1 Cumberland County Utility Coordinating Committee Minutes of May 5, 2011 Meeting Location: PWC Operations Center Emergency Response Room 955 Old Wilmington Rd, Fayetteville, NC Kenny Hart called the meeting to order and welcomed everyone. Members present: Kenny Hart PWC Water Resources Construction Doc Asbury NC 811 Garris Faison PWC Craig Silvanic Stewart Engineering Rob League East Coast Underground Jeff Riddle City of Fayetteville Member Project Discussions: Doc Asbury of NC811 presented the monthly NC811 report. The full report is attached to this document. Jeff Riddle with the City of Fayetteville reported the work on the Green St streetscape and sidewalk project has been completed as well as the drainage improvements on Rogers Dr. Much drainage work is in progress including work on Lockwood Rd and on Ravenhill Dr. Increases in binder prices may affect the city s resurfacing efforts. Garris Faison with PWC s Electric Construction reported on a new project on Lake Valley Rd. A new convention center is being built in the area. Rob League with East Coast Underground introduced his company which provides various underground utility locating services. Kenny Hart with PWC s Water Construction commented on several of their projects. Water & Sewer renewals on Rowan St are ongoing as part of the 2011 Resurfacing Project. Services are currently being evaluated for the 2012 Resurfacing Project. Water and sewer lateral replacements for the 2012 Project have already begun on Alpine St and Blake St. On Ramsey St seven water services are being relocated
2 out of the proposed sidewalk area. In addition, a water main on Hattie Grey Rd is being replaced from Cameron Rd to the dead end. Work on the annexation projects in Summerhill and Lagrange is beginning again after postponement due to the tornado. Kenny Hart thanked everyone for attending and adjourned the meeting. May 30, 2011 Next NCOCC Board Meeting The next North Carolina One-Call Center Board Meeting will be on July 22 nd at 9:00 AM at Jefferson Landing in Jefferson, NC. For more information, please contact Christy Burgess at Web Ticket Management Users Conference If you are a member of North Carolina 811, the Web Ticket Management System (Web TMS) can greatly improve you handle the ticket that are sent to you. It s extremely flexible software and can be tailored to fit your needs. It automatically updates Positive Response. A software system would cost you tens of thousands of dollars, but for NC 811 members, it s a free service. The second annual Web TMS Users Conference will be held in Greensboro on June 23 rd from 8: 30AM through 2:00PM. It is open to all NC 811 members whether they are currently using Web TMS or not. It is an opportunity to express likes and dislikes about the system and to contribute to the wish list. Lunch will be provided. To register, go to and click on Web TMS at the bottom of the homepage.
4 For Your Information. North Carolina 811 Billboard Program for 2011 North Carolina 811 has contracted with Lamar Outdoor Advertising for 15 billboards scattered around North Carolina. PSNC Energy and Piedmont Natural Gas have shared in the cost for some of the location. These will be in place for six (6) months. In addition, Lamar has given North Carolina 20 public service billboard for the costs of producing the skins to cover the billboards. These will be in place for periods from 4 weeks to 6 months depending on demand for the billboards by others. DukeNet Communications Information As a result of questions in a local UCC, Herman Lynch of DukeNet Communications recently made a prestentation to the UCC. Here are a few of the thing he mentioned: Formed in 1994 Typically known as a Carrier s Carrier Continuing to build their network Manages Approx. 5K miles of fiber optic lines across 7 states (VA, NC, SC, GA, FL, AL and TN) Most is leased from other carriers. Owns about 800 miles of fiber cable (300 miles of this is underground) Uses a variety of contractor resources for marking lines All locates are dispatched (24x7) from their Network Operations Center ( ) 2011 Pipeline Awareness Presentations North Carolina 811 has been asked to do the Pipeline Awareness presentation in the state in The presentations started on Feb 28th. You can get information about upcoming presentations by going to and clicking on the NC 811 Pipeline Awareness link. REPORT YOUR DAMAGES TO DIRT We encourage you to report your damages into the DIRT system. The DIRT system is a tool for the reporting utility to track the data that you control and input. You will only be able to review the information that you input. Go to for more details. You must be a member of the CGA to use this service.
