2 RFQ This project is part of a USAC application for federal E-RATE funding. All providers wishing to quote must have a valid SPIN number and be in good standing with USAC. Proposers are expected to assist in the determination of individual component eligibility as outlined in the current USAC Eligible Services List. Proposals will be evaluated with price as highest criteria followed by experience with schools and the erate program. All work described in this Request For Proposal is contingent upon funding approval. MSD of Washington Township reserves the right to terminate any contract, agreement, or work schedule if FCC / USAC "E-RATE" funding is cancelled, altered, or denied. Overview The following is a Request For Quote (RFQ) to replace our existing Cisco 3750 Edge Switches that are capable of 1GB uplink speed, 10/100 port connections. We are submitting this RFQ to replace these edge switches with switches that can support at the port level speeds of 10/100/1000 and we will need both PoE and non-poe which can be stacked, interconnected or chassis based. It is required for the RFQ that at least one switch within each MDF/IDF (Main Distribution Frame / Intermediate Distribution Frame) be capable of running 10GB. The Switch(s) within each MDF must have the capacity to connect via 10GB SM fiber back to the Cisco 4507 core switch and 10GB MM fiber to each of the building s IDFs. MSD of Washington Township is seeking quotes for this equipment as it will be replacing our existing Cisco 3750 s that we have currently. MSD of Washington Township is willing to review quotes for both new and refurbished equipment as long as the equipment is equivalent or exceeds the original RFQ item. The RFQ must include all the necessary modules and cables to interface with the equipment in the IDF or MDF or connection to the MDF. You may submit a quote for hardware only or hardware with installation labor costs included. If there is to be additional software, licenses or consumables that are recommended or required for your submission please include those as line items included with your submission. The hardware, software and licenses must for a minimum of 1yr from the go-live date and no more than 5yrs must be included in the quotes submitted. The go-live date is the date when the equipment becomes in use and MSDWT traffic is transmitted over the equipment. 11/18/2016 MSDWT Request for Quote Page 2

3 PART 1 SCOPE OF WORK The following are requirements that must be met in order to submit an RFP to be considered. If your RFP submission does not contain equipment that meets or exceeds the requirements MSDWT reserves the right to disqualify your submission based on not meeting the requirements set forth. - All Ethernet ports must support up to 1Gbps for CAT5/CAT5e/CAT6 RJ-45 connections for desktops and ac Wireless Access Points. - Be able to do Layer 3 routing which includes OSPF - Be able to handle a minimum of 264 VLANs and allow for specifying which VLANs can traverse each fiber link. - Be able to configure an ACL or rule in order to prevent ports, protocols or services across specific ports we deem now or in the future. - Be able to handle multicast traffic for our VoIP Paging and IPTV system - Be able to do port and VLAN based QoS for our Cisco VoIP - Be able to set per port allowed VLAN or Trunk - Redundant power is not a requirement but adequate power for the PoE ports is required per MDF/IDF. - Be able to do 802.3ad Link Aggregation Control Protocol (LACP), port trunking and port mirroring. - Be able to diagnose through CLI or WebGUI; per port, CPU utilization, processes and logging information. We currently have a logging server that we utilize for errors and warnings, so network switches will need to be able to log to a remote syslog type server. - Each MDF or IDF chassis, stack or array of switches should be managed from a single IP address per closet. - The vendor must supply the necessary documentation, mounting hardware for a standard cabinet or rack, necessary power cords and any console cables. - Equipment will be plugged into a UPS unit at each of the MDF/IDF locations so required power cords should have a standard male 110V connection. - Be able to interop with RSTP and Cisco PVST spanning-tree - Be able to turn off telnet access and http, but allow ssh and https access to the switches. Hardware Vendor: - The minimum 1 st year of warranty, support and licensing are to be 24x7 support with no restriction on the quantity of support cases that can be opened to resolve issues with the configuration during the transition period from the Cisco 3750 and ongoing for the duration of the support contract. - If the vendor requires the end user (MSDWT) to be trained or certified on their equipment to contact support this must be clearly stated within the submitted RFP and in bold print. - All shipping costs for equipment replacement must be included the warranty and the hardware warranty is to be NBD or Same Day service. 11/18/2016 MSDWT Request for Quote Page 3

