PURPOSE 1.01 The purpse f the Light Emitting Dide (LED) sign is t prvide gvernment and cmmunity infrmatin t residents, ratepayers and visitrs t the Twnship f Lake f Bays that serves t infrm and enrich the Lake f Bays Cmmunity as a whle. 2. POLICY 2.01 This plicy shall gvern the use f LED signs situated n municipal prperty. This plicy will: Require a cmmunity grup t enter int an agreement with the Twnship t ensure the prper usage and set ut the terms f the sign if it is lcated n municipal prperty. Identify apprpriate/inapprpriate use f the LED Sign; Establish a prcess fr displaying events and messages; Establish message cntent displayed n the LED Sign; Priritize messages t be displayed; Establish the length f time messages are displayed; and 2.02 Agreement t Place an LED Sign n Municipal Prperty Any third party wishing t place a LED Sign n municipal prperty fr the purpse f displaying cmmunity events shall enter in t an agreement with the Twnship t address such things as cst, maintenance, insurance, etc. A sample agreement is attached t this Plicy (Attachment B) Prcedure fr Electrnic Message Requests a. Requests fr message display (Attachment A) must be submitted t the Municipal Office in writing at least ne week prir t the start f a wrk week when new messages will be psted. Each request must specify the desired week t display the message. Messages will typically be changed each Mnday mrning. b. Message requests must be apprved by the Chief Administrative Officer, r designate. Maximum f ne message per grup per week, unless therwise authrized by the Chief Administrative Officer, r designate. Requests nt meeting the parameters f this plicy shall require apprval f Cuncil. c. The Twnship reserves the right t determine message pririty, display time, display rder and wrding (ie. wrd rder, apprpriate shrt frms). Hwever, rganizatins/grups are cautined that the Twnship ffers n guarantee that nce their event/message is submitted, it will autmatically be prmted n the LED Sign. d. Lcal cmmunity events and municipal business will take precedence. The Twnship reserves the right t remve a submitted message prir t its deadline r remve messages fr events held n a regular basis (e.g. regular weekly/mnthly events) if the message bard becmes vercrwded. e. The Twnship is nt respnsible fr verifying the accuracy f infrmatin (e.g. time/date) with the exceptin f municipal infrmatin. f. Subject t the terms f the agreement required in Sectin 2.02, the Twnship r a third party (e.g. cmmunity grup) may agree t maintain, at its wn cst and expense, all the necessary

It is acknwledged that as the Ministry f Transprtatin r the District f Muskka is the regulatry bdy fr signage adjacent t their rads, these regulatry bdies may have additinal requirements that are mre restrictive than the cntents f this plicy. h. Changes r amendments t this plicy must be submitted in writing. Minr changes may be authrized by the Chief Administrative Officer withut requiring Cuncil s apprval Apprpriate Usage The fllwing are examples f infrmatin messages that are apprpriate t be displayed n the sign in n particular rder r pririty: a. Cmmunity Events, Functins, Celebratins and Appreciatin Including but nt limited t thse functins hsted by H.O.L.D. grup, ther cmmunity grups which wuld pertain t the general public and nt a specific grup (ie. Canada Day Firewrks, Church events, senirs events, Dwight Winter Carnival, etc.). b. Gvernment Messages (Municipal, District, Prvincial, Federal) (e.g. Fire Bans, Prclamatins, Tax Ntices, Waste Management Ntices, Cuncil and Cmmittee Meeting Schedules, Library messages, Public emergencies, etc.) c. Plicing Messages (e.g. O.P.P. and Cmmunity Plicing Messages) d. Fundraising Events within the Cmmunity (prvided net prceeds are fr charitable purpses with the exceptin f Lttery Events) 2.05 Inapprpriate Usage The fllwing are examples f inapprpriate messages that are inapprpriate t be displayed: a) Birthday, anniversary r cngratulatry messages fr individuals, rganizatins r businesses b) Prmtin fr any special cmmunity event where net prceeds are fr persnal prfit c) Use by businesses r cmmercial advertisers t prmte cmmercial gds r services (e.g. sales, grand penings, etc.) d) Persnal cntact infrmatin such as names/phne numbers, etc. e) Prclamatins fr special days r weeks, such as Heritage week r hlidays. 3. ADMINISTRATION 3.01 All members f the public, including established cmmunity grups will fllw this plicy.

The Twnship f Lake f Bays recgnizes the value f the rle and cntributins (bth financial and in-kind) f the public/vlunteers with respect t this prject. 6 Attachment B SAMPLE AGREEMENT TO GOVERN USE OF THE ELECTRONIC LED SIGN This agreement shall prvide the use f the Twnship f Lake f Bays/H.O.L.D Cmmunity Grup Electrnic LED sign lcated at the municipal ffice Dwight Beach Rad, Dwight, ON, P0A 1H0. It is gratefully acknwledged that the sign is a result f significant cntributins made by the H.O.L.D. (Hillside, Oxtngue Lake & Dwight) Cmmunity Grup. The Twnship f Lake f Bays recgnizes the value f the rle and cntributins (bth financial and in-kind) f the public and vlunteers with respect t this prject. As the HOLD Cmmunity Grup requested the lcatin f this sign n municipal prperty, the structure must be wned by the Crpratin f the Twnship f Lakes f Bays fr insurance purpses and as required by the Ministry f Transprtatin, the regulatry bdy fr any wrks r signage situated adjacent t Highway N. 60. As a result, the Twnship shall put in effect and maintain, at its wn cst and expense, all the necessary and apprpriate insurance, electricity and general maintenance f the sign.
