MINUTES OF THE SPECIAL CAPITAL PROJECT COUNCIL COMMITTEE MEETING December 11, :00 PM This special meeting was held in the Midwest City Council conference room, second floor at City Hall, 100 N. Midwest Boulevard, Midwest City, County of Oklahoma, State of Oklahoma. Mayor Matt Dukes called the meeting to order at 2:06 PM with the following members present: Councilmember Christine Allen and Jeff Moore; and Acting City Clerk Guy Henson. Absent: none. Discussion Items. 1. Discussion and consideration of approving the minutes of the June 27, 2017 meeting, as submitted. Moore made a motion to approve the minutes, as submitted, seconded by Allen. Voting aye: Allen, Moore, Henson, and Dukes. Nay: none. Absent: none. Motion carried. 2. Discussion and consideration of potential capital projects for consideration in a general obligation bond issue. After much discussion, no action taken. Adjournment. Guy Henson, City Manager DATE: April 5, 2018 SUBJECT: Discussion and consideration of proposed capital projects associated with a potential G.O. Bond. The attached list of projects reflects what we believe to be those that have been under previous consideration. We have made some minor changes in how they are presented. For instance, we grouped the Police/Fire training facility together and separated them from the Fire Headquarters remodel. We also changed the project previously identified as Computer Aided Dispatch System (CAD) and New Siren Warning System and renamed it Public Safety Technology Improvements. The list of projects makes certain assumptions. The new multi-purpose athletic facility will be located on the south side of S.E. 29 th east of Douglas, included as proposed users of this facility will be adult softball, which will move from Regional Park. We recommend that the new Animal Shelter be located on the east end of the softball fields adjacent to the swimming pool. The Animal Shelter Council Committee met earlier this week and reviewed plans and cost estimates. Attached are the current estimates for the building and FF&E. In addition, Fred Meyers Civic Park will be phased out as a baseball facility. The new Police/Fire Training Facilities will be built at that location. We have made several budget adjustments: 1) added $250,000 at the Baseball Facility Renovation to pay for demolition and site work at Fred Meyer s Civic Park; 2) increased Police/Fire Radio System Replacement by $419,000, which will provide added funds for a 280 foot tower at the Water Resource Recovery Facility, and fund the conversion from the MOSAIC channels to Simulcast. This will provide for valuable redundancy for our Police/Fire Communications Systems. I would be remiss if I failed to bring to your attention two other projects, which you may wish to include in the bond issue. As you know there have been considerable planning efforts for the new park immediately north of Town Center. In addition, planning for the development of Mid-America Park has been on-going. Both projects have Master Plans that have been approved 1
4 by the City Council. I have asked Billy Harless to develop some preliminary costs estimates based upon the park designs completed to date (These are attached). The Midwest City Park (Town Center) estimate is approximately $4,300,000 and Mid-America Park is approximately $2,000,000. I have asked Greg Neito to attend the meeting and be prepared to discuss the sizing of the bond issue and millage requirements associated with funding these projects. In addition, I ve attached the 2018 Oklahoma County Election Dates. It appears there are only three dates available for special elections; June 26 th, August 28 th, and November 6 th. The first two may be impacted by Primary Elections, while November 6 th is, of course, the General Election date. Furthermore, the Election Resolution must be submitted to the Election Board 75 days in advance of the election. With this in mind, I think the most viable election date is August 28 th. The Election Board also recommended August 28 th to us. Using this date, the Election Proclamation must be submitted to them by June 13, There is a regular City Council meeting on June 12, 2018, at which the City Council could approve the final Proclamation.