4 - If the modules contained in the chassis or switch require a separate firmware from that of the main unit this should be noted in the RFP - Must disclose any incompatibilities or interop ability issues with: Cisco 4500 operating as core switches, Ruckus Wireless Access Points, APC UPS, Lenovo desktops, HP ProLiant Servers, Apple imac and MacBook Pro. - All Fiber modules must note the type of fiber connection they require (SC, ST, LC, etc). - Warranty date is not to start until the equipment has gone live. RFP/Bid Submitters: - Must include ALL shipping and delivery costs within bid submission and cannot charge sales tax, tax exempt certificate will supplied to the awarded bidder. - If the submission includes installation, installation will occur either during a break when school is out (Winter, Spring or Summer) or during the week after school has let out for the day which is after 3PM for High School, after 4PM for Elementary Schools and after 4:30PM for Middle Schools. - All vendors, contractors and sub-contractors that are onsite at any of the MSDWT buildings are required to be appropriately dressed, recommended wearing company shirts with logo and have a badge clearly visible with the employee s picture on it. - Full payment is not to be expected until the entire project has been completed, tested and signed off by the MSDWT Project Manager. Partial payment can be arranged with a payment 2/3 of the hardware costs upon its arrival at MSDWT and the remaining 1/3 after installation is completed and the equipment has entered production state. Labor, configuration and warranty/support payment will not be made until project has been signed off. - MSDWT will provide a list of existing equipment, if trade-in or competitive upgrades are to be applied. All equipment to be traded-in is to be removed by the awarded vendor if the RFP submission included installation costs or will be centrally placed on a skid for pickup at the cost of the submitted vendor. PART 2 - RFP PROCESS STEPS Quote MSD of Washington Twp is providing prospective vendors with an excel spread sheet that includes the model numbers and the quantities to successfully respond to the RFQ. 5 it is their responsibility to ensure that the port count (per MDF/IDF) matches or exceeds the amount within that specific closet and cannot be counted in a building accumulative amount. Evaluate MSD of Washington Twp will evaluate all of the quotes submitted. Since this RFQ is being submitted through the e- Rate program, all quotes must be submitted according to the e-rate programs rules and guidelines. MSD of Washington Twp reserves the right to cancel this project and void all quotes in the event that e-rate funding is not made available for this project. All quotes are to be submitted electronically and to be submitted to erate@msdwt.k12.in.us by 4:00PM EST on January 25 th Any concerns or questions relative to this RFQ should be directed to ttoepp@msdwt.k12.in.us. Answers to questions will be posted on a linked page from labeled Answers to MSDWT Edge Switch Questions. Phone Calls with questions will not be taken. Questions will be answered via website postings (individual responses should not be expected) It is the responsibility of the vendor to check the website postings on an ongoing basis until the close of the open submission for any changes to this original RFP, questions/answers that may affect your submission or product submitted. The above measures are to insure equality and transparency. PART 3 - RFP SUBMISSION Proposers requesting a walkthrough of existing campus buildings and existing systems shall request via with subject header Walkthrough Request for Edge Switch RFP to ttoepp@msdwt.k12.in.us. Reminder that we are a School District and educating children is our primary goal. So a scheduled walk through may not be until after the children have exited the building. If multiple walk through requests are received we will schedule a set time for the walk through for all the vendors to be done at a one-time occurrence. During the walk through any questions asked and answered that are deemed informational in regards to this RFP can be posted, at the discretion of MDSWT, on the website for all participating vendors to see. Final Submittals: Electronic submission is mandatory. IEEE 802.3(xx) "Carrier Sense Multiple Access with Collision Detection." E. IEEE (xx) Wireless LAN Medium Access Control (MAC) and Physical Layer (PHY) Specifications. 3.3 CONTRACTOR QUALIFICATIONS: [ALL MUST BE MET] A. The systems contractor must possess the required license classification, a performance history, experience in the installation and placement of Managed Network Switches, and proof of time in business as required by the general conditions. Contractor must be trained and certified for the communications cable and hardware which it installs, and must furnish proof of certification. B. The systems contractor must hold a valid SPIN [Service Provider Identification Number] from the SLC [Schools and Libraries Corporation]. C. The systems contractor must possess a valid Contractor's License for the State of Indiana [Applies only to those proposals with installation of their proposed equipment]. D. The systems contractor must have successfully performed at least three projects of similar scope, within three years of this RFP. Proof of performance shall be in the form of reference sheets which shall include a brief description of the project, the beginning and ending dates, and the name, address, and telephone number of a project contact. This information may be requested by the engineer or owner prior to award of the contract. E. The systems contractor must be able to prove to the satisfaction of Owner that it has significant experience in the installation of Network Edge Switches. Installation must include removal of the existing edge switches and stacking cables, installation of new edge switches and interconnections, transfer of existing connection and proper placement of existing PoE connections into the new PoE edge switch placed, a knowledge of interconnect equipment, and a thorough knowledge of testing procedures. 