.4 The Bitstream 4 Service has the fllwing key characteristics: An Ethernet E-APL Bitstream Service delivered ver Active Optical Netwrk (P2P) fibre that allws up t 4050 VLANS t be passed transparently frm the End User Premises r the Service Prvider s c-lcatin space t the Service Prvider s UFB Handver Cnnectin at the POI A range f standard service plans are ffered Supprts tagged r untagged traffic by the End User Can be delivered t a cmmercial Shared Handver Cnnectin at the POI r (using Tail Extensin) anther handver pint. 3 2.4.5 Cmplies with the Business Premium service specified in the TCF Ethernet Access Service Descriptin v24, 19 January Bitstream 4 Service and implementatin activities Installatin Services 3.1 The Bitstream 4 Service includes a Standard Install as set ut belw (in each case t the extent that the relevant prvisining wrks are nt already cmplete fr the relevant Service Order): 1 Cnnectin t C-lcatin Space If the Service Prvider elects t take delivery f the Bitstream 4 Service at the Service Prvider s C-lcatin Ftprint taken pursuant t the Central Office and POI C-lcatin Service, a Standard Install includes cnnectin f the Bitstream 4 Service t an LFC NID (if required) installed in the Service Prvider s C-lcatin Ftprint. Prvisining at Single Dwelling Unit End User s Premises A Standard Install fr the Bitstream 4 Service t a Single Dwelling Unit, includes: a Fibre Lead-in frm the Fibre Access Pint t an ETP at the clsest cnvenient pint n the End User Premises, as agreed with End User, where the Fibre Lead-in utilises n mre than: (i) (ii) (iii) 100m f apprved cnduit r pen trench (already in place at the time f installatin); r a duble span f aerial drp lead n existing ples frm the Fibre Access Pint (this will include rad crssings and is available nly in areas where there is verhead deplyment); r 30m f buried lead-in (available nly in areas where there is undergrund deplyment); and an extensin f the Fibre Lead-in up t a 10m radius frm the ETP (there will nt necessarily be a break in the Fibre Lead-in at the ETP) t: (i) (ii) a suitable munted SC/APC cnnectr at a secure lcatin inside the End User Premises; r if there is an OFDF beynd the ETP, a splice r LCA cnnectr n the OFDF The LFC will prvide Nn-Standard Installs fr the Bitstream 4 Service t Single Dwelling Units as an Ancillary Service. Prvisining at MDU End User s Premises A Standard Install fr the Bitstream 4 Service t an End User that is within a MDU (i.e. an End User Tenancy) includes: a Fibre Lead-in frm the Fibre Access Pint t the OFDF r equivalent at the clsest cnvenient pint within the MDU, as agreed with the MDU wner r their agent, where the Fibre Lead-in utilises n mre than: (i) (ii) 100m f apprved cnduit r pen trench (already in place at the time f installatin); r a duble span f aerial drp lead n existing ples frm the Fibre Access Pint (this will include rad crssings and is available nly in areas where there is verhead deplyment); r 1 Standard Install parameters may differ between LFCs. 4 (iii) 30m f buried lead-in (available nly in areas where there is undergrund deplyment); and (c) where the fibre cabling in a MDU t the End User Tenancy is nt already in place at the time f installatin f the Bitstream 4 Service, fibre cabling within the MDU t extend the Fibre-Lead-in frm the OFDF r equivalent t the End- User Tenancy; and either: (i) a further extensin f the Fibre Lead-in up t 10m radius frm the ETP at the End User Tenancy (there will nt necessarily be a break in the Fibre Lead-in at the ETP) t: (A) (B) a suitable munted SC/APC cnnectr at a secure lcatin; r if there is an OFDF beynd the ETP, a splice r LCA cnnectr n the OFDF, within the End User Tenancy; r (ii) if there is nt an ETP at the End User Tenancy as cntemplated by clause 3.1.4(c)(i), a further extensin f the Fibre Lead-in up t 10m radius frm the bundary f the End User Tenancy t: (A) (B) a suitable munted SC/APC cnnectr at a secure lcatin; r if there is an OFDF beynd the bundary, a splice r LCA cnnectr n the OFDF, within the End User Tenancy The extended LFC Netwrk fibre within the MDU is the Fibre Lead-in t an End User Tenancy, whether currently in use r nt. The Fibre Lead-in is nly available fr use by the LFC The LFC will prvide Nn-Standard Installs fr the Fibre Lead-in t End User Tenancies within MDUs as an Ancillary Service. Single Dwelling Unit Terminatin Pint Fr a Single Dwelling Unit, the terminatin pint f the Layer 1 cmpnent f