1 BOARD OF SUPERVISORS BUSINESS MEETING ACTION ITEM Date of Meeting: January 18, 2018 # 8 SUBJECT: ELECTION DISTRICT: Response to Board Member Initiative: Traffic Analysis and Safety Study of Waxpool Road between Faulkner Parkway and Demott Drive Ashburn and Broad Run CRITICAL ACTION DATE: At the pleasure of the Board STAFF CONTACTS: Eloisa Thring, Transportation and Capital Infrastructure Joe Kroboth, III, Transportation and Capital Infrastructure PURPOSE: To report back to the Board of Supervisors (Board) with the cost estimate to complete a traffic analysis evaluating the operations and safety concerns on Waxpool Road between Faulkner Parkway and Demott Drive in the Ashburn and Broad Run Election District. RECOMMENDATIONS: Staff recommends that the Board direct staff to prepare a budget adjustment to transfer $185,000 from the Traffic Signal Contingency account to the Project Management Consulting Services project account to be expended on the traffic engineering study associated with operations and safety concerns on Waxpool Road between Faulkner Parkway and Demott Drive in the Ashburn and Broad Run Election Districts. BACKGROUND: At the Board Business Meeting on February 23, 2017, the Board directed staff (8-0-1: Meyer absent) to identify funds to complete a traffic analysis addressing operations and safety concerns on Waxpool Road (Route 2119) between Faulkner Parkway (Route 643) and Demott Drive (Route 2070). The study area is shown on Attachment 1. On April 27, 2017, Supervisor Meyer s Office, Department of Transportation and Capital Infrastructure (DTCI) and Virginia Department of Transportation (VDOT) representatives visited the intersection of Waxpool Road at Demott Drive. The group observed traffic operations at the intersection and discussed potential mitigations to improve operations and safety. The Waxpool Road at Demott Drive intersection was the primary focus of this site visit. Preliminary crash data provided by VDOT showed that approximately eighteen (18) angle crashes occurred at the intersection between January 2013, and December 2015, which equates to approximately five (5) crashes per year. As a result, VDOT agreed to complete a traffic signal warrant analysis at this intersection. Previously, VDOT completed a warrant analysis at this intersection in 2014; and it showed that the installation of a traffic signal was not justified. Following the site visit, VDOT

On June 1, 2017, representatives from DTCI, VDOT, and the County s task order consultant visited the subject corridor. The project team walked the limits of the subject corridor to better understand preliminary constraints and opportunities. On July 21, 2017, VDOT completed the warrant analysis and recommended a signal installation at this location. At the Board Business Meeting on September 5, 2017, the Board directed staff (9-0) to develop a cost estimate and identify funding source for the proposed traffic signal installation at the intersection of Waxpool Road and Demott Drive. On January 4, 2018, staff requested the task order consultant to prepare a cost proposal to provide traffic signal design services for this intersection project. As soon as staff receives this information, an action item requesting authorization to expend funds will be presented to the Board at a future business meeting. In August 2017, DTCI was awarded via application $25,000 from the Metropolitan Washington Council of Governments (COG) Transportation and Land Use Connections (TLC) Program. The TLC Program aims to support local jurisdictions with planning and designing vibrant communities in an effort to make them more walkable and accessible for people without vehicles. These funds are being applied to improve the pedestrian vehicular safety by completing a signal warrant analysis for the Waxpool Road at Shellhorn Road (Route 643) intersection, which is located within the study area. On September 9, 2017, DTCI received a cost proposal totaling $185,000 from the County s task order consultant to complete a traffic engineering study of the Waxpool Road corridor between Faulkner Parkway and Demott Drive (Attachment 2). The proposed scope and cost includes the following activities: field work and data collection, development of corridor alternatives, development of intersection and mid-block alternatives, assessment of pedestrian facilities, development of pedestrian connectivity map, and guardrail assessment. The proposed study will also evaluate several characteristics including the following: the number and design of intersections along the corridor; intersection sight distance; multi-modal accommodations and usage; and operational characteristics. The proposed timeline associated with the feasibility study is approximately weeks. This timeline allows for a robust data collection effort, evaluation of various improvement options, VDOT review and coordination, and documentation of findings. ISSUES: Waxpool Road is a four-lane undivided roadway with a functional classification of major collector, posted speed limit of 40 miles per hour, and is maintained by VDOT. The corridor is approximately 1.2 miles in length between Faulkner Parkway and Demott Drive, and borders the Ashburn and Broad Run Districts. Under existing conditions, there are nine (9) unsignalized intersections along the corridor that provide access to single- and multi-family dwellings and

The unsignalized intersections of interest are listed below: Alexan Terrace Ryan s Corner Place Shellhorn Road (Route 643) Oakville Terrace Omerara Terrace Green Station Square/Liverpool Road Covent Garden Drive (Route 2713) Trask Place (Route 2711) Demott Drive (Route 2070) It is important to note that the proposed scope of work does not duplicate efforts underway as part of the traffic signal evaluations for the two intersections: (1) Waxpool Road at Demott Drive intersection; and (2) Waxpool Road at Shellhorn Road intersection. Staff will coordinate efforts underway at these two intersections and incorporate findings in the proposed Waxpool Road corridor alternatives. The Dulles Corridor Metrorail Project will also be considered in this study as the future Ashburn Silver Line Metrorail station will be approximately one (1) mile south of the study corridor. Staff will be coordinating with the DTCI planning team to ensure no conflicts will be made to the surrounding area and the proposed study is in concert with any on-going efforts to the adjacent area. FISCAL IMPACT: The cost to complete the traffic engineering study for the Waxpool Road corridor between Demott Drive and Faulkner Parkway is $185,000. Staff reviewed available proffer funds in the vicinity of the proposed project and did not identify any available funds that could be applied to this project. As a result, staff recommends utilizing the Traffic Signal Contingency account in the Capital Fund to fund the traffic engineering study. The current balance of the Traffic Signal Contingency account is $320, If the proposed action is approved by the Board, the remaining balance in the Traffic Signal Contingency account will be $135, AFT MOTIONS: 1. I move that the Board of Supervisors direct staff to proceed with the traffic engineering study addressing the traffic operations and safety concerns on Waxpool Road (Route 2119) between Faulkner Parkway (Route 643) and Demott Drive (Route 2070) in the Ashburn and Broad Run Election Districts. OR I further move that the Board of Supervisors authorize staff to execute a budget adjustment to transfer $185,000 from the Traffic Signal Contingency account to the Project Management Consulting Services project account to fund the traffic engineering study.

This study is in response to concerns raised by residents of the surrounding communities. In addition, the intersections along the corridor provide access to many multifamily houses with an increase in demand during the peak hour periods. The Dulles Corridor Metrorail Project will be considered in this study as the future Ashburn Silver Line Metrorail station will be approximately 1 mile south of the study corridor. Characteristics that will be evaluated as part of this Waxpool Road study include the number and design of intersections along the corridor, sight distance, multi-modal accommodations and usage, as well as operational characteristics. Other considerations include roadway function and access control, turning volumes and 85th percentile speeds, crash types and patterns, pedestrian and bicycle activity, and public outreach. The study limits will be from 350 feet west of Demott Drive to Faulkner Parkway. Data will be collected to assess safety and operational conditions, identify problems, and develop alternative solution concepts. The study will include stakeholder engagement and the outcome will include a document summarizing conceptual improvement alternatives and recommendations.