3.4 SYSTEM DESCRIPTION: A. Each edge switch shall be place in each buildings MDF or IDF that they were quoted for. All new Ethernet or Fiber cables shall be the proper type for the installation, cable management is installed it will be re-utilized as will existing Velcro straps used for cable management. Each building has some form of cable management. B. All Electrical components shall bear the Underwriter's laboratories label. All communications cable shall bear flammability ratings where required as follows: 1. CM Communications Cable 2. CMP Plenum Rated Communications Cable 3. 7 3.5 SCOPE OF WORK: A. Contractor submitting a proposal for hardware and installation shall provide materials for and install a complete, functional wired network at each MDF/IDF. All Wireless Access Points and VoIP phones that had a PoE connection prior to installation are required to have a connecting into a PoE port on the newly installed edge switches. B. Vendors submitting a proposal for hardware only shall provide a complete proposal for all hardware, materials, connectors, transceivers and cables for a complete functional wired network at each MDF/IDF. C. The installation shall include any necessary cabling to interconnect the edge switches within each MDF/IDF. In addition to mounting hardware and power cords that are 110V connected, Contractor shall provide labor and any incidental material required for installation. All needed equipment, material and labor costs will need to be included in the project cost and is not to billed separately following the installation of the project. D. The work performed under this specification shall be of good quality and performed in a workmanlike manner. In this context "good quality" means that the work shall meet industry technical standards and quality of appearance. The engineer or owner reserves the right to reject all or a portion of the work performed, either on technical or aesthetic grounds MANUFACTURERS: A. Throughout this specification, Cisco model 3750/3750X is cited, along with specific part numbers. These citations are for the purpose of establishing current compatibility criteria s. Components must exceed these citations for the purpose of improving our current edge switch equipment capabilities. B. Cable Manufacturers for any new wiring installation are left up to the discretion of the vendor, suitable cable manufacturer that the District has used are Leviton (preferred), Comm-Scope, Belkin and Black Box to name a few. If the manufacturer of the cable does not carry a warranty for 5 years then it is the responsibility of the vendor to cover the remaining period that the warranty does not cover. This includes not only the cable, but cable ends, jacks, data biscuits and patch cords used for this project. 3.7 FUNCTION AND OPERATION: The intended purpose of the replacing the current edge switches that have reached EOL. The replacement switches will need to be able to support 1Gbps desktop connections, ac Wave 2 AP and VoIP telephony. Upon completion of the edge switch replacement all existing desktop connected, Wireless APs and VoIP phones will be functional. All VLAN replication, OSPF routing and multicast traffic will be operational as it was prior to equipment replacement. The intention of the replacement of these edge switches is to complete this project seamless and without major interruption. In the event of any major interruption the proposing vendor is expected to expedite the resolution. MSDWT will not be overbilled for labor, services or equipment that are necessary to meet or exceed the requirements set forth by this RFP. In the event the equipment and services are not compatible with the existing equipment it is the sole responsibly of the proposer and vendor to resolve the issues without ensuing any additional charges to MSDWT. 11/18/2016 MSDWT Request for Quote Page 7

8 PART 4 - REQUIREMENTS 4.1 GENERAL A. Equipment shall be provided and installed in accordance within the manufacturer requirements. General instructions are as follows: 1. Equipment cabinet / racks: For the edge switches, they will be installed and connected to one of the MDF and IDFs in each building. It will be installed in a standard 19 wide data cabinet or telco rack with a UPS connection for a 110V power cord or cords. Some, but not all of the rooms are climate controlled and the UPS has the capacity of run time of up to 20 minutes. 2. The existing Fiber Patch cables connecting into the Cisco 3750 and 3750X are LC type connections. If the fiber module that you are proposing has a different interface then it is required that the proposer also include in their RFP the necessary fiber cables to connect the network equipment to the structured fiber cable. 3. Labeling: To remain compliant with erate, we will need to place a barcode asset tag on each of the edge switch units. There will need to be a suitable location for the placement of these asset tags on each of the edge switches. If there is no available spot on the back for these asset tags then the installed switches will need to be spaced to allow for placement of the asset tags on the top of these switches. Placement on the side or bottom is not acceptable. 