Recommendation: Pass a Motion 1) suspending competitive solicitation in the best interests of the City; and 2) authorizing the City Manager, or his designee, to execute Professional Service Agreements with six Leisure Enrichment service providers for threeyear terms: a) For Tiny Tot Recreation $275,000 with Miss Becky s Corporation, $275,000 with Rachael Hinrichsen, $200,000 with Raquel Castro, and $150,000 with Grace Mattox; b) For Dance and Gymnastics $250,000 with Joanna s Kids R It; and c) For Martial Arts $150,000 with Mike Oliver. 3 Description Analysis: Policy Considerations: The recommendation in this report is consistent with City Code Chapter Environmental Considerations: Under the California Environmental Quality Act (CEQA) guidelines section 15378, continuing administrative activities do not constitute a project and are therefore exempt from review. Sustainability: None Commission/Committee Action: None. Rationale for Recommendation: These fee-for-services programs will allow the City of Sacramento and the region to continue to benefit from affordable high quality recreation programming. The use of contractors allows for high quality programming to meet the needs of our customers. Financial Considerations: No funding is requested with this item. Each contractor provides a feefor-service program. The Department of Parks and Recreation houses, promotes, registers participants, collects the fee revenue and pays the contractor. The City retains 30% of revenues collected to offset administrative and operational costs and the contractor receives 70% of the registration fees collected. Revenues have been budgeted in the Special Recreation fund (Fund 2504). Existing revenue projections include the use of these Contractors. Programs fees have not changed in the past three years. There are no plans for fee increases at this time. Based on the payment history and current level of programing the contract life span for each contractor is approximately 36 months. Emerging Small Business Development (ESBD): Not applicable. 3 of 179
4 Background For over 30 years the City of Sacramento has offered fee-for-service recreation programs through the Leisure Enrichment section. Leisure Enrichment is defined as a level of enhanced services that requires cost recovery. This is due to the following factors: services require special instruction, materials or equipment and/or high participant/leadership ratios. Users of the service can be reasonably expected to support the direct costs of this non-general funded program. Becky Castro has been with the City s Leisure Enrichment Program for 25 years. Her preschool aged enrichment courses are offered as an AM or PM program Monday- Friday at the Coloma Community Center. The Coloma Tiny Tot program serves approximately 60 children each month, between the ages of 3 and 5. Raquel Castro has been with the City s Leisure Enrichment Program for 10 years. Her preschool aged enrichment courses are offered as an AM or PM program Monday- Friday at the South Natomas Community Center. The Natomas Tiny Tot serves approximately 40 children each month, between the ages of 3 and 5. Grace Mattox has been with the City s Leisure Enrichment Program for 32 years. Her preschool aged enrichment courses are offered each morning Monday-Friday in the Tiny Tot building located in McKinley Park. The McKinley Park Tiny Tot program serves approximately 50 children each month, between the ages of 3 and 5. Ms. Mattox also offers a Mommy, Daddy and me program for children under the age of 3 years on Friday afternoons. Rachael Hinrichsen has been with the City s Leisure Enrichment Program for 10 years. Her preschool enrichment courses are offered as an AM or PM program Monday-Friday in the Tiny Tot building located in William Land Park. The Land Park Tiny Tot program serves approximately 75 children each month, between the ages of 3 and 5. Joanna Mcvay s, Kids R It, has been a part of the City s Leisure Enrichment program for the past 31 years. The Kids R It program offers courses that include four separate types of dance: ballet, tap, jazz, and gymnastics. Kids R It, serves approximately 200 youth each month, ages 2 years and up. Mike Oliver s, Zen Martial Arts, has been a part of the City s Leisure Enrichment program for four years. Zen Martial Arts provides self-defense and Martial Arts training. Classes are offered during after school hours Monday-Saturday at the Coloma Community Center. Mr. Oliver s program serves approximately 70 youth each month, ages 4 years and up. 4 of 179
