Ladies and Gentlemen, The Centre for Maritime Research & Experimentation (CMRE) intends to award a contract for the provision and installation of CISCO Blade Servers as described in the attached solicitation document. The purpose of this letter is to invite your company to submit a priced quote in support of this requirement. This solicitation is open to Cisco Gold Partners with Advanced Data Center Architecture Specialization, Advanced Unified Computing Technology Specialization and Advanced Unified Fabric Technology Specialization only. Quotes will be received until hours, local time, Thursday 28 Sep Quotes received after that time may not be considered. Enclosed please find the complete solicitation package, to include the Schedule of Prices to be used to submit your quote. The contract resulting from this solicitation will be regulated by the CMRE procurement standard Terms & Conditions listed in the RFQ document. The CMRE reserves the right to cancel this RFQ, partially or in its entirety, at any time. In such event, no claims for quotes preparation and related costs will be considered. 4 Technical Assistance and Maintenance Services: It is required by the awarded company to set up an organization supporting the following operating model: Help Desk Contact Point accessible during working hours via mail, phone, web. On-site Maintenance service for HW replacement. 5 C INSTRUCTIONS, CONDITIONS AND NOTICES TO OFFERORS C/1. NOTICES TO OFFERORS: 1. REQUIREMENT DESCRIPTION. This solicitation is for the provision and installation of CISCO Blade Servers as detailed in the Technical Specifications (Paragraph B). 2. SOLICITATION TYPE. This is a Request for Quotation (RFQ). 3. AWARD METHOD. Low priced compliant quote. The contract will be awarded to the qualified firm whose quote conforms to the requirements set forth in the solicitation documents and is evaluated to be the lowest cost to CMRE. Only certified Cisco Gold Partner with Advanced Data Center Architecture Specialization, Advanced Unified Computing Technology Specialization and Advanced Unified Fabric Technology Specialization will be considered for contract award. 4. CONTRACT TYPE. Firm-fixed price (FFP). C/2. INSTRUCTION TO OFFERORS: In order to be considered for award, quote must be prepared in accordance with the following instructions: 1. EXAMINATION OF DOCUMENTS. Before submitting a quote, each Firm shall: a. Carefully examine the specifications. b. Be fully aware of the existing conditions and limitations. c. Include in the quote sufficient information to cover all items required by this contract. 2. FORMULATION OF QUOTE. Firms are required to submit their price quote using the Schedule of Prices, page SUBMISSION OF QUOTE. Quotes shall be submitted to the address below by 09:00 hours local time, Thursday 28 September Quotes received after the stated date and time, may not be considered. 6 CMRE will not be responsible for any failure attributable to the transmission or receipt of the quote including, but not limited to: receipt of garbled or incomplete quote; software or other compatibility issues related to opening and reading the quote; delay in transmission or receipt of quote; failure of the offerors to properly identify the quote; illegibility of the quote; or security of quote data. Please note that our server will not receive messages greater than 15 MB. 4. ORAL QUOTES. No oral, telephonic or faxed quote or modifications will be considered. 5. CANCELLATION OF RFQ. The Centre reserves the right to cancel this RFQ in its entirety at any time with no legal liability on the part of the Centre for cost incurred for preparation and submission of a quote in response hereto. 6. QUOTE VALIDITY. Quotes submitted shall remain valid for a minimum period of thirty (30) calendar days counted from the solicitation closing date. The Centre reserves the right to request an extension of validity if a decision cannot be made within this time. Firms can either grant or deny the validity extension. 7. EXEMPTION FROM TAXES. According to NATO regulations, performance under the contract is exempt from taxes (e.g. VAT), duties and similar charges. (Ref. Procurement Contracts Standard Terms & Conditions clause no. 41). 8. PRICING. All prices shall be Firm Fixed Price (FFP). 9. OFFERORS REQUESTS FOR CLARIFICATIONS. Any communication related to this RFQ shall only be through the Centre s Contracting Officer. He/she is the only individual who may, during the solicitation and evaluation period, answer inquiries regarding this RFQ. There shall be no contact with other NATO personnel without the presence of the Contracting Officer. Any explanation or clarifications desired by offerors, regarding the meaning or interpretation of this RFQ, must be requested in writing (letter, facsimile or ). Responses to clarifications will be sent via to all interested offerors in a Questions & Answers format, as soon as possible. Questions received less than 36 hours before cutoff date may not be answered. Oral explanations shall not be binding unless confirmed in writing by the Contracting Officer. C/3. CONDITIONS: 1. INVOICING AND PAYMENTS: The invoicing and payment procedures that will govern the contract resulting from this solicitation, are those found in clauses no. 42 and 44 of Sect.