4.2 NETWORK ELECTRONICS: A. All network manage switches shall meet the capabilities of those manufactured by Cisco Systems, the Catalyst 3750X Series of managed switches are to be installed. Of particular note is the potential number of VLANS currently used (285) and the need for protocol based device discovery (100% Cisco Discovery Protocol compliant). B. The sole purpose of the vendor to install any additional managed switches is for the purpose of providing PoE to the Wireless APs that are non-cisco PoE compatible. These switches will need to be configured to interface properly with the Districts existing Cisco 4500 core switches. Each buildings MDF will have a cabinet to install the vendors switch. The building IDFs will contain either a data cabinet or a 2-post telco rack, it is the responsibility of the approved vendor to have the mounting hardware required for each switch into each of the closets and power connections via 110V. C. The devices must be able to sustain temperature changes when the schools HVAC equipment may be shutdown during Summer and Winter Breaks or during maintenance windows. D. Remote access to our Network: The customer will not provide any type of POTS or Centrex lines to the vendor for the purpose of remote access to perform troubleshooting. The customer will provide VPN or VPN tunnel access to the network for remote troubleshooting. If it is required for the vendor to have a dial in connection to troubleshoot the equipment it is their sole responsibility that they are to handle the installation and all one time or monthly costs that necessitate this requirement and it cannot be billed separately of the proposal. 11/18/2016 MSDWT Request for Quote Page 8

9 PART 5 EXECUTION 5.1 EQUIPMENT A. Contractor shall test each edge switch that has been replaced. The Owner reserves the right to have a representative present during all or a portion of the testing process. If the Owner elects to be present during testing, test results will only be acceptable when conducted in the presence of the Owner. 1. New Network connection: Each new network connection will be tested and proof of testing it to be provided along with a note field on which jack this connection corresponds to 2. Moved Network connection: Only moved network connections that undergo a re-termination will need to be retested. If a connection was moved without disconnecting and re-termination it will not be required to be retested. a) If an ethernet patch cable is replaced with a different patch it will need to be tested and verified. b) If a fiber patch cable is replaced with a different cable it will need to be tested and verified. c) If a stacking cable is replaced with an different stacking cable or inter-connect cable for the purpose of stacking edge switches within an MDF/IDF it will need to be tested and verified. 3. Network Equipment: All network equipment including APs, managed switches and transceivers are to be thoroughly tested and burned in for a period of 24hrs. a) Network Equipment is to be tested to ensure it can meet the bandwidth speed for the connection to the Cisco core switches existing. b) All edge switches are to be tested to ensure they are propagating the proper VLAN and QoS traffic. c) Network configurations should be reviewed by the design engineer that all configurations from the existing edge switches where properly brought over to the new edge switches and configured properly. d) All edge switches are to have the latest version of firmware and operating system that has been release for the general public. Software that is labeled Alpha or Beta will not be accepted unless the owner allows it and the vendor must have a written sign off by the owner. B. Contractor shall provide documentation to include any test results, as-built drawings, and port resolution maps or cut sheets 1. Cable Test Results: The results of any cable testing shall be delivered to the customer at time of requested signoff in both a physical copy in a 3 ring binder and in a scanned electronic form (provide CD). Only signed original copies will be acceptable. Signatures required on the Test Results are those of the engineer/contractor that did the work and the project manager. Acceptable Cable Testing results can be in the form of the output from the Cable Tester or in a document created showing the test results. As mentioned above, the patch panel port number will need to be noted on the test result or in the notes section for each network connection. 2. As-Built Drawings: Contractor will be provided clean copies of the building drawings depicting the overview of the network diagram in an overview of the WAN and a per building LAN showing the proper amount of switch(es) in each MDF/IDF. No usernames or password are to documented on these drawings. 5.2 ACCEPTANCE 11/18/2016 MSDWT Request for Quote Page 9

10 A. Acceptance of the Data Communications System, by the Engineer or Owner, shall be based on the results of testing, functionality, and the receipt of documentation. With regard to testing, all data cable segments and all UTP data cables installed must meet the criteria established. With regard to functionality, Contractor must demonstrate to Owner that all wired connections are functional at all buildings of this project and that data signals can be successfully transmitted, bi-directionally. The number of PoE ports in use prior to replacement must match the number of PoE ports in use following edge switch replacement. With regard to documentation, all required documentation shall be submitted to Owner. 5.3 MINIMUM WARRANTY A. The warranty on the material, services, and operation of the edge switches to this specification must be for the minimum period of 1 year. This includes all items that were installed by the vendor. The District is to not incur any additional costs for the ongoing maintenance for the first year and the Vendor/VAR shall provide within their proposal costs for the first year as well as total cost for 5 years of maintenance on the hardware and software. All costs are to be included in the overall project costs and the District will refuse to pay any additional costs that are added following the signing of the contract. B. The warranty must include the following statements regarding the cabling system: "Will be free from defects in material or faulty workmanship. All of the cabling system installed, including connectors are to be warrantied against breaks that occur through from nature, rodents or humans. All material and labor costs are to be paid by the vendor and included in their proposal the ongoing maintenance of these Network connections for a period of 1 year from sign off. C. The warranty must include full repair or replacement at the cost of the vendor with the same or better equipment or material. In the event the cost of the repair or replacement equipment has increased higher than forecasted by the vendor it is the responsibility of the vendor to absorb those costs. The District is not responsible for incurring the additional costs. D. The warranty must include any damage to the network cables or network equipment by the Vendor or Sub- Contractor during installation. This is to include breaks and damage to and of the new or existing cable, APs, VoIP and it is the responsibility of the Vendor to recover any and all costs the Vendor, VAR or their sub-contractors incur while repairing the cable or wireless equipment from the person or persons responsible to the break or damage. This includes any and all costs for parts, material, labor and any legal costs. E. The warranty of the equipment is to begin on the day that the owner has signed off on the project and on no date prior. All warranty whether it is 1 year or 5 year is to be in full years from the date the warranty is to start. F. Unlimited manufacturer phone support during the period of the warranty is to be included. Phone support should be at the minimum be reachable between the hours of 7AM EST to 7PM EST Monday through Friday. Phone support to the Vendor/VAR does not meet the minimum warranty requirement. G. Warranty repairs should be minimum NBD replacement. Depot repair will not meet the minimum warranty requirement. All shipping costs, if applicable, for warranty repairs are to be included within the cost of the warranty and shipping labels to return warranty equipment should be processed by the manufacturer. 5.4 WARRANTY REPAIR In the event of a failure in all or portions of the edge switches the Manufacturer is to repair or replaced the equipment within 1 business days. 11/18/2016 MSDWT Request for Quote Page 10

11 It is the responsibility of the vendor to initially establish the warranty with the manufacturer for all installed equipment. All replaced/repaired equipment must be able to reconnect with existing equipment within the MDF/IDF as well as interconnection within the building or connections to the Districts core switches. Regardless of the version of the switch, it should be without additional cost have the ability to operate at the version of software/firmware that the existing switches are operating at. There should be no restrictions on downgrading the version on new/replacement equipment. In the event the replacement equipment is not available and a higher model replacement is provided it must be 100% compatible with the existing equipment and the Owner will not incur any additional software or licensing cost for the higher model. The Vendor is to provide a 5 year warranty option on all hardware and software for any managed switches that are part purchased as part of the Vendors proposal. The Vendor is to specify if the warranty repair/replacement is depot or advance replacement in their proposal that includes edge switches, transceivers and any new cables that were part of the proposal. 5.5 PRODUCT MODIFICATIONS In the event of a need by the Vendor/VAR to disrupt services such as a software update or replacement of a failing piece of hardware, these will need to be communicated to the customer prior. If the Vendor, VAR or manufacture has to update the software, they need to communicate to the customer if any features are being added or removed with the software update in addition to any notable bug fixes or known/found bugs that will be in the software/firmware update. The Owner reserves the right to schedule updates/replacements to after hours if it will impact services and would be better suited after hours and cancel updates that may impact all or portions of the network. PART 6 - EXCLUSIONS MSD of Washington Township has additional building that are not e-rate Eligible but are to be included as add-options separated from the e-rate Proposal. We are asking that you include these locations and to bill separately of your erate edge switch Proposal as the District will need to pay for these locations without the assistance of erate funding. These locations are to not be included in the erate proposal in any way, the proposal for these locations should be distinctly separated from the erate Proposal. These locations will adhere to the same installation and warranty requirements as the erate funded buildings. A. Hilltop Developmental Preschool B. J. Everett Light Career Center C.
