It is intended to assist designers in developing project specifications that communicate R12 s requirements for the construction of Network, IP Cameras, and Phone systems at their facilities. The NCGS was developed from R12 s previous version of its telecommunications infrastructure standard specifications in use at that time. It has been updated to reflect the changes that have occurred since the previous version was published. This document will supersede any other document in the event of a conflict including construction documents and specs. 1.1 DOCUMENT INTENT R12 has developed the NCGS with the intent that its standards and practices are followed during the design and construction of Network, IP Camera, and Phone infrastructure. Each NCGS specification section has references, products, procedures, processes, and work descriptions/summaries that are common to all R12 cabling projects. This information is provided in specification format to serve as a guide to the Engineer/Designer in producing a BICSI-compliant specification that will meet the unique requirements of R12 cabling projects. The NCGS is intended to be a Master Specification. The products listed and other information included in each section is intended to be all-inclusive for any given project. 2
3 Unless otherwise stated, the information in the NCGS applies to both new construction and remodel projects. 1.2 SPECIFICATION SECTIONS The NCGS contains the following 5 specification sections: 1 General Construction of MDF/IDF Rooms 2 Plant Cabling 3 Grounding and Bonding for Networks 4 Testing 5 Part Specifications SECTION 1 GENERAL CONSTRUCTION OF MDF/IDF ROOMS REQUIREMENTS SPS Networking Dept will layout all MDF/IDF rooms for Data/Phone equipment and provide detailed drawings to Contractors. Contractors will install ladder tray, racks, wire management, patch panels, and fiber enclosures all provided by SPS. SPS Networking Dept will provide and install all networked switches and patch cables. A preconstruction trade meeting must be performed before any Data/Phone work is started with a representative from the SPS Networking Dept present. All Mdf/Idf room walls shall have an added layer of 3/4 plywood, B-C ext. grade 5. Plywood must be fire-retardant. Install the plywood horizontally on walls from 2-0 to 6-0 AFF from corner to corner. All walls shall be painted with a light-colored paint. All MDF and IDF telecommunication rooms shall have ladder type cable tray installed around the perimeter of the room and over Data/Phone racks designated by SPS Networking Dept. Suspended ceilings are not expected in Telecommunications rooms. Minimum ceiling height shall be 8-6. Doors shall be lockable, opening 90 or greater and 36 wide x 80 min height. Hinge doors to open outward unless corridor width will not accommodate out-swing without reducing egress. If door must swing in, then assure that MDF room size is increased to accommodate in-swinging door. Fire rating of doors and sprinkling of room shall be as required by code. Hardware: hinges, lockset, stop, kick plate and closer per R12 General Service Center Standards. Locking: Cylinder shall be General Service Center standard for MDF/IDF rooms. Structural Requirements of Telecommunications Rooms: The floor rating under distributed loading shall be greater than 100lbf/ft². 3
4 Mechanical Construction Requirements of telecommunication rooms: Provide ventilation and air conditioning that will maintain a temperature range of Fahrenheit Per BICSI Telecommunications Distributions Methods Manual. Relative humidity range should be 30% to 55% relative humidity Per BICSI Telecommunications Distributions Methods Manual. No mechanical equipment shall be installed on the plywood or impair the routing of telecommunication cables. It is not permissible to route any mechanical systems through the room, including HVAC ducts, plumbing, gas lines, air lines, clean outs, etc. that do not directly serve the telecommunications room. Mechanical designers shall work with telecommunications designers to ensure that space is available for access to cable tray or cable pathway in hallways Electrical Construction Requirements of MDF/IDF rooms: Provide a minimum lighting level of 50 foot-candles measured 1 meter above the finished floor level. Provide a minimum of two dedicated, isolated ground, 110V, 20A quad electrical outlets which are on separate circuits on each wall. One of these outlets shall be installed on the wall near the equipment frames. SECTION 2 SITE CABLING CROSS-CONNECT SYSTEM All horizontal cabling will be terminated on Category 6 patch panels (see parts list end of document). This allows any cable to be used for voice, data or other purpose. Cross-connects will be done by using patch cords in the MDF/IDF rooms to connect a jack on the horizontal cabling system Category 6 patch panel to either network equipment or a patch panel designated for voice or other use in the equipment racks. All patch cords other than voice or data must be clearly labeled and identified by the installer BACKBONE CABLE Data backbone cabling installed between each Mdf/Idf room will consist of one 12 strand Interlocking Armored 50/125um OM4 multimode optical fiber cable (see parts list end of document). Phone backbone cabling installed between MDF/IDF will consist on one 50 pair copper cable. Phone backbone cabling installed between MDF/DMARK will consist on one 25 pair copper cable BACKBONE CABLE INSTALLATION 4
5 All backbone cables shall be installed in the following manner: Where cables are housed in conduits, the backbone and horizontal cables shall be installed in separate conduits. Backbone cabling not installed in cable tray must be properly installed in J hooks or Bridal rings at a maximum of 5 apart. Pathways for Backbone cabling must be self supporting and not run through any building structure unless authorized by the SPS Networking Dept. For optical fiber backbone cables: Do not exceed the cable s minimum bend radius. Bending cable tighter than the minimum bend Radius may result in increased optical fiber attenuation or fiber breakage. Fiber backbone cable must be fastened to fiber boxes at each end with a 3/8 flex connector. Do not exceed the cables maximum compression, tensile loading, or minimum bend radius (See manufacture specifications for more info). NOTE: Do not locate backbone cable pathways in elevator shafts. Do not over fill conduits, ducts or sleeves. Refer to the BICSI Telecommunications Distributions Methods Manual, latest edition for more information CABLING Copper Data/Phone cabling: Any Contractor installing Data/Phone/IP Camera cabling must have a BICSI level II installer on