the Bitstream 4 Service fr the purpses f the Cnnectin at the End User s Premises, and the netwrk demarcatin pint between the LFC Netwrk and the Premises wiring is, as applicable, either: the SC/APC plug n the end f the Fibre Lead-in frm the ETP (which is the jack); r if there is an OFDF beynd the ETP, a splice r SC/APC plug n the OFDF, prvided that any NID installed by the LFC as part f the Bitstream 4 Service will als be part f the LFC Netwrk The terminatin pint f the Layer 2 cmpnent f the Bitstream 4 Service is as applicable, either: fr an RJ45 electrical interface the 100/1000/10GBase-T UNI n the NID; r fr an ptic fibre glass nly interface, the 100Base-FX /1000GBase-LX Layer 1 terminatin pint described in clause Enable Netwrks Reference Offer Service Descriptin Bitstream 4 Versin 1.0 Page 4 f 12
5 MDU Terminatin Pint Fr MDUs, the terminatin pint f the Layer 1 cmpnent f the Bitstream 4 Service fr the purpses f the Cnnectin at the End User s Premises, and the netwrk demarcatin pint is, as applicable, either: the SC/APC cnnectr n the end f the Fibre Lead-in (which is the cnnectr); r if there is an OFDF beynd the ETP r End User Tenancy bundary, a splice r LCA cnnectr n the OFDF, within the End User Tenancy, prvided that any NID installed by the LFC as part f the Bitstream 4 Service will als be part f the LFC Netwrk The terminatin pint f the Layer 2 cmpnent f the Bitstream 4 Service is, as applicable, either: fr an RJ45 electrical interface the 100/1000/10GBase-T UNI n the NID; r fr an ptic fibre glass nly interface, the 100Base-FX /1000GBase-LX Layer 1 terminatin pint described in clause Alternative Terminatin Pints The LFC and the Service Prvider may agree n a different terminatin pint as part f a Nn-Standard Install. This may be necessary where, fr example, there is installatin t a NBAP. A Nn Standard Install fr a Bitstream 4 Service within a Multi Dwelling Unit will nt include terminatin in a building cmmn area r ther facility made available by the wner t service the Multi Dwelling Unit, where a Fibre Lead-in has nt been extended frm the OFDF t the inside f an End User Tenancy. Installatin f NID A Standard Install fr the Bitstream 4 Service with an RJ45 electrical interface includes installatin f a NID (sme glass nly installatins may als require a NID) including: (c) supply and fixing f the NID t the structure f the End User Premises (in the case f a Single Dwelling Unit) r an End User Tenancy (in the case f an MDU); supply and cnnectin f fibre pigtail up t 1m lng between the Fibre Lead-in terminatin pint and the NID if required; and testing frm the UNI prt f the NID t ensure the Bitstream 4 Service is within the technical specificatin set ut in Appendix B The LFC will nt prvide space and pwer at any End User Premise fr the ONT. These are the respnsibility f the End User. The lcatin f the ONT must be a suitable envirnment fr electrnic equipment being generally a dry, clean indr area with adequate ventilatin. Installatin f Glass-nly A Service Prvider may request installatin with an ptic interface, i.e. glass-nly. The LFC is nt bliged t prvide this interface but will cnsider requests n a case by case basis The Service Prvider must ensure the End User prvides a suitably lcated mains pwer utlet fr the ONT pwer supply which is nt prvided as part f a Standard Installatin. Testing 3.2 The LFC will test the Fibre Lead-in frm the terminatin pint at the End User s Premises referred t in clauses 3.1.7, r t the Central Office where the access nde is lcated t ensure the fibre is within the technical specificatin fr fibre set ut in Appendix B. 6 Additinal Services 3.3 If the Service Prvider requires additinal services such as: A Nn-Standard Install which includes (where required): (c) an extensin f the Fibre Lead-in ver the maximum distances specified in clauses (in relatin t Single Dwelling Units) r (in relatin t End User Tenancies within MDUs); installatin t a NBAP utilising specialised terminatin equipment; r installatin f Fibre-Lead-in diversity at an End User s Premises (frm the FAP t the ETP r OFDF as applicable); Prvisin f diversity t End User s Premises (when the secnd r subsequent instance f the Bitstream 4 Service is purchased); Premises wiring services; r Installatin and testing f Service Prvider equipment and services, then the LFC may be able t prvide the services in clauses t n request subject t terms t be agreed between the LFC and the Service Prvider. The services