The requirements/qualificatins expected frm prpsers t qualify fr participatin in this RFP prcess are cntained in the RFP dcument. Ptential prpsers must read thrugh the dcument t ensure that they meet the qualificatin requirements.

If s; -Wh is included in the training? -Where will the training take place? 6 Is the HIV Macr Database t be develped a Business Intelligence System r a fully-fledged patient tracking system UNDP will prceed with evaluatin even if there is nly ne prpsal received. The cntract will be awarded if the received prpsal meets the evaluatin criteria indicated in the RFP dcument. Clarificatins prvided during the pre-bid cnference as well as t questins that will be sent t UNDP by will be psted n the UNDP and UNGM Websites where all prspective bidders can access them. Training f Trainers (TOT) is required after develpment and installatin f the Database. Apprximately 100 trainers need t be trained t install the database, use the database as well as t train users (during each TT participants will be split int tw grups, technical and nntechnical). The training is scheduled t take place in tw grups in tw regins. Grup 1 will be trained in Chibhanguza/Murehwa while the ther grup will be trained at ne venue in Bulaway The cntractr will be respnsible fr csts f facilitating the training (facilitatrs travel and time and training materials), the MOHCC will be respnsible fr csts f venue, participant csts and participant lgistics. It s a business intelligence system. Clinic level databases are already in place which assist with patient management at clinic level. Aggregate level system, DHIS2, is already in place. The gap that this system is filling is detailed analysis f patient-level data at natinal level, fr example chrt and statistical analysis that is pssible t d with patient level data which is nt pssible t d frm preaggregated data in DHIS -EPMS is patient level data --DHIS is aggregated data -Macr database is patient level data We want patient level data at Natinal level, prducing detailed reprts and further data analysis.

The cntractr is required t develp an instance t push data frm the facility machine t the Server (where the macr-database resides) at Natinal level. Prpsers t prvide n line r ff line ptins. Bth ffline and nline capabilities. This capability allws users t capture data int the epms and then at appinted times, the macr-database instance installed at the facility epms server will pick up nly the updated recrds and pushes t the server at Head Office in a synchrnus way r using JMS. Web services are nt preferred in this case. Exprt file t be prduced where there is n cnnectivity. 8 What happens t the data at facility level? Databases currently at facility levels will still be used t push data t the highest level. The facility level data will remain at the facility level, but a subset f data elements abut each patient will be sent t the HIV macr database. The ETL functinality will be installed n the lcal facility server t extract and push data t HQ Synchrnizatin f datasets 9 Shuld the database be ffline r nline? 10 Is it ging t fcus n 534 sites? 11 Hw many system users shuld the Database take care f? 12 D yu want the structure f the database t be the same as EPMS? The instances shuld be able t wrk bth in an ffline and nline mde but at the end shuld be able t push data t the macrdatabase server at HQ when cnnectin has been established. The HIV macr database will be nline s that facility databases can cnnect t it The macr-database shuld be able t prcess a minimum f 15 millin recrds and must nt be specific t any site. All site specific details must be cnfigurable at the time f installatin. The database shuld take care f apprximately 2,000 users, all expected t have cncurrent access. They will, hwever, have different access levels/user rles, i.e. District, Prvincial and Natinal Managers and data entry clerks. A User matrix will be agreed upn during the requirements gathering prcess. epms has abut 200 tables. This will be determined during the requirements gathering prcess. The structure des nt need t be the same as the epms, in fact it may be preferable that it nt be

Every facility has LAN and a dedicated server which will be used by bth systems. Specificatins will be agreed upn by the implementing cntractr and as part f requirements gathering. The cntractr is required t train MHCC trainers (apprximately 100) wh will d the installatin fr all MHCC sites. The MHCC trainers will d the installatin in line with guidelines prepared by the Cntractr. The cntractr will be required t ffer back up/supprt services t the trainers during the installatin and initial use up t ne year frm pint f rllut. MHCC apprved cntractr charge-ut rates may apply in sme cases. MHCC has a high preference that the Database/Prgramme t be written in Java in line with pen surce standards and the many advantages that JAVA cmes with. The MHCC prefers JAVA because f its existing infrastructure and fr interperability as well as scalability. Submissin f bids by is permissible as indicated in sectin 22 f the Data Sheet (page 20 f the RFP). Prpsers shuld take nte f and cmply with the Cnditins and Prcedures fr electrnic submissin and pening (sectin 23 f the Data Sheet).
