4 1.0 Overview 1.1 Objective Transfrmatin is where the Vendr mves the Cunty frm its legacy data and vice netwrks int a cnverged netwrk utilizing Vice ver Internet Prtcl (VIP). Cmplete all Transfrmatin milestnes by mutually agreed-n dates. This bjective will be measured by the delivery f the defined artifacts in Amendment 1 milestne six (6) by submissin & apprval f Quality Review Frm (QRF) fr a given subset f cmpleted sites in the Transfrmatin Prject. Minimize impact and risk t Cunty f Orange business peratins, IT departments and user cmmunity. Cntinue a slid relatinship between Cunty f Orange and Vendr accunt team. The TMO Client Satisfactin Survey will measure the success f this bjective. The 1GB interfaces n the Cisc 5596 switches will be used t supprt Layer-2 and cunty fiber cnnectivity fr agency sites int the data center. In additin, these switches will prvide cnnectivity fr 22 Nexus 2248s internal switches and fur Cisc ASA 5585s firewall appliances within the data center LAN Infrastructure. This cnfiguratin f the Nexus 2248s will prvide fr GB switch prts fr LAN switch cnnectivity int the cre LAN Infrastructure. The ASA 5585s firewalls have been cnfigured as tw redundant pair f devices with diverse paths within the data center. The tw redundant pairs f Cisc ASA5585s will supprt Internal and External firewall requirements and rules. These appliances allw fr access cntrl between Agencies and access cntrl t the servers themselves n an agency-independent basis. The ASA5585s have the ability f cntexts, which are multiple firewall plicies n a single device. This allws firewall plicies t meet individual Agency requirements withut affecting ther plicies. This cnfiguratin supprts the requirements requested fr agency segmentatin and separatin f traffic. The bundary layer f the LAN infrastructure will be cnfigured with 12 Cisc Catalyst 3850X switches and six Cisc Catalyst 3850X-10GB switches. These switches will supprt user and device cnnectivity within the data center and can be cnfigured t supprt VLAN segmentatin fr individual data center LANs r IP phnes. Vendr netwrk engineers will wrk with the Cunty t cnfigure the lgical and physical segmentatin fr each agency. The Law and Justice agencies will have physical netwrk separatin f all data and vice traffic as required. Vendr will cnfigure a separate LAN segment within the OCDC t handle the cnnectivity requirements f the netwrk management, security and mnitring tls. The bundary layer will be cnfigured t supprt all user accesses (such as well as Internet, intranet, extranet, VPN and IP telephny) Class 1 Sites - Off-Net Fr Class 1 Sites Off-Net is defined as lcatins where Subcntractr utilizes a 3 rd party lcal exchange carriers (AT&T) fr entrance facilities (last mile access int facilities). Vendr will prvide new Cisc netwrking equipment fr all Class 1 sites. The sites will be cnfigured with dual Cisc ASR1002 ruters t supprt WAN cnnectivity back t the OCDC. The existing LAN edge switches that supprt user cnnectivity will be replaced with new Cisc switches with the designated IOS and interfaces capable f supprting Pwer ver Ethernet (PE) technlgy in additin t MPLS and the required netwrk prtcls fr data tagging, encryptin, VLANs and vice/data traffic segmentatin. The tw circuit types delivered by Subcntractr are Metr-Ethernet and MPLS within a single carrier netwrk. Vendr will leverage existing Cunty fiber and fiber switching equipment where available t supprt cnverged netwrk cnnectivity requirements at large Cunty and Agency lcatins. Additinally, netwrk firewalls and security functinality have been included t prvide the necessary physical and lgical segmentatin f traffic and access fr Law & Justice agencies and peratins. Vendr will have respnsibility fr all new Subcntractr Metr Ethernet, Vice and MPLS Circuits, Fiber Switches and fiber build-ut csts fr new entrance facilities t supprt the diversity/redundancy requirements and service level metrics. This cnfiguratin will prvide redundancy and failver in case f a fiber cut r circuit utage. 25 5.2.9 LAN Cabling Upgrade all nn-standard cabling Vendr will upgrade all nn-standard cabling t the Cunty CAT6 standard, including patch cables that run between the LAN wall-jack and phne. Existing cables will be remved t prvide necessary access fr new cabling int raceways and cnduits within designated facilities. In raceways and/r cnduits where previusly existing cables are encuntered, Vendr will remve at least ne previusly existing cable frm that same raceway r cnduit fr each new cable Vendr installs. Vendr will certify, dress and label all cabling, patch panels and jacks t meet established Cunty standards within MDF and IDF lcatins, including terminatin f preexisting cabling fund t be nt yet terminated. Vendr has included 19,000 