1 REGISTRATION DATA DIRECTORY SERVICE (WHOIS) SPECIFICATION [Nte: ICANN will be prpsing updated language regarding the term Whis t cmply with SSAC recmmendatins. The updated language will nt represent a change t the prpsed bligatins.] 1. Registratin Data Directry Services. Until ICANN requires a different prtcl, Registrar will perate a WHOIS service available via prt 43 in accrdance with RFC 3912, and a web- based Directry Service prviding free public query- based access t at least the elements set frth in Sectin thrugh f the Registrar Accreditatin Agreement in the frmat set frth in Sectin 1.4 f this Specificatin. ICANN reserves the right t specify alternative frmats and prtcls, and upn such specificatin, the Registrar will implement such alternative specificatin as sn as reasnably practicable. Fllwing the publicatin by the IETF f a Prpsed Standard, Draft Standard r Internet Standard and any revisins theret (as specified in RFC 2026) relating t the web- based directry service as specified in the IETF Web Extensible Internet Registratin Data Service wrking grup, Registrar shall implement the directry service specified in any such standard (r any revisin theret) n later than 135 days after such implementatin is requested by ICANN. Registrar shall implement internatinalized registratin data publicatin guidelines accrding t the specificatin published by ICANN fllwing the wrk f the ICANN Internatinalized Registratin Data Wrking Grup (IRD- WG) and its subsequent effrts, n later than 135 days after it is apprved by the ICANN Bard The frmat f respnses shall fllw a semi- free text frmat utline belw, fllwed by a blank line and a legal disclaimer specifying the rights f Registrar, and f the user querying the database Each data bject shall be represented as a set f key/value pairs, with lines beginning with keys, fllwed by a cln and a space as delimiters, fllwed by the value Fr fields where mre than ne value exists, multiple numbered key/value pairs with the same key shall be allwed (fr example t list multiple name servers). The first key/value pair after a blank line shuld be cnsidered the start f a new recrd, and shuld be cnsidered as identifying that recrd, and is used t grup data, such as hstnames and IP addresses, r a dmain name and registrant infrmatin, tgether.

Service Level Agreement fr Registratin Data Directry Services (RDDS) 2.1 Definitins IP address. Refers t IPv4 r IPv6 addresses withut making any distinctin between the tw. When there is need t make a distinctin, IPv4 r IPv6 is used. Prbes. Netwrk hsts used t perfrm tests (see belw) that are lcated at varius glbal lcatins. RDDS. Registratin Data Directry Services refers t the cllective f WHOIS and Web based WHOIS services. RTT. Rund- Trip Time r RTT refers t the time measured frm the sending f the first bit f the first packet f the sequence f packets needed t make a request until the receptin f the last bit f the last packet f the sequence needed t receive the respnse. If the client des nt receive the whle sequence f packets needed t cnsider the respnse as received, the request will be cnsidered unanswered. SLR. Service Level Requirement is the level f service expected fr a certain parameter being measured in a Service Level Agreement (SLA). 2.2 Service Level Agreement Matrix

Since substantial dwntime is already incrprated in the availability metric, planned utages r similar; any dwntime, be it fr maintenance r due t system failures, will be nted simply as dwntime and cunted fr SLA purpses RDDS availability. Refers t the ability f all the RDDS services fr the Registrar t respnd t queries frm an Internet user with apprpriate data frm the relevant registrar system. If 51% r mre f the RDDS testing prbes see any f the RDDS services as unavailable during a given time, the RDDS will be cnsidered unavailable WHOIS query RTT. Refers t the RTT f the sequence f packets frm the start f the TCP cnnectin t its end, including the receptin f the WHOIS respnse. If the RTT is 5- times r mre the crrespnding SLR, the RTT will be cnsidered undefined Web- based- WHOIS query RTT. Refers t the RTT f the sequence f packets frm the start f the TCP cnnectin t its end, including the receptin f the HTTP respnse fr nly ne HTTP request. If Registrar implements a multiple- step prcess t get t the infrmatin, nly the last step shall be measured. If the RTT is 5- times r mre the crrespnding SLR, the RTT will be cnsidered undefined RDDS query RTT. Refers t the cllective f WHOIS query RTT and Web- based- WHOIS query RTT.

6 2.2.5 RDDS update time. Refers t the time measured frm the receipt f an EPP cnfirmatin t a transfrm cmmand n a dmain name, hst r cntact, up until the servers f the RDDS services reflect the changes made RDDS test. Means ne query sent t a particular IP address f ne f the servers f ne f the RDDS services. Queries shall be abut existing bjects in the registrar system and the respnses must cntain the crrespnding infrmatin therwise the query will be cnsidered unanswered. Queries with an RTT 5 times higher than the crrespnding SLR will be cnsidered as unanswered. The pssible results t an RDDS test are: a number in millisecnds crrespnding t the RTT r undefined/unanswered Measuring RDDS parameters. Every 5 minutes, RDDS prbes will select ne IP address frm all the public- DNS registered IP addresses f the servers fr each RDDS service f the Registrar being mnitred and make an RDDS test t each ne. If an RDDS test result is undefined/unanswered, the crrespnding RDDS service will be cnsidered as unavailable frm that prbe until it is time t make a new test Cllating the results frm RDDS prbes. The minimum number f active testing prbes t cnsider a measurement valid is 10 at any given measurement perid, therwise the measurements will be discarded and will be cnsidered incnclusive; during this situatin n fault will be flagged against the SLRs Placement f RDDS prbes. Prbes fr measuring RDDS parameters shall be placed inside the netwrks with the mst users acrss the different gegraphic regins; care shall be taken nt t deply prbes behind high prpagatin- delay links, such as satellite links. 2.3 Cvenants f Perfrmance Measurement Registrar shall nt interfere with measurement Prbes, including any frm f preferential treatment f the requests fr the mnitred services. Registrar shall respnd t the measurement tests described in this Specificatin as it wuld d with any ther request frm Internet users (fr RDDS).