staff. Contractors must be certified by the manufacturer and provide a minimum 25 year warranty on cabling and connectivity. Contractors installing Data/Phone/IP Camera cabling must provide the proper credentials at the bid opening. SPS utilizes a controller based Wireless system that is part of the Network infrastructure. It requires 2 drops per wireless access point. One location in the center of every classroom, two in every Learning Lab, cafeteria, all purpose room, library, gym, commons area, any other large multipurpose room and coverage for all other areas designated by the SPS Networking department. All wireless access point locations not in drop ceiling must have a 4s box, shallow mud ring, and conduit to the nearest cabling pathway. All cabling for Wireless Access Points in drop ceiling must have a 15 loop at the access point. Pathways for horizontal cabling must be self supporting and not run through any building structure unless authorized by the SPS Networking Dept. All cabling terminating in the Telecommunications room (MDF/IDF) must have 10 (3m) of slack and be installed in an extended loop meeting all BICSI requirements and best practices. All cabling terminating at a Communications outlet (Jack) must have 3.28 (1m) of slack. All Data/Phone locations must use a 2 gang box with mud ring. Any Data/Phone locations with more than 4 ports must use a 2 gang faceplate. The maximum distance of any cable shall not exceed 295 including slack loops. Cabling not installed in cable tray or conduit must be installed in J hooks or Bridal rings at a maximum of 5 apart. 5
6 Certified to Category 6 standard for Data/Phone/IP Camera. All four pairs terminated on each end with RJ-45 EIA/Tia 568-B. Data cables and jacks must be blue in color (see parts list end of document). Phone cables and jacks must be white in color (see parts list end of document). IP Camera cables and jacks must be green in color (see parts list end of document) Phone locations for all Secretaries must have two phone drops. Phone cabling for class rooms must be wall mounted by the door to meet SPS safety requirements. All rooms must have phone cabling installed including the gym, stage, kitchen, cafeteria, and commons areas to meet SPS safety requirements. Flush mount faceplate to match electrical (see parts list end of document). All cable outlets labeled and Category 6 twisted pair (UTP) certified. Data station distribution cables constructed with Category 6 data grade media and shall originate on a Category modular patch panel located in the Main Distribution Frame (MDF) or Intermediate Distribution Frame (IDF) location (see parts list end of document). Testing and certification documentation shall be returned to the SPS Networking Group upon completion of the job. Any wall or floor penetration must have a sleeve installed sized for 25% growth. All conduit stub-ups and sleeves must have protective bushings installed. Do not daisy chain conduits. Conduit fill Ratio for any combination of Data and Phone cabling: 1-4 Cables ¾ 5-8 Cables Cables 1 ¼ Cables 1 ½ NOTE: Do not over fill conduits, ducts or sleeves. Refer to the BICSI Telecommunications Distributions Methods Manual, latest edition for more information CABLING Fiber optic cabling: Fiber connectors must be fusion spiced using pre-polished pigtails or pre-polished connectors. Fiber connector type must be (LC). Fiber Optic cable meets EIA crush resistance, EIA impact resistance, and EIA flexure specifications and shall not have greater than eight (8) inch bend radius. Fiber optic cables are terminated in rack Fiber Optic Termination Boxes (see parts list end of document). Adapter plates that accommodate LC type connectors are specified for all available spaces within each Fiber Optic Termination Box (see parts list end of 6
7 document). Testing and certification documentation shall be returned to the SPS Networking Group upon completion of the job. NOTE: Do not over fill conduits, ducts or sleeves. Refer to the BICSI Telecommunications Distributions Methods Manual, latest edition for more information. SECTION 3 GROUNDING AND BONDING FOR NETWORKS Grounding Grounding and bonding shall comply with EIA/TIA 607. Each MDF/IDF closet shall be equipped with a grounding bar. Multiple grounding bars within a closet shall be bonded together with a conductor sized appropriately. All cross connect frames, patch panels, racks, and ladder tray shall be grounded per standard practice. Telecommunications grounds in each closet shall be tied to the main grounding bar located at the MDF with a minimum #6 AWG copper ground cable. This ground shall be connected to the building s main power grounding electrode, or alternate approved grounding location. The vendor will insure that no ground loops or extraneous voltages exist within the grounding system, or that no DC resistance greater than 5 ohms exists between any ground bar and the main building electrical grounding electrode. SECTION 4- TESTING Testing All cables and termination hardware shall be 100% tested for defects in installation and to verify cable performance under installed conditions. The contractor prior to system acceptance shall verify all conductors of each installed cable useable. Any defect in the cabling system installation including but not limited to cable, connectors, feed through couplers, patch panels, and connector blocks shall be repaired or replaced in order to ensure 100% useable conductors in all cables installed. All cables shall be tested in accordance to best industry practices. If any of these are in conflict, the Contractor shall be responsible to bring any discrepancies to the attention of the project manager for clarification and/or resolution. 7
8 4.0.2 Performance COPPER Category 6 Data/Phone cable shall be performance verified using an automated test set. Test results shall be automatically evaluated by the equipment, using the most up-to-date criteria from the TIA/EIA and the result shown as pass/fail. Test results shall be printed directly from the test unit or from a downloaded file using an application from the test equipment manufacturer. The printed test results shall include all tests performed, the expected test result and the actual test result achieved. FIBER Test results shall be automatically evaluated by the equipment, using the most upto-date criteria from the TIA/EIA Standard and the results shown as pass/fail. Test results shall be printed directly from the test unit or from a download file using an application from the test equipment manufacturer. The printed test results shall include all tests performed, the expected test result and the actual test result achieved. 8