in clause and are available n terms as set ut in this Agreement. Cre Bitstream 4 Service 3.4 The cre Bitstream Services prvided as part f the Bitstream 4 Service are as fllws: An Ethernet E-APL Service that supprts transparent pass-thrugh f and 802.1Q frames n a designated UNI n the NID at the End User premises (r Service Prvider s c-lcatin space, as the case may be) Delivered ver a single 802.1ad SVLAN n the E-NNI at the POI All tagged and untagged traffic sent frm the End User is treated as High Pririty Multiple service plans are available t Service Prviders, using the fllwing parameters: Access Rate; and Service bandwidth, as set ut in the table belw. UNI NNI characteristics The Bitstream 4 Service requires a dedicated UNI The sum f High Pririty traffic prfiles f all services delivered at a UFB Handver Cnnectin can exceed the UFB Handver Cnnectin Service line rate. If there is insufficient line rate t deliver the High Pririty traffic then frames will be randmly discarded and Service Levels d nt apply. It is therefre the Service Prvider s respnsibility t shape and queue traffic apprpriately. Operatins, Administratin and Maintenance 3.5 The Bitstream 4 Service will supprt Service Prvider remte access t the NID via a service management gateway fr apprpriate management. A Service Prvider may request particular management attributes via the Prduct Develpment Prcess. Service Requirements 3.6 T use the Bitstream 4 Service the Service Prvider must have the capability t access and intercnnect with it, by ne f the fllwing: C-lcating Service Prvider equipment at the POI using either a UFB Handver Cnnectin Service r a Shared Handver Cnnectin and Central Office and POI Clcatin Service; Cnnecting t third party c-lcatin space at the POI using the UFB Handver Cnnectin Service, and with the third party taking the Central Office and POI C-lcatin Service; Cnnecting t a backhaul service at the POI; r By using the Direct Fibre Access Service t cnnect t Service Prvider equipment at a remte lcatin within the Central Office area. Additinal Service Characteristics 3.7 The technical specificatin f the Bitstream 4 Service is set ut in Appendix B. 3.8 The LFC will prvide certain supprt and ther assistance as part f the Bitstream 4 Service including: An autmated facility fr Service Requests; Enable Netwrks Reference Offer Service Descriptin Bitstream 4 Versin 1.0 Page 7 f 12
8 3.8.2 An autmated facility fr fault ntificatins; and A tl t assist the Service Prvider in determining the lcatin and availability f the Bitstream 4 Service (pre-qualificatin), each as mre particularly set ut in the Operatins Manual. 3.9 The Bitstream 4 Service specifically excludes: The UFB Handver Cnnectin Service; Prvisin r maintenance f any cabling r cnnectin r active device: beynd the service demarcatin pints described in clauses 4.1 and clause 5.1; and between the jack terminating the LFC prvided Fibre Lead-in and the NID where that cabling r cnnectin is nt prvided by the LFC and the LFC has nt agreed t take respnsibility fr that cabling r cnnectin Cnfiguratin, mnitring, peratin, n-ging supprt r maintenance f Service Prviders' r End Users' applicatins, equipment r netwrks; and Supply f AC mains & UPS pwer, accmmdatin space, heating, ventilating, and air cnditining at the POI r End User Premises. Prvisining at an NBAP 3.10 A Standard Install fr the Bitstream 4 Service t an NBAP includes: A Fibre Lead-in frm the Fibre Access Pint t an ETP at the clsest cnvenient pint n the NBAP, as agreed with End User, where the Fibre Lead-in utilises n mre than: (c) 100m f apprved cnduit r pen trench (already in place at the time f installatin); r a duble span f aerial drp lead n existing ples frm the Fibre Access Pint (this will include rad crssings and is available nly in areas where there is verhead deplyment); r 30m f buried lead-in (available nly in areas where there is undergrund deplyment); and An extensin f the Fibre Lead-in up t 10m radius frm the ETP (there will nt necessarily be a break in the Fibre Lead-in at the ETP) t: a suitable munted SC/APC 2 cnnectr at a secure lcatin inside the NBAP; r if there is an OFDF beynd the ETP, a splice r LCA cnnectr n the OFDF The LFC will prvide Nn-Standard Installs fr the Bitstream 4 Service t an NBAP as an Ancillary Service. 4 Service Demarcatin Pint at End User Premises 4.1 The service demarcatin pint at the End User s Premises is as applicable, either: Fr an RJ45 electrical interface is the 100/1000/10GBase-T UNI n the NID; r Fr an ptic fibre glass nly interface the 100Base-FX /1000GBase-LX Layer 1 terminatin pint described in clauses r 3.1.9, as applicable. 2 SC/APC Standard Cnnectr/Angle Plished Cnnectr t IEC Enable Netwrks Reference Offer Service Descriptin Bitstream 4 Versin 1.0 Page 8 f 12