LAN cables fr replacement and upgrade t the Cunty CAT6 standard. Fewer LAN cables may be required nce infrmatin btained during site surveys is reviewed and Vendr will fllw the agreed upn change cntrl prcess t reduce any segments belw the 19,000 cables prpsed. On a prspective basis, beginning June 1, 2016, the Vendr agrees t prvide, as-built flr plans, under the same peratinal prcedures in place prir t June 1, 2016, but with the Vendr s additin f the representatin f thse cables that are certified by the Vendr under the terms f PCR # Existing LAN Cabling Certificatin Cunty has requested that, in certain circumstances, Vendr certify and supprt existing cable envirnments instead f upgrading t r installing new CAT6 per the Transfrmatin Design Specificatin. CAT5e and existing CAT6 cable are satisfactry t supprt the Gigabit Ethernet and Pwer ver Ethernet standards that will be utilized at the Cunty with the current Scpe 2 cnverged netwrk fferings prvided by Vendr, hwever, Vendr agrees t prvide nly CAT6 cable in prviding Services t the Cunty s LAN envirnments. Further, certain circumstances r cnditins may make it impractical t re-cable a building, e.g., the Cunty may have a shrt term lease and it wuld be t cstly t re-cable fr such a shrt duratin, r it may nt be practical t run new CAT6 cable in an envirnment because f asbests r ther hazardus r limiting factrs. The use f existing cabling is in cmpliance with the Cunty Standards Scpe f wrk: Re-certify f a maximum amunt f 7,000 existing cables s they can be attached t the Vendr cnverged data netwrk during the Transfrmatin Prject. A new Change Order will be required if this number is exceeded. Apprval frm the Cunty will be prvided using the Cabling Statement f Wrk (i.e. the cabling statement that accmpanies all transfrmatins) prir t the wrk being perfrmed. Certify that cables will pass the 1 GB certificatin tests (perfrmance) required t be supprted n the Cnverged netwrk. This certificatin prcess includes an end-tend test with utput that can be prvided upn request. See Appendix A fr the detailed specificatin tested when using the testing equipment. Nte: If the cable des nt pass this re-certificatin it will be required t be replaced with a new cable as part f the 19,000 until which time all the 19,000 cables have been deplyed. 29 Vendr will request fr all cabling vendrs t use care when mving furniture at all Cunty Agency facilities and cautin will be taken t nt damage any furniture r ther items at sites. In many cases, furniture mves may nt be necessary when the wrk area can be accessed withut mving the furniture in questin (such as crawling under a desk r wrking arund a printer). Upn cmpletin f wrk in an area, Vendr is instructing cabling vendrs t make best effrt t return the area t the riginal state prir t mving the furniture (excluding the wrk that was being perfrmed, such as remval f a rack r replacement f a faceplate). Cunty/Agency Respnsibilities: The Cunty and Agencies will alert Vendrs f any furniture r items that shuld nt be tuched/mved (sensitive equipment, high-dllar items, HIPAA dcuments) as well as any knwn r pssible hazards r dangers. Prir t knwn plans that may include furniture mves by the Vendr, the Cunty will cmmunicate t Agencies and their users t clear furniture surfaces f persnal effects. Prvide reasnable cnsideratin in granting apprpriate perfrmance relief when Vendr encunters circumstances (described herein as "Out f Scpe" fr furniture mves) that delay Vendr's effrts. Cunty will hire mvers as necessary t cmply with the parameters 5.3 Vice Netwrk Transfrmatin Overview Vice Transfrmatin will ccur in waves as described abut in sectin 3.3. Vendr will deply three instances f the HCS envirnment in the Vendr s Dallas and Pittsburgh data centers. These platfrms will be ge-redundant. Vendr will deply three pair f Cisc Cubes within the OCDC t terminate the SIP Trunking t the Cunty. The Cubes will be cnfigured in a redundant cnfiguratin t supprt the 2,500 cncurrent calls thrughut the cunty. Vendr will perfrm VIP site deplyments in a phased apprach that fllws the data netwrk cnnectivity and netwrk equipment transfrmatin. During each Phase, Vendr will be cnfiguring the Hsted Cisc HCS platfrms t supprt the IP-based vice services. Vendr will als be remtely staging and cnfiguring new vice equipment and prviding nsite installatin and cnfiguratin f new IP-phnes fr all users. Vendr will prvide enhance supprt during pst-site migratin perids (varies by site size perid ranges frm 4 t 48 hurs). SIP trunking will be used t supprt all Inbund/utbund dialing t the Cunty netwrk and lcal circuits. PRIs and 1MBs at remte sites will supprt survivability and E911 functins in the case f a netwrk failure. All class 1, 2 and 3 sites will deply Survivable Remte Site Telephny (SRST).