9 4.2 The Bitstream 4 Service excludes the End User Premises wiring. If a fault reprted by the Service Prvider is fund t be caused by the End User Premises equipment (CPE) r the wiring at the End User s Premises beynd the service demarcatin pint, then the Service Prvider may be charged the n fault fund fee in the Price List. Nte the wiring shuld cmply with the industry standard Premises wiring requirements which are available at 5 Service Demarcatin Pint at POI 5.1 The Bitstream 4 Service is delivered as a transparent VLAN (the lgical service demarcatin pint) n the UFB Handver Cnnectin lcated at the POI r, using Tail Extensin, at anther handver pint. 5.2 The physical service demarcatin pint is the MOFDF in the POI which is part f the UFB Handver Cnnectin Service, r where Tail Extensin is used, anther handver pint. 5.3 The UFB Handver Cnnectin Service is a separate service and is a prerequisite t the supply f the Bitstream 4 Service i.e. the Service Prvider must first purchase and then maintain a UFB Handver Cnnectin Service at all times while taking the Bitstream 4 Service. 6 LFC and Service Prvider Respnsibilities 6.1 Other LFC and Service Prvider respnsibilities are detailed in the General Terms and the Operatins Manual. 7 Fibre Diversity 7.1 The Bitstream 4 Service prvides a single fibre between the LFC Central Office and the End User s Premises. 7.2 Diversity (a secnd r subsequent instance f the Bitstream 4 Service between the Fibre Access Pint and the Central Office) will be available t Pririty Users n request fr Premises lcated in majr health-care facilities, secndary r tertiary educatin centres, central business districts, industrial parks, business parks and strip malls. Diversity, as a standard prduct, may nt be available t Premises utside f these areas. Standard Installatin Service Levels d nt apply t the prvisin f diversity prducts and each instance will be treated as an individual line fr the purpse f availability Service Levels 7.3 Where available, the diverse ptical paths will be in separate fibre cable sheaths and if requested, in separate cable rutes 3. The diverse cable rutes will be a minimum f the width f a street apart, and shuld nt share any manhles r access pints. Separate entries int the Central Office will als be used where available. 7.4 The Service Prvider can als request diverse access t End User Premises, r access t diverse Central Offices as part f a Nn-Standard Install; hwever this will nt be available in all cases. 7.5 Where practical, the LFC will als prvide Diversity in situatins ther than thse listed in clause 7.2 n request as an additinal service. 7.6 There may be practical limitatins t prviding full physical diversity t sme sites. The prvisin f a separate entry t an LFC Central Office will have unique site specific engineering cnsideratins and may attract additinal csts. 8 Bitstream 4 Service Levels 8.1 Service Levels fr bth the Layer 1 and Layer 2 cmpnents f the Bitstream 4 Service are set ut in the Service Level Terms fr the Bitstream Services. 3 While it is intended t make rute diversity available fr all Premises listed in clause 7.2, in sme areas rute diversity may nt be available, r nly may be available n a limited basis. The LFC's list f areas where rute diversity is available, and areas where rute diversity is nt available, (as may be updated by the LFC frm time t time) is available at rsp.enable.net.nz. The fllwing pints shuld be nted: The Bitstream 4 service and pricing applies frm the UNI t the E-NNI at the POI, i.e. there is n incremental charge frm the intermediate POI t the POI. The Service Prvider can request Tail Extensin t extend the Bitstream 4 service t a remte POI. Sme Bitstream Services will have a single tier f aggregatin, i.e. there is n intermediate POI. Where there are multiple tiers f aggregatin, Service Prviders can pick the service up at an Intermediate POI. This intermediate POI will service a limited Cverage Area. Service Levels (availability, netwrk perfrmance) nly apply t UNI t POI. Access nde and aggregatin intercnnectin may use redundant links t meet Service Level requirements.